SECTION1:OFFICEBACKGROUND1.1 THEOFFICEOFCURRICULUMANDINSTRUCTIONTheOfficeofCurriculumandInstruction(C&I)wasfoundedin2013undertheDivisionofWorkforce,Career,andTechnicalEducationattheMississippiCommunityCollegeBoard(MCCB).TheofficeisfundedthroughapartnershipwithTheMississippiDepartmentofEducation(MDE),whoservesasMississippi’sfiscalagentforstateandfederalCareerandTechnicalEducation(CTE)Funds. TheofficeistaskedwithdevelopingstatewideCTEcurriculum,programming,andprofessionaldevelopmentdesignedtomeetthelocalandstatewideeconomicdemand.

1.2 MISSIONOurmissionistodevelopaninnovativecurriculumandprofessionaltrainingsystemthatfacilitatesseamlesseducationaldeliverybywell-trainedprofessionalswhoarefocusedonpreparingskilledworkersinthe21stcenturyeconomy.1.3 GOALS

1. Produceresearch-based,high-qualitycurriculaforMSCommunityCollegeswhereallprogramsarealignedtoindustryneedsandnationalcertifications.

2. Provideoutcomes-based,professionaldevelopmentteaching,learning,andleadershipstrategiestoaccelerateinstructor,staff,andadministratoreffectiveness.

3. Supporttheimplementationofgroundbreakingcareerpathways;innovativeinstructionaldesignanddelivery(i.e.onlineinstruction,stackablecredentials,blockscheduling,hybridcourses);andinfusionoftechnologyintheclassroom.

1.5 JOBDESCRIPTIONS

1.5.1 DIRECTOROFCURRICULUMANDINSTRUCTIONTheDirectoroftheofficeofCurriculumandInstructionwillbeafull-timepositionlocatedattheMississippiCommunityCollegeBoard.TheOfficeofCurriculumandInstructionwillpartnerwithconstituentstodevelopinnovativecurriculadesigns,educationalpathways,andcreativeprofessionaldevelopmentforCareerandTechnicalstaff,faculty,andadministrators.Theprimaryfunctionofthisprofessionaladministrativepositionistoprovideinnovative,visionaryleadershipandadministrativedirectionfortheOfficeofCurriculumandInstruction.TheDirectorwillberesponsibleforoverseeingtheresearchforcurriculumdesign,pedagogicalstrategiesandprofessionaldevelopment.TheDirectorwillworkcloselywiththecommunitycolleges,ResearchandCurriculumUnitatMississippiStateUniversity,K-12,MCCBOfficeofCareerandTechnicalEducation,andbusinessandindustrytofocusontechnologydevelopments,determineprioritiesandneeds,andensurethatcurriculumsaredesignedtomeettheirneeds.TheDirectorwillalsoberesponsibleforsupervisingstaff.ThispositionreportstotheAssociateExecutiveDirectorforWorkforce,CareerandTechnicalEducation.

1.5.2 CURRICULUMSPECIALISTSTheCurriculumSpecialistisafull-timepositionwithintheOfficeofCurriculumandInstruction.ThispositionisresponsibleforcollaboratingwiththeMCCB’sOfficesofCareerandTechnicalEducationandWorkforceEducation,thefifteencolleges,businessandindustry,theMississippiDepartmentofEducation,andtheResearchandCurriculumUnitatMississippiStateUniversitytodevelopinnovativecurriculawitharticulatedcareerpathwaysandclearlydefinedoutcomes,alignedwithvalidandreliableendofprogramassessments.Theincumbentshallensurethatpedagogicalstrategiesandcurriculumdesignareresearch-basedandresponsivetothedemandsofthechangingworkplaceandthemodernlearner.Theincumbentmustbeself-motivatedandmustexercisesound,independentjudgmentinadynamicenvironmentwithconflictingprioritiesrequiringahighdegreeofteamwork,flexibility,discretion,diplomacy,andtact.WorkissubjecttoreviewoftheDirectorofCurriculumandInstruction,towhomtheincumbentisresponsible.

1.5.3 TRAININGANDPROFESSIONALDEVELOPMENTSPECIALISTSTheTrainingandProfessionalDevelopmentSpecialistisafull-timepositionwithintheOfficeofCurriculumandInstruction.Thispositionisresponsiblefordevelopingandprovidingstate-of-the-arttrainingandprofessionaldevelopmenttocommunitycollegeCareerandTechnicalEducation(CTE)faculty,administrators,andstaff.TheincumbentwillcollaboratewiththecollegestoprovidecomprehensiveserviceandsupporttotheCommunityCollegeCTEDivisionsindevelopingstrategiesforimprovingstudentlearning,retention,andcompletion,aswellastheeffectiveuseofclassroom,online,andotheremergingtechnologies.Theincumbentmustbeself-

1.5.4 TECHNICALCURRICULUMSPECIALISTTheTechnicalCurriculumSpecialistisafull-timepositionwithintheDivisionofWorkforce,Career,andTechnicalEducationundertheOfficeofCurriculumandInstruction(C&I).TheTechnicalSpecialistforCurriculumandInstructionwillperformadvancedtechnologyworkoverseeingactivitiesassociatedwiththeOfficeofCurriculumandInstruction.Theincumbentisresponsibleforassistingwithlocalareanetworkorwideareanetwork(LANandWAN),webdevelopment,andapplicationdevelopment.Workinvolvesprojectplanningforcurriculumandprofessionaltrainingdelivery,networkmaintenanceandinstallation;andtrainingofvideoconferencingequipmentandsystemusage.Theincumbentwillassistwiththeanalysisofexistinghardwareandsoftwareandevaluationofpotentialnetworkenhancements.Theincumbentmustbeself-motivatedandmustexercisesound,independentjudgmentinadynamicenvironmentwithconflictingprioritiesrequiringahighdegreeofteamwork,flexibility,discretion,diplomacy,andtact.WorkissubjecttoreviewbytheDirectorforCurriculumandInstruction,towhomtheincumbentisresponsible.

2.2 REVIEWOFINDUSTRYCERTIFICATION/ACCREDITATIONCHANGESTheOfficeofCurriculumandInstructionwillconductabi-annualreviewofallnationalcertificationandaccreditationstandards.ThiswilloccurinJanuaryandMay.

Thisdatawillbeusedwhendevelopingtheannualplanofworkfornewcurriculumdevelopmentandrevisions.

2.3 RESEARCH-BASEDDESIGNCurriculumwillbedevelopedtomeettheneedsofMississippi’scurrentandemergingeconomy.Thepurposeforbeginningthecurriculumdevelopmentprocesswitharesearch-baseddesignistodocumenttheneedfortheCTEorWorkforceprogramsaswellasdefineanddesigntechnical,academic,andworkplaceskill/studentoutcomesconsistentwithnationaltrends.

2.3.1 INDUSTRYNEEDANDEXPECTATIONNationalAnalysisofRelatedProgramsCurriculumSpecialistswillconductananalysisofprogramstoinclude:

• Nationaltrendsofcurriculumdesignandimplementationpracticesinrelatedprograms

• Nationalstandardsand/oraccreditingagencystudentlearningoutcomes• Relatedindustrycertificationsandpotentialmoduledesign• Determinationofpotentialentryandexitpoints• Determineonlineandblendedlearningopportunities

AlignmenttoIndustryNeedandExpectationProgramcontentwillbealignedtolocalandstateeconomicdata.AsummaryofthefollowingwillbeprovidedintheframeworkusingtheMississippiStateWorkforceInvestmentBoard’seDataPortalDataSystem1andOccupationalOutlookHandbook2:

• Currentjobdemandandprojectiondatabystate-levelandcommunitycollegedistrict

• Employerwagedatabystate-levelandcommunitycollegedistrict

InputfromMSIndustryCurriculumwillnotbewrittenuntilbusinessandindustryrepresentativesareidentifiedandagreetoparticipateinthecurriculumdevelopmentprocess.Inanefforttoensurelocaldemandsaremetthroughprogrammaticcurricula,theMCCBwillworkwithcollegeWorkforceEducationDirectors,CareerandTechnicalEducationAdministrators,andFacultyAdvisoryCommitteesorCouncilstosolicitbusinessandindustryrepresentativestoparticipateincurriculumdevelopmentprocess.Specifically,theMCCBwillsolicitone-

BusinessandIndustryPre-Revision/DevelopmentSurveyThepurposeofthissurveyistodocumentcurriculumchangesandthequalityofcurrentcurriculum.Thissurveycanbesharedwithadvisorycommitteemembersandotherworkforcecontacts.Whencurriculaarebeingrevised,specificrevisionquestionsregardingnationalcertifications,studentandtraineeexitpoints,andotherrelatedtopicswouldbeincluded.Thesurveywillalsoincludeanemployersatisfactioncomponent.

2.3.2 STUDENTANDTRAINEESUCCESSLaborMarketandPerkinsdata(ex.skillsattainment,placement,jobattainment,jobsustainability,andwagedata)willbeanalyzed.

2.3.3 COLLEGEFACULTY,STAFF,ANDADMINISTRATORPERSPECTIVESIncoordinationwiththeWorkforce,Career,andTechnicalEducationSummerConference,theOfficeofCurriculumandInstructionwilladministerastatewidesurveythatwillcollectdatafromfaculty,staff,andadministratorsforeachcurriculaframework.

FacultyInputDuringthePostsecondarySummerConference,CTEandWorkforcefacultywillbeaskedto:

• Evaluatethecurriculaquality• Shareinformationregardingupdatednationalstandards• Identifyfuturetrainingneedsrelatedtocurriculacontent

Forprogramsthatarebeingrevised,afocusgroupmeetingmaybeheldatthePostsecondarySummerConferencetocollectandorganizefacultyinput.

AdministratorInputDuringthePostsecondarySummerConference,CTEandWorkforceAdministratorswillbeaskedto:

• Discussstudentcompletion,placementchallenges,andbestpractices• Identifychangesneededforcurriculathatareabouttoberevised• Identifyprofessionaldevelopmentneedsforfaculty,staff,andadministrators

2.3.4 SUBJECTMATTEREXPERTSWhenpossible,theOfficeofCurriculumandInstructionwillreachouttosubjectmatterexpertsfromstateandnationalorganizations.Ifaprogramisaccredited,theaccreditingagencywillbeaskedtoparticipateinthecurriculumrevisionordevelopmentprocess.

SECTION3: CURRICULUMDEVELOPMENT3.1 CURRICULUMDEVELOPMENTLOGISTICS

3.3.1 MEETINGFACILITATIONParticipants• Faculty:Eachcollegethatofferstheprogramisinvitedandencouragedtoparticipate.

Anycollegeconsideringofferingtheprograminthefuturecanparticipateatthecolleges’expense.

• Administrators:Itispreferredthatatleastoneadministratorparticipateoneachcurriculumrevisionteam.Administratorswithrelatedexperiencetothecurriculumcontentwillbesolicitedtoparticipate.

• IndustryRepresentatives:Curriculumdevelopmentmeetingswillnotoccuruntilindustryrepresentativeshaveconfirmedattendanceorindustryinputhasbeencollected.Itistotheadvantageofthecollegesparticipatinginthiscurriculumdevelopmentorrewritetoincludetheindustryrepresentativesthathiretheirgraduates.Ifnoindustryrepresentationcanbesecured,curriculumdevelopmentand/orrewritewillbepostponeduntilsuchtimeasindustryinvolvementcanbeassuredandMCCBstaffisabletorescheduleallnecessarymeetings.

Pre-WritingTeamMeeting(VirtualMeeting)Inpreparationforthewritingteammeeting,apreliminarymeetingwillbeheldusingvideoconferencingprogramoraconferencecall.Instructors,administrators,andindustrymembersareinvitedandencouragedtoparticipate.Duringthismeeting,theteammemberswill:

• Reviewandfinalizetheresearch-basedcomponent.• Discussindustry-recognizedcredentials,certifications,andnationalstandards.• Discussanddraftthecourseswithintheprogramofstudyforthecareercertificate,

technicalcertificate,andAASdegreeoptions.

WritingTeamMeeting(Face-to-faceMeeting)WritingteammeetingswillbeheldintheJacksonarea.Thefollowingwilloccurduringthismeeting:

• Agreeuponcourseswithintheprogramofstudyforthecareercertificate,technicalcertificate,andAASdegreeoptions.

• Defineandorganizestudent-learningoutcomes.• Developinstructionalandassessmentsamples.• Finalizeallothercomponentsofthecurriculumdocument.

Post-WritingTeamMeeting(VirtualMeeting)Afterthecurriculumisinafinaldraftformat,anonline,post-writingteammeetingwillbeheld.Duringthismeeting:

• Writingteammembersandcurriculumspecialistswillpresentanoverviewofmajorchangesandupdatestotheprogram’scurriculum.

3.2.12 ASSESSMENTSCollegeadministratorsandinstructorswillbeaskedtocometoaconsensusonacommonnationalcredentialorcertificationthatcanbeusedasthetechnicalskillsattainmentforperformancereporting.Ifcollegesareunablecometoaconsensus,aMS-CPAS2assessmentwillbedeveloped.TheMS-CPAS2blueprintandassessmentinformationwillbeidentifiedandpostedtothecurriculumdownloadwebsite4.Collegewillcontinuetohavetheabilitytoimplementnationalassessmentsthatarelistedasanapprovedalternativeassessmentdocument(http://www.mccb.edu/pdfs/ct/ApprovedAltAssessments.xls).

MS-CPAS2ItemAlignmentandDevelopmentisextremelyimportanttothecurriculumrevisionprocess.MCCBstaff,collegeadministrators,andcollegefacultywillparticipatewithRCUstaffinItemAlignmentandDevelopmentmeetingstobeheldinconjunctionwiththecurriculumwritingteammeetings.AsaprerequisitetoMS-CPAS2ItemAlignmentandDevelopmentmeetings,collegefacultymustcompletetheassessmentwritingtrainingmoduleprovidedelectronicallythroughtheRCU.

3.3 UNIFORMCOURSENUMBERINGThesystemofidentifyingcoursesinallCTEcurriculawasadoptedin2005tobecomeimplementedinthefifteenpubliccommunitycollegedistrictsduringthe2006-2007schoolyears.TheleadershipandeffortsprovidedbytheMississippiCommunityandJuniorCollegeChiefCareerTechnicalOfficersandDeansmadethiscoursenumberingsystempossible.

Ageneralrevisionofthenumberingsystemispreparedeachyear.NewcoursesareconstantlyreviewedbyascreeningcommitteeoftheChiefCareer-TechnicalOfficers&DeansAssociationreferredtoastheUniformCoursenumbering(UCN)Committee.

Whenanewcourseisaddedoranexistingcourserevised,thenameofthecourse,acompletecoursedescription,thecoursenumber,andtheSCHbreakdownisprovidedandtheUniformCourseNumbering(UCN)databaseupdated.

3.3.1 COURSEIDENTIFIERSANDNUMBERSEachcourseinthenumberingsystemhasathree-letterprefixthatidentifiesthesubjectfieldtowhichthecoursebelongs.Examples:BOTidentifiesaBusinessOfficeTechnologycourse;DDTidentifiesaDraftingandDesignTechnologycourse,etc.

Firstnumberdesignatesyear.Example:1000levelcoursesindicatefirstyear'swork2000levelcoursesindicatesecondyear'sworkSecondnumberdesignatesgrouping.GroupingareconsistentforeachyearbutnotfromyearonetoyeartwoThirdnumberdesignatessequenceinagroup.

Fourthnumberdesignatescoursecredithours.Collegeshavetheflexibilitytoadjustthesemestercredithoursofacourseup1hourordown1hour(afterinformingtheMississippiCommunityCollegeBoard[MCCB]ofthechange).Thus,creditmayvaryfromcoursecreditshownbyvaryingthisnumberupordown1credithour.Example: DDT1213andDDT1214withthesameletterprefixindicatethesame

basiccourse,butwithdifferentcreditduetomorelectureorlaboratorytime.

3.3.2 DEVELOPINGNEWCOURSESCoursedevelopedaspartofthestatewidecurriculumdevelopment/revisionprocesswillautomaticallybeincludedintheElectronicAuditReportingSystem(eARS)database.

Allothercareerandtechnicaleducationcoursesmustbeapprovedforinclusionandcoursereimbursementpurposes.Whenacollegewantstoaddanewcourseoutsideofthecurriculumrevisionmeetings,thefollowingprocessshouldoccur:

1. Therequestingcollegeobtainsnecessaryinstitutionalapproval(s).

3. TherequestingcollegesubmitsthecompletedcourserequestformtotheDirectorofCurriculumandInstructionattheMCCB.

4. TheDirectorwilllogtherequestandforwardtheformtotheChairoftheChiefCareer-TechnicalOfficersandDeans’uniformcoursenumberingcommitteeforcommitteeconsideration.

5. ThecommitteechairshallnotifytheDirectorCurriculumandInstructionofthecommittee’sactionontherequest.

6. Ifapproved,theDirectorwillupdatetheeARSdatabaseforreimbursementpurposesandinsertthecourseinformationintherelatedcurriculumdocument.Thecoursewillbeidentifiedasanewcourse.

7. TheDirectorofCurriculumandInstructionwillsendanotificationthatthenewcoursehasbeenapprovedviaCCTODAlistserv.

3.3.3 CURRICULUMPERCENTAGESThecontentofthecoursesinthissectionreflectsapproximately75%ofthetimeallocatedtoeachcourse.Theremaining25%ofeachcourseshouldbedevelopedatthelocaldistrictlevelandmayreflect:

• AdditionalcompetenciesandobjectiveswithinthecourserelatedtotopicsnotfoundintheStatecurriculumframework,includingactivitiesrelatedtospecificneedsofindustriesinthecommunitycollegedistrict.

• Activitiesthatdevelopahigherlevelofmasteryontheexistingcompetenciesandsuggestedobjectives.

• Activitiesandinstructionrelatedtonewtechnologiesandconceptsthatwerenotprevalentatthetimethecurrentframeworkwasdeveloped/revised.

• ActivitieswhichimplementcomponentsoftheincludingintegrationofacademicandCTEskillsandcoursework,school-to-worktransitionactivities,andarticulationofsecondaryandpostsecondaryCTEprograms.

• Individualizedlearningactivities,includingworksitelearningactivities,tobetterprepareindividualsinthecoursesfortheirchosenoccupationalarea.

3.3.4 SEMESTERCREDITHOURDEFINITIONMSCommunityCollegeBoardPolicy9indicates:

Asemestercredithourisdefinedasaminimumstudent-teachercontactof750minutesforlectureand1500minutesforlaboratory.(Thisdoesnotincludetimeforpassingbetweenclasses,registration,norfinalexaminations.)

• revisingorextendingthesuggestedobjectivesforindividualstudentlearningoutcomes

4.1 COLLEGE&INDUSTRYVALIDATIONMEETINGANDSURVEYDeans,Directors,Faculty,Trainers,andIndustryMemberswillbeaskedtoreviewthecurriculumandcompleteavalidationsurvey.Thefollowingwilltakeplace:

• Thewritingteammembersandcurriculumspecialistswillleadanonlinemeetingtodescribetheinputfromindustryandchangesintherevisedcurriculum.Thisisthesameonlinemeetingidentifiedinsection3.1.

• Attheendofthemeeting,informationwillbesolicitedfromparticipantsusinganonlinesurvey.

• Meetingparticipantswillgiverecommendationsforcurriculumspecificprofessionaldevelopmentopportunities.

• Basedonfeedback,appropriateMCCBpersonnelwillmovethecurriculumthroughtheMCCBBoardapprovalprocess.

Datafromtheonlinevalidationmeeting(section4.1)willbeusedtoplanprofessionaldevelopmentopportunitiesforcurriculumchanges.Ifnecessary,acommitteeofinstructorsandadministratorsmaybeassembledtoassistintheplanning.AplanningpacketwillbesubmittedtotheDirectorofCurriculumandInstructionforapprovalpriortoadvertisingthetrainingevent.Theplanningpacketwillinclude:

1. TrainingObjectives:Measurableobjectivesfortrainingcontentwillbeincluded.ObjectivesshouldbewrittenbasedontheWebb’sDepthofKnowledgeFramework.5

2. DescriptionofParticipants:Allfull-timeandadjunctinstructorswhoteachtheprogramwillbeeligibletoparticipateinthetraining.Administratorsarewelcomedtoattendthetraining.

3. DeliveryMethodsThemethodofdeliverywilldependontheprogramandinstructors.Deliverymethodswillincludedistancelearningopportunitiesusingthestate-widevideonetworksystem,onlinelearningusingtheCANVAScoursemanagementsystem,andface-to-facelearningopportunities.Trainingwilloccurwhenmostinstructorsareoncontract.Additionally,eventssuchasthePostsecondarySummerConferencewillbeutilizedwheneverpossiblefornewcurriculumtraining.

4. FacilitiesBuildingandroominformationwillbeincluded.

5. BudgetAtrainingbudgetwillbedevelopedandsubmittedtotheDirectorofCurriculumandInstruction.

6. AgendaTheagendawillbedevelopedbasedonthetrainingobjectives.Agendawillinclude:• Traininglogisticalinformation(titleoftraining,times,locations,date,etc.)• Trainingobjectives

7. Presenters

Presenterswillbeselectedbasedonsubjectareaexpertiseandtheirabilitytopresentinformationinameaningfulway.

8. RegistrationInformationParticipantswillregisterusinganelectronicsystem.
