DIVISION’S RESPONSIBILITIES
The management, maintenance, operation and maritime security of:• The state’s only deep water, public access, general cargo marine terminal• Passenger/ferry, commercial fishing and recreational vessel facilities in
Portsmouth, Rye and Hampton Harbors• Permitting of moorings and placement of aids to navigation in tidal waters• Licensing of harbor, river and docking pilots• Maintaining and dredging channels, harbors and anchorages• Establishing and maintaining Foreign-Trade Zones in New Hampshire• Management of a Revolving Loan Fund for commercial fishermen

DREDGING
• Sponsoring agency for public dredging projects and holds the NH Wetlands permits for public dredging projects
• Hampton/Seabrook anchorages are 100% the responsibility of the state
• Federal maintenance projects are 100% federal funds• Federal expansion projects are cost shared with New Hampshire PROJECTS ARE DEPENDENT ON STATE AND FEDERAL FUNDING

PILOTAGE A pilot is a licensed merchant mariner, who by qualification
and experience, is licensed by the US Coast Guard to act as a pilot (guide) aboard vessels transiting local waters designated as the “Pilotage Area”
A pilot must have experience and knowledge of the handling
characteristics of the various vessels which may from time to time transit the pilotage area
Foreign flagged vessels and vessels over 10,000 gross tons require a federal pilot

Federal regulation further allows that a “Local Authority” may set more restrictive but not conflicting, pilotage regulations
The State of New Hampshire has designated that the Division shall adopt regulations relative to the licensing of pilots
FEDERAL REQUIREMENT – 12 round trips, 2 must be in the dark
STATE REQUIREMENTS – 100 round trips, 25 in the dark, under the direction of a licensed state pilot
Currently there are 4 licensed CLASS I State Pilots

HARBOR MANAGEMENT
Chief and Deputy Chief Harbor Masters are responsible for:• Permitting of moorings in tidal waters• Enforcement of mooring regulations• Maintaining waitlists for moorings• Permitting, placement and maintenance of non-federal nav-aids
