Standards for Secondary Career and Technical Trade and Industrial Education - §501, 503, 504, 505, 507, 509, & 511

This policy revision will clarify Career and Technical Trade and Industrial Education (CTTIE) licensure requirements and expand career and technical certification areas to ensure alignment with high demand occupations as identified by the Louisiana Workforce Investment Council.

Certification Appeals Process – §803

Require certification appeals to be processed by the DOE (Div. CLP) with subsequent submission to the Teacher Certification Appeals Council (TCAC) for review.

TCAC decision will be final.

TCAC will submit a written report to BESE of the decisions made during the appeals process.

No candidate lacking legislative requirements such as, GPA, PRAXIS exams, reading requirements and LaTAAP will be allowed to file an appeal.

This policy aligns the certification appeals procedure with the amendments made to R.S.17:6 during the regular Legislative Session of 2009.

Foreign Language Special Certificate - §311Allows individuals participating in the LDE Foreign Associate Teacher

Program to be issued a World Language Certificate (WLC) to teach in a world language or immersion setting in grades PK-12.

Allows individuals who hold a WLC and who choose to obtain a L1 teaching certificate to pass the Test of English as a Foreign Language (TOEFL) in lieu of the PRAXIS I Reading and Writing. Previously, FLES certified teachers had to pass all parts of PRAXIS I for issuance of the L1.

This change in policy was prompted by HOUSE BILL NO. 621, Act 43 approved by the Louisiana Legislature in 2009.

Adult Education Instructor - §645

Allows candidates to use three years of successful teaching experience in adult education to waive the practicum course requirement for add-on certification in adult ed.

In addition, the policy change requires successful

completion of the Reading in Adult Education course, along with one additional three hour adult education course.

Bulletin 746 Update Reminders

Requirements to add Mild/Moderate - §629

Revision in the Mild/Moderate add-on policy will allow an individual to become certified to teach special education at the specific grade levels of 1-5, 4-8, and 6-12.

This policy change is directly aligned to the undergraduate and alternate General/Special Education Mild/Moderate Integrated to Merged programs.

Teacher Preparation Program Accountability - §501

Policy stipulates that for continued state approval, teacher certification program providers must maintain value added assessment results at Level 3 or higher.

Any program that receives a Level 4 or 5 result in any content area shall be assigned a designation of Programmatic Intervention and develop a corrective action plan that must be approved by BESE.

Failure to improve value added assessment results within the BESE approved time frame may result in loss of state approval.

Louisiana School Turnaround Specialist Program- Regional Model

At the October BESE meeting 7 Louisiana Universities were approved to be providers of the Louisiana-based School Turnaround Program.

These providers will work with districts within their regions to identify and train educational leaders to turnaround chronically underperforming schools.

Legislative Mandate

Senate Bill 548 of the 2008 regular session requires that BESE and DOE collect teacher exit interview data from local districts.

This data will be collected through Teach Louisiana.

LATAAP Updates

NEW - Bulletin 130, Regulations for the Evaluation and Assessment of School Personnel  will replace both Bulletin 1943: Policies and Procedures for Louisiana Teacher Assistance and Assessment and Bulletin 1525: Guidelines for Local Personnel Evaluation in its entirety. Due for NOI in March

The Assistance and Assessment Program reduced from two years to one.

LATAAP Updates

The assistance period is two semesters, with the assessment occurring during the second and possibly third semesters.

Applicants for exclusion shall have one full year of creditable teaching experience from out-of-state.

Each district shall report the names and dates of those new teachers who will be excluded from the Teacher Assistance and Assessment Program during their first year of employment.

Districts will describe the calendar of activities that will be followed when implementing the Teacher Assistance and Assessment. 

Calendar shall include: timeline for reporting the names of participating new teachers, key assistance and assessment activities, and a timeline for reporting the names of teachers who successfully meet the assessment standards.

Pending Board approval of Bulletin 130, the State will provide revised assessment instruments including Pre-observation Interview, Classroom Observation, Post Observation Conference, Supervisor’s Review, Professional Growth Plan, and Team Summary Report. 

Districts may access the instruments online.  Additional assessment instrumentation shall be the responsibility of the district.
