SECTION 70.01 - GENERAL

Article 70.01.1 - Scope of Work The Work covered by these Specifications consists of providing all labor, supervision, equipment, supplies, material, transportation, handling and storage, and performing all operations necessary for satisfactory completion of miscellaneous work as specified in this Division and as necessary to complete new construction, modification, repair, and/or surface restoration for water distribution and wastewater collection facilities operated by Doyon Utilities LLC on Joint Base Elmendorf Richardson, hereafter referred to as JBER.

All Division 70 work shall be in accordance with the Plans, Special Provisions, Standard Details, and these Specifications. In the event of differences between the requirements contained in these various documents and specifications, the most stringent requirements, as determined by Doyon Utilities’ Authorized Representative, shall govern.

Much of the content of this JBER Division 70 is taken from the 2009 Municipality of Anchorage Standard Specifications (MASS), but this JBER Division 70 also includes requirements not found in the 2009 MASS.

Article 70.01.2 - Safety The Contractor is solely responsible for all construction-related safety and safety compliance, including, but not limited to: worker and jobsite safety; safety of Doyon Utilities employees and agents; safety of other JBER personnel and property; safety of the general public; safety of military operations; safety of wildlife and the environment; and, safety of the water distribution system, the wastewater collection system, and other utility safety.

Article 70.01.3 - Applicable Standards The latest revision of the following standards of the American Society for Testing and Materials (ASTM), American Society of State Highway and Transportation Officials (AASHTO), Alaska Department of Transportation and Public Facilities (AKDOTPF), American Wood Preservers Association (AWPA), American Welding Society (AWS), Chain Link Fence Manufacturers’ Institute (CLFMI), National Cooperative Highway Research Program (NCHRP), The Society of Protective Coatings (SSPC), and US Department of Transportation Federal Highway Administration (USDOT FHA) are hereby made a part of these Specifications:

Article 70.01.4 - Contaminated Material Unless otherwise noted in the Contract Documents, neither JBER nor Doyon Utilities LLC is aware of any contaminated material within the project limits. If such material is encountered, the Contractor shall notify Doyon Utilities’ Authorized Representative immediately for direction. Unless the contamination was caused by Contractor’s operation, discovery of contaminated material will be treated as a changed condition.

Article 70.01.5 - JBER Access Privileges for Contractor Personnel The Contractor shall provide Doyon Utilities LLC with a list of personnel, including Subcontractor personnel, requiring regular access to JBER, as well as .required personnel identification documents as required by JBER military base security personnel, all at least 7 calendar days prior to the date that access is required. JBER access privileges for Contractor personnel are contingent on passing of background checks to the satisfaction of JBER military base security personnel.

JBER access privileges for Contractor and Subcontractor personnel are revocable at the discretion of JBER military base security personnel. Denial or revocation of JBER access privileges by JBER military base security personnel for Contractor or Subcontractor personnel shall not be grounds for extra Contractor or Subcontractor compensation.

Article 70.01.6 - Inspection, Notices, and Official Communications All work activities covered under this Division, including but not limited to traffic maintenance, miscellaneous construction, and punch list work, are subject to inspection and acceptance by Doyon Utilities LLC. Work completed without inspection by Doyon Utilities’ Authorized Representative shall be subject to rejection.

The Contractor shall schedule construction work specifically requiring inspection, punch list work, and similar activities to occur on non-holiday weekdays during normal working hours of 7:30 AM to 4 PM to facilitate inspection by Doyon Utilities’ Authorized Representative.

Written notice of traffic lane closures shall be provided to Doyon Utilities LLC, the JBER Fire Department, and the JBER Police Department by the Contractor at least 14 calendar days in advance.

Written notice of traffic maintenance (excluding lane closure work), miscellaneous construction, punch list work, and similar activities requiring inspection shall be provided to Doyon Utilities LLC by the Contractor at least 5 calendar days prior to beginning any of these operations.

The Contractor shall notify Doyon Utilities’ Authorized Representative again in person or by e-mail one calendar day before starting any of the work listed above.

Failure by the Contractor to provide the required notice shall be grounds for issuance of a stop-work order and/or complete rejection of the work.

To be considered official and binding, all communication from and to Doyon Utilities LLC shall be in writing.

Article 70.01.7 - Utility Locations and Dig Clearance Permit Requirements The Contractor shall place a telephone, fax, or on-line locate request with Alaska Digline Inc. (Anchorage telephone - 278-3121 or 811, statewide telephone - 1-800-478-3121, statewide fax – 1-907-278-0696, on-line – http://www.akonecall.com/). Documentation of the Alaska Digline request shall be provided to Doyon Utilities’ Authorized Representative. The Contractor shall coordinate with utility companies’ locator personnel to locate all existing utilities before digging.

In addition to obtaining utility locations through Alaska Digline Inc., the Contractor shall obtain a Dig Clearance Permit from JBER CES (673 ABW Form 3 – BCE Work Clearance), and provide a copy of the fully executed Dig Clearance Permit to Doyon Utilities’ Authorized Representative. A minimum of 14 calendar days shall be allowed by the Contractor for complete processing of a Dig Clearance Permit. The Contractor shall comply with all requirements of the fully executed Dig Clearance Permit.

Article 70.01.8 - Hot Work Permit Requirements For any activity producing open flames, or heat or sparks sufficient to cause combustion, the Contractor obtain a hot work permit signed by the JBER Fire Department, and provide a copy of the fully executed hot work permit to Doyon Utilities’ Authorized Representative. A minimum of 14 calendar days shall be allowed by the Contractor for complete processing of a hot work permit. The Contractor shall comply with all requirements of the fully executed hot work permit.

Article 70.01.9 - Fire Hydrant Use Permit Requirements Prior to use of any JBER fire hydrant for any reason other than emergency usage, the Contractor shall obtain a fire hydrant use permit from Doyon Utilities. Issuance of fire hydrant use permits is at the discretion of Doyon Utilities. A minimum of 3 working days shall be allowed by the Contractor for complete processing of a fire hydrant use permit. The Contractor shall comply with all requirements of the fully executed fire hydrant use permit.

Article 70.01.10 - Submittals The Contractor shall provide paper submittals or electronic submittals, at the option of Doyon Utilities’ Authorized Representative, for review and acceptance by Doyon Utilities. Duplicate paper submittals shall be supplied in the quantities requested by Doyon Utilities’ Authorized Representative. Submittals shall clearly document compliance with Contract requirements, as well as any deviations from Contract requirements, all to the satisfaction of Doyon Utilities’ Authorized Representative. Any materials ordered and/or work done in advance of written acceptance of submittals by Doyon Utilities’ Authorized Representative is subject to rejection.

Submittals for Doyon Utilities review and acceptance are required for the following items.

1. Documentation of Alaska Digline utility locate requests.

2. Fully executed Dig Clearance Permit(s).

3. Fully executed hot work permit(s).

4. Submittals for all permanent materials.

5. Work Site Traffic Supervisor certification, resume, and references.

6. Traffic Control Plans.

7. Traffic Control Field Inspection Books.

8. Written notices of temporary and/or permanent mailbox and mail service changes.

9. Existing high voltage electrical vault lid adjustment drawings.

10. Chain link swing and sliding gate fabrication drawings.

11. Red-lined drawings.

Permanent material submittals shall be provided to Doyon Utilities’ Authorized Representative at least 30 calendar days prior to ordering of materials. Other submittals listed above shall be provided to Doyon Utilities’ Authorized Representative at least 14 calendar days prior to the activity covered by the submittal. Completed red-lined drawings shall be submitted to Doyon Utilities’ Authorized Representative within 14 calendar days of substantial completion.

Doyon Utilities’ Authorized Representative reserves the right to request additional submittals for other Contractor procedures and personnel qualifications.

Article 70.01.11 - Permanent Materials Furnished by Doyon Utilities and by Contractor

Doyon Utilities may furnish some permanent materials on some projects. When Doyon Utilities does furnish permanent materials, a list of these Doyon Utilities’-provided permanent materials, and locations where these Doyon Utilities’-provided materials shall be received by the Contractor, will be provided in the Contract Documents. The Contractor shall perform a complete take-off of all permanent materials required for the Project. The Contractor shall furnish any and all permanent materials not supplied by Doyon Utilities, in order to complete the Project in accordance with the Plans, Standard Details, Special Provisions, and these Specifications.

The Contractor shall be responsible for receiving, inspecting, and inventorying Doyon Utilities’-provided materials at locations specified in the Contract Documents, notifying Doyon Utilities Authorized Representative of damage, shortages, etc., loading as required, delivery to the jobsite, and unloading at the jobsite. Materials damaged during loading, transportation to the jobsite, and/or unloading at the jobsite shall be replaced at Contractor expense.

Any surplus Doyon Utilities’-provided materials not used on a project shall remain the property of Doyon Utilities, and shall be delivered by the Contractor to the Doyon Utilities storage yard and carefully off-loaded and stored on Contractor-provided wooden pallets or other suitable dunnage.

Article 70.01.12 - Other Division Requirements Except as specifically stated otherwise in the various Sections of this Division 70, the following other Divisions and Sections of these Standard Specifications are incorporated by reference into all Sections of Division 70:

A. Earthwork

The Contractor shall perform storm water pollution prevention, demolition, earthwork, and related work in accordance with applicable sections of Division 20 - Earthwork.

B. Wastewater Collection Facility Construction

The Contractor shall construct wastewater collection facilities in accordance with applicable sections of Division 50 - Wastewater Collection Systems.

C. Water Distribution Facility Construction

The Contractor shall construct water distribution facilities in accordance with applicable sections of Division 60 - Water Distribution Systems.

D. Surface Restoration

Unless shown otherwise on the Plans and/or Standard Details, specified otherwise in the Special Provisions, or directed otherwise by Doyon Utilities’ Authorized Representative, the Contractor shall provide the following materials as required for surface restoration:

1. For restoration of concrete pavement, sidewalks, curb and gutter, etc – Class AA-3 Portland cement concrete in accordance with Division 30 - Portland Cement Concrete, with concrete dimensions to match existing.

2. For restoration of asphalt pavement - Class E asphalt pavement, 2 inches minimum compacted thickness, in accordance with Division 40 - Asphalt Surfacing, over a 2 inches minimum compacted base of leveling course in accordance with this Division 20.

3. For restoration of gravel-surfaced roads, road shoulders, parking lots, etc. Leveling course gravel surfacing, 2 inches minimum compacted thickness, in accordance with this Division 20.

4. For restoration of vegetated surfaces or bare dirt surfaces not scheduled for other surface restoration - 4 inches minimum rolled thickness of topsoil and hydro-seeding with Schedule A seeding mix (for mowed areas) or Schedule D seeding mix (for unmowed areas) in accordance with Division 75 - Seeding, Landscaping, and Revegetation.

E. Construction Surveying and Red-Lined Drawings

The Contractor shall provide construction surveying and maintain red-lined drawings in accordance with Division 65 - JBER Construction Surveys. The red-lined drawings shall be up-dated weekly by the Contractor to the satisfaction of Doyon Utilities’ Authorized Representative. Completed red-lined drawings shall be submitted to Doyon Utilities’ Authorized Representative within 14 calendar days of substantial completion.

Article 70.01.13 - Site Housekeeping and Clean-Up Littering is strictly prohibited.

The Contractor shall clean up all construction debris as soon as possible after it is generated and store it properly in suitable containers, all to the satisfaction of Doyon Utilities’ Authorized Representative. Trash shall be disposed of weekly or more often if directed by Doyon Utilities’ Authorized Representative.

The entire project site shall be cleaned up of all debris and litter at the end of the project and all debris and litter shall be properly disposed of, all to the satisfaction of Doyon Utilities’ Authorized Representative.

SECTION 70.02 - TRAFFIC MAINTENANCE

Article 70.02.1 - General The work under this Section includes all necessary measures to protect and control motorized, non-motorized, pedestrian, and/or disabled traffic for the duration of the project, including but not limited to:

1. Providing Traffic Control Plans for review and acceptance by Doyon Utilities Authorized Representative and the JBER Police and Fire Departments.

2. Furnishing, installing, moving, maintaining, replacing, and removing cones, tubular markers, drums, barricades with warning lights, construction and special signs, changeable message boards, portable concrete barriers, crash cushions, safety fences, and other traffic control devices.

3. Flagging.

4. Providing motorized, non-motorized, pedestrian, and disabled detour routes acceptable to Doyon Utilities Authorized Representative and promptly removing detours when no longer needed.

5. All required traffic control incidentals.

The Contractor shall maintain all roadways and disabled, pedestrian, and non-motorized vehicle paths within the project limits, and construct and maintain such detours, approaches, crossings, intersections, and other features as may be necessary for the project. The Contractor shall also have a powered broom (pick-up sweeper type) and water truck with high-pressure capabilities to clean the paved surfaces within the project and to maintain haul routes.

One or more Traffic Control Plans (TCP) shall be required, as necessary to provide adequate traffic control for the entire project from place to place and from start of construction to completion. TCPs shall be subject to acceptance by Doyon Utilities Authorized Representative as well as the JBER Police and Fire Departments. All traffic control, detours, lane closures and/or street closures shall conform to the TCP and the Plans, the Special Provisions, and these Specifications.

The Contractor is required to provide International Municipal Signal Association (IMSA) or American Traffic Safety Services Association (ATSSA) certified traffic maintenance personnel, including a designated Work Site Traffic Supervisor, on the job site during working hours for traffic control and implementation, and available for call-out during non-working hours. 24 hour emergency telephone numbers for the Work Site Traffic Supervisor shall be provided to Doyon Utilities’ Authorized Representative.

Refer to Section 70.01 – General for additional general requirements.

Article 70.02.2 - Traffic Control Plans Traffic Control Plans (TCPs) shall include drawings and written narratives that describe traffic control to be used to facilitate efficient vehicular, disabled, pedestrian, and non-motorized traffic flow through a construction project site. The degree of detail of TCPs depends on the nature and complexity of the project.

The Contractor shall submit TCPs for the project prepared by an ATSSA Traffic Control Design Specialist or equivalent IMSA certification. All TCPs shall be subject to the acceptance of Doyon Utilities’ Authorized Representative as well as the JBER Police and Fire Departments.

Temporary closure of residential, commercial, or street approaches requires prior approval of Doyon Utilities’ Authorized Representative. The Contractor shall provide continuous access through the project for emergency and local traffic.

TCPs shall address the proper use of such items as temporary construction signs, special information signs, portable changeable message board signs, portable concrete barriers, crash cushions, barricades, warning lights, traffic cones, tubular markers, drums, flaggers, pilot cars, work zone pavement markings, temporary vehicular, disabled, pedestrian, and non-motorized detours, temporary safety fencing, temporary disabled accessible ramps and temporary sidewalks with handrails if determined necessary by Doyon Utilities’ Authorized Representative, and all other items required to direct traffic through or around the construction zone in accordance with the most current “Manual on Uniform Traffic Control Devices” (MUTCD).

TCPs shall indicate the work zone speed limit to be posted for all roads where traffic control is proposed. The TCP shall also indicate the width of the roadway clear zone for all roads where traffic control is proposed, based on the AASHTO publications “Roadside Design Guide” and “A Policy on Geometric Design of Highways and Streets”.

TCPs shall specifically indicate the routes and methods of safely routing disabled, pedestrian, and non-motorized traffic through or around the construction zone for the duration of the project or until permanent disabled, pedestrian, and non-motorized traffic facilities have been completed. Disabled, pedestrian, and non-motorized traffic routes shall be signed and delineated to the satisfaction of Doyon Utilities’ Authorized Representative. Safety fencing shall be required along disabled, pedestrian, and non-motorized traffic routes where necessary to separate work zone from the disabled, pedestrian, and non-motorized route.

TCPs shall address placement of traffic control devices including location, size, mounting height, and type. The details shown for signs shall include the code designation, size, and legend in accordance the “Alaska Sign Design Specifications” (ASDS). The number of traffic control devices indicated on TCP shall be considered as minimums. If additional traffic control devices are needed in the opinion of the Doyon Utilities’ Authorized Representative for safety and/or improved worksite traffic flow, the additional traffic control devices shall be provided at Contractor expense.

Except in the event of emergency, no work shall occur within public streets, roads, and disabled, pedestrian, and non-motorized traffic routes until the Contractor has implemented the approved TCP for the work.

In cases of emergency road closures or excavations, the Contractor may commence work without an approved TCP. All traffic control for the emergency work shall be done in compliance with all applicable federal, state, and JBER rules and regulations and the most current MUTCD. The Contractor shall provide an acceptable TCP or TCPs on the next working day after implementation of emergency traffic control.

Article 70.02.3 - Work Site Traffic Supervisor The Contractor shall provide a Work Site Traffic Supervisor whom shall be responsible for the Contractor’s maintenance of traffic operations on a 24 hour basis. The Work Site Traffic Supervisor shall be currently certified as:

1. An ATTSA Traffic Control Supervisor, or

2. An IMSA Work Zone Traffic Safety Specialist or a Work Zone Safety Specialist.

The Contractor shall provide the following documentation of Work Site Traffic Supervisor qualifications:

3. The Work Site Traffic Supervisor’s current ATTSA or IMSA certificate.

4. A resume for the Work Site Traffic Supervisor showing at least one year of having been in responsible charge of such Work. The term “in responsible charge” shall be construed to mean having been in a position of accountability for proper implementation of TCPs, proper maintenance of worksite traffic control systems, and supervision of other traffic control personnel.

5. At least one reference shall be provided for each project for which “responsible charge” experience is claimed, including name, position, company, current business and e-mail addresses, and message and cell telephone numbers.

The Work Site Traffic Supervisor's duties shall include the following:

6. Understand the requirements of the Plans, the Special Provisions, these Specifications, and TCPs for the project.

7. Coordinate traffic control operations with the Doyon Utilities’ Authorized Representative.

8. Install traffic control devices in accordance with TCPs, and inspect and supervise the maintenance of traffic control devices at least daily, including on working and non-working days, to ensure that all are in proper working order, clean, visible, and conform to the approved TCP in use. The inspection and maintenance shall occur at least daily on smaller projects and more frequently on more complex projects. All devices shall be inspected nightly during hours of darkness so that effectiveness of the device placement can be evaluated and adjustments made, if required, to afford maximum nighttime visibility and delineation. All inspections shall be documented in bound Traffic Control Field Inspection Books, one book per project. The Traffic Control Field Inspection Books shall be made available to Doyon Utilities’ Authorized Representative for review on a daily basis and shall become the property of Doyon Utilities’ Authorized Representative upon completion of the Work.

9. Review and anticipate appropriate changing traffic maintenance needs in advance and ensure that the proper traffic control devices necessary for safe and efficient traffic movement are installed as needed.

10. Hold pre-construction and weekly traffic control meetings with the superintendents and foremen of the Contractor and Subcontractors. The Contractor shall provide the Doyon Utilities’ Authorized Representative the opportunity to attend these meetings.

Article 70.02.4 - Traffic Control Devices and Flaggers Traffic control devices shall conform to the requirements of the most current version of MUTCD and additional requirements listed below:

1. Signs - Permanent construction signs, temporary construction signs, and special construction signs shall be as shown in and conform to the requirements of “Alaska Sign Design Specifications”.

2. Permanent and Special Construction Sign Supports - Permanent and special construction sign supports shall be sturdy 4-inch by 4-inch posts set in the ground adequately to resist sign overturning in the wind. One or two posts may be required depending on sign size.

3. Portable Sign Supports – The Contractor shall provide portable sign supports for temporary construction signs that are wind resistant with no external ballasting and capable of supporting a 48-inch by 48-inch traffic control sign.

4. Barricades and Lights – The Contractor shall provide barricades that are constructed of wood, metal, or plastic. Type II barricades shall have a minimum width of 2-feet and Type III barricades shall have a minimum width of 8-feet. Contractor shall equip barricades with operational Type A (low intensity flashing), Type B (high intensity flashing), or Type C (steady burn) warning lights.

5. Traffic Drums, Cones, and Tubular Markers – The Contractor shall provide reflectorized traffic drums, cones, and/or tubular markers of the following minimum heights; 36-inches for traffic drums and 28-inches for traffic cones and tubular markers.

6. Portable Changeable Message Boards - The Contractor shall provide portable, truck- or trailer-mounted, changeable message boards with a self-contained power supply and the following features:

a. Message sign panel large enough to display three lines of 9 inch high characters.

b. Eight character display per message line.

c. Message modules containing at least 36 different preprogrammed messages (three line displays).

d. The capacity to create, preview, and display new messages and message sequences.

e. A waterproof, lockable cover for the controller keyboard.

f. An operator's manual, a service manual, and wiring diagram.

g. Quick release attachments on display panel cover.

h. Variable flash and sequence rates.

i. Manual and automatic dimming capability on lamp bulb matrix models.

j. Variable mounting height of at least 7 feet from the pavement to the bottom of the message sign panel.

k. The capacity to operate with a battery pack for two hours under full load.

7. Reflectorized Concrete Barriers - Concrete barriers shall conform to the requirements of ADOTPF Standard Drawing G-46.11, Sheets 1 and 2. Regular and tapered concrete barriers shall be fitted with two each #6 rebar loops at each full height end, and supplied with #6 by 2-foot 6-inch rebar pins to pin concrete barriers together. Three pop-up reflectors with adhesive bases shall be installed on the traffic side(s) of each concrete barrier, evenly spaced at 3-feet 4-inches on center and installed 2-feet above grade, facing on-coming traffic. Reflectors shall be white when installed on concrete barriers adjacent to the road shoulders, and

amber when installed on portable concrete barriers adjacent to the road centerline.

8. Temporary Crash Cushion Systems – Temporary crash cushions systems shall be NCHRP-350 Test Level 3 certified engineered systems installed at the on-coming traffic ends of lines of portable concrete barriers within roadway clear zones to reduce severity of potential vehicular crashes. Temporary crash cushions shall be engineered sand filled barrels to be field placed in arrays in accordance with manufactures’ recommendations. Design speeds for selection of crash cushion arrays shall be the sum of the posted speed limit in the construction zone plus 15 miles per hours. Barrels shall be yellow in color with four each 6-inch wide bands of reflective sheeting applied to the upper barrel tiers in alternating orange and white colored bands. Temporary crash cushions shall be “Plastic Safety Systems Inc. CrashGard” or Doyon Utilities’ Authorized Representative accepted equal. Other equivalent systems of crash cushions will be considered by Doyon Utilities’ Authorized Representative if proposed by the Contractor.

9. Flaggers – Shall have an ATTSA or IMSA flagging certificate, shall wear high visibility safety apparel, and shall be equipped with 18-inch wide pole-mounted Stop/Slow paddles and reliable two-way radios.

Article 70.02.5 - Notice of Traffic Control Written notice of traffic lane closures and TCPs for lane closures shall be provided to Doyon Utilities LLC, the JBER Fire Department, and the JBER Police Department by the Contractor at least 14 calendar days in advance.

Written notice of traffic maintenance (excluding lane closure work) shall be provided to Doyon Utilities LLC by the Contractor at least 5 calendar days prior to beginning any of these operations.

Failure to provide the required notices shall be grounds for issuance of a stop-work order from Doyon Utilities’ Authorized Representative to the Contractor.

Article 70.02.6 - Implementation of Traffic Control Plans Traffic control shall conform to the requirements of Doyon Utilities’ Authorized Representative accepted TCPs, the most current version of MUTCD and the Alaska Traffic Manual (ATM), and additional requirements listed below.

The Contractor shall install and maintain traffic control in accordance with the approved TCPs. The Contractor shall submit a new TCP to Doyon Utilities’ Authorized Representative each time traffic control is revised, and Doyon Utilities’ Authorized Representative acceptance of each new TCP shall be required prior to TCP implementation by the Contractor.

Unless otherwise authorized by Doyon Utilities’ Authorized Representative acceptance of TCPs for road closure(s), the Contractor shall maintain all roadways open to traffic.

Prior to the start of construction operations, the Contractor shall erect such all required permanent and temporary traffic control devices, including construction and special signs, changeable message signs, barricades with warning lights, drums, cones, tubular markers, concrete barriers with crash cushions as necessary, and safety fence, install temporary vehicular, disabled, pedestrian, and non-motorized detours and facilities, and/or deploy flaggers

as required by the approved TCPs. The Contractor shall properly sign and/or flag all locations requiring redirection or stopping of the traveling public. Traffic control devices, detours, etc, shall be set up and operated only when they are needed, and only those devices and detours that are necessitated by existing conditions shall be used.

The Contractor shall provide flaggers as required by Doyon Utilities’ Authorized Representative accepted TCPs, and additionally at any time that operations may adversely affect safety without flagging. Flaggers shall be required at all times when one-lane traffic is in effect, unless other methods acceptable to Doyon Utilities’ Authorized Representative are provided.

Type A (low intensity flashing), Type B (high intensity flashing), or Type C (steady burn) warning lights shall be operational and shall be used in accordance with the most current version of MUTCD.

The Contractor shall protect and adequately delineate open trenches, ditches, drop-offs, and other excavations and hazardous areas with barricades with warning lights and safety fence as required by OSHA. Open trenches with drops of 2-feet or greater adjacent to the roadway shall have concrete barriers installed, with crash cushions on ends in the direction of oncoming traffic, and sloped concrete barrier end sections set outside of the clear zone at ends not facing on-coming traffic.

During non-working hours and days, road and street clear zones shall be free of material piles, open excavations, drop-offs, slopes steeper than 3 horizontal to 1 vertical, stored materials, parked equipment or vehicles, or any other obstruction deemed to be hazardous by Doyon Utilities’ Authorized Representative, unless concrete barriers and if necessary, crash cushions, are in place on the adjacent roadway shoulder.

All concrete barriers in place at night shall be reflectorized with three pop-up reflectors with adhesive bases installed on the traffic side(s) of each concrete barrier, evenly spaced at 3-feet 4-inches on center and installed 2-feet above grade, facing on-coming traffic. Reflectors shall be white when installed on concrete barriers adjacent to the road shoulders, and amber when installed on concrete barriers adjacent to the road centerline.

All concrete barriers shall be pinned together to form a continuous barrier from one end of the concrete barrier line to the other.

Temporary crash cushions shall be installed at the on-coming traffic ends of lines of portable concrete barriers within roadway clear zones to reduce severity of potential vehicular crashes. Temporary crash cushions shall be installed and placed in arrays in strict accordance with manufactures’ recommendations. Design speeds for installation of crash cushion arrays shall be the sum of the posted speed limit in the construction zone plus 15 miles per hours.

Type II barricades with Type B (high intensity flashing) warning lights shall be provided in advance of concrete barriers and crash cushions to warn on-coming traffic of the presence of these devices.

All traffic control, traffic control devices, and detours shall be inspected and maintained, once daily on working and non-working days as a minimum, and more often if necessary, to maintain the integrity of traffic control operations to the satisfaction of Doyon Utilities’ Authorized Representative. The Contractor shall keep all traffic control devices in good working order and detours well maintained, and shall promptly replace any devices and/or maintain any detours deemed unacceptable by Doyon Utilities’ Authorized Representative at Contractor expense.

JBER STANDARD CONSTRUCTION SPECIFICATIONS AND DETAILS DIVISION 70 – MISCELLANEOUS CONSTRUCTION

Following the completion of work in a closure area, all traffic control devices relating to the closure and all detours shall be removed. Sign panels that are not removed shall be entirely covered to the satisfaction of Doyon Utilities’ Authorized Representative.

The Contractor's vehicles and equipment shall stop at all points of intersection with the traveling public unless satisfactory traffic control measures, acceptable to Doyon Utilities’ Authorized Representative, are installed and maintained by the Contractor.

If, in the opinion of Doyon Utilities’ Authorized Representative, conditions are such that the safety and/or convenience of the traveling public are adversely affected, Doyon Utilities’ Authorized Representative will immediately notify the Contractor, first verbally, then as soon as possible in writing. The notice will describe the problem(s) and state the time required to complete corrective actions. Emergency conditions shall be corrected immediately, but in no case shall the time for correction exceed 24 hours. In the event that the Contractor fails to take the corrective actions within the specified time, Doyon Utilities’ Authorized Representative will direct that the offending operations cease until the defects are corrected. Doyon Utilities’ Authorized Representative reserves the right to order that corrective actions be accomplished by others at Contractor expense.

JBER STANDARD CONSTRUCTION SPECIFICATIONS AND DETAILS DIVISION 70 – MISCELLANEOUS CONSTRUCTION

SECTION 70.03 - MAIL BOXES

Article 70.03.1 - General The work under this Section includes the removal and reinstallation of mail box(es) affected by construction of this project, and/or constructing and maintaining a temporary group of mailboxes as necessary for construction.

Refer to Section 70.01 – General for additional general requirements.

Article 70.03.2 - Material A. New Temporary Mail Boxes

The Contractor shall furnish new temporary mail boxes as follows:

1. Temporary Mailboxes for Office and Commercial Service

Temporary mailboxes for office and commercial service shall be in new condition, horseshoe-shaped, galvanized steel or aluminum, approximately 15 inches high by 11.25-inches wide by 23.5-inches deep.

2. Temporary Mailboxes for Residential Service

Temporary mailboxes for residential service shall be in new condition, horseshoe-shaped, galvanized steel or aluminum, approximately 8.75 inches high by 6.75-inches wide by 19-inches deep.

B. Lumber, Fasteners, and Related Materials

Lumber, fasteners, and related materials for temporary or permanent replacement mailbox stands shall be new and in good condition to the satisfaction of Doyon Utilities’ Authorized Representative.

Article 70.03.3 - Construction A. Coordination with JBER Postmaster and Local Mail Carrier(s) for Temporary and

Permanent Mail Box Changes

The Contractor shall coordinate with the JBER Postmaster and local mail carrier(s) at least 14 calendar days in advance of mail box changes regarding temporary and permanent changes in mail box locations and designs.

All temporary and permanent mail box changes shall be in accordance with US Postal Service standards and to the satisfaction of the JBER Postmaster, local mail carrier(s), and Doyon Utilities’ Authorized Representative.

B. Written Notices to Postal Service Customers of Mail Delivery Changes

Written notices shall be provided by the Contractor to all affected Postal Service customers and to Doyon Utilities’ Authorized Representative 7 calendar days in advance of permanent mailbox removal and temporary mailbox service and again 2 calendar days in advance of permanent mailbox removal and temporary mailbox service. Written notices shall include maps acceptable to Doyon Utilities’ Authorized Representative showing the location of each affected Postal Service customer’s temporary mail box.

Written notices shall be provided by the Contractor to all affected Postal Service customers and to Doyon Utilities’ Authorized Representative 2 calendar days in advance of resumption of normal mail service to permanent mail boxes.

C. Removal and Reinstallation of Permanent Mail Boxes

Permanent mailboxes that must be removed for construction shall be removed by the Contractor just prior to the beginning construction work that is disruptive to normal mail delivery and pick-up as determined by Doyon Utilities’ Authorized Representative.

Permanent mailboxes shall be carefully removed and safely stored by the Contractor.

When directed by Doyon Utilities’ Authorized Representative, permanent mail boxes shall be promptly installed, whenever possible in essentially the original locations, or in alternate locations shown on the Plans or directed by Doyon Utilities’ Authorized Representative, in accordance with all applicable US Postal Service standards, and in condition equal to or better than the original installations as determined by Doyon Utilities’ Authorized Representative.

Reinstalled permanent mail boxes shall be handicap accessible.

D. Temporary Mail Boxes

The temporary mailboxes shall be provided by the Contractor just prior to the beginning construction work that is disruptive to normal mail delivery and pick-up as determined by Doyon Utilities’ Authorized Representative.

Temporary mailboxes shall be installed reasonably close to their original locations in a safe location. Temporary group mail boxes shall be handicap accessible. Temporary mailboxes shall be to the satisfaction of Doyon Utilities’ Authorized Representative.

Temporary mail boxes shall be promptly removed after mail service is returned to permanent mail boxes.

SECTION 70.04 - ABANDON PIPE IN PLACE

Article 70.04.1 - General The work under this Section includes abandonment of existing pipe in place.

Abandonment of existing pipe in place shall only be allowed if specifically called out on the Plans, authorized in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative. Otherwise, existing pipe that is taken out of service in the course of a Doyon Utilities project must be removed and disposed of offsite at a location directed by Doyon Utilities’ Authorized Representative.

Refer to Section 70.01 – General for additional general requirements.

Article 70.04.2 - Material A. Pumpable Grout Mix

The Contractor shall provide a pumpable grout mix composed of water, sand, cement, and admixtures.

B. Pipe Caps and Restraints

Pipe caps and restraints shall meet the requirements of Division 50 – Wastewater Collection Systems or Division 60 - Water Distribution Systems.

Article 70.04.3 - Construction All required earthwork and related work for abandonment of pipe in place shall be in accordance with Division 20 – Earthwork and to the satisfaction of Doyon Utilities’ Authorized Representative.

Wherever existing pipe is to be abandoned in place, the Contractor shall empty the line of all liquid and accumulated solids, cap or plug ends of the line, retain or thrust block pipe ends as necessary to prevent pipe joint separation, and fill the pipe full of pumpable grout, all to the satisfaction of Doyon Utilities’ Authorized Representative.

The Contractor shall demonstrate to Doyon Utilities’ Authorized Representative that the entire pipe to be abandoned has been filled with pumpable grout prior to backfilling of pipe ends.

In the event that exposed pipe to be abandoned is damaged such that it is not fit for abandonment in place as determined by Doyon Utilities’ Authorized Representative, then the Contractor shall excavate to undamaged pipe acceptable to Doyon Utilities’ Authorized Representative, neatly cut off and remove the damaged pipe, and begin abandon-in-place operations at the cut-off point. Damaged pipe that cannot be abandoned in place shall be disposed of off site at a location directed by Doyon Utilities’ Authorized Representative.

The Contractor shall obtain accurate elevations, GPS coordinates, and pipe sizes at the ends of abandoned pipes, and shall clearly record elevations, coordinates, and pipe sizes on as-built drawings in accordance with Division 65 - JBER Construction Surveys.

SECTION 70.05 - REMOVE PIPE OR TANKS

Article 70.05.1 - General The work under this Section includes removal of existing pipe and/or tanks of whatever size or type encountered, when encountered in the excavation and/or as directed by Doyon Utilities’ Authorized Representative.

Refer to Section 70.01 – General for additional general requirements.

Article 70.05.2 - Construction All required earthwork and related work for removal of pipe and/or tanks shall be in accordance with Division 20 – Earthwork, and to the satisfaction of Doyon Utilities’ Authorized Representative.

All pipe and tank removal and disposal shall be accomplished in full accordance with all applicable Federal and State laws and regulations.

The Contractor shall excavate, safe out, clean, remove, handle, load, haul, and unload pipe and/or tanks at a disposal site designated by Doyon Utilities’ Authorized Representative. Special safe-out, cleaning, handling, and/or disposal procedures may be required for pipe and/or tanks that contained flammable, toxic, or otherwise objectionable products such as hydrocarbons, chemicals, or sewage.

If contaminated soils are encountered in the excavation, the Contractor shall notify Doyon Utilities’ Authorized Representative immediately for direction. Unless the contamination was caused by the Contractor’s operation, discovery of contaminated material will be treated as a changed condition.

Contaminated soils shall be removed to the limits directed by Doyon Utilities’ Authorized Representative, carefully separated from non-contaminated soils, and handled as directed by Doyon Utilities’ Authorized Representative to avoid additional contamination.

The Contractor shall backfill the pipe and/or tank removal excavation with uncontaminated on-site material or import material acceptable to Doyon Utilities’ Authorized Representative, placing backfill in 12-inch maximum loose lifts and compacting each lift to 95% in accordance with Division 20 - Earthwork.

The Contractor shall load, haul, and dump any excess non-contaminated soils from pipe and/or tank removal excavations at a disposal site designated by Doyon Utilities’ Authorized Representative.

The Contractor shall handle and dispose of contaminated soils from pipe and/or tank removal excavations as directed by Doyon Utilities’ Authorized Representative.

SECTION 70.06 - ADJUST NATURAL GAS VALVE KEY BOX OR MANHOLE TO FINISHED GRADE

Article 70.06.1 - General The work under this Section includes adjustment of existing natural gas valve key boxes or natural gas valve manholes to finish grade.

Refer to Section 70.01 – General for additional general requirements.

Article 70.06.2 - Material Unless specifically stated otherwise in the Contract Documents, all materials for adjustment of natural gas valve key boxes and manholes to finished grade shall be provided by the Contractor. Materials for adjustment of natural gas valve key boxes and manholes to finished grade shall be acceptable to Enstar Natural Gas Company (Enstar) and to Doyon Utilities’ Authorized Representative.

Article 70.06.3 - Construction All required earthwork and related work for adjustment of natural gas key boxes and/or manholes to finished grade shall be in accordance with Division 20 – Earthwork, and to the satisfaction of Doyon Utilities’ Authorized Representative.

The Contractor shall contact Enstar prior to starting any work that includes or is adjacent to the Enstar facilities.

The Contractor shall adjust gas valve key boxes and manholes as directed by Doyon Utilities’ Authorized Representative.

The Contractor shall be responsible for ensuring that the gas valve key box is vertical, clean, to proper grade, in good operating condition, and readily accessible for operation of the valve.

Any damage to gas valve key boxes or manholes resulting from the Contractor’s work shall be repaired or replaced at the Contractor expense.

Contractor shall adjust key boxes and manholes to finish grade prior to placement of new asphalt pavement. Cutting of small sections of new asphalt pavement for adjustments shall not be allowed. If new pavement cutting is required due to failure of the Contractor to perform the required adjustments in a timely manner, a new pavement section of at least 20 feet in length by full pavement width shall be demolished and replaced at Contractor expense without any extension of time.

SECTION 70.07 - ADJUST ELECTRIC/TELEPHONE STRUCTURES TO FINISHED GRADE

Article 70.07.1 - General The work under this Section includes the following activities:

1. Adjustment of standard electric or telephone manhole frames to finished grade.

2. Adjustment of electric and/or telephone utiliduct lids to finished grade.

3. Adjustment of high voltage electric vault lids to finished grade.

Refer to Section 70.01 – General for additional general requirements.

Article 70.07.2 - Materials Unless specifically stated otherwise in the Contract Documents, all materials for adjustment of standard electric or telephone manhole frames, electric and/or telephone utiliduct lids, and/or high voltage electric vault lids to finished grade shall be provided by the Contractor. Materials for adjustment of standard electric or telephone manhole frames, electric and/or telephone utiliduct lids, and high voltage electric vault lids to finished grade shall be acceptable to the utility owner and to Doyon Utilities’ Authorized Representative.

Article 70.07.3 - Construction A. General

All required earthwork and related work for adjustment of electric or telephone structures to finished grade shall be in accordance with Division 20 – Earthwork, and to the satisfaction of Doyon Utilities’ Authorized Representative.

At least 30 days prior to commencement of work on adjustment of the electrical utility or telephone utility structures, the Contractor shall notify Doyon Utilities’ Authorized Representative, and an electric utility and/or telephone utility representative to schedule preliminary inspection of the structure(s) to be adjusted and coordinate the work.

All manholes and utiliducts to be adjusted shall be inspected in advance by the Contractor, Doyon Utilities’ Authorized Representative, and the affected utility's representative to confirm the size, condition, and necessary adjustments to the existing structures.

The Contractor shall coordinate with the affected utility to schedule a representative of that utility to be on site to observe the actual manhole frame or utiliduct lid adjustment to finish grade.

All work in and immediately surrounding the electrical structures shall be supervised by a Journeyman Electrician working under the supervision of an Electrical Administrator, both properly licensed by the State of Alaska.

The Contractor shall adjust manhole frames, vault lids, and utiliduct lids to finish grade prior to placement of new asphalt pavement, curb and gutter, sidewalk, or other improvements. Cutting of small sections of new asphalt pavement, curb and gutter, sidewalk, or similar structures for manhole frame, vault lid, and utiliduct lid adjustments shall not be allowed. If new pavement, curb and gutter, sidewalk, or similar structure cutting is required due to failure of the Contractor to perform the required adjustments in

a timely manner, a new pavement, sidewalk, or similar structure section of at least 20 feet in length by full width shall be demolished and replaced at Contractor expense without any extension of time.

B. Standard Electric or Telephone Manhole Frame Adjustment

Manhole frames may be adjusted by installing concrete grade rings, cast iron adjusting rings, and/or by grouting.

If adjusting rings are used for frame adjustment, all seating surfaces shall be cleaned and all loose material shall be thoroughly removed to ensure a proper fit prior to placement of any adjusting ring placement.

Manhole frame adjustment by grouting shall consist of bringing the manhole grade ring and lid to final grade, then grouting underneath the ring. All grouting shall be in accordance with Division 30 – Portland Cement Concrete.

C. Electric and/or Telephone Utiliduct Lid Adjustment

Typically, a utiliduct to be adjusted consists of a dual channel concrete structure with a structural concrete top/lid. Each utiliduct lid section is typically approximately 5 feet in width and 8 feet in length. Prior to adjustment of the utiliduct lid, the Contractor, Doyon Utilities’ Authorized Representative, and an electric utility and/or telephone utility representative shall inspect and verify the condition of the utiliduct lid and utiliduct structure. After verification of condition, the Contractor shall utilize the method of adjustment in accordance with utiliduct lid adjustment details supplied by the electric utility and/or telephone utility. The utiliduct lid shall match finished grade after adjustment.

D. High Voltage Electric Vault Lid Adjustment

Typically, a high voltage electrical vault lid to be adjusted includes two manhole frames and covers and forms an integral part of the sidewalk, alleyway, or other finished surface. The vault lid shall match the final finish grade of the finished surface in which it is installed.

Prior to removal of the electrical vault lid for adjustment to finished grade, the Contractor, Doyon Utilities’ Authorized Representative, and an electric utility representative shall inspect and verify the condition of the entire vault structure. After this inspection, the Contractor shall submit drawings detailing how the vault lid will be raised or lowered. The drawings shall be approved in writing by an electric utility representative prior to the work.

For vault lids requiring downward adjustment to finished grade, the vault lid shall be removed and the existing vault wall shall be cut off as necessary and removed so that the reset vault lid will be at the correct elevation. The vault wall shall be cut as necessary to match the existing vault lid rabbet joint.

For vault lids requiring upward adjustment to finished grade, the vault lid shall be removed and a new section of vault wall riser of the precise required height and structurally equal to the existing vault wall structure shall be installed. The rabbet joints for the new section of vault wall riser shall match the existing vault wall and lid rabbet joints.

For some vault lids requiring raising, a combination of cutting off and removing of the existing vault wall, and installing a new vault wall riser section, may be required.

The rabbet joint between the vault lid and vault wall, and between existing and new vault wall sections, shall be sealed with plastic gasket joint sealer to form a watertight seal to the satisfaction of Doyon Utilities’ Authorized Representative.

Prior to replacement of the vault lid, the vault lid and vault structure shall be inspected again by the Contractor, Doyon Utilities’ Authorized Representative, and the electric utility representative to verify adjustments. Any work required to properly correct vault lid problems shall be at Contractor expense. After electric utility written approval, Contractor shall reset the vault lid at the correct adjusted elevation and grade.

E. Alternate Adjustment Methods

Contractor may propose alternate adjustment methods for structures. The alternate adjustment methods shall not reduce the structural capacity of the structures being adjusted, and shall be designed, stamped, and signed by a Registered Professional Engineer licensed by the State of Alaska. Alternate methods shall be submitted to electric utility and/or telephone utility representatives in writing. The electric utility and/or telephone utility shall have sole discretion on the approval of the Contractor’s proposed alternate method. Approval of an alternate method shall not be grounds for additional payment to the Contractor. Doyon Utilities shall be held harmless for alternate adjustment methods proposed by the Contractor.

SECTION 70.08 - EXISTING FENCES AND GATES

Article 70.08.1 - General The work under this Section includes removing and safely storing of existing fences and/or gates of whatever height and material as indicated on the Plans or as specified in the Special Provisions.

Refer to Section 70.01 – General for additional general requirements.

Article 70.08.2 - Material A. Fence and/or Gate Material Salvage by Contractor

All materials which, in the opinion of Doyon Utilities’ Authorized Representative, can be reused, shall be salvaged from the existing fences and gates. Those materials which cannot be salvaged or are damaged by the Contractor's operations shall be replaced at Contractor expense with new materials which as nearly as possible equal the type and quality of materials in the original installation as determined by Doyon Utilities’ Authorized Representative.

B. Fence and/or Gate Material Replacement by Fence Owner

Fence owners shall have the option to supply new materials of the type and size equal to existing for use in fence and/or gate reinstallation. If a fence owner elects to replace any of the existing fencing and/or gate materials, the fence owner must provide such materials at the site of the fence and/or gate work. Timing of material deliveries shall be the responsibility of the fence owner to avoid Contractor delay. The Contractor shall be responsible for coordinating with fence owners to the satisfaction of Doyon Utilities’ Authorized Representative.

Article 70.08.3 - Construction A. Removal and Salvage of Existing Fences and/or Gates

Fences and/or gates shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative for removal, shall be carefully removed and salvaged to the extent possible to the satisfaction of Doyon Utilities’ Authorized Representative. Salvaged materials shall be safely stored in a manner and location acceptable to Doyon Utilities’ Authorized Representative. All non-salvageable material and debris from fence and/or gate removal shall be disposed of by the Contractor at a location designated by Doyon Utilities’ Authorized Representative.

Any excavations resulting from fence and/or gate removal and salvage shall be backfilled in 12 inch maximum loose lifts with on-site or import fill material acceptable to Doyon Utilities’ Authorized Representative, with each lift compacted to 95% minimum per Division 20 - Earthwork.

B. Removal and Disposal of Existing Fences and Gates

The Contractor shall demolish existing fences and gates and dispose of all materials and debris at a disposal site specified by Doyon Utilities’ Authorized Representative. Any excavations resulting from guardrail demolition shall be backfilled in 12 inch maximum loose lifts with on-site or import fill material acceptable to Doyon Utilities’ Authorized Representative, with each lift compacted to 95% minimum per Division 20 - Earthwork.

C. Reinstallation of Existing Fences and/or Gates

Fences and/or gates shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative to be reinstalled shall be reinstalled in close conformity with the original location or property line, at fence owners’ option, except that fences and/or gates shall not be replaced within public rights-of-way or on the property of others than the fence owner.

Posts and anchors shall be set at the same depth and spacing as in the original fence and/or gate. Wire shall be drawn taut but care shall be taken to avoid over-stressing of salvaged materials. Permanent anchors, end posts or other parts which cannot be economically moved shall be replaced by equivalent construction at Contractor expense. If any new materials require painting, they shall be painted to match the original materials as nearly as possible. If a match cannot be attained to the satisfaction of Doyon Utilities’ Authorized Representative, the entire fence and/or gate shall be painted. The reset fence and/or gate shall be equal to or better than the existing fence before removal as determined by Doyon Utilities’ Authorized Representative.

Existing chain link fences shall be reinstalled in general accordance with Section 70.09 - New Chain Link Fence.

SECTION 70.09 - NEW CHAIN LINK FENCE

Article 70.09.1 - General The work under this Section includes construction of new chain link fencing. This Section is also generally applicable to reinstallation of existing removed chain link fence.

Refer to Standard Details 70.09-1 and 70.09-2 for additional information on chain link fence construction.

Article 70.09.2 - Materials A. General

Fence and gate posts, fence and gate fabric, gate frames, and other metallic accessories shall be of hot dip galvanized steel except that ties and clips may be of aluminum.

Galvanizing shall be in accordance with ASTM A123, A153, and A392.

Products of only one manufacturer of each fence component shall be acceptable, except for small items which do not influence the overall appearance of completed fences in the opinion of Doyon Utilities’ Authorized Representative.

B. Galvanized Fencing Fabric

Fabric shall meet the requirements of ASTM A392 and ASTM A817. The zinc coating shall be uniform and not less than 1.2 ounces per square foot. Fabric shall be as shown in the table below.

Fence and gate posts and framing of 4-inch nominal diameter and smaller shall meet the requirements of ASTM F1043 and shall be new “Allied SS40” tubing or Doyon Utilities’ Authorized Representative accepted equal. Gate posts of 6-inch nominal diameter and larger shall meet the requirements of ASTM A53 and ASTM F1083. Fence and gate posts and framing shall be in accordance with the table below.

1. Tension bars shall be provided to connect chain link fabric to fence posts and vertical gate members. Tension bars shall not be less than 3/16 inch by 3/4 inch and shall be of lengths 1 inch less than the full height of the fabric width which they are to be used.

2. Brace bands shall be provided as follows:

a. To connect fabric tension bars to corner, end, pull, and gate posts, swing gate leaf end vertical members, and cantilever gate end vertical members.

b. To connect rail end cups for top rails and mid braces to corner, end, pull, and gate posts and adjacent line posts.

c. To connect truss rods and truss rod tighteners to corner, end, pull, or gate posts and adjacent line posts.

d. To connect barb wire to corner, end, pull, or gate posts, swing gate leaf end vertical members, or cantilever gate end vertical members.

e. To connect tension wire to corner, end, pull, or gate posts, swing gate leaf vertical members, or cantilever gate end vertical members.

f. Other locations as directed by Doyon Utilities’ Authorized Representative.

Brace bands shall be 1-inch wide by 11-gauge beveled.

3. Bolting materials shall be of the size and type recommended by the brace band manufacturer. Bolts shall be ATSM A307 carriage or hex head, and hex nuts shall be ATSM A563.

4. Rail end cups shall be provided as follows:

a. To attach top rails to terminal posts.

b. To attach mid-braces to corner, end, pull, or gate posts and adjacent line posts.

5. Truss rods and truss rods tighteners shall be provided where mid-braces are installed to help resist bowing of corner, pull, end, and gate posts, one truss rod and truss rods tightener per mid-brace. Truss rods shall be 3/8” minimum diameter.

6. Barb-wire supporting arm tops (barb arms) shall be provided on tops fences and gates where shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative to be topped with barb wire. Barb arms shall have round openings through which top rail shall pass through. Barb arms shall angle outward at approximately 45 degrees and shall be fitted with clips or other means for attached three lines of barb wire. The top outside wire shall be approximately 12 inches horizontally from the fence line and the other wires spaced uniformly between the top of the fence fabric and the outside barbed wire.

7. Loop caps shall be provided for supporting top rail on line posts for chain link fences that are not to be topped with barb wire.

8. Domed caps shall be provided for corner, end, or gate posts, and gate vertical members.

9. Ties of 9 gauge steel or heavier shall be provided for attaching the fabric to line posts and gate top, bottom, and interior members.

10. Tension wire shall be provided as follows:

a. For restraining movement of the bottom of fence fabric.

b. For restraining movement of the top and bottom of gate fabric on cantilever gates.

c. Tension wire shall meet the requirements of ASTM A817 and ASTM A824, and shall not less than 7 gage steel. Clips shall be provided for attaching tension wire to fence and gate fabric at intervals not exceeding 2 feet.

11. Three parallel strands of barb wire shall be provided on tops fences and gates where shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative. Barb wire shall meet the requirements of ASTM A121. Barb wire shall consist of 2 strands of 12.5 gauge wire with 14 gauge 4 point barbs spaced approximately 5 inches apart. All wire shall be zinc coated with a minimum coating of 0.80 ounces per square foot of surface area on 12.5 gauge wire.

12. Privacy slats shall be tubular vinyl PVC. Slat color shall be selected by Doyon Utilities’ Authorized Representative.

G. Gates

Gates shall be swing or sliding, single or double, as specified, complete with latches, stops, keepers, hinges or rollers, and when specified, with provisions for 3 strands of barb wire above the fabric. Swing gates shall be fabricated in accordance with ASTM F900. Sliding gates shall be fabricated in accordance with ASTM F1184.

Gate fabrication drawings shall be submitted by the Contractor for acceptance by Doyon Utilities’ Authorized Representative.

Gate frames shall be constructed of welded tubular members in a manner such as to provide a rigid frame and ample strength, free from sag and twist to the satisfaction of Doyon Utilities’ Authorized Representative. All welding shall be in accordance with AWS D1.1. Galvanized coating in heat affected zones shall be cleaned per SSPC-SP 3 and neatly coated with a 95% zinc spray galvanizing to the satisfaction of Doyon Utilities’ Authorized Representative.

Fabric shall be attached securely to the gate frame end members with tension bars and brace bands at intervals not to exceed 15 inches.

Where a barbed wire top is specified on gates, the vertical end members of gate frames shall be extended approximately 1 foot above the top gate frame member for attachment of 3 uniformly spaced strands of barb wire. These vertical end members shall be fitted with brace bands for secure attachment of barb wire. For gate frames of 8 feet or longer, additional uniformly spaced 1 foot long cantilevered vertical arms shall be provided at spacings of 8 feet maximum for attachment of barb wire.

For sliding gates where rollers contact the gate top and bottom horizontal members to allow for movement, cantilevered arms for barb wire shall be offset from gate top horizontal members to avoid contact with upper rollers during gate operation.

For sliding gates, only that part of the gate which is needed to close the gate opening in the fence shall be fabric coated and topped with barb wire.

Hinges or rollers shall be of heavy pattern, of adequate strength for the gate, and with large bearing surfaces for clamping in position. The hinges or rollers shall not twist or deform under the action of the gate. The gates shall be capable of being easily opened and closed by one person.

Latches, stops and keepers shall be provided for all gates. Latches shall have the plunger-bar arranged to engage the gate stop, except that for single swing gates with openings less than 10 feet wide, a forked latch may be provided. Latches shall be arranged for locking. Center stops shall consist of a device arranged to be set in concrete and to engage the plunger of the bar latch of double swing gates. No stop is required for single swing gates. Keepers shall consist of a mechanical device for securing the free end of the swing gate when in the full open position.

H. Spray Galvanizing

Spray galvanizing shall be provided for recoating of galvanized gate structural members at weld areas. Spray galvanizing shall contain 95% zinc and shall be “CRC Zinc-It” or Doyon Utilities’ Authorized Representative accepted equal. Spray galvanizing shall be applied in strict accordance with manufacturer’s recommendations.

I. Bollards

Eight inch diameter steel pipe bollards shall be provided per Section 70.11 to protect vehicle gates from collision damage. Four bollards shall be provided per gate.

Article 70.09.3 - Construction A. General

Chain link fences shall be installed in accordance with ASTM F567 and the CLFMI “Standard Guide for Metallic-Coated Steel Chain Link Fence & Fabric”.

Swing gates shall be installed in accordance with ASTM F900.

Sliding gates shall be installed in accordance with ASTM F1184.

All chain link fence and gate installation shall be to the satisfaction of Doyon Utilities’ Authorized Representative.

B. Grading

All required earthwork and related work for chain link fence construction shall be in accordance with Division 20 – Earthwork, and to the satisfaction of Doyon Utilities’ Authorized Representative.

All trees, brush, and other obstacles which would interfere with the construction of the fence shall be removed and disposed of by the Contractor at disposal area designated by Doyon Utilities’ Authorized Representative. The fence alignment shall be graded as necessary to provide a reasonably smooth ground profile acceptable to Doyon Utilities’ Authorized Representative. Grading shall be such that water shall not pond in the immediate area of the fence.

Throughout the fence length, the distance between the graded ground surface and the bottom tension wire shall not be greater than 4 inches, nor less than 2 inches. Where

excavation is necessary to meet this requirement, the ground will be graded level not less than 1 foot on either side of the fence and side slopes of 2 horizontal to 1 vertical shall be provided. Where fill is necessary to meet this requirement, vegetation and organic soils shall be removed prior to placing fill material. Fill shall be place in 12 inch loose lifts and compacted to 95% minimum. The top of the fill shall be level for 2 feet on either side of the fence line and the side slopes shall be 2 horizontal to 1 vertical.

C. Posts

All posts shall be of such length that at least one forth of each post’s total length is embedded in concrete.

Individual posts shall each be of a single manufactured piece of tubing or pipe. Splice welds shall not be permitted in posts.

Posts for chain link fence without privacy slats shall be spaced at 10 feet maximum on center.

Posts for chain link fence with privacy slats shall be spaced at 8 feet maximum on center.

Post holes shall extend a minimum of 6 inches deeper than the embedment depths for posts. Post hole diameters shall be as shown on the Plans, but shall not be smaller than the post diameter plus 8 inches. All posts shall be set in Class A-3 Portland cement concrete footings and shall be protected from weather and freezing, all per Division 30 – Portland Cement Concrete. The tops of the footings shall be level with the ground at outside perimeters, shall be sloped all around to provide drainage, and shall be troweled smooth.

Cantilever gate rear posts shall be anchored in concrete footings to resist uplift of the posts from within the concrete footings.

The Contractor shall set the posts vertical and of uniform and equal height above the ground. For barb wire topped fences, corner, end, and gate posts shall extend 1 foot higher than line posts to allow for tie-off of barb wire.

On straight runs, pull posts shall be provided at intervals not to exceed 500 hundred lineal feet.

Changes in line of 30 degrees or more shall require corner posts.

Post footings shall be allowed to cure for a period of at least 7 days before attaching fabric, and shall be protected from weather and freezing to the satisfaction of Doyon Utilities’ Authorized Representative.

D. Mid-Braces, Truss Rods, and Truss Tighteners

For fences with fabric of 5 feet or higher, mid braces shall be provided for each corner, end, pull, and/or gate post. Mid braces shall consist of a round tubular brace extending from the corner, end, pull, or gate post to each adjacent post at mid-height of the fabric. Rail end cups and brace bands shall be provided to connect mid-braces to posts.

At each mid-brace, a truss rod of not less than 3/8 inch diameter, threaded one end, with a truss tightener, shall be installed diagonally from the bottom of the end, corner, pull, and/or gate post to the middle of the adjacent post, attaching to the adjacent post just below the mid-brace attachment. The truss rod and truss tightener shall be attached to posts at both ends with brace bands. Truss rods shall be tensioned after installation as

necessary to resist bowing of end, corner, pull, and/or gate posts.

E. Top Rails

Top rails shall be installed in lengths not less than 18 feet, except that one shorter piece of top rail is permitted per top rail run. Top rails shall be fitted with sleeve couplings for connecting the lengths into a continuous run. Couplings shall be not less than 6 inches long to provide a substantial connection, and shall allow for expansion and contraction of the rail. Rail end cups and brace bands shall be provided to connect top rails to terminal posts. Barb arms with holes for top rail, or loop caps, shall be installed on line posts. Top rails shall pass through the barb arm holes or loop caps at line posts, forming a continuous brace from end to end of each section of fence.

F. Fabric

Rolls of fabric shall be spliced together by weaving a single strand into the ends of the rolls to form a continuous mesh. Horizontal splices are not permitted.

Fabric shall be placed on the specified sides of posts or gates, stretched taut, and securely fastened to posts and gate structural members. Fabric shall be fastened to fence end, corner, pull, and gate posts, and to gate end vertical members, with tension bars and brace bands spaced at intervals of 15 inches or less. Fabric shall be fastened to fence line posts, fence top rails, gate interior vertical and diagonal members, and swing gate top and bottom horizontal members, with wire ties at 15 inch maximum intervals. The lower edge of the fence fabric and the upper and lower edges of cantilever gate fabric shall be fastened to the tension wire with clips at 15-inch maximum intervals.

G. Tension Wire

On fences, continuous lengths of tension wire shall be installed at the bottom of fabric between corner, end, pull, and gate posts. On cantilever gates, continuous lengths of tension wire shall be installed at the top and bottom of fabric. Splices in tension wire shall not be permitted. Sufficient tension shall be applied to avoid visually detectable sag between the posts or gate vertical members. Tension wires to shall be connected to fence corner, end, pull, or gate posts and cantilever gate vertical members with brace bands. Tension wires to shall be connected to fence line posts and swing and cantilever gate interior vertical and diagonal members with wire ties.

H. Barb Wire

Three parallel strands of barb wire shall be installed on tops fences and gates where shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative. On fences, continuous lengths of barb wire shall be installed between corner, end, pull, and gate posts. On gates, continuous lengths of barb wire shall be installed from one gate end vertical member to the opposite gate end vertical member.

Splices in barb wire shall not be permitted. Sufficient tension shall be applied to avoid visually detectable sag between the posts and barb arms on fences and between vertical supports on gates. Barb wire shall be connected to fence corner, end, pull, or gate posts, and gate end vertical arms with brace bands. Barb wire shall be connected to gate interior vertical members with wire ties.

SECTION 70.10 - EXISTING GUARDRAIL

Article 70.10.1 - General The work under this Section includes removing and safely storing of existing guardrail as indicated on the Plans, specified in the Special Provisions, or as directed by Doyon Utilities’ Authorized Representative. Existing guardrail shall be reinstalled if reinstallation is shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative.

Refer to Section 70.01 – General for additional general requirements.

Article 70.10.2 - Construction A. Removal and Salvage of Existing Guardrail

The Contractor shall carefully remove and salvage existing guardrail, bolts, and supporting posts, deliver these materials to a location directed by Doyon Utilities’ Authorized Representative, and carefully and safely unload and store these materials to the satisfaction of Doyon Utilities’ Authorized Representative. All non-salvageable material and debris from guardrail removal shall be disposed of by the Contractor at a location designated by Doyon Utilities’ Authorized Representative.

Any excavations resulting from guardrail removal and salvage shall be backfilled in 12 inch maximum loose lifts with on-site or import fill material acceptable to Doyon Utilities’ Authorized Representative, with each lift compacted to 95% minimum per Division 20 - Earthwork.

B. Removal and Disposal of Existing Guardrail

The Contractor shall demolish existing guardrail and dispose of all materials and debris at a disposal site specified by Doyon Utilities’ Authorized Representative. Any excavations resulting from guardrail demolition shall be backfilled in 12 inch maximum loose lifts with on-site or import fill material acceptable to Doyon Utilities’ Authorized Representative, with each lift compacted to 95% minimum per Division 20 - Earthwork.

C. Reinstallation of Existing Guardrail

The Contractor shall reinstall existing guardrail in accordance with the Plans, Special Provisions, and Standard Details, and to the satisfaction of Doyon Utilities’ Authorized Representative.

Existing guardrail shall be reinstalled in general accordance with Section 70.10 - New Guardrail.

SECTION 70.11 - NEW GUARDRAIL

Article 70.11.1 - General The Work under this Section includes construction of new guardrails. This Section is also generally applicable to reinstallation of existing removed guardrail.

Refer to AKDOTPF Standard Drawings G-00.02, Sheets 1 through 4, G-04.10S, G-04.10W, G-09.04S, G-09.04W, G-10.01, G15.10, Sheets 1 through 3, G-20.11, and G-25.21W, Sheets 1 through 3, all listed in Article 70.01.3, for additional information on guard rail construction. Article 70.11.2 - Material Only one type of rail and one type of post shall be used on any specific guardrail installation. For new extensions of existing guardrails, new rails and posts shall match existing.

A. Galvanizing

Guardrail, steel guardrail hardware, and steel guardrail post and blocks shall be galvanized in accordance with AASHTO M111.

B. Guardrail and Guardrail Hardware

Guardrail and guardrail hardware shall conform to the requirements of AASHTO M180. Specific guardrail and guardrail hardware shall be as shown on the Plans or the Standard Details, or specified in the Special Provisions.

C. Guardrail Posts and Blocks

Guardrail posts and blocks shall be of either wood or steel as indicated on the Plans or specified in the Special Provisions.

1. Wood posts and blocks shall have a stress grade of 1200-PSI minimum in accordance with standards of the West Coast Lumber Inspection Bureau. The length and cross-section of the posts shall be as shown on the Plans or specified in the Special Provisions. Timber posts shall be treated in accordance with the applicable requirements of AASHTO M133.

2. Steel posts and blocks shall be ASTM A36 steel of the length and section as shown on the Plans or specified in the Special Provisions.

D. Guardrail Terminals

Guardrail terminals shall be as shown on the Plans, or as specified in the Special Provisions.

E. Spray Galvanizing

Spray galvanizing shall be provided for recoating of galvanized guardrail members at weld areas. Spray galvanizing shall contain 95% zinc and shall be “CRC Zinc-It” or Doyon Utilities’ Authorized Representative accepted equal. Spray galvanizing shall be applied in strict accordance with manufacturer’s recommendations.

Article 70.11.3 - Construction A. General

All required earthwork and related work for guardrail construction shall be in accordance with Division 20 – Earthwork, and to the satisfaction of Doyon Utilities’ Authorized Representative.

Guardrail and terminals shall be installed at the locations as shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative.

B. Acceptance of Grading and Staking

After shaping the slopes and staking proposed guardrail and terminal section locations, and prior to installation, guardrail and terminal locations shall be to the satisfaction of Doyon Utilities’ Authorized Representative.

C. Installation of Posts

Only one type of post material shall be used on a project unless extending an existing run of guardrail, in which new post material shall match existing.

When possible, guardrails shall be constructed in the same direction as traffic flow.

Posts shall be set to accommodate the line, grade, and curvature shown on the Plans. Where necessary, new guardrail height shall be adjusted to provide a smooth transition to existing guardrail. Posts shall be set plumb, in the location, and to the depth shown on the Plans or AKDOTPF Standard Drawing G-10.01.

Posts shall be set utilizing an installation method that does not damage posts, adjacent pavement, structures, or underground utilities. Wood or steel posts shall be set in dug or drilled holes. Steel posts may also be set by ramming or driving if this method can be accomplished without damage to posts as determined by Doyon Utilities’ Authorized Representative. Dug or drilled post holes shall not be over-excavated, and driven or rammed posts shall not be over-driven. Post holes shall be backfilled with on-site or import material acceptable to Doyon Utilities’ Authorized Representative, placed in 12-inch loose lifts and compacted to 95% minimum per Division 20 - Earthwork to firmly support posts both laterally and vertically.

Field cuts to timber posts and blocks shall be treated in accordance with AWPA Standard M4.

D. Installation of Guardrail and Guardrail Hardware

Curved guardrail elements with radii of 150 feet or less shall be shop bent with an approved bending apparatus.

Field punching, cutting, and/or welding shall be subject to acceptance by Doyon Utilities’ Authorized Representative in advance. All welding shall be in accordance with AWS D1.1. Galvanized coating in heat affected zones shall be cleaned per SSPC-SP 3 and neatly coated with a 95% zinc spray galvanizing to the satisfaction of Doyon Utilities’ Authorized Representative.

Guardrail sections shall be installed with laps facing away from on-coming traffic.

Bolts shall be of correct length to extend at least 1/4-inch but not more than 1-inch beyond nuts when fully tightened.

Bolts at expansion joints shall be positioned at the centers of slotted holes.

Bolts at expansion joints shall be snug-tight. All other bolts shall be fully tightened.

E. Installation of Terminals

Terminal sections shall be installed in accordance with the manufacturer’s recommendations, as shown on the Plans, as shown on AKDOTPF Standard Drawings G-20.11 and G-25.21W, Sheets 1 through 3, and/or as specified in the Special Provisions.

Twenty-five foot slotted rail sections, which do not have cable anchor assemblies attached, shall be installed with the slotted ends farthest away from the terminal sections.

F. Installation of Flexible Markers and Reflectors

Flexible markers shall be installed in a vertical position, to the last post of each guardrail terminal using two pipe bracket holders spaced 24 inches apart. Flexible markers shall be attached to wooden guardrail posts with wood screws and to steel guardrail posts with hex bolts.

Side-mounted guardrail reflectors shall be installed as follows:

1. At intervals noted as shown on the Plans, or specified in the Special Provisions, starting with the first standard guardrail post.

2. With the reflective sheeting facing approaching traffic.

3. With both faces reflectorized on two-way roadways.

4. Not installed on the terminal sections.

SECTION 70.12 - BOLLARDS

Article 70.12.1 - General The work under this Section includes construction of wood, concrete pipe, and removable steel bollards as shown on the Plans, as specified in the Special Provisions, and as directed by Doyon Utilities’ Authorized Representative.

Refer to Section 70.01 – General for additional general requirements.

Article 70.12.2 - Material A. Treated Wood and Treatment for Field Cuts and Holes

Treated wood for bollards shall be Number 2 and better hem-fir or Douglas fir treated with 0.60-pounds per cubic foot ACQ (ammonia copper quat). Size shall be 6-inch by 6-inch or 8-inch by 8-inch as shown on the Plans or as directed by Doyon Utilities’ Authorized Representative.

Field cuts and holes in treated wood shall be treated with 2% copper napthenate.

B. Steel Fabrications

Steel plate for fabrications shall be ASTM A36. Plate shall be ¼-inch thick or as shown on the Plans or directed by Doyon Utilities’ Authorized Representative. Welding shall be in accordance AWS D1.1. Fabrications shall be shop sand blasted to SSPC-SP-5, white metal blast, and hot dip galvanized in accordance with ASTM A123.

C. Steel Pipe

Pipe shall be new ASTM A53 Schedule 80 steel. Size shall be 6-inch or 8-inch diameter as shown on the Plans or as directed by Doyon Utilities’ Authorized Representative.

D. Bolting Materials

Bolts shall be A307 and nuts shall be A563A. Bolts and nuts shall be hot dip galvanized.

E. Concrete

Concrete for bollards shall be Class A-3 concrete per Division 30 - Portland Cement Concrete.

F. Backfill Material

Backfill material for the lower 6-inches of removable wood bollard and removable steel bollard excavations shall be Class “D” Bedding per Division 20 - Earthwork.

All other backfill material for bollard excavations shall be Type II-A Classified Fill per Division 20 - Earthwork.

G. Primer and Paint for Steel Pipe

Primer shall be rust-preventative industrial aerosol gray primer, “Rustoleum V-2100” or Doyon Utilities’ Authorized Representative accepted equal.

Paint shall be rust-preventative industrial aerosol safety yellow paint, “Rustoleum V-2100” or Doyon Utilities’ Authorized Representative accepted equal.

H. Reflective Tape

Article 70.12.3 - Construction A. Bollard Construction and Installation

All required earthwork and related work for bollard construction shall be in accordance with Division 20 – Earthwork, and to the satisfaction of Doyon Utilities’ Authorized Representative.

Bollards shall be constructed of the type and size as shown on the Plans, as specified in the Special Provisions, or as directed by Doyon Utilities’ Authorized Representative.

Bollards shall be installed at the locations as shown on the Plans or as directed by Doyon Utilities’ Authorized Representative.

Bollards shall be installed plumb, level, and true to line. Tops of rows of bollards shall be at a consistent level above adjacent ground to the satisfaction of Doyon Utilities’ Authorized Representative.

B. Pipe Bollard Dimensions

Pipe shall be constructed of the size as shown on the Plans, as specified in the Special Provisions, or as directed by Doyon Utilities’ Authorized Representative. Pipe shall be 6-feet 8-inches long and extend 3-feet 2-inches out of concrete bases. Concrete bases shall be in accordance with the table below:

C. Concrete Work

Concrete shall be installed and protected from weather and freezing in accordance with Division 30 - Portland Cement Concrete.

Concrete for pipe bollard bases shall be neatly troweled and uniformly sloped to drain all around. Pipes shall be filled with concrete in 12 inch lifts, with each lift thoroughly rodded. Concrete on top of pipes shall be neatly domed.

D. Backfill and Compaction

Backfill shall be placed in 12 inch maximum loose lifts and compacted to 95% minimum per Division 20 - Earthwork.

E. Painting of Steel Bollards and Treatment of Field Cuts on Treated Wood

Hot dip galvanized items shall not be painted unless directed by Doyon Utilities’ Authorized Representative.

Primers, paints, and wood treatments shall be applied in strict accordance with manufacturer’s recommendations.

Metal items to be painted shall be solvent cleaned to SSPC-SP-1 and/or power tool cleaned to SSPC-SP-3 to the satisfaction of Doyon Utilities’ Authorized Representative.

Runs, sags, thin coats, and other defects in primer and/or paint applied to metal items shall be repaired the satisfaction of Doyon Utilities’ Authorized Representative.

Treated wood shall be dry to the satisfaction of Doyon Utilities’ Authorized Representative prior to treatment of treated wood field cuts.

During and after painting of metal items and/or treatment of field cuts on treated wood, coatings shall be protected from weather and/or freezing to the satisfaction of Doyon Utilities’ Authorized Representative.

F. Reflectors and Reflective Tape

Reflectors and reflective tape shall not be installed until paint or wood treatment has completely cured to the satisfaction of Doyon Utilities’ Authorized Representative.

Three-dot rigid reflectors shall be installed on treated wood bollards or metal bollards that are square or rectangular in cross-section as directed by Doyon Utilities’ Authorized Representative.

Bands of reflective tape shall be installed around pipe bollards as directed by Doyon Utilities’ Authorized Representative.

SECTION 70.13 - FLEXIBLE DELINEATORS

Article 70.13.1 - General The work covered under this Section includes complete installation of flexible delineators.

Refer to Section 70.01 – General for additional general requirements.

Article 70.13.2 - Material Flexible delineators shall be made of composite material certified to withstand multiple vehicle impacts at high speeds, perform within the temperature extremes of the project location, and be resistant to UV light and vandalism. Delineators shall consist of a corrosion-resistant drivable, white with reflective sheeting for nighttime visibility. Delineators shall be of 60 inch minimum length. Delineators shall be “Carsonite GreenLine Single Curve Delineators” or Doyon Utilities’ Authorized Representative accepted equal.

Article 70.13.3 - Construction The Contractor shall install flexible delineators in accordance with the manufacturer’s recommendations, as shown on the Plans, as specified on the Special Provisions, or as directed by Doyon Utilities’ Authorized Representative. Delineators shall be installed with at least 12 inches embedded in the ground.

SECTION 70.14 - STANDARD SIGNS

Article 70.14.1 - General The work in this Section includes providing new signs, temporarily removing and reinstalling existing signs, and permanently removing existing signs.

Refer to Standard Details 70.14-1 through 70.14-15 for additional information on standard traffic sign installation.

Refer to Section 70.01 – General for additional general requirements.

Article 70.14.2 - Material A. General

All new or replacement standard regulatory, warning, and guide signs for permanent installation shall be fabricated with Type IX reflective sheeting that conforms to ASTM D4956 and single-span aluminum panel substrates, unless designated otherwise on the Plans or directed by Doyon Utilities’ Authorized Representative.

All orange construction and maintenance signs shall be fabricated with Type IX (encapsulated lens) reflective sheeting.

All new standard signs for permanent installation shall be of all new materials. All sign layouts shall be in accordance with "Alaska Sign Design Specifications".

B. Aluminum Sheet

The Contractor shall provide sheet aluminum sign panels in one of the following alloys conforming to ASTM B209: 6061-T6, 5052-H36, or 5052-H38. The thickness of the aluminum sheet shall be 1/8 inch unless otherwise specified. Alloy and temper designations shall be verified by mill certification.

Aluminum base metal sheets shall be treated with a conversion coating for aluminum conforming to ASTM B449 or ASTM B921, Class 2 standards. The cleaned and coated base metal shall be handled only by mechanical device or by operators wearing clean cotton or rubber gloves. After the cleaning and coating operation, the panels shall be protected at all times from contact or exposure to greases, oils, dust, or other contaminants.

Single piece sign panels shall be used for all signs up to 48 inches by 72 inches. For signs with one or both dimensions larger than the base 48 inch by 72 inch sign panel, assemble multiple single-piece sign panels according to the following:

1. For signs up to 48 inches high, assemble the single-piece aluminum panels with the 72 inch dimension set horizontally.

2. For signs of heights greater than 48 inches to 72 inches high, assemble the single-piece aluminum panels with the longer dimension set vertically.

3. For signs greater than 72 inches to 96 inches high, assemble two rows of single-piece aluminum panels with the 72 inch dimensions set horizontally.

The dimensional tolerance of the panels shall be 1/16 inch. Metal panels shall be cut to size and shape and shall be free of buckles, warp, dents, burrs, or any other defects resulting from fabrication. All possible fabrication, including shearing, cutting and punching of holes shall be completed prior to the base metal preparation.

C. Sheet Reflective Materials

Reflective sheetings shall be part of a matched component system made by a single manufacturer. The system shall include the sheetings, process colors, clear coatings, sealants, electronically cutable films, protective overlay films, and recommended application equipment.

The sheetings shall also pass all performance requirements specified in ASTM D4956 for Type IX reflective sheetings, when tested according to the methods specified therein, including the supplementary fungus resistance requirement.

The Contractor shall furnish third party test results that verify reflective sheeting materials meet all performance requirements of ASTM D4956. If the results of the accelerated outdoor weathering test are not available, the results of the supplementary artificially accelerated weathering test shall be provided.

The Contractor shall furnish reflective sheetings with a Class 1 adhesive backing that meets the requirements of ASTM D4956.

Signs shall be fabricated according to the reflective sheetings manufacturer’s written recommendations, using the process colors, coatings, sealants, and films made by the manufacturer of the reflective sheetings, and the application equipment recommended by the sheeting manufacturer.

Reflective sheetings shall be applied, without splices, to those aluminum panels that can be oriented to fit on a rectangle with the smaller dimension equal to or less than 48 inches. For all other sign panels, reflective sheetings shall be applied to form butt splices oriented to most efficiently utilize the sheeting material, except splices shall not be allowed within 2 inches of the edge of a sign and in the length of reflective sheetings.

When making the butt splices, the adjacent pieces shall be matched as recommended by the reflective sheetings manufacturer to assure uniform day color and night appearance. Gaps up to 1/16 inch wide shall be provided between the pieces of reflective sheeting.

All cut edges of the reflective sheetings, including legends, shall be sealed with sealant recommended by the reflective sheetings manufacturer.

D. Letters, Numerals, Arrows, Symbols, and Borders

Letters, numerals, arrows, symbols, borders, and other features of the sign messages shall be of the type, size, and series as specified by the “Alaska Sign Design Specifications”.

Completed letters, numerals, and other units shall be formed to provide continuous stroke width with smooth edges and shall present a flat surface free of warp, blisters, wrinkles, burrs, and splinters.

The legends on signs shall be fabricated using one of the following processes. For signs fabricated using the two screened processes, a clear coat shall be applied over the entire face of each sign using a manufacturer recommended product.

1. For signs with a black legend, opaque black ink shall be applied to form the legend on the reflective sheeting using the silk screened process.

2. For signs with a white legend on a colored background, transparent ink shall be applied to all areas of the white reflective sheeting, except the legend, to form the background using the reverse silk screened process.

3. Electronically cut colored films that include adhesive shall be applied to the reflective sheeting, similar to 1 and 2.

4. The legends shall be cut from the requisite color of Type IX reflective sheetings and applied to the reflective sheeting. All elements of the legend shall be oriented in the same direction on the reflective sheeting before cut out.

E. Frames

All rectangular signs, over 53 inches measured along the horizontal axis, and all diamond shape signs 60 inches by 60 inches and larger shall be framed unless otherwise specified. The frames shall be constructed of aluminum as indicated on the Plans. All framing dimensions shall have a 1/8 inch tolerance unless otherwise specified.

Frames shall be affixed to signs with 3/16 inch diameter aluminum rivets. The maximum rivet spacing shall be 12 inches on centers. No rivets shall be placed closer than 3/8 inch from the edge of the aluminum face sheet.

All joints of the aluminum frame may be welded with an inert gas shielded arc welding process using 4043 electrode filling wire in accordance with good shop practice. The width of the fillet shall be equal to the wall thickness of the smallest framing member being welded.

F. Sign Posts and Anchors

1. Sign posts and anchoring appurtenances shall be as shown on the Plans. If sign posts and anchoring appurtenances are not shown on the Plans, the requirements listed below shall apply.

2. Sign posts shall be 12 gauge ASTM A1011 Grade 50 steel perforated square tubes. Sign post tubes shall be perforated along the centerline of each side for their entire length with 7/16 inch diameter holes on 1 inch centers. All perforations shall be free from burrs. Sign posts shall be of the sizes called out on the Plans or the Standard Details, or as directed by Doyon Utilities’ Authorized Representative, but shall not be smaller than 2 inches square.

3. Sign post anchors shall be 7 gauge ASTM A1011 Grade 50 steel non-perforated square tubes with 36 inch minimum lengths.

4. Sign posts and anchors shall be galvanized, and shall receive a conversion coating and clear polymer topcoat, all per ASTM A653 Designation G-90.

5. Sign posts and anchors shall be “Telespar” or Doyon Utilities’ Authorized Representative accepted equal.

G. Concrete

Concrete for sign bases shall be Class A-3 concrete per Division 30 - Portland Cement Concrete.

Article 70.14.3 - Construction All required earthwork and related work for sign installation shall be in accordance with Division 20 – Earthwork, and to the satisfaction of Doyon Utilities’ Authorized Representative.

Existing signs that are temporarily removed for construction shall be carefully and safely handled and stored by the Contractor until reinstallation to the satisfaction of Doyon Utilities’ Authorized Representative.

Existing signs that are temporarily removed for construction shall be reinstalled as soon as possible to the satisfaction of Doyon Utilities’ Authorized Representative.

Unless specifically directed otherwise by Doyon Utilities’ Authorized Representative, existing signs that are temporarily removed for construction shall be reinstalled with new sign posts and new foundations.

Concrete for sign post foundations shall be placed and protected from weather and freezing in accordance with Division 30 - Portland Cement Concrete.

Sign posts for new and reinstalled signs shall be of sufficient length to provide the sign mounting heights shown on the Plans or the Standard Details. Each individual sign post length shall be cut to a length to allow for the proper height of the sign, the difference in elevation between the sign height and the top of the foundation, and the minimum insertion length into the foundation. All burrs shall be removed from post cut ends.

Guide marker reflectors shall be installed after sign posts have been set in place.

The Contractor shall salvage and deliver all permanently removed signs, posts, and other components designated for salvage by Doyon Utilities’ Authorized Representative, to the Doyon Utilities storage yard. The Contractor shall remove signs from posts before delivery to Doyon Utilities storage yard. The Contractor shall carefully unload and store permanently removed signs, posts, and other salvaged components at the Doyon Utilities storage yard on Contractor-provided pallets or other suitable dunnage.

Permanently removed sign components not designated for salvage by Doyon Utilities’ Authorized Representative, including foundations, shall be disposed of by the Contractor at a location specified by Doyon Utilities’ Authorized Representative.

All new and reinstalled signs and sign components are subject to inspection and acceptance in place. Posts, anchors, and foundations shall be free of structural damage. All surfaces exposed to weathering shall be free of any defects in the coating that may impair the serviceability or detract from the general appearance or color match. The finished signs shall be clean and free from all chatter marks, burrs, sharp edges, loose rivets, delaminated reflective sheeting, aluminum marks, and other defects.

No repairs to sign faces shall be allowed. The Contractor shall replace Contractor-damaged signs and sign components at Contractor expense and to the satisfaction of Doyon Utilities’ Authorized Representative.

SECTION 70.15 - PAVEMENT MARKINGS

Article 70.15.1 - General The work under this Section includes providing painted pavement markings with glass spheres, and removal of existing pavement markings.

Refer to Standard Details 70.14-1 through 70.14-4 for additional information on pavement marking installation.

Refer to Section 70.01 – General for additional general requirements.

Article 70.15.2 - Materials A. Paint

Traffic paint shall conform to AASHTO M248, Type F.

B. Glass Spheres for Reflectorizing Pavement Markings

Reflective glass spheres shall conform to AASHTO M247, Type I, and shall be supplied with a moisture-resistant coating.

Article 70.15.3 - Construction A. General

All pavement markings shall conform to the colors, widths, dimensions, and locations as shown on the Plans or the Standard Details, specified in the Special Provisions, or as directed by Doyon Utilities’ Authorized Representative.

Pavement markings shall be applied as soon as possible after paving is completed and prepared as necessary to the satisfaction of Doyon Utilities’ Authorized Representative, and when acceptable moisture, temperature, and weather conditions are present.

B. Preparation of Surfaces

All moisture, dirt, oil, and other foreign matter shall be removed from the areas where pavement markings are to be applied by methods acceptable to Doyon Utilities’ Authorized Representative. No pavement markings shall be applied until pavement is cleaned to the satisfaction of Doyon Utilities’ Authorized Representative.

C. Moisture, Temperature, and Weather Conditions

For application of pavement markings, the following moisture, temperature, and weather conditions shall be present:

1. Pavement shall be dry to the satisfaction of Doyon Utilities’ Authorized Representative.

2. Ambient temperature shall be at least 40° Fahrenheit and rising.

3. Pavement temperature shall be at least 40° Fahrenheit.

4. Rain and/or snow shall not be predicted or likely for at least 8-hours as determined by Doyon Utilities’ Authorized Representative.

D. Control for Pavement Markings

The Contractor will provide the necessary control points for all beginnings, ends, alignments on tangent sections and in curves, other changes of direction, and changes in the basic configuration of striping, as well as symbols, arrows, hatching, and other traffic symbols, all to the satisfaction of Doyon Utilities’ Authorized Representative.

E. Application of Pavement Markings

1. Paint

Paint shall be applied in strict accordance with manufacturer’s recommendations.

The paint shall be applied with atomizing spray type striping machine acceptable to Doyon Utilities’ Authorized Representative. Pavement markings shall have sharp well-defined edges, true and smooth alignment and uniform film thickness. The wet film thickness shall be 20 mils with a nominal variation not to exceed 2 mils.

The wet film thickness of in-place paint shall be measured as follows. At a convenient location, a test line shall be laid out to test the pavement-marking machine. In the path of the test line, laid without glass spheres, a pre-weighed 11 inch by 18 inch sheet of aluminum foil shall be thumb-tacked to a ¾ inch plywood board. The striping machine shall pass over the aluminum foil while spraying a 4 inch wide strip along the 18 inch dimension of aluminum foil. The aluminum foil shall then be carefully rolled up and weighed to the nearest 0.1 gram, all within 30 seconds of paint application. From the net weight of paint on the foil and the weight per gallon of the paint, the film thickness shall be calculated using the following formula:

Film Thickness (inches) = (0.007073 x A) / B

Where: A = Weight of paint on foil in grams. B = Weight per gallon of paint in pounds.

2. Glass Beads

Glass beads shall be applied on the wet paint at a uniform rate of 5 pounds of glass beads per gallon of paint. Bead dispensers shall be of a type that will mechanically and automatically apply the correct volume of spheres. Glass beads shall be applied to all painted pavement markings by mechanical drop-on methods.

F. Tolerances for Pavement Markings

Pavement markings shall be applied within the following allowable tolerances:

1. The longitudinal error shall not be more than plus or minus 6 inches.

2. The width of stripe shall not vary more than plus or minus 1/2 inch.

3. The width of lanes shall not vary more than plus or minus 4 inches from the widths shown on the Plans, measured from the edge of pavement or edge of traveled way to center of lane line or between the centers of adjacent lane lines.

4. Stripes on tangents shall not vary more than plus or minus 1 inch laterally within a distance of 100 feet when using the edge of the stripe as reference.

5. Stripes on curves shall be uniform in alignment with no visually detectable deviations from the true curvature as determined by Doyon Utilities’ Authorized Representative.

6. All stripes shall remain within 4 inches from the planned alignment when measured to the center of the stripe.

7. Non-linear traffic markings shall be visually acceptable to Doyon Utilities’ Authorized Representative.

Traffic markings not meeting the above tolerances and/or requirements shall be removed and replaced at Contractor expense.

G. Pavement Marking Removal

Pavement markings that are no longer applicable, or are incorrectly applied, shall be removed or obliterated before any change is made in traffic patterns. Painting over markings is prohibited.

Pavement markings shall be removed by methods that will cause the least possible damage to the pavement or surfacing. Any damage to the pavement or surfacing caused by pavement marking removal shall be repaired at Contractor expense to the satisfaction of Doyon Utilities’ Authorized Representative.

Where sand blast cleaning is used for the removal of pavement markings, and when such removal operations are within 10 feet of open traffic lanes, sand, dust, and debris shall be removed simultaneous with sand blasting. Such removal shall be by a vacuum attachment operating concurrently with the blast cleaning operation, or by other methods acceptable to Doyon Utilities’ Authorized Representative.

SECTION 70.16 - CULVERTS

Article 70.16.1 - General The work under this Section includes installation of culverts and flared end sections.

Refer to Section 70.01 – General for additional general requirements.

Article 70.16.2 - Material Pipe and flared end sections for culverts shall be galvanized steel pipe meeting the requirements of meet the requirements of AASHTO M36. Pipe, fitting, flared end section, and band metal gauge shall be as shown on the Plans or as directed by Doyon Utilities’ Authorized Representative, except that pipe and appurtenance gauge shall not be thinner than 16 Gauge.

Unless specifically shown otherwise on the Plans or directed otherwise by Doyon Utilities’ Authorized Representative, all culverts shall be 18 inch nominal diameter or larger, and all culverts shall be furnished with two flared end sections.

Article 70.16.3 - Construction All trenching, backfilling, and related work shall be in accordance with Division 20 - Earthwork.

Culverts shall be of the sizes and installed to the alignments and grades as shown on the Plans or as directed by Doyon Utilities’ Authorized Representative. As a minimum, culverts shall be installed with cover of 12 inches or more of Type II-A classified fill per Division 20, compacted to 95% minimum.
