– Subcouncil database of the Community Organisations
– Radio
– SMS (numbers were obtained through Ward Councillor Outreach Programme, etc.)
– Those who registered when we called earlier this year for people to registers(online or email registration is still open)
• The meeting is about spatial planning: aspects affecting, land development – it is not about
C3 (complaints) notifications there are forms available at the registration table for those who have C3 type of issues.

1. What is a District SDF and why is it being reviewed?
What is Spatial Planning?
The spatial location of new development in space with the intent to
maximise access, affordability, safety, environmental sustainability and equality for people at different scales of planning.

What is a District SDF?
The District Spatial Development Framework (SDF) is a tool that:
1. Formulates a vision for the desired future of the city and areas within it
(how we would like it to be)
2. Sets guidelines for decision-making and actions to achieve the
desired future
3. Helps coordinate, integrate and direct planning, investment and
development to achieve the desired future

• Manage urban
growth and balance

• Plan for
employment, and
improve access to

What the District SDF is not:
The District Spatial Development Framework (SDF) is:
• Not an IDP all issues tool (e.g. more money for an area)
• Not a tool for social interventions (e.g. safety, drug programmes)
• Not a tool for maintenance (e.g. potholes, sewage)
• Not going to be built tomorrow (e.g. planned roads)

Purpose of the Baseline/Status Quo Study
The purpose of the baseline study is to identify the development
parameters that will inform the spatial plans.
These plans are intended to manage the future growth of the 8
districts in a manner that is sustainable, resilient, equitable and
contextually appropriate.
