APPROVAL OF THE 2016/2017 BUDGET *2. Travel and Related Expense Reimbursement – 2016/2017 WHEREAS, the Roxbury Township Board of Education recognizes school staff and

board members will incur travel expenses related to and within the scope of their current responsibilities and for travel that promotes the delivery of instruction or furthers the efficient operation of the school district; and

WHEREAS, N.J.A.C. 6A:23B-1.1 et seq. requires board members to receive approval

of these expenses by a majority of the full voting membership of the board and staff members to receive prior approval of these expenses by the Superintendent of Schools and a majority of the full voting membership of the Board; and

WHEREAS, a Board of Education may establish, for regular district business travel

only, an annual school year threshold of $150 per staff member where prior Board approval shall not be required unless this annual threshold for a staff member is exceeded in a given school year (July 1 through June 30); and

WHEREAS, travel and related expenses not in compliance with N.J.A.C. 6A:23B-1.1

et seq., but deemed by the Board of Education to be necessary and unavoidable as noted on the approved Board of Education Out of District Travel and Reimbursement Forms; now

THEREFORE, BE IT RESOLVED, the Roxbury Township Board of Education approves all travel not in compliance with N.J.A.C. 6A:23B-1.1 et seq. as being necessary and unavoidable as noted on the approved Board of Education Out of District Travel and Reimbursement Forms; and

BE IT FURTHER RESOLVED, the Roxbury Township Board of Education approves travel

and related expense reimbursements in accordance with N.J.A.C. 6A:23B-1.2(b), to a maximum expenditure of $98,559.00 for all staff and board members.

*3 Adoption of Budget – 2016/2017 RESOLVED that the budget be approved for the 2016/2017 school year using the

2016/2017 state aid figures and that the Secretary to the Board of Education be authorized to submit the following budget to the Executive County Superintendent of Schools for approval in accordance with the statutory deadline:

benefits in the amount of $508,288. The additional funds are included in the base budget and will be used to pay for the additional increases in health benefits.

RESOLVED, that the Budget includes the adjustment for banked cap from

2013/2014 in the amount of $48,723. The use of the banked cap is for the purpose of accommodating the increase in health benefit costs for 2016/2017 which will be completed by June 2017.

*4. Professional Services WHEREAS, pursuant to N.J.A.C. 6A:23A-5.2, a board of education must establish a

maximum dollar limit for professional services and public relations, as defined in N.J.A.C. 6A:23A-9.3(c)14,

NOW, THEREFORE, BE IT RESOLVED, that the Roxbury Township Board of Education

hereby establishes the following maximums for the 2016/2017 year as follows:

Architecture/Engineering $200,000 Legal $250,000 Audit $75,000 Physician $50,000

For the total amount of $575,000 BE IT FURTHER RESOLVED, that the School Business Administrator track and record

these costs to insure that the maximum amount is not exceeded.

CAPITAL RESERVE ACCOUNT WITHDRAWAL *5. RESOLVED, that the Roxbury Township Board of Education requests the approval of

a capital reserve withdrawal in the amount of $417,000. The district intends to utilize these funds for the Franklin Elementary School Window Replacement project.

USE OF VEHICLE *6. RESOLVED, that the Roxbury Township Board of Education approve the use of one

full-size bus during the following days/hours. The bus will be used to transport St. Therese carnival patrons from the Horseshoe Lake parking areas to the carnival site on Rotary Island.

Thursday, June 9, 2016 7:00 p.m. – 10:00 p.m. Friday, June 10, 2016 6:30 p.m. – 11:00 p.m. Saturday, June 11, 2016 6:30 p.m. – 11:00 p.m. MEMBERSHIP IN THE NEW JERSEY STATE INTERSCHOLASTIC ATHLETIC ASSOCIATION 2016/2017 *7. RESOLVED, that the Roxbury Township Board of Education, County of Morris, State

of New Jersey, as provided for in Chapter 172 Laws 1979 (N.J.S.A. 18A:11-3, et seq.) herewith enrolls Roxbury High School as a member of the New Jersey State Interscholastic Athletic Association to participate in the approved interschool athletic program sponsored by the NJSIAA.

This resolution to continue in effect until or unless rescinded by the Board of

Education and shall be included among those policies adopted annually by the Board. Pursuant to N.J.S.A. 18A:11-3 in adopting this resolution, the Board of Education adopts as its own policy and agrees to be governed by, the Constitution Bylaws and Rules and Regulations of the NJSIAA.

Administrative Responsibility – The Association must rely upon the voluntary

compliance by its member schools in enforcing the eligibility standards set forth in Bylaws, Article V. Toward that end, the Principal in each member school has the affirmative obligation to report to the NJSIAA any violations of these standards. The fact that a school has disclosed that there has been an eligibility violation will not relieve the affected school of sanctions that may be imposed against it, pursuant to Article X of the Bylaws, including the forfeiture of games or events. However, the failure to disclose an eligibility violation may be grounds for imposing additional sanctions upon the offending school.

In addition, a school must maintain a status of “Member in Good Standing” as

outlined in the Principal’s Affidavit to remain eligible for NJSIAA activities and tournaments.

CONTRACTS *8. RESOLVED, that the Roxbury Township Board of Education approve a contract with

Applied Behavioral Consulting, LLC, 4368 Eisenhower Drive, Bethlehem, PA 18020 to provide Behavioral Consultative services to district students for the 2016/2017 school year. Services will be billed at the rate of $135.00 per hour and shall not exceed 85 hours per month.

*9. RESOLVED, that the Roxbury Township Board of Education approve a contract with

CC Vending, Inc., 70 MacQuesten Parkway South, Mount Vernon, NY 10550 to provide full line vending services for the term of one (1) year. Commissions and fees will be paid at rates as follows:

Beverages: 25% of Net Vending Sales Snacks: 25% of Net Vending Sales “Net vending sales” is defined as gross sales less applicable sales taxes and

container deposits. *10. RESOLVED, that the Roxbury Township Board of Education approve a contract with

Wilson Language Training Corporation, 47 Old Webster Road, Oxford, MA 01540 to provide Professional Learning training event entitled, “Fundations Level 1 Workshop – June 2016:”. The cost of this contract is $2,200.00.

*11. WHEREAS, the District and Edvocate, Inc., 756 Opatut Court, Toms River, NJ 08753,

entered into a consulting agreement on July 1, 2015 to provide consulting services for the District’s Custodial Services Program, and

WHEREAS, the parties now desire to amend the aforesaid agreement as follows: 1. Renew the agreement from July 1, 2016 to June 30, 2017

2. Paragraph 5.1 Agreement Price is hereby deleted in its entirety and the following is substituted therefore:

5.1 Agreement Price: In consideration of Edvocate’s performance of its obligations under this Agreement, District shall pay Edvocate Nineteen Thousand Eight Hundred Forty Eight Dollars ($19,848) for the term of this Agreement. The Agreement Price shall be paid in twelve (12) equal monthly installments (“Installment Payments”) of One Thousand Six Hundred Fifty Four Dollars ($1,654.00). This Agreement price covers the services as outlined above.

3. This Amendment is effective July 1, 2016, and thereafter, unless amended. All other terms and conditions contained in the Agreement shall remain unchanged and in full force and effect.

NOW THEREFORE BE IT RESOLVED, that the Roxbury Township Board of Education

approves the amendment to the Agreement as stated herewith.

5.1 Agreement Price: In consideration of Edvocate’s performance of its obligations under this Agreement, District shall pay Edvocate Fifteen Thousand Nine Hundred Twelve Dollars ($15,912.00) for each year or subsequent years, should the district decide to renew, or as amended in accordance with Subsection 5.5 below (“Agreement Price Adjustments”). The Agreement Price shall be paid in twelve (12) equal monthly installments (“Installment Payments”) of One Thousand Three Hundred Twenty Six Dollars ($1,326.00). This Agreement Price covers the services as outlined in 3.1 above.

3. This Amendment is effective July 1, 2016, and thereafter, unless amended. All other terms and conditions contained in the Agreement shall remain unchanged and in full force and effect.

NOW THEREFORE BE IT RESOLVED, that the Roxbury Township Board of Education

approves the amendment to the Agreement as stated herewith. RESCIND REORGANIZATION RESOLUTION #14 DATED JANUARY 4, 2016 *13. RESOLVED, that the Roxbury Township Board of Education rescind Reorganization

Resolution #14, Appointment – Health Benefits Broker, that was presented at the meeting of January 4, 2016
