PREFACE

West Tripura District is highly vulnerability to Earthquake of severeintensity and Cyclone. Flash Flood and Landslide are also occurred due toheavy downpour during South West monsoon. Loss of lives and damage tolivelihood system, property, infrastructure and public utilities are the resultof furious disaster for which we need to have a better preparedness andresponse at all level with the available resources. With an aim to build upan idle disaster management in the West Tripura District the DDMP-2014-15 is prepared on the basis of given guidelines of the Government inRevenue Department.

The District Disaster Management Plan of West Tripura Districttries to bridge the gap between the missing links of actual field situationand contingency plans at higher level. The present document will help inidentifying some vulnerable pockets, the safest places where people can takeshelter and food can be stored at the time of crisis. It is accepted that thepresent form of DDMP, West Tripura District would serve as a usefuldocument for the District Administration as well as for the public inreduction of loss of lives and loss of property at the time of naturalcalamity.

Chapter I: Introduction1.1 Aim:

The West Tripura District is a multi hazard prone district to Flood,Cyclone, Earthquake, Forest Fire and epidemic. The entire State of Tripura issituated in seismic zone –V which is prone to moderate to high intensityearthquakes. So the disaster management planning of this district may bereferred to the inevitable plan, strong administration unit of linkup between thetop & bottom of administrative unit and to the grass root level transmissionlink. It is no doubt that the formulation of disaster plan is for preparedness andcommitment for its positive implementation at the hour of crisis.

The DDM plan is viable because it envisages the following factors critically froma practical point of view:

Risk assessment & vulnerability analysis. Culture of quick and effective response. Maintaining cohesiveness & uniformity in the formulation of a strategy

taking a wide range of heterogeneous factors posed by a Disaster andclimate change factors.

Taking up disaster risk reduction issues in development process.

1.2 Objective:

The West Tripura District Disaster Management Planformulated with a view to create an effective and realistic strong fail proofcommunication, authentic and accurate data base, full proof documentationand rehearshel in the community in the shortest possible time with minimumsimple orders and procedures so that the people will get maximum benefit. Theplan document envisages and ensured that the Community shall activelyparticipate in all levels with optimum utilization of men, materials availableresources etc. with no gaps or no overlaps to prevent loss to lives and minimizeloss to property. The purpose of the present document also meant for ensuringquickest approach for rescue, rehabilitation and to avert further miseries of thecalamity striken people. The DDMP would act like a true friend, which willguide the entire administration machinery, provide courage to the communityto face the eventuality bravely and boldly.

1.3 Authority for the DDMP : DM Act 2005As per the provision under section 25(1) of the Disaster Management Act, 2005 the

District Disaster management Authority of West Tripura District has been constituted asunder vide Govt. in Rev. Deptt. Notification No.F.23(5)/REV/2002/ P-I dt. 27-12-2006 :-

1.4. Rules and Responsibility of DDMA

i) Ensure that the areas in the district vulnerable to disasters are indentified andmeasures for the prevention of disaster and the mitigation of its effects are undertakenby the departments of the Government at the district level as well as by the localauthorities.ii) Ensure that the guidelines for prevention of disaster, mitigation of its effectspreparedness and response measures as laod down by the National Authority and theState Authority are followed by all departments of the Government at the district leveland the local authority in the district.iii) give directions to different authorities at the district level and local authorities totake such other measures for the prevention or mitigation of disaster as may benecessary.iv) lay down guideline for prevention of disaster management plans by the departmentof the Government for the districts level and local authorities in the district.v) Monitor the implementation of disaster management plans prepared by thedepartment of the Government at the district level.vi)Organize and coordinate specialized training programmes for different levels ofofficers, employees and voluntary rescue workers in the district.vi) Facilitate community training and awareness programme for prevention of disasteror mitigation with the support of local authorities, government and nongovernmentalorganizations.vii) Set up, maintain, review and upgrade the mechanism for early warnings anddissemination of proper information to public.

How to use the plan

At the time of occurrence of any incident / disaster likesituation, the DDMA shall hold an emergent meeting in ashort period of time at the DEOC to inform the stakeholdersabout the gravity of the situation and responsibility & task ofeach deptt./agencies to be performed immediately to face thesituation.

Approval Mechanism of the Plan: Authority forimplementation (State level/District level orders)

The DDMP is prepared on the basis of informationreceived from the different line deptt. and in accordance withthe prescribed model supplied by the Govt. in Revenue Deptt.The draft DDMP is discussed in brief in the meeting of theDDMA / DDMC and then sent to the Govt. in Rev. Deptt.(Nodal Deptt. for Disaster Management) forapproval/suggestion if any to make the plan more effective .

Plan review and updation: Periodicity

Every year plan is reviewed / updated on the basis of theinformation collected from the line deptt. / CPMS, etc. by themonth of May. The Plan is also updated 6 monthly in case ofneed.

Chapter 2:

Hazard, Vulnerability, Capacity and Risk Assessment

District is prone to severe Earthquake and other Natural Hazards like Floods, Cyclones,Hailstorm, Lightening, Fire and Manmade Disaster like Road Accident, Ethnic Violence etc.

Vulnerability to Earthquake

The District is a part of the most severe seismic zone in the country namely Zone-V of seismic zoningmap of India. Several number of moderate to large magnitude earth quake occurred within theDistrict. In 1897 and earth quake took place in the state where the State’s only one building that is theking palace which was damaged completely. Several landslide and liquefaction took place in thedistrict.

The District has 9. Population and among them 4.5 Lakhs nos of populations are residing inAgartala Municipality and other Nagar Panchayat. Agartala City has now 4.00 Lakhs nos ofpopulation with 60 thousand nos buildings. If there is an earth quake of magnitude six and moreabout 30% of urban populations will be severely affected. As the District has the state capital or publicbuilding and infrastructure are concentrated in Agartala City. Hence the provability of buildingdamage expected to be more than 50%.

Vulnerability to Wind/Cyclone

The District is completely prone to cyclonic zone and the probability of damage is very high.The seasonality cyclone occur in the District during April & May and during October & November interms of Kalbaisakhi . Sometimes the cyclonic wind the risk the state after pressing Bangladesh.

In such events weekly built houses suffer the damage. Cyclone also disrobed power supply,telecommunication, surface communication and if damages agricultural crops and greenery in theDistrict.

Vulnerability to Flood

The District faces flash flood annually during the monsoon season i.e. June to September. TheDistrict has now Howrah and Kathakhal rivers are the major rivers draining flood water fromBangladesh. Now a days due to change of climates there are on timely rains un subsequent temporaryflooding occur in the low lying area in District. Particularly Agartala City if facing frequent floods dueto blockage of drainage system and free out let of rain water through Kathakhal and Howrah rivers.

Other Hazards like Landslide, Fire are very frequent. There are few identified placedin Sadar, Mohanpur and Jirania Sub-Division where both fire and landslide occur during rainyseason.

Road accidents- with the increase in no. of public , private and Govt. conveyanceroad accident have become a regular phenomena resulting in loss of lives and or causingsevere injuries.

D. Capacity & Resource Analysis:

Socio – economic profile of the district. (Details in Annexure). The sectionwould also provide analysis on issues and challenges in sustainabledevelopment of the district. It is better to use maps with short write ups todescribe the analysis and explain the details in annexure.

Hazard Risk Vulnerability Assessment (HVCRA): Till a proper HVCRAis conducted, this section may include analysis of the matrix of pastdisasters on maximum severity and best practices. This section mayalso include GIS maps.

Authority/Agency that carried out HVCRA. Tools, Techniques and Methodology used for HVCRA: Hazard analysis: List of hazards with probability (frequency and

magnitude): It would consist of the type of hazards that the district isprone to, history of hazards, impact analysis of the worst case scenario,the area, people and infrastructure that are exposed to these hazards. Itshould provide information about the exposure levels of variousvillages and cities that fall in multi-hazard zones. This chapter couldalso look at issues that are being faced in the district due to climatevariability.

Vulnerability analysis: It would cover various social groups,infrastructure, properties, and environmental resources that arevulnerable to the impact of various hazards in the district. Thevulnerabilities can be categorized as physical/material, economic,

Social/organizational and Attitudinal/ behavioral, and environmental.This section would also describe major trends and forces ofdevelopment that push people to live in unsafe conditions that lead togeneration of new vulnerabilities- e.g. population growth,industrialization, environmental degradation, etc. Details to be given inAnnexure. List of vulnerable Talukas and villages (hazard-wise) beprovided in the Annexure.

Capacities and resources analysis should highlight the capability andavailability of resources with the district administration andstakeholders to reduce disaster risks and to organize effective response.Capacities could be policies, institutions, equipment, early warning,and trained human resources to handle variety of response andcoordination functions, financial resources that the districtstakeholders have for disaster risk management. The information andanalysis gathered pertaining to the physical, technical and financialresources that are available with different departments and stakeholders

would be enlisted (number, type, location, condition etc). The

inventory of resources available (equipment & skilled human resource)

with each department & stakeholder including private resources that

can be requisitioned that could be utilized for emergency response,

should be prepared. Assessment of capacities and training needs of

practicing engineers, architects and masons required for hazard

resistant construction. A list of departmental focal points with contact

details should also be prepared while doing this analysis. Only analysis

and outcome is to be given here. List of resources, availability, and

location is to be given in Annexure.

NGOs and other stakeholders coordination – identify their strengthsand allocation of responsibilities in area/sector/duty/activities –

1. NGOs Coordination Committee has been formed with 20 numbers of

different NGOs the strength of which is about 200(menpower).

40 identified members of NGOs have trained in DM to understand the duties &responsibilities of NGOs during disaster like situation.

They have also been given the responsibility of conducting awareness training programme,mock drill and community level at the call of the SDMs, BDOs, PRIs.Seasonal preparedness for seasonal disasters like flood andcyclone

In the month April and May meeting at District level by the D.M & Collector,

Sub-Division level by the SDMs and Block Level by the BDOs and other lien Deptt. Like AMC,

WR,SE, PWD(R&B), CMO, TSECL, etc. is held and preparedness and response measures are

discussed. Community level preparedness/response and utilization of services of District

level Task Force is made as per requirement of the situation.

Community Preparedness

o Community warning system :- Group of community at each village/ward level hasbeen identified by the BDOs, SDMs, AMC, NP. After receipt of warning from the DEOCthe identified group of warning system shall communicate the message to theconcerning people of the areas by miking or other sound system locally available.

o Community awareness, educationAwareness programme at community level is conducted every month under thesupervision of SDMs, BDOs, DEOs,

In case of ay crisis situation, the CMG meeting is conducted where

officer/members immediately attend the meeting to checkup the preparedness.

o Activation of EOCOn receipt of warning message or just after occurrence of any unforeseen

emergencies the DEOC and Sub-Division level control room are activated with

o Resource mobilization

To get a control over the situation the Chairman of DDMA directs the required

resources for mobilization to the spot of incident immediately.(From District Task

o Seeking external help for assistance

Incase external help is required, the Chairman DDMA will contact the

Government in Revenue Department with a specific requisition for sending search &

rescue team, medical team, relief etc. items

o First assessment report

First assessment report giving a brief of the incident took place, damage to the

lives, and properties infrastructures, essential service etc. shall be prepared by the

damage assessment team/ sent to the Chairman DMMA and the Chairman DDMA

shall send the first assessment report to the Government in Revenue Department

within 3-4 hours time.

b.Detailed damage and loss assessment

The damaged & loss assessment team (S.L. No- of Chapter-5) as

formed at District & Sub-Division level shall send detail damaged & loss

Chapter 10: Procedure and methodology for monitoring,evaluation, updation and maintenance of DDMP

Authority for maintaining and reviewing the DDMP

The DDMA of West Tripura District consists of the following officers is the authority formaintaining and reviewing the West Tripura District.

Proper monitoring and evaluation of the DDMP

The DDMP is monitor and evaluated in every mock drill programme. The preparedness andachievement of all the lien Deptt./CPMF/Stake holders are tested.

Post-disaster evaluation mechanism for DDMPMeeting of the DDMA will be held with in 2 weeks of facing the disaster like situation

if any occurred in the District where the team leaders/nodal officers of each participatingdepartment/agency shall remain present for post disaster evaluation of the situation in allrespect.

Schedule for updation of DDMPAt present the DDMP is updated annually in the month of April/May on the basis of

information/data etc. receipt of various agencies. The DDMP shall however be updated onsemester basis in the next year.

The District level mock drill is conducted every year in January-March at a time in 4-5different spots.

After completion of the mock drill evaluation of performance of the participating ismade in the conference hall/DEOC of D.M & Collector, West.
