District-by-District COVID Relief Funding Allocations under HB 4048
Below is a list from MEA economist Tanner Delpier with a district-by-district breakdown of what federal and/or state formula equalization might be coming (pending further legislative and gubernatorial action) on both a per pupil and total district basis. The best way to think of this is in three buckets:
• The first set of columns (blue – the first $650M from ESSER II) is what districts would get if HB 4048 passes and gets signed into law, regardless of other “strings” attached to funding.
• The next set (orange – the $136M from SAF for formula equalization) is what districts who would get less than $450 per pupil
for the full package will get IF they meet the requirements for in-person instruction laid out in HB 4048 (NOTE: MEA’s appropriations lobbyist Andy Neumann is working to get a better interpretation of exactly what those requirements mean, particularly as they related to hybrid programs, which may not be known until we get an interpretation from the Michigan Department of Education).
• The last set (yellow – the remaining $840M from ESSER II) is what districts would get IF Gov. Whitmer also signs HB 4049
(limiting gubernatorial power for school/sports closures under epidemic orders – a tie-bar MEA has opposed throughout legislative discussions about allocating these funds). 3/9 Update: Gov. Whitmer vetoed HB 4049 and has requested negotiations to commence immediately for how to get these funds distributed to districts as intended by Congress.
• The final columns are a best-case total. NOTE: These figures do not include any additional funding through remediation services included in the legislation – this is only meant to show the district-level allocations.
