What’s the Problem with Appraisal?

•Economics continue to be the key focus in transport scheme appraisal

•The economics are based on modelled outputs and arbitrary/meaningless values of time

•The whole premise is that the time savings will somehow translate into more production and an increased GDP

(These are not necessarily the views of Nottingham City Council!)

What Then?

Appraisal should focus on:

•Wider economic benefits – retail performance, employment and agglomeration benefits

•Social inclusion – accessibility v mobility

•More diverse non-transport related indicators
