The Institutehas a large pool of dedicated researchers underthe guidance of an able management teamthat has positioned MARDI as a premier R&Dorganization in food, agriculture and bio-basedindustries.

The National Agro-Food Policy (DAN)20112020 has outlined the GovernmentTransformation Programme, New EconomicModel and the Economic TransformationProgramme which serve as a foundationtowards a high-income developed country.MARDI has been identied as a signicantplayer in increasing agricultural production,

development of new products and generatingnew sources of wealth of the country. With theprecision of innovation and commitment amongresearchers, I believe MARDI will still remainas a key enabler in contributing towards theGovernments intention to make Malaysia adeveloped nation by 2020.

In line with the recommendations of theMinistry of Agriculture and Agro-basedIndustry, MARDI, as technology generator,needs to redouble efforts to help realize thegoals that have been entrusted upon us. It canbe achieved by increasing the generation ofinnovative technologies and competitiveness,and to ensure that the expertise of researchersis at par with or surpass their global peers.Coupled with that, the technology transfer andcommercialization activities to target groupsshould also be expanded.

A measure of excellence is when there iscompetition and recognition within the R&Dcircle. MARDIs researchers have the capacity tocompete in local and international competitionsrelating to the food and agriculture sectoras can be seen from the awards bestowed.Many technologies have competed at nationallevel competitions such as MTE, ITEX(International Invention & Technology Exhibition),BIOMALAYSIA and BioInno Awards as wellas international level competitions in Geneva,Brussels (EUREKA), INPEX, IENA and SIIF.

As an institution, MARDI has also won prestigiousawards such as Anugerah Kualiti PerdanaMenteri 1992 and 2005, Science and Technology2011 award by Islamic Development Bank(IDB) and Anugerah Harta Intelek Negara 2015(Organisation Sector) This is truly a remarkableachievement and I would like to express myheartiest congratulations to all involved. MARDI has been entrusted to develop anddisseminate appropriate technologies inagriculture and agro-based industries to beapplied by our designated target groups. Ourresearch endeavours for the past 40 years hadfruitfully generated many new crop varietiesand clones, animal breeds and managementpractices. Cutting edge technologies in foodprocessing and post-harvest handling arealso developed for horticultural and livestockproducts. ICT technologies are being exploitedin farm management and operations suchas precision farming technology for riceestate and yield estimation using the imagingtechnology. New techniques are being developedin environmental management and optimumutilization of agricultural resources particularlysoil, water and genetic resources. Signicant

research ndings in agriculture and agro-basedindustries conducted under the 9th Malaysia Planare documented in this report. Technical services and entrepreneurshipdevelopment in food, agriculture and other eldsrelating to the industry rendered by MARDIover the years. These are mainly services inthe forms of technical advisory, consultancy,technical trainings, analytical laboratory services,processing technology, quality assurance,new product development and technology up-scaling. Farmers and entrepreneurs who hadadopted MARDIs technologies had contributedto the enhancement of the national agriculture

and agro-based industries. This has made the

agricultural sector a compelling contributor to thenational economy.

MARDI Act 1969 has lead to theestablishment of MARDI on 28 October 1969.It became operational in March 1971.

Rice is the most important staple food cropin Malaysia. The national rice production is2.67 million tons from planted areas totalling683,677 ha which only achieved 72% of self-sufciency level (SSL). To full thedemand, Malaysia has to import a substantial amount of ordinary and specialtyrice including the fragrant and basmati types from Vietnam, Thailand, Cambodiaand other countries. In 2011 alone, Malaysia imported 960,000 tons of rice.

MARDI is entrusted to conduct R&D to improve rice production in the country. Among the focus areas are varietal development for high and quality rice,development of cost-effective, sustainable and environmental friendly productionsystem, with emphasis on optimum input utilisation and development of efcientpost-handling system. To date, MARDI has developed 42 paddy varities.

Ensuring Food Security

MARDI paddy varieties are planted in >90% nations granary areas. MARDI is the sole producer of Rice Foundation Seeds in Malaysia. Paddy varieties MR 219, MR 253, MR 263 and MR 269 are among the signicant varieties. Paddy varieties MR 220CL1 and MR 220CL2 Clear eld were introduced to

combat weedy rice. MRQ 74 and MRQ 76 were developed to reduce the important of specialty

rice. Aerobic rice variety MR1A with less water requirement was produced to

utilise the non-granary areas and idle land.

Malaysia is self-sufcient in poultry but reliesheavily on imported beef, lamb and dairyneeds. Commercial livestock production is achallenge, particularly for local ruminants dueto Malaysias environmental conditions withhigh temperature and humidity, as well as theinconsistent supply of quality feeds.

Research is needed to support thedevelopment of local livestock industry,especially the ruminant sub-sector, to increaselocal meat and dairy production as well asreducing the dependency on importation ofbeef, milk and feed ingredients. Livestockresearch in MARDI aims to improve animal feed,genetic materials and production systems.Focus is most given to animal feed researchwhere the twin thrusts of animal feed researchat MARDI are the utilization and improvementof locally available resources as well as thedevelopment of innovative feeds for livestock.

Farm mechanisation in agriculture generally refers to the combination of workbetween the prime mover and the agricultural implements. The prime moversuch as a tractor is the power source that drives the machinery while theagricultural implements will be applied to specic agricultural activities such asplanting, mowing, harvesting and others. The main issue in farm mechanisationis the appropriateness of agricultural machineries to our local farms or eldconditions that are synonym with high humidity environment as well as moist

soils, especially in the paddy elds, which reduces the optimum efciency of themachineries to function. Machines weight also give an impact to its traction aswell as the ground hardness.

The food industry in Malaysia has undergone massive transformation. There isnow more demand for better quality, safe, functional, convenient and ready-to-eat food that conform to local and international regulations. Mechanisation andautomation greatly enhance product quality and hygiene and contribute towardsdiversifying product range. MARDI have developed technologies to integrateproducts and process designs to full demands for higher product quality,

timeliness, safety, reliability, ease of production and low production cost.

Over the years, MARDI has launchednumerous technologies and products. In2015, MARDI continues its excellence bylaunching four products namely:

MARDIApps A smart phone application that allows MARDIto reach out to her stakeholders includingfarmers, shermen and entrepreneurs. Currently

nine MARDIapps have been developednamely MARDI Doktor Cili, MARDI ManualLebah Kelulut, MARDI Direktori Usahawan,MARDI Fertigasi Cili, MARDI Fertigasi Melon,MARDI Hidroponik Salad, MARDI Padi Aerob,MARDI Cendawan Tiram Kelabu and MARDIMyKonsultan .

MRQ 76 A fragrant paddy variety suitable for plantingin non-granary areas. It is aky, non-sticky,high yielding, non-lodging and resistant toBlast disease. This variety has the potential tosubstitute imported fragrant paddy varieties andpenetrate organic rice market.

MARDI RICE 284This new variety complements other importantvarieries developed in MARDI. With similarcharacteristics to MR 219, MARDI 284 is a longgrain with soft texture, high yield and is resistantto Blast disease. It also adds to the geneticdiversity of paddy in Malaysia.

Yellow Rain TreeThe yellow rain tree ( Samanea saman ) is apopular and attractive landscape tree. It is the

only tree that has the ability to give the autummeffects in the tropics as its leaves change colorfrom green to light yellow prior to shedding. Theautumm effect is more pronounced when plantedin rows or as a group.

MARDI agrotourism activities are providedby the Agrotechnology Parks in Langkawi,Cameron Highlands, Cherating and Kenyir.These parks were developed as platforms toshowcase research results as well as mediumfor technology transfer.

The parks were established and managedbased on ve key concepts namelytechnology, innovation, conservation,education and recreation (TICER).

MARDI Agrotechnology Parks contributetowards bridging knowledge and communities.They provide the opportunity to shareagricultural knowledge with people from allwalks of life.

The aim of MARDI publications is to transferresearch and development results to thepublic. They provide basic informationabout the agricultural industry in Malaysiawith examples that are easy to understand.

MARDI uses Intellectual Property Act toprovide protection to the technologiesdeveloped as well as incentives to encourageinnovation among researchers.

Eradicating Poverty

MARDI is directly involved in the eradicationof poverty projects in the Azam Tani Programme led by the Ministry of Agricultureand Agro-based Industry.

The aims to raise living standards of lowincome households in agriculture andagro-food sector. MARDI provides simpletechnologies and advice for this purpose:

1,840 participants were selected fromeKasih 2011-2014 database.

Aim for return of RM4 for every RM1government investment for 3 years.

Thinking Out of the Box

National Blue Ocean Strategy (NBOS) is anational programme that will benet the publicand the community through the governmentdelivery system.

Development of idle government land isone of NBOS initiatives (NBOS3) involvingcooperation between the Ministry of

Agriculture and Agro-based Industry through

its agency, MARDI, and the Ministry ofDefence.

With the goal of producing successful agroentrepreneurs, NBOS3 project at Sepanghad trained 25 participants consisted of 20local youths and 5 military retirees who haveno background in agriculture. MARDI alsoconducted a technology transfer programmewhich provide practical training and basic

economic course that carried out for 6 to 12months.

Various positive impact can be seen as a resultof this project not only in producing successfulagroentrepreneurs but also optimising the useof land, through the development of 7 acres ofidle land owned by the Ministry of Defence.
