All proceeds go toward Quadra’s ongoing support of the community of Cataw in the remote Kalinga area of the northern Philippines through child sponsorship and the Gift of Peace Program. This project was initiated by the International Association for Transformation, Quadra’s parent organization. IAT’s Gift For Peace Program is an award winning project that continues to be a huge success in promoting peace between

conflicting tribes in northern Luzon and has served as a model for other countries in the world.

We invite volunteers to participate in this positive community event by helping sort through treasures on Saturday, September 22nd or by helping pack up following the sale after 2 on Sunday, September 23rd. Saturday volunteers get a sneak preview of what’s to come, and are welcome to purchase a reasonable number of small items by donation following their shift.  We offer a "free for all" after the sale on Sunday afternoon and shop-lifting volunteers will NOT be prosecuted! In the spirit of community, we encourage energetic able-bodied volunteers to come discover treasures still unfound as they help to pack up and load trucks for various thrift stores. We also welcome anyone with vehicles or trucks who would  be willing to load up or take a few bags or boxes to Campbell River the week following the sale.

NEW at Quadra Island Medical ClinicQUADRA ISLAND MEDICAL Clinic is now offering Telehealth services to all island residents. Telehealth is a secure on-line audio-video service linking patients with specialists on Vancouver Island. Instead of travelling to your specialist, you and your loved ones can communicate via computer at the clinic in a confidential setting. While not all specialists

offer this service, nor is it always an appropriate option, both the cancer agency and mental health services are registered. If you want to utilize this service, please let your specialist know that it is available here on Quadra and it is your preferred method of communication. Fall Singers’ Session Starts THE FALL QUADRA SINGERS sessions begins on Thursday September 13th. Practices happen each week on Thursdays from 6:45 to 9:15pm at the Quadra Island Community Centre. It is a wonderful, supportive group and the ability to read music is not required. Choir Director Kate Alexandra infuses the choir with lots of fun energy and accompanist Joyce Baker is skilled and ever accommodating. All voices are welcome to join us for an opportunity to sing, laugh, and learn. (We would especially welcome more basses and tenors.) Ages 16 plus. Cost is $100 per session with family rates and bursaries available. Concert date is Friday December 14th. Voting System ReferendumDO YOU NEED TO educate yourself about the BC-wide fall referendum on our voting system? Barb Berger, Chair of the Comox Valley chapter of Fair Vote Canada, will be on Quadra September 16th to speak about why there is a push for change in our electoral system, and to explain the options in the upcoming referendum. WHEN & WHERE Sunday September 16th, 7pm at the Community Centre. Doors open 6:30. Refreshments. The event is free but donations will be gratefully accepted.

Art in the Woodlot Public OpeningSaturday, September 8 BIG TREE WOODLOT invites the public on Saturday, September 8 at 2pm to a family-friendly Art in the Woodlot opening where French artist Cecille Lineaux will unveil a spectacular map/painting. SATURDAY OCTOBER 13Save BC's Endangered Old-Growth Rainforest! Most of BC’s old growth rainforests and the communities that depend on them are in crisis. Raw log exports are at a record high and mills are closing. Climate change and massive forest fires are here to

stay. But we are still clearcutting our most resilient and carbon-rich ancient rainforests at an alarming rate: 3 square metres per second on Vancouver Island and neighbouring islands. Our new provincial government promised to take action for BC’s old growth rainforest, work with First Nations and support forestry. Now it’s time for action – before it’s too late. Hear from Sierra Club BC Senior Forest and Climate Campaigner Jens Wieting about the state of the forest, possible solutions, and how you can help save BC’s endangered rainforest.

Sierra Quadra’s Fall Speaker Series Starts Soon Hello, friends of wild salmon! I’m writing to you from aboard the Martin Sheen, Sea Shepherds Society’s sailing research vessel. For the third summer in a row, they have been assisting me with documenting the impact of open net-pen salmon farms on our wild salmon, which are so crucial to the entire marine ecology of British Columbia.

When I arrived in Musgamagw territory, also known as the Broughton Archipelago, it was a place of powerful living diversity. When salmon farms were lodged in her arteries, the sea lice, viruses and bacteria that poured from their nets gradually saturated every living thing in these waters. As a result, the pulse of this once generous place has become weak and erratic.

The beautiful Ahta River was never logged, but it didn’t matter. The tiny salmon birthed in her waters are stripped of their silvery skin as they swim through clouds of sea lice, and perish from piscine reovirus dispersed by the Glacier Falls fish farm. G-Clan orca and the Alert Bay seine fleet used to fish the Viner River chum salmon, but neither comes now. Viner chum salmon have collapsed as the tiny fry collide with the effluent plume of the Burdwood salmon farm.

I have fought hard to protect wild salmon from salmon farms for 30 years, and I was beginning to think it was impossible. Then a series of extraordinary events began…

Hereditary leadership rose up, ancient territorial disputes were paused, a beautiful sailing ship with a legendary crew arrived, cameras got behind the nets; and indigenous and non-indigenous people locked arms, built cabins and moved on to the salmon farms and declared change. Winter storms and lawsuits buffeted us as the generosity of strangers sustained us. Endurance, honour, tradition ruled. After our 200 days of occupation, some levels of government began to realize that our concerns were legitimate, that the situation was serious, and that it was time to rise to assume their responsibilities.

I am truly in awe of what I have witnessed over the past year, and will be reporting from the frontlines of the wild salmon saga – with an account of endurance, leadership, courtroom drama, scientific sleuthing, and what the future could hold.

This story is still being lived. Join me on September 29 and perhaps find your role in this extraordinary movement. This is not about ending aquaculture; this is about doing something that really works for our coast.– Alex Morton

The 2018 Quadra Fall Fair on Sunday, September 9 is the island’s greatest little “Homegrown Sew and Sow”. An extravaganza of old-timey family fun, the Fair takes place at the Quadra Community Centre (QCC) from 9:30am to 5pm.

ZUCCHINI GRAND PRIXRegistration at 9:30 am, races begin 11amThere are only four rules:• The axle shaft must penetrate the zucchini. The zucchini cannot be strapped to an external carriage.• Zucchinis can be any size, but maximum allowable wheel width from outside to outside must be no greater than 25 cm. Wheel diameters must be no greater than 10 cm.• The racing is in heats: fastest cars from each heat will race off to decide the overall winner.• Fun must be had by all.

Ribbons are awarded to: the fastest, the furthest, and the most creatively designed zucchini racers.

There’s safe parking space for zucchini racers inside the exhibit hall where they’ll be on display and stay cool and fresh.

After the dog events, we suggest your pet return home to a calm, cool and secure environment.

Most gardeners have had the experience of a plant growing madly in all directions, sometimes

even needing to be relocated in order to continue to thrive. Quadra Circle is a bit like that plant – it has also grown madly in all directions over the last few years, and while we don’t need relocation, we do need a transfusion of ‘new blood’ in the form of more volunteers!Starting with Friday lunches, a home meals service and an outreach program, Quadra Circle’s programs rapidly expanded to include a twice-weekly activity centre, a transportation service, an assisted reading program at the school, and an office open three days a week. We also partner with or sponsor various other group activities and workshops in the community on a regular basis. Truly an amazing growth spurt over the last five years or so!

But like all vigorous growth, more programs and services means more time and energy to maintain them. Which, inevitably, as we continue to grow, means more people to take on more jobs. Some of those jobs involve only minimal time on an occasional or semi-regular basis, others require a greater time commitment.

Finding a job you like and which easily fits into your lifestyle is very important, but virtually all our programs  need people right now, so we’re sure you’ll find a good fit!

Here are some of the jobs we currently have available:

QUADRA SCHOOL needs people to help students with reading. Orientation provided. Short or long term commitment. Very rewarding! (1 – 2 hours per week, flexible). Contact person: Carol

ACTIVITY CENTRE is back in full swing at the School mid-September. If you are a dab

hand at peeling, slicing and dicing fruit and vegetables, we need you to help prepare a light lunch Mondays or Wednesdays (1–2 hours). Or, if you’re an absolute whiz at cleaning up and clearing away, we need you to help set the activity room to rights after lunch and afternoon workshops Mondays or Wednesdays (1 hour max). Contact person: Heather. **Bonus** In both those jobs, you also get to eat lunch with a bunch of friendly people!

HOME MEALS needs collection and delivery person. If you enjoy driving, and would appreciate an expense-paid trip to Campbell River each week, this is the job for you! We need someone to collect prepared meals from two central locations and deliver them to the freezer in our office each Thursday (3–4 hours). We could also use help with local distribution of those meals on Fridays. (1–2 hours). Contact person: Margie.

QUADRA CIRCLE OFFICE needs extra staff too. Are you people-oriented and comfortable with computers? Our office is open from 11am to 3pm Wednesday to Friday, and we need more smiling faces and capable hands to maintain those hours. Drop in and see for yourself what you could be doing! As well as the many islanders who bought tickets, we appreciated a beautiful contribution of metal work from Kevin MacKenzie, Raven Song Gallery. Thank you to Marg Heald and Sandy Spearing who showed strong support by selling tickets at the Cove. It was a pleasure to talk to Scott Elam who won a prize but opted to donate it for someone else. A Campbell River resident with a fairy garden was very excited to add the beautiful dragon fly to it from Raven Song Gallery. We also have enjoyed working in the Tourist Information Booth next to the Credit Union.Drop in for a visit! We are open from 9:30am until 4pm. Our visitors come from all over the world – Vancouver Island, USA, Italy, Germany, France,Switzerland, Netherlands, Japan, China, Alberta, Ontario, Quebec and the Maritimes. Working at the Tourist Booth is very interesting, helping the visitors enjoy their holidays. WATCH YOUR MAILBOX – if you are on the BC voter’s list, Elections BC will automatically send three mailings to your home. The first will be a postcard alerting you to the referendum, the second a comprehensive voter package describing the process, questions and systems proposed in this referendum, and the last will be the actual ballot.

The referendum vote will be conducted by mail between October 22nd and November 30th. There are two questions on the ballot.

Elections BC recently updated its website and now has a thorough description of the three systems of Proportional Representation on the ballot. Remember – if you are not sure which system best reflects your values, you can answer only the first question e.g. stay with First Past the Post or change to Proportional Representation. You may leave the second question blank. Speaker: Barb Berger from the Comox Valley Fair Vote Canada chapter. SOCIAL POLICY AND INCOME INEQUALITYOne of the disturbing trends in Canada is the widening gulf between people who are wealthy or even those who are comfortably middle class, and those who struggle to make ends meet. Here in BC, economic inequality is exacerbated by the high cost of purchasing a home as well as high rental housing prices in much of the province.

This is also a generational problem – it seems more difficult for young people to get stable, well-paid employment than it was for baby boomers like myself. Wouldn’t it be good if our political system listened to everyone’s voices including the voices of those who are not so well off? In fact countries using Proportional Representation systems have higher scores on health, education and standards of living.

With Proportional Representation, most votes count towards electing a representative who reflects the voter’s values. Representatives and the party they are affiliated with understand that their job in the legislature is to represent ordinary citizens, not party interests, which are often aligned with corporate interests. Research shows that measures of income inequality and social policy outcomes improve in proportional systems. A variety of studies show that:• When proportionality increases, inequality decreases• The political preferences of low income citizens are better represented in a more proportional system• Carey and Hix (2009 and 2011) looked at 610 elections over 60 years in 81 countries and found that Proportional Representation countries garnered higher scores on the United Nations Index of Human Development, which incorporates health, education and standard of living indicators.•Arend Lijphart, an esteemed Dutch political scientist, wrote a book titled ‘Patterns of Democracy: Government Forms and Performance in 36 Countries.’ The 2012 edition of this book covers patterns in these countries over a period of 55 years.

Lijphart concludes that countries using Proportional Representation systems  have lower levels of income inequality and spend more on social expenditures than countries

Million Dollar View

AT THE END OF A SUNNY LABOUR DAY WEEKEND, I wish you a Happy Belated Labour Day! I hope that those that attended the events over the weekend enjoyed them thoroughly and please don’t forget that the Fall Fair is coming up next weekend!  I am well past deadline for this report so will keep it as short as possible.

I say that because I just went through my list of emails and phone messages since the last report to jog my memory on the issues that I have had to deal with and let’s just say, that I will not be reporting on all of them, unless you have a whole lot of reading time on your hands! The issues just keep on coming!

I will try to just list a few of the more important ones below.

PROPERTY DONATIONA very generous Meiling Alps has donated her family property (about 13 acres) at Hyacinthe Bay, as a land conservancy. The property is one of those rare jewels that has basically had nothing done to it since the turn of the century and it is located along the shoreline with beautiful mature forests and natural settings throughout. This will be held by the SRD and a land conservancy will hold a third party covenant to insure that it remains in its current natural state. I cannot thank Meiling enough for this generous donation to our beautiful island. We all owe her a debt of gratitude for this selfless donation.

SURGE NARROWS PROPERTY ACQUISITIONWell, the ‘t’s’ are crossed and the ‘i’s’ have been dotted and the property at Surge Narrows next to the existing Wharf and upland has been officially sold to the SRD at an extremely reasonable price. This land is key to the expansion and continuation of the thriving community that is Surge Narrows. It will allow for growth and preserve the historic site of the original Surge Narrows store and allow for its evolution. In addition to this as soon as we have the title registered we will receive the foreshore water lease from the Province as an area to expand our overgrown Surge Narrows wharf facility. A very long time fight and lobby effort has paid off. The recipients will be our entire community of the Discovery Islands and mainland Inlets. The best part is that it will be paid for out of Park Reserve funds that I have been saving for a “rainy

day” such as this. The money came from previous subdivisions in Area C that paid cash in lieu of park dedication. (It’s complicated). This is an incredible time for celebration by all.

STUART ISLAND WATER LOT LEASESince we acquired the long unused School District upland piece of property at Stuart island, which is used by the Stuart Island Community Association as their home, we now have another issue on the go. I have been working with the Ministry of Forests to have the water lease that fronts the property removed from its expensive commercial designation. So I am now asking them to classify it as “Community / Nominal fee” since it will now be ours. They are actively pursuing this at this time and I am hoping for a positive outcome. I will be meeting with the Minister next week on this issue.

SEISMIC UPGRADE TO QUADRA ISLAND COMMUNITY CENTREIt has been a long time since I received the grant from the province for $500,000.00 to do the upgrade. The Request for Proposals closed last Friday and I am hoping that a Quadra contractor gets the work. It is a requirement that it be upgraded, so fingers crossed! I’ll let you know of the outcome in the next report, I hope!

TELUS RECEPTION ISSUESI have noticed, and others have confirmed, that Telus cell service has gone downhill over the past month. I contacted the head supervisor in Victoria and explained our issue. He has assigned three, yes three separate crews, to come to the island to go through the issue with a fine toothed comb. They have found a reduction in signal strength and are working on finding out why after numerous personal contacts with me. I intend to speak to the man in charge of our area next Friday. Hopefully they will find the problem.

SURGE NARROWS AGMI will be attending the Surge narrows Annual General meeting on September 21st to discuss anything and everything to do with issues that concern the outer islands. I will also be attending the opening of the Evans Bay dock that we spent two years bringing to completion in spite of one problem after another. This was all paid for out of the Community Works Fund, administered through the Union of BC Municipalities.

ROAD ISSUES, ETC.In addition to the dozens of complaints I have received from people questioning why their road is not being done this year (mine isn’t either!), I have been working with the ministry officials to look at new

signage that is needed on the island for various reasons. I have also been lobbying for new thermoplastic cross walk line painting for the school and line painting for the entire island. Never a dull moment even though road issues are not the responsibility of the SRD. They are Provincial. UBCM MEETINGSI will be at UBCM for their annual meetings from Monday the 10th until Saturday the 15th. I have meetings set up with many Ministers to deal with our issues including some of the issues mentioned above and to deal with our Medical Clinic issues also. It is going to be an intense and jam-packed week and I am looking forward to it.

FIRE BAN SIGNAGE AND NOTICESI have been working with BC Ferries CEO, Mark Collins, and his staff to provide notice to the travelling public of the extreme fire danger in our area. I have asked for signage on the face of the ferry, announcements on Board, and handouts at the ticket booth to every customer. The following is what I have received from staff:

Hi Jim,Thank you for your response.Starting Saturday morning I requested the announcements on the vessel were conducted once the vessel had completed departure and was sailing. I also requested that the announcement clarified the “fire ban” similar to the sign [at the right].The terminals started PA announcements on Saturday as well using the clarified message of the “fire ban”.I requested that our twitter account provide a link to the provincial fire ban.Marketing has ordered window decals which display the following information. They have been in contact with a print shop and they will be sent out tomorrow morning.I wanted to make sure I had all the pieces of information before responding to you even though some of your requests were acted on immediately.Thanks again,DebbieI think they are really trying to help make our islands safe from fires and sincerely thank them.

Chronic Pain Self-Management ProgramThe Chronic Pain Self-Management Program is six weekly workshops geared towards helping people with chronic pain better manage their symptoms to live a fuller, more satisfying life. The workshop provides information and teaches practical skills. It can assist individuals to gain the confidence and motivation they need to manage the challenges of living with chronic pain.

The program is offered as part of the University of Victoria Institute of Aging and Lifelong Health with trained volunteers.It runs Monday from 9:30 to noon starting October 15th through to November 26th with no class on November 5th. There is no charge for the series.

Classes will be held at Room 1, Quadra Island Community Centre. Class size is limited to 10 people. Please register through the Quadra Circle in person at their office at Quathiaski Cove, or by calling 250.285.2255.

life’s challenges? Check out this program. The course runs for eight Thursdays starting September 27th through to November 15th from 1 to 2:30pm at the Quadra Island Community Centre, Room 1. Pat Peterson and Diana McKerracher will

Parkinson’s Support GroupDo you or a friend have Parkinson’s disease? If so, come to our small friendly monthly support group meetings at Quadra Community Centre main floor Room 2. Meetings will be the third Tuesday of each month, 10am to 11:30am. The next meeting will be September 18, 2018.

QI Outdoor ClubUpcoming EventsTHE OUTDOOR CLUB has had a very busy schedule this summer with a great mix of hiking and kayaking. The hikes have been both classic Quadra hikes (usually with swimming involved) and some interesting destinations on Vancouver Island, such as Memekay Caves, Crest Mountain, Broken Eyes Mountain, Huson Caves and Woss Lookout. The scenery has been spectacular. You can check out the trip reports and photos at:  https://qioutdoorclub.org/trips/trip-photos/

Yes, it’s that time of year again; back to school for students, teachers and the many other staff who are part of our school community. Hopefully everyone enjoyed some rest and play time this summer, in spite of the the challenges from the smoky air and extremely hot dry weather. 

This summer brought a major change for the Campbell River School district, with the resignation of Superintendent Tom Longridge. He will be missed and we wish him the very best. 

The selection of a superintendent is one of the most important tasks that any Board of Education undertakes and we are very aware of the importance of this process and our ultimate decision. The board immediately established a search committee, and has selected an educational leadership consultant to guide the selection process for a new superintendent.

To ensure as much stability as possible in this time of transition, the board hired an experienced superintendent to temporarily fill the interim superintendent’s position. Jim Cambridge, recently retired after nine years as Superintendent and CEO of Sooke School District, will join us September 1st.  

Beyond selecting an interim superintendent, the board has also worked with the consultant to determine the qualities of an ideal candidate, created a recruitment advertisement, and has posted the position throughout British Columbia and across Canada. The closing date for applications has been set for the last week of September. It is the board’s hope that, barring any unforeseen delays, the new superintendent will be appointed by mid October.

In the meantime, most school, district, and board activities will continue as usual. With regard to student enrolment numbers in our district this fall, we're expecting a

slight increase but our actual count does not complete until September 30. Some items will be put on hold till the new superintendent is in place, such as the rural school review of Quadra and Cortes. The Surge Narrows school review was completed in June 2018, with very comprehensive community input. The outcome was a much desired and valued extra day of school per week for students and teacher.

A school board trustee attends regular meetings to deal with ongoing business items. As chair of the board for the last 4 years, I also attend meetings with various provincial,regional  and local community groups  about topics of mutual interest. 

Of course, this is election year for local municipal positions; mark voting day October 20thon your calender! I hope I’ll have the opportunity to continue to serve as school board trustee for the Discovery Islands. Fire on East RedondaTAVISH CAMPBELL took photos of the fire on East Redonda Island last week, and sent them with this note: “Here’s some photos from Pendrell Sound on Redonda Island last night.

“The fire was human caused and continues to grow. Perhaps you can use the pictures to help remind Islanders that fires CAN happen here!!! Scary stuff, but luckily no houses in the area.” Note: The fire has grown from 15ha to 110ha as of August 30, and is burning in Redonda’s Ecological Reserve.
