DISBURSEMENT PROCEDURES OF ZAKAT PROGRAMMES1. GUZARA ALLOWANCE

(Approved by the Central Zakat Council)87 th meeting –

(16th November, 2002)1. Istehqaq shall be determined by the Local Zakat Committee concerned.

1.1 The following eligibility criteria shall apply:• An adult Muslim, living below poverty line (Rs.670/- p.m.), with preference to widows

and disabled.

• Unemployed

• Should not be a habitual beggar.

1.2 Before certifying Istehqaq, the beneficiary will furnish the following declaration:-

2. Payment shall be made to mustahqeen through crossed cheques by the respective Local Zakat Committee :- 2.1. Crossed cheques will be presented to beneficiaries in the presence of, notables of the area, which may include Imam Masjid and Head of School.

2.2. Depending upon the currency period of an Istehqaq Certificate, the cheque will be issued for whole of the currency period, at the monthly rate of Guzara Allowance.

2.3. No cheque will be issued for an amount that exceeds the currency period of six months i.e., Rs. 3000.00. Only in cases where the

Istehqaq of a beneficiary is renewed after the currency period of 6 " months, a fresh cheque will be issued to the same beneficiary covering the period of renewal.

2.4 Close liaison will be maintained with local banks to ensure that beneficiaries face no difficulty in the opening of their accounts for credit of their crossed cheques. Refusal of any bank to cooperate for this purpose will be reported immediately to the Chairman, District Zakat Committee, and Chief Administrator Zakat simultaneously.

2.5 It shall be the responsibility of the Chairmen, Local Zakat Committees

to ensure that Zakat Paid Clerks/Group Secretaries or any other person are not involved in the payment of Guzara allowance and cheques are not delivered to beneficiaries through them.

2.6 Full and timely payments to beneficiaries will be ensured. Every effort will be made to avoid delays which may add to their financial hardship.

3. The rate of Guzara Allowance shall be Rs. 500/- per month per mustahiq:- 3.1 Not more than one mustahiq will be selected from one and the same! household for the sanction of Guzara allowance.

3.2 Payments will be made at the full monthly rate, which will not be curtailed to a lesser amount to accommodate additional beneficiaries.

3.3 Istehqaq will be determined by the Local Zakat Committee of the area of beneficiary's permanent residence.

3.4 A two percent quota of funds allocated under Guzara Allowance will be reserved for the disabled (As approved by Central Zakat Council in its 84th meeting held on 26th January 2002).

3.5 Separate record of all Istehqaq Certificates renewed during a financial year will be maintained in a register in the manner given at Annexure- A.

3.6 No application shall be considered unless it has been received and entered in the prescribed register. Such applications of the most deserving persons will be considered in order of priority within the budget allocation made under-the head Guzara allowance.

3.7 It will be the collective responsibility of Local Zakat Committee members and Chairman to exercise extreme care and strict impartiality in selecting the rightful beneficiaries. The list of the selected beneficiaries will be displayed prominently and prompt action will be taken to satisfy any objection made against the selection of any beneficiary.

Provision of Zakat assistance: Zakat assistance may be provided through such schools, colleges, universities, polytechnic and other educational training and professional institutions in Pakistan as are established or recognized by the Government or established in the private sector purely for charitable or Social Welfare purposes, provided that documents in support of their claim are furnished along-with the application for grant of Zakat assistance.

2. Istehqaq of a student shall be determined by the Local Zakat Committee. The students (both boys and girls) will have the option to apply for the Istehqaq Certificate either:-

• by himself/herself

• through his/her parent/guardian

• through the Head of Educational Institution

For this purpose, the student will use a prescribed Zakat Scholarship form titled “MORA Scholarship” Form No. MORA-I.

The second part of the form relating to Istehqaq will be signed by Chairman Local Zakat Committee of the area of which the student is a permanent resident. Istehqaq certificate for scholarship purposes will be completed by the Local Zakat Committee within 30 days of the receipt of MORA Scholarship Form and returned to applicant or sender by retaining one copy for office record.i In case Istehqaq certification from a Local Zakat Committee is not received even after lapse of prescribed limit of thirty (30) days, the MORA Scholarship Committee shall report in writing to the concerned District Zakat Committees (DZC) requesting to advise defaulting Local Zakat Committee for quick response. Simultaneously the MORA Scholarship Committee, after satisfying itself about the facts, shall be competent to grant scholarship provisionally to the musthiq students until the requisite certificate is issued or declined by the Local Zakat Committee as the case may be.

2.1 In addition, the Local Zakat Committee of the area where the educational institution is located will also be competent to issue istehqaq certificates to eligible students (as decided by 89th Central Zakat Council on 7.6.2003).

3. The rate of stipends as approved by the Central Zakat Council in its 84 th meeting held on 26th January, 2002 shall be as follows:-

4. The stipends shall be paid in the form of “Zakat Annual Grant” to the educational institution recommended by the concerned District Zakat & Ushr Committee (DZC) and approved by Provincial Zakat Council (PZC). In determining the size of annual grant the DZC will follow the guideline formula given below:-

i. Number of students certified as eligible for MORA Scholarship by the Local Zakat

Committees.

ii. Number of students recommended for MORA Scholarship by “MORA Scholarship

Committee” of the Educational Institution calculated on the basis of their Level of Education

(pertaining to each Scholarship) and its amount.

iii. Total financial effect of the proposal for one academic year. The table in Form

MORA 2 will be used to calculate the size of grant to an educational institution.

5. MORA Scholarship Committee will hold Performance Review Meetings every six months. Depending upon the performance of the student, the Committee will decide whether to continue the scholarship or cancel it for the remaining period. A list of students deleted from the scholarship programme will be supplied to the District Zakat & Ushr Committee and funds relating to them will be refunded to District Zakat Fund. The scholarship will be renewable for the next academic year subject to approval of District Zakat & Ushr Committee for additional funds needed due to promotion of the students to the higher class and thereby to a higher stipend bracket.

6. The following procedure will be followed for making payment of MORA Scholarship to a deserving student:

Step-I After approval of Annual Zakat grant for an institution by the Provincial Zakat Council, the concerned District Zakat & Ushr Committee will release it on biannual basis, ensuring that the first installment is transferred to the institution within 30 days of the commencement of academic year in that institution. For the purpose of release the grant, the DZCs will issue crossed cheques in the name of Head of Institution (by designation) or to a person nominated specifically for this purpose by that institution.

Step-2 On receipt of the cheque, the Head of the Institution will open a current account in a scheduled bank titled “MORA Scholarship Bank Account”. It will be operated jointly by the Head of Institution and the Officers so nominated.

Step-3 Within 15 days of the receipt of MORA Scholarship Grant, the MORA Scholarship Committee will hold a meeting to disburse the scholarships to students approved by the Provincial Zakat Council. The payment shall be made in cash on monthly basis, under a prescribed receipt duly signed by the student. The specimen of the receipt will be as in Form MORA-3. The Composition of MORA Scholarship Committee shall be as under:

i. Head of Institution

ii. Class Teacheriii. Nominated member of District Zakat & Ushr Committee. or Chairman Local Zakat

Committee within whose jurisdiction the institution is located or a member of that

committee (LZC) nominated by the Chairman District Zakat Committee.

Step-4 A proper record for audit purpose will maintained of the total grant received and payments made monthly. The following particulars of the student will be recorded in the Register of Payments.

7. The Zakat funds shall be disbursed by the District Zakat & Ushr Committee according to following proportion:

I. Primary to Matric 50%II. Science, Arts & Professional Education 25%III. Higher Education 25%

7 (a) At least 25% scholarships at all levels are earmarked for mustahiq girl students.

7 (b) The Mustahiq students of Arts from Matric to Post graduate level will also eligible for stipends from Zakat Funds.

8. The stipend sanctioned for a student shall be discontinued on the recommendations of MORA scholarship Committee under intimation to the father/guardian and the Local Zakat Committee concerned if his/her conduct or performance is found to be unsatisfactory.

2. The rate of stipend shall be based on the status of a Madarassah, categorized as below:-

i. Model Deeni Madaris Preferential rateii. Madaris affiliated with Pakistan

Madrassah Education Board (PMEB)-do-

iii. Regd. Madaris whose syllabus is higher or equivalent to Pakistan Madrassah Education Board (subject to acceptance and Recommendation of P.Z.C. and subsequent approval of C.Z.C.

iv. Regd. Madaris imparting Deeni Education only, (without affiliation with PMEB or adopting/following its curriculum).

3. Depending upon the categories above, the following rates of preferential and ordinary stipends are as under:

7. A Deeni Madrassah approved for annual Zakat grant will be eligible for additional financial assistance to meet the expenditure on food accommodation and clothing of the resident mustahiq students. This grant will be called as Miscellaneous Expenditure Grant (Food, Accommodation and Clothing) and will be calculated as under:-

i. For Deeni Madaris in Cat I to III Equal to the total amount of MORA Scholarships approved for the madarssah

ii. For Deeni Madaris in Cat IV. 50 percent of the total amount of MORA Scholarship approved for the madarssah.

The accounts of Miscellaneous Expenditure Grant (Food, Accommodation and Clothing) will be maintained in a separate register, showing details as under:-

Under this grant, the expenditure will be kept within monthly grant (budget) proportions and it will be the personal responsibility of the Mohtamim to maintain proper accounts of both the MORA Scholarships as well as Miscellaneous Expenditure Grant separately, on daily and monthly basis, as the case may be.

The accounts will be open to both external and internal audit. Again, the Mohtamim of Madarssah will be personally responsible to rectify the irregularities pointed out during audit inspection, as also to settle the audit observations to the satisfaction of audit.

8. Audit of Zakat funds provided to the Madaris under heads MORA Scholarship and Miscellaneous Expenditure Grant shall be carried out on regular basis.

9. There shall be no condition of registration of Deeni Madaris with Auqaf Department.

Deeni Madaris of National Level Status will have the option of getting themselves

registered with the Central Zakat Council for direct financial assistance of MORA Scholarships

and Miscellaneous Expenditure Grant (Food, Accommodation and Clothing). The following criteria

will apply to qualify the NDM status.

• Minimum enrollment of 500 students.

• Affiliation with Pakistan Madarssah Education Board.

• Open admission policy to encourage students from the four provinces, Islamabad

Capital Territory and Northern Areas.

• Avowed policy against extremism, sectarianism and militancy.

NDM applications will be examined by the Standing Committee on Deeni Madaris and after

preliminary selection, it will visit the Madarssah to frame recommendations for the Central Zakat

Council.

11. Special MORA Scholarships of Central Zakat Council.

Every year, the Central Zakat Council will directly offer upto 150 Special MORA Scholarships for higher education of matriculate and graduate students belonging to Madaris of Category I to III. The Central Zakat Council Standing Committee on Deeni Madaris will select students for these scholarships on national basis (without any quota) purely on merit. The following guideline criteria will be followed in the selection of deserving students.

• Preference to position holders.

• Consistent unblemished educational record.

• Recommendation of the Mohtamim of the Student’s parent madarssah.

• Qualifying the entry test of the institution selected for higher education.

Every year, the Standing Committee on Deeni madaris will select institutions national repute to sponsor Special MORA Scholarship in them. The size of each scholarship will be calculated on the basis of

• Annual fees.

• Hostel charges

• Mess charges

An amount equal to ten percent of the scholarship will be paid to the student for miscellaneous expenses.

4. HEALTH CARE - PROVINCIAL LEVEL(DHQs/THQs/BHUs/RHCs)

1. The Istehqaq shall be determined by the local Zakat Committee of a mustahiq patient's area of permanent residence (Annexure-A). However, if the mustahiq may have shifted to another residence in his original district for more than 15 days, the Local Zakat Committee of the areas of his/her temporary residence shall also be competent to determine his/her Istehqaq. The Committee will use the proforma (Annexure-AA) for this purpose.

2. In emergency cases, where mustahiq patient requiring emergency treatment is unable to produce Istehqaq certificate from Local Zakat Committee, any member of the Health Welfare committee of the hospital may determine Istehqaq of such a patient on the guarantee of some relative, friend or other reliable person, known to the mustahiq as well as the hospital. After emergency treatment, the mustahiq patient shall have to produce the Istehqaq certificate, failing which all expenditure on the emergency treatment shall be borne by him and the mustahiq will be black listed for any future assistance under Zakat programmes. For this purpose, Proforma (Annexure-B) will be used by the hospital to secure guarantee.

3. The members of the Central Zakat Council shall be competent to determine Istehqaq of a poor patient for emergency treatment at a National Level Health institutions/Hospitals located in the area of their residence. After emergency treatment, the beneficiary will produce Istehqaq certificate from the Local Zakat Committee of his/her permanent residence within 30 days failing which the mustahiq will be black listed for any future assistance under Zakat programmes.

4. Zakat funds for the purpose of medical treatment shall not be provided to beneficiaries in cash. They will be entitled to free medical treatment only to the extent of Zakat funds available in hospital as well as their equitable utilization on all mustahiq patients.

5. Subject to prior approval of the Provincial Zakat Council funds under Health Care (provincial) will be released to DZCs on population basis. The DZCs in their turn will transfer funds to hospitals on the basis of share of each to be calculated as under:-

DHQ -Rs. 20/- (instead of Rs. 07/- per bed per day)

THQs -Rs. 15/- (instead of Rs. 05/- per bed per day)

BHUs/RHCs Funds in balance after their release to DHQs and THQs (as per

their share) will be distributed equally among all LZCs for their

transfer to BHUs/RHCs functioning in their area.

6. The following ceilings shall apply for the free medical treatment of a mustahiq.

Indoor patients Rs. 2000/-

Outdoor patients Rs. 1.000/-

7. For medical treatment involving expenditure higher than the ceiling, the Health Welfare Committee (HWC) of the hospital will be competent to relax it up to the requisite limit, on merit, ensuring that the principle of accommodating maximum number of mustahiq patients is not compromised by admitting the expensive treatment of the few. (Dispenser may act as the Convenor in the absence of Medical Officer Incharge) The authority and responsibility of HWC shall be as follows:-

1. Approve expenditure incurred within the prescribed ceiling.

2. Approve relaxation of ceilings in cases requiring excess expenditure.

3. Exercise caution while relaxing ceilings in order to safeguard the interests of other Zakat patients.

4. Satisfy proper maintenance of accounts and submission of

monthly utilization reports under their signatures.

5. Review audit objections and expedite action for their settlement.

6. Take serious notice of irregularities detected by audit or other inspections.

7. Satisfy completion of formalities by the beneficiaries relating to Istehqaq etc.

8. Carry out random checking of quality of treatment coupled with the satisfaction of beneficiaries.

8. Utilization of Zakat Funds: As a rule mustahiqeen are to be provided by the institution with the facility of treatment, medicine and other assistance free of cost.

9. Zakat funds shall be utilized only by the committee on following items where such facilities

are not available.

a. Medicines (including blood).

b. Medical treatment (including operation).

c. Laboratory tests.

d. Bed in general ward.

e. Artificial limbs.

f. Expenditure on the transportation of the patient from the institution to another.

g. Any other item (excluding cash grant) approved by the Committee.

10. With a view to extend free medical facility at the doorstep of poor patients, it will be the responsibility of Local Zakat Committees to immediately release funds to Basic Health Units (BHUs), Rural Health Units (RHUs), or dispensaries of equivalent or lower levels, located in their area, immediately after allocation of funds by their DZC under Zakat Head "Health. Care (Provincial)". Funds will be distributed proportionately among them according to their number in the area of a LZC.

a. Free medical treatment at BHUs/RHUs will be restricted to Outdoor Patients only and upto the limit of Rs. 400/- per mustahiq patient.

b. Funds of BHUs/RHUs will be released on biannual basis (Two Installments).

c. Monthly utilization reports will be submitted by BHUs/RHUs to their respective Local Zakat Committee. Failure on this account shall lead to with-holding of the next installments.

d. Before releasing funds to BHUs/RHUs, the Local Zakat Committee will satisfy that the unit is actually functioning.

11. All facilities from Zakat money shall be either in kind or in service.

12. Zakat money shall not be utilized for providing health assistance to person (including dependents) who is entitled to receive medical treatment at the cost of his employer or under any other arrangement.

5. SOCIAL WELFARE AND REHABILITATION

1. Istehqaq of a mustahiq shall be determined by the respective Local Zakat Committee.

A. Istehqaq Criteria for Rehabilitation

i) Beneficiary is an adult muslim, who is not in receipt of assistance from any other Zakat program.

ii) His need is genuine and pressing which if not met may compel the beneficiary to begging.

iii) Beneficiary has been victim of circumstances which have left him penniless or shelter less.

B. Istehqaq Criteria for Social Welfare

i. Social Welfare Institutions housing the beneficiaries shall be of the following categories only:-

1. Orphanages

2. Dar-ul-Aman

3. Home for Destitute and under privilege women

4. Home for mother and children

5. Home for old and infirm persons

6. Home for Destitute and needy girl

7. Home for abandoned babies and destitute children

8. Special Education Centre for disabled persons/mentally retarded

persons

9. Rehabilitation Centre for disabled persons

ii. Istehqaq of the beneficiary child or persons shall be determined by the Local Zakat committee of the area of his permanent residence or the Local Zakat committee of his temporary residence.

iii. Preference shall be assigned to orphans, widows, disabled and senior citizens. iv. Omitted v. Approval of Zakat grant to an institution by the District Zakat Committee on annual

basis. vi. Social Welfare Institution registered duly under relevant laws shall only be entitled to

Zakat grant. 2. One time grant up to Rs 5000/- may be provided for rehabilitation of Mustahiq whose name be struck off from the list of Mustahqeen.

2.1 Not less than 25 per cent of funds allocated to this head of Zakat program shall be utilized on rehabilitation and the remaining 75 per cent on beneficiaries of Social Welfare Institutions (SWIs). However, Provincial Zakat Council may in exceptional circumstances, allocate/transfer funds from Social Welfare to Rehabilitation and vice versa, according to needs in consultation with District Zakat Committee.

2.2 Funds for Rehabilitation shall be disbursed by District Zakat Committees in such a way that at least one beneficiary from every Local Zakat committee gets accommodated with the available budget. If funds limitation may restrict this adjustment Local Zakat committees shall then be selected alphabetically to the extent of funds available. The remaining Local Zakat Committees shall be allocated their share in the next budget and so on so forth. In such cases, the disbursement shall be by rotation.

2.3 If the budget size is such that more than one beneficiary can be accommodated from each Local Zakat Committee, there will be no restriction on the number of benefiaries to be selected from every Local Zakat committee as long as the funds position so permits.

2.4 Neither the budget parameters shall be crossed nor the rehabilitation rate lowered to accommodate a larger number of beneficiaries over and above the budget.

2.5 Due priority shall be assigned in releasing funds requested for the rehabilitation of a deserving person. 3. Zakat assistance may also be provided through Social Welfare Institutions which are set up. Or are registered by the Federal Government/Provincial Government.

3.1 Fore the purpose of calculating annual Zakat grant to an institution the guidelines given below shall be kept in view.

4. Zakat funds shall be provided to a mustahiq through crossed cheques by the Local Zakat committee of his/her area of residence.

4.1 Disbursement of Zakat assistance through social welfare institutions (SWIs) shall be made in the following manner.

Step 1: Applications as at Annexure-A are invited by the District Zakat Committee from Social Welfare Institution located in its area, either directly or through Local Zakat committees.

Step 2: Before submitting application the SWI gets the Istehqaq of each beneficiary residing with it certified from:-

• The Local Zakat Committee of the permanent residence of the beneficiary • The Local Zakat Committee of the temporary residence of the beneficiary

Step 3: District Zakat Committee holds its meeting to select SWIs and calculate the funds needed to meet their demand as against the funds actually available in budget.

Step 4: After final selection of SWIs and calculation of funds demand, the District Zakat Committees seeks approval of Provincial Zakat Council.

Step 5: On receipt of Provincial Zakat Council’s approval the District Zakat Committee releases funds to SWIs on biannual bases through crossed cheque in the name of Head of the SWIs or his nominee

Step 6: The cheque is deposited in SWI’s current account exclusive of Zakat grant.

Step 7: Payment under receipt are made to beneficiaries on monthly basis and a record of all account is maintained for internal or external Zakat audit.

Step 8: Monthly payments are made in full to each beneficiary according to entitlement.

6. MARRIAGE ASSISTANCE TO UNMARRIED MUSTAHIQ WOMEN(Approved by the Central Zakat Council)

1. The Istehqaq of a needy women shall be determined by the Local Zakat Committee

of her area of residence.

1.1 Generally, the permanent address of the beneficiary will be treated as the area of

her permanent residence. However, if there has been any change in her address, the Local Zakat

Committee of the area of her new residence shall be entitled to determine her Istehqaq, provided

she has been staying at the new address for more than a year.

1.2 In case a mustahiq woman has been residing at a Darul Aman or any other

registered Social Welfare Institution, her Istehqaq will be determined by the Local Zakat

Committee of the area, where that institution may be located.

1.3 In determining the Istehqaq of a mustahiq woman, the Local Zakat Committee will

be guided by the following criteria:

(i). The beneficiary is an adult Muslim, who is dependent upon her parents or

guardian or a social welfare institution for her subsistence.

(ii) If living with the parents or the guardian, their financial position is such that

they can not afford the expenses of her marriage.

2. Total assistance for marriage of a mustahiq women shall be Rs. 10,000/-. 2.1 Payment of Rs. 10000/- will be made at one and the same time and not in

installments.

2.2 Payment will be made through a crossed cheque, drawn in the name of / beneficiary

only. The parents or the guardian or any member of Social Welfare institution, as the case may

be, will not be entitled to receive the payment.

2.3 Cheque will be delivered to the beneficiary by a female member of Local Zakat

Committee. If no female member be present, the male members or Chairman of the Committee

will present the cheque to her, in' the presence of notables or witnesses, which may include Imam

Masjid and Head of local School.

2.4 Active liaison with bank authorities will be maintained to ensure that beneficiaries

face no difficulty in the encashment of cheques.

2.5 Zakat Paid Clerks I Group Secretaries will not be involved at any stage of payment.

2.6 ivMarriage grant shall be paid to a female applicant or her parent /guardian on the

recommendation of Nazim , Councilor or khateeb/ Imam Masjid of the area. The applicant or her

parent/ guardian will provide a copy of Nikah Nama to Local Zakat Committee, within three

months of drawal of zakat grant, for record, failing which amount so granted shall be recovered

from the person who had recommended the applicant for payment of marriage grant.

7. EDUCATIONAL STIPENDS (TECHNICAL) Approved by CZC

1. Objective:

1.1. Creation of income generating opportunities for the poor students by providing appropriate vocational or technical training to them.

2. Eligibility Criteria:

2.1 Unemployed adult Muslim, living below poverty line (Rs.670 per month).

2.2 Possess minimum qualifications set for admission to the training course by the training institute (by whatever name called) within each Province.

2.3 Capable of self-employment without further support under any Zakat disbursement programme.

2.4 Age between v18-35 years.

3. Istehqaq Certification:

3.1 The Local Zakat Committee (LZC) of the area of student’s permanent residence shall certify his/her Istehqaq. The student will have the option to apply for the Istehqaq Certificate either:

• Personally.

• Through parent/guardian/or.

• Through the Head of training institute.

3.2 For this purpose, the student will use a prescribed Zakat Scholarship

form titled "MORA Scholarship" Form No. MORA-l. (Technical)

3.3. The second part of the form relating to Istehqaq will be signed by Chairman Local Zakat Committee of the area of which the student is a permanent resident. Istehqaq certificate for scholarship purposes will be completed by the Local Zakat Committee within 30 days of the receipt of MORA Scholarship Form and returned to applicant or sender by retaining one copy for office record.

3.4. viIn case Istehqaq certification from a Local Zakat Committee, is not received even after lapse of prescribed limit of thirty (30) days, the MORA Scholarship Committee shall report, in writing, to the concerned District Zakat Committees (DZC) requesting to advise defaulting Local Zakat Committee for quick response.

Simultaneously the MORA Scholarship Committee, after satisfying itself about the facts, shall be competent to grant scholarship provisionally to the Mustahiq until the requisite certificate is issued or declined by the Local Zakat Committee the case may be.

3.5 In addition, the Local Zakat Committee of the area where the educational institution is located will also be competent to issue. istehqaq certificates to eligible students (as decided by 89th Central Zakat Council on 7.6.2003).

4. Rate of Stipend/Scholarship

4.1. A maximum monthly amount of Rs. vii2500/- per student shall be payable as MORA Scholarship, Where necessary, the ceiling will be relaxable for reasons to be recorded in writing, by MORA Scholarship Committee, subject to final approval of the concerned District Zakat Committee.

4.2. In addition, one-time grant of Rs. 5,000/- will also be paid to each student for the purchase of required tools/equipment that would help him in self employment on the basis of training received and skill acquired. This payment will be made to the student only after the successful completion of the training course.

5. Categorization of Training Institutes

5.1. Any training institute established or recognized by the Provincial or Federal Government or being run in the private sector {subject to recognition of its diploma/certificate by the Provincial/ Federal Government or any other competent body so authorized) shall be eligible to receive Annual Zakat Grant.

6. Application Procedure

6.1. Application forms, MORA.-I (Technical) will be kept in sufficient quantity at DZCs, PZAs and also distributed to the training institutes on demand.

6.2. Every DZC will maintain a list of institute located in its jurisdiction. Every year, well before the start of an academic session they will be invited for enlistment with the DZC if interested. A time limit will be fixed to complete the enlistment process. Training Institutes not enlisted under the procedure shall not be eligible for MORA Scholarships.

6.3. A consolidated list of the enlisted training institutes will be forwarded to the Provincial Zakat Administration (PZA) for obtaining one-time approval of Provincial Zakat Council. Once approved, the institutes shall continue to receive MORA Scholarship Grant year after year,

unless their name is deleted or struck off by the DZC, for reasons to be recorded in the minutes of its meeting under intimation to the concerned institute.

. 6.4. While applying for enlistment, the training institute shall also provide a comprehensive Training Plan for the whole year, based upon the types of training courses, their duration, minimum qualification, and the number of students it can accommodate in each course.

6.5. Simultaneous with the enlistment exercise, the DZC shall invite applications for MORA Scholarship (Technical) from deserving persons specifying the types of courses, their duration, minimum qualification against each, rate of scholarship and eligibility criteria through advertisement in the local press. The applications will be submitted through the concerned LZCs which will forward them to DZCs after certification of Istehqaq. The copies of the advertisement may also be supplied to all LZCs for displaying it prominently at the Chairman's Office and giving it wide publicity through mosques, schools etc. The deadline for submission of applications will be followed rigidly, so that training plans agreed with institutes are not delayed.

6.6. On receipt at the DZC, the applications will be segregated course - wise and presented to its MORA Scholarship Committee, comprising the following members:

6.7. After approval by the Committee, the annual Zakat grant admissible to a training

institute will be calculated and released to it in two equal installments. The first installment will be

sanctioned a week or two in advance of the commencement of a course and the second

installment immediately after its successful completion. The table at MORA-2 Technical shall be

used to calculate the Zakat grant admissible to a training institute.

6.8. While sanctioning Zakat grant to a Technical Institute, the DZC shall remain within

the share of funds admissible to bit on population basis. Likewise, in the award of scholarships,

the committee will try to draw candidates from as many LZCs as possible, in order to achieve

maximum participation of all.

6.9. . A Monitoring Committee of at-least two DZC members shall be constituted to

supervise the conduct of the course and the quality of training. The committee will also keep

contact with course beneficiaries and comment upon their chances of permanent settlement after

successful completion of training and award of diploma/certificates.

7. Allocation of Funds

7.1 Funds will be allocated to the districts on population basis, and released biannually.

The release of second installment shall be subject to at least 50 percent utilization of the 1st

installment. In order to enable DZCs in the timely preparation of Training Plans and prompt

payment of scholarships before the start of every course, installments of funds will be released in

full to DZCs, and without any delay what so ever .

7.2 Monthly utilization reports showing the amount of stipends paid to the training

institute beneficiaries and progress of course running will be furnished by DZCs to their respective

PZAs by the 7th of every month following the month to which they relate.

7.3 Every effort will be made by the DZCs to utilize the funds in full according to their

share. For this purpose, they will enlist as many training institutes as necessary and plan extra

shifts of courses where needed. A consolidated progress covering all districts will be submitted to

MORA by the 23rd of that month by the respective Provincial Zakat Administration.

7.4 Funds/grants to the training institutes will be released through payee's A/c cheques

only drawn in favour of the Principal or his authorized representative.

7.5 A proper record for the purpose of internal and external audit will be maintained both

by the DZC and the concerned technical institute separately to show, among others, the following:

Names, addresses of students, Istehqaq Certificate number.

Number of scholarships paid; and amount of scholarships paid.

7.6 At least 25 percent of scholarship at all levels shall be earmarked for eligible girl

students.

8. Selection of Courses

8.1 Every PZA will be competent to select its own vocational or technical training

courses from those offered by the Provincial VTIs or other training institutes sector, mentioned at

para 5 above. The main objective of the course considered suitable for selection will be the

permanent settlement of beneficiary after training. Proper care will therefore be exercised in

making the selection process as best objective as possible. For this purpose, close coordination

and consultation will be maintained with the concerned institutions for professional advice and

guidance. This liaison will also be desirable at DZCs level.

8.2 Without prejudice to the authority vested in them, the PZAs can consult the following

guide-line list of courses being offered by the VTls in the Punjab.

8.3 District-wise implementation plans will be prepared on the basis of the training

courses selected, their duration, fee per student etc.

8.4 In order to complement the district implementation plans, the technical institutes will

prepare Technical Plans, showing the following details:

(i) Number of courses available, with fee and duration.

(ii) Time-table of each course, with dates of Commencement and closure.

(iii) Number of beneficiaries, who can be accommodated in each course.

(iv) Day and night shifts, where required and possible.

(v) Minimum admission eligibility requirements of each course.

(vi) Age restrictions, if any.

8.5 Certificates will be awarded to the successful student beneficiaries in a simple

ceremony at the conclusion of the course. It will be attended by a nominated DZC member who

will record his impressions about its success or failure and submit a report to the concerned

District Zakat Committee.

8.6 Every Training Institute will submit an Implementation Status Report to the

Provincial Zakat Administration at the conclusion of each course.

8 . HEALTHCARE-NATIONAL LEVEL

In supersession of the existing procedure for Healthcare National Level, of the Disbursement

Procedure of Zakat Program, the following procedure approved by the Central Zakat Council

1. The Istehqaq shall be determined by the local Zakat Committee of a mustahiq patient's

area of permanent/temporary residence. The istehqaq certificate shall be issued on a form

as per (Annexure-A). However, if the mustahiq may have shifted to another residence in

his original district for more than 15 days, the local Zakat Committee of the area of his/her

temporary residence shall also be competent to determine his/her Istehqaq. The

Committee will use the proforma (Annexure-AA) for this purpose.

(Omitted).

2. In cases where a mustahiq patient requires an emergency treatment and is unable to

produce Istehqaq certificate from Local Zakat Committee, any member of the Central Zakat

Council or a member of Health Welfare Committee of the concerned hospital may

determine Istehqaq of such a patient in writing on the guarantee of some relative, friend or

other reliable person, known to the mustahiq as well as the hospital. After emergency

treatment, the mustahiq patient shall have to produce the Istehqaq certificate, failing which

all expenditure on the emergency treatment shall be borne by him and the mustahiq will be

black listed for any future assistance under Zakat programmes. For this purpose, proforma

(Annexure-B) will be used by the hospital to secure guarantee (Omitted).

3. Zakat funds for the purpose of medical treatment shall not be provided to

beneficiaries in cash. They will be entitled to free medical treatment only to the extent of

Zakat funds available in hospital as well as their equitable utilization on all mustahiq

patients.

4. The following ceilings shall apply for the free medical treatment of a mustahiq.

Existing Reviseda) Indoor patients Rs:2000/- Rs:3000/-b) Outdoor patients Rs:1000/- Rs:2000/-However, for medical treatment involving expenditure higher than the ceiling, the

Health Welfare committee (H.W.C.) of the hospital will be competent to relax it up to

number of mustahiq patients is not compromised by admitting the expensive treatment of a

few.

5. The composition of Health Welfare Committee shall be as under:-

i. Medical Superintendent/Head of the Health ChairmanInstitution

ii. A senior doctor of the Health Institution Memberiii. Chairman, District Zakat committee (DZC) or a

Member nominated by the Chairman [substitutedMember with nominee] Member

iv. Social Welfare Officer Secretary(Note: In case of a private health institution insteadof a Social Welfare Officer any officer / medical Officer of the hospital shall act as member / Secretary of the Health Welfare Committee.(Added).

6. In addition to chairman of the HWC, presence of at least two member of the HWC including Chairman/Member, DZC shall be the minimum quorum of the Committee.

(Added)7. The Health Welfare Committee (HWC) shall perform the following functions:-

i) Approve expenditure incurred within the prescribed ceiling. ii) Approve relaxation of ceiling in cases requiring excess expenditure. iii) Ensure proper maintenance of accounts and submission of six

monthly utilization reports under their signatures. iv) Review audit objections and expedite action for their settlement. v) Take notice of irregularities detected by the audit or other

inspections and take corrective action. vi) Satisfy completion of formalities by the beneficiaries relating to

Istehqaq etc. (Omitted)

vii) Carryout random checking of quality of treatment provided to the beneficiaries. [coupled with the satisfaction of beneficiaries] (Omitted)

8. All the facilities of treatment, medicines, laboratory/diagnostic tests etc. available in the Institutions shall be provided to the mutahiqeen free of cost. [However, the cost of material (films, chemicals etc), used for laboratory/diagnostic test(s) including C.T. Scan, MRI etc. may be charged from Zakat fund]. (Added)9. The Health Welfare Committee shall be authorized to utilize Zakat funds in an institution on the followings, if not available in the Institution:-

a) Expenditure incurred on purchase of medicines including blood from the market.

b) Expenditure incurred on medical treatment, operation/bed charges of a beneficiary in other Health Institution(s).

c) Expenditure incurred on Laboratory tests including Diagnostic tests of a beneficiary from other Laboratory (ies).

d) Artificial limbs e) Expenditure on the transportation of the patient from the Institution to other

Health Institution(s) and back. f) Any other item approved by the Health Welfare Committee excluding cash

grant. 10. All facilities from Zakat funds shall be either in kind or in service.

11. Zakat funds shall not be utilized for providing health assistance to a person (including dependents) who is entitled to receive medical treatment at the cost of his employer or under any other arrangement.

12. The Institutes for Special Persons will be considered Rehabilitation Centers. These will be eligible for Zakat grant directly from Central Zakat Fund under the head “Healthcare (National)”. The institutions shall be eligible to utilize Zakat funds on the expenditure incurred with the approval of the HWC on:-
