01.00 INTRODUCTION

Disaster is a sudden adverse or unfortunate extreme event which causes great damage to human beings as well as plants and animals. Disasters occur rapidly, instantaneously and indiscriminately. These extreme events, either natural or man-induced, exceeds the tolerable limit, make adjustments difficult, result in catastrophic losses of life & property and create environmental imbalances. The United Nations defines disasters as ‘A serious disruption of the functioning of a community or a society causing widespread human, material, economic and environmental losses which exceed the ability of the affected community/society to cope using its own resources’. Disaster can be grouped into two broad categories, viz., natural and manmade. Natural disasters are catastrophic events which are caused by natural phenomena (hazards with meteorological, geological or even biological origin). Examples of natural disaster are: cyclones, tsunamis, earthquake and volcanic eruptions which are exclusively of natural origin. Landslides, floods, drought, fires are socio-natural hazards since their causes are both natural and manmade. For example, flooding may be caused because of heavy rains, landslide or blockage of drainage patterns due to manmade activities.  

Manmade disasters are events which are caused by indiscriminate and injudicious human activities. Manmade disaster is associated with industries/residential colonies or energy generation facilities and includes explosions, leakage of toxic waste, pollution, dam failure, war or civil strife, etc. The list of such disasters is very long. Many occur frequently while others take place occasionally. Disaster Management includes sum total of all activities, programmes and measures which can be taken up before, during and after a disaster with the purpose of averting/extenuating its occurrence, reducing its impact or recovering from its losses. Disaster management aims to reduce, or avoid the potential losses from hazards, ensure prompt and appropriate assistance to victims of disaster, and achieve rapid and effective recovery. India has been traditionally vulnerable to disaster on account of its unique geo-climatic conditions like floods, droughts, cyclones, earthquakes, and landslides have been recurrent phenomena, and about 30 million people get affected by disasters every year. The loss in terms of private, community and public assets has been astronomical. Even though substantial scientific and material progress has been made, the loss of life and property due to disaster has not diminished. In fact, human toll and economic losses have mounted. In view of this, the Government of India adopted mitigation and prevention as essential components of Disaster

Management Plan (DMP). The DMP for any industry has to be prepared to meet statutory and regulatory requirements of the Government of India and respective states. National Disaster Management Act 2005 provides the basic guidelines on which these plans are to be prepared and developed.

02.00 NEED, AIM & OBJECTIVE OF DISASTER MANAGEMENT PLAN IN

THE PROPOSED INFRASTRUCTURE DEVELOPMENT FOR INDIAN COAST GUARD ACADEMY, AT AZHIKKAL, KANNUR, KERALA.

Need of DMP

The Indian Coast Guard Academy (ICGA) is an armed force, under the Ministry of Defence (MoD) and commenced their operation in the year 1978. It has been formed with a specific charter for non-military maritime safety and security. At the time of inception, the role of the Coast Guard was mainly related to economic and environmental discipline viz., anti-smuggling, anti-poaching activity etc., in the maritime zones of India. However, over the years, the role and responsibility of Coast Guard have increased exponentially with the nomenclature as the ‘National Agency’ for specific non-military maritime operations viz., Maritime Search and Rescue (M-SAR) and Maritime Oil Spill Disaster Response in the designated areas.

The ICGA is the principal agency for enforcement of provision of all national enactment in force in the maritime zones of India and provides following services to the nation and marine community.

Ensuring safety and protection of the artificial islands, offshore installations and other structure in our maritime zones

Provides protection to fishermen and assistance to them on sea while they are in distress

Preservation and protection of our maritime environment including prevention and control of maritime pollution

Assistance to the Department of Customs and other authorities in anti-smuggling operation.

Enforcement of Maritime Zones of India (MZI) Acts Initiating measures for the safety of coastal life and property of sea ICG with the approval of GoI, has planned to set up a training academy at Azhikkal in Kerala. This ICG Academy will be of International standards for training and a ‘Centre of Excellence’ in the field of maritime affairs. Unique geographical location and disposition of Azhikkal, Kannur protects it from many natural hazards such as, earthquake, tsunami, landslide, subsidence, flood, flash flood, tidal surge, heat wave, volcano, hail storm and cyclone etc. If any of these natural phenomena do occur their severity is

expected to be much less than those in other part of the country. Despite this inherent immunity bestowed on ICGA, Kannur. The disaster management plan should provide for counter measures to tide over any incidence of earthquake, civil disturbances, fire, civil/mob disturbance, explosion, bomb threats, suspicious package/device, terrorist attack, hazardous material accidents, elevator malfunctions, medical emergencies, electrical accidents, building collapse, mass food poisoning, drinking water or ground water contamination, severe storms, etc., Therefore, the disaster management plan for ICGA, Kannur is required to deal with all the resultant situations in the wake of any disaster. We need to have a DMP with proactive, comprehensive and sustained approach to disaster management plan to reduce the detrimental effects of disasters on overall development of ICGA, Kannur. Hence, DMP is to be undertaken with a holistic approach that is inclusive of all the above mentioned activities before, during and after disaster.

Aim of DMP

The aim of the disaster management plan for ICGA, Kannur is to;

i. Establish necessary systems, structures, programs, resources,

capabilities and guiding principles for reducing disaster risks. ii. Prepare and respond to disasters and threats of disasters in ICGA,

Kannur in order to save lives of coast guards and property and iii. Ensure the continuity and sustainability of development of ICGA,

Kannur.

Objective of DMP

The Disaster Management Plan has been formulated with a view to meet following objectives:

(i) Prevention of danger or threat of any disaster (ii) Mitigation of risk of any disaster or its severity or consequences

(iii) Development of disaster-resilience (iv) Preparedness to deal with any disaster (v) Prompt response to any threatening disaster-like situation or disaster (vi) Assessing the severity or magnitude of effects of any disaster (vii) Evacuation, rescue and relief operation

(viii) Reconstruction and resumption of normal operation as fast as possible (ix) Create awareness among all stake holders and ensure their involvement (x) Contingency plan

This document spells out Disaster Management Plan for the proposed infrastructure development of ICGA, Kannur.

The major elements that are needed in the Disaster Management Plan are

a) The DMP team is responsible for assessing the situation, deciding the effective counter measures and getting them implemented,

b) Resources and facilities including an Emergency Control

Centre/Disaster Management Centre, from where the operations will be directed, and which will be keep stock of all emergency kits in a state of readiness,

c) Training of all emergency response personnel with respect to action

plans and of the public to ensure smooth cooperation and d) Tests/Drills/Exercises to test the readiness of the organisation to

cope with the emergencies and to check the effectiveness and adequacy of the plans.

e) Records of testing of instruments/equipment to be used in

emergencies of proceedings of exercises conducted, indicating the chronology of events in the occurrence of an accident etc.,

f) Emergency Preparedness Manual, a document outlining the

responsibilities of the members of Emergency Organisation and other emergency response personnel.

03.00 ORGANIZATION FOR DISASTER MANAGEMENT PLAN

Disasters can be managed effectively only through close coordination among various agencies that play key roles in Disaster Management. In order to create a composite organizational structure with respect to tackling of disasters during all three phases viz., Pre-Disaster Phase (before the occurrence of a disaster), Impact Phase (during the disaster) and Post-Disaster Phase (after the occurrence of the disaster) - a Disaster Management Team has been formulated. The constituents of the team are enumerated in subsequent clauses. The team is responsible for undertaking all the expedient steps during emergencies, coordination with

state and district administration, arrangement for rescue operations, and training of emergency response personnel. Head of safety, functions as Chief Controller of Disaster Management team. He will be assisted by other members of the team. The Chief Controller is responsible for laying down the policies in accordance with guidelines and instructions from the central and state Govt. from time to time and to monitor its execution. He will have close interaction with Deputy Commissioner/ADM (Head of disaster management team, Kannur). In absence of the Chief Controller of Disaster Management Team, the senior most officer of the team or the Joint Controller will be functioning as the Chief Controller of DM team. Besides having In-charge (Safety) as its Chief Controller, the Disaster Management team comprises of personnel from various service group as members. The various service group personnel will assist the Chief Controller in executing inter related actions during disaster management.

The team will assemble once in a year during usual time to review the Disaster Management Plan or as and when Controller feels necessary. It will regularly review, update and modify the plan depending upon the situation. It will chalk out plans for mutual aid, re-enforcement schemes and ensure that the plan is carried out without any confusion. It will also be responsible for conducting regular training programs and mock drills on disaster management plan.

04.00 CO-ORDINATION WITH STATE AND DISTRICT ADMINISTRATION

The Kerala state has constituted, Kerala State Disaster Management Authority (KSDMA) and District Disaster Management Authorities (DDMA) as stipulated in the National Disaster Management Authority (NDMA) act of 2005 with the Chief Minister as chairman and the Revenue Minister as vice-chairman, which are nodal agencies at state and district level respectively for handling of any disasters by way of planning, co-ordination, implementation of all measures for response and recovery. The KSDMA has a preparedness plan which establishes an organized setup to conduct Emergency Support Functions (ESF) for the natural and man-made disasters. It outlines an implementing framework for sharing of resources, as per requirement, among National and State level institutions during an emergency situation. The preparedness plan has structured the responsibilities of all line departments’ i.e. primary and supporting departments to function together marshalling their capabilities, skills, resources, and authorities across the State and respective Districts. The plan unifies the efforts of State Departments and supporting agencies to be involved in emergency management for a comprehensive effort to reduce the effects of any emergency or disaster within the state. The ESF activates under the guidance of an Incident Commander (Deputy Commissioner/Additional District Magistrate) who is also head of Incident Commander System (ICS). Under the ICS, a team of 8 (Eight) ESFs’ nodal officers work together also called as Disaster Management Team (DMT). The members of Disaster Management Team act as head of respective primary agencies and simultaneously co-ordinate with the secondary agencies. Each of the primary and secondary agencies has a quick response team trained to carry out their functions at the response site. The success of ESF will be of critical importance and would reflect in the lives saved in the golden hour. Important telephone numbers of Kannur Administration are indicated in the Table-2.

level disaster management team will be activated simultaneously and they will work in tandem.

05.00 RISK ANALYSIS

Risk is a measure of expected losses (death, injuries, assets, economic activities etc.) due to a potential hazard (of a particular magnitude) occurring in a given area over a specific period of time. Risk analysis involves determining the probability of occurrence of an event and level of vulnerability of the people that may be affected by the event. Disaster is the realization of a risk. The natural disasters, which may befall suddenly in this region, are earthquake, storm/cyclones, coastal erosion, landslide, drought, Tsunami flash floods etc., out of which ICGA, Kannur can get affected by earthquakes, Tsunami, coastal erosion, cyclones and storms. This assumption is predicated on earlier history of occurrence of earthquakes in Kerala and its seismic categorisation falls under Zone-III makes the state vulnerable to earthquakes of magnitude of 6.5 or more. Furthermore, the state experiences heavy rainfall and flood during the southwest monsoon, with subsequent damage to life and property. Among manmade disasters, as applicable to other cities/towns of India, ICGA, Kannur, is also susceptible to fire, explosion, bomb threats, suspicious package/device, terrorist attack, hazardous materials accidents, elevator malfunctions, medical emergencies, electrical accidents, building collapse, mass food poisoning, drinking water or ground water contamination and civil/mob disturbances etc. Therefore, it is needed that the Disaster Management Plan for the infrastructure development deals with the risks which can turn into disasters after their realisation. The risks due to human activity and natural phenomena are enumerated below.

05.01 FIRE

Adequate fire fighting systems such as portable fire extinguishers, water based fire hydrant system and fire detection & alarm systems will be provided/envisaged throughout the infrastructure facilities. Details of the systems are indicated below.

To meet the eventuality of occurrence of fire, the following facilities will be envisaged in the infrastructure facilities of ICGA, Kannur.

(i) First Aid Portable Fire Extinguishers (ii) Fire Hydrant System (iii) Fire Detection Cum Alarm System (iv) Water Sprinkler System

(i) First aid portable fire extinguishers

Fire extinguishers of various types viz. Dry Chemical Powder (DCP), CO2, Water & Foam having different capacities will be provided as per IS:2190 covering all the floors/areas and premises. The Table - 4 gives the typical details of fire extinguishers and their types likely to be used in the institutes are as follows:

The detailed engineering of the project is under progress. The quantities and the locations will be furnished on completion of project. (ii) Fire hydrant system

System consists of fixed piping network, pumps, overhead water tanks, underground tanks, hydrant valves along with hoses in hose box. Hydrant valve along with hoses have been provided in the landing area of Ground floor and at all the floors of ICGA, Kannur premises. In addition to that, hydrant valves will also provided at outside the ICGA buildings. ICGA will have adequate security persons to operate the system and mock drill will be conducted every 6 months. System will be augmented with dedicated fire hydrant pumps, underground water storage tanks and piping networks.

(iii) Fire detection cum alarm system

Fire detection cum alarm system will also provided in sensitive areas like administrative cum academic building, auditorium, VIP guest house, school, family welfare centre, library etc,. The entire township will be divided into different zones according to their vulnerability to fire. For example, the highest degree in terms of number will be given to more sensitive area to fire. The typical details of the different zones and the likely no. of devices for fire detection in various floors have been furnished in the Table-5.

(iv) Water sprinkler system

The area falling under high risk area (prone to fire) water sprinkler system will be provided.

05.01.02 Pre-disaster phase (Practice of fire drill)

Step 1

A Disaster Management Team will be constituted for ICGA, Kannur. The team consists of various service providers including in-charge for fire fighting. The in-charge of fire fighting will have response for ensuring evacuation of all the occupants from the entire building and they must meet team members at a predetermined location outside the building. Step 2 The in-charge of fire fighting will provide evacuation information to occupants before drill begins. Occupants will be made aware/trained about the evacuation path, for their work area and alternative paths in the event of exit is blocked. Evacuation signs are posted inside the buildings at various locations to ensure quick evacuation. The in-charge of fire fighting trains the occupants, on how to operate and use a fire extinguisher, as well as whom to contact in an emergency.

Step 3 The in-charge of fire fighting develops several fire drill scenarios, to make employees/occupants aware about available evacuation routes with evacuation preparedness. During fire drill, security personnel stand in front of different exits holding signs that state “Exit blocked/an alternative route”. This makes the occupants aware of the different exit routes from the building and makes the employees think about what could happen in a real emergency situation. Step 4 Fire drills are conducted at regular intervals. The drill interval is generally every six months.

05.01.03 Disaster Phase (During fire)

In case of minor fire like electric short circuit, the person who discovers the fire, extinguishes the fire with available fire- fighting system or call the security using the nearest available telephone/mobile to take assistance of security personnel in extinguishing the fire. In case of major fire it is necessary to follow fire-drill to avoid loss of man and material. The procedure will be as follows: Expected action by Individual

Try to extinguish the fire with available fire fighting system in the vicinity. Raise the alarm in the vicinity, by shouting “Fire, Fire” at louder voice

until the alarm is activated by other person. Send someone or else proceed to the nearest telephone and call to

Main entrance. Inform to Electric Maintenance to switch-off the lights/electric

appliances including lift.

Expected action by Security Personnel on Duty

On receiving the message of fire, the security personnel will ascertain

the location of fire. The security personnel will raise the fire alarm.

On raising the fire alarm, the following actions will be undertaken:

i. Front and rear gates will be opened and those on duty will be allowed to leave the ICGA, premises.

ii. Except two guards at main gate and one guard at rear gate, all the

guards will rush to fire location after hearing the fire alarm without waiting for any further instruction/order immediately shouting “Fire, Fire” with their full fire fighting equipment. The shift In-charge/senior most security personnel available at the location will take control of the fire operation.

iii. Shift In-charge will carry the master-key with him.

Out of two guards available at main-gate, one guard will inform the

following offices immediately:

i. In-charge fire fighting ii. Local Fire Officer (Kannur/Azhikkal) iii. Security In-charge. iv. Electrical Maintenance.

The Chief Controller of Disaster Management Team will be in regular

contact with local fire officer (Kannur/Azhikkal) to avail fire tender. Till the fire tender arrives, the senior most security personnel available

at the fire scene will ensure that fire is fought in correct and efficient manner. Occupants/employees, those are reaching balcony will be evacuated safely either through ladders or rise ladders available in the fire tender.

The entire message will be entered correctly in the occurrence book. Expected action by occupants

After hearing the fire alarm, all the ICGA occupants/employees will

immediately leave the ICGA building in an organised way, under fire service men guidance. They will not use the lift while coming out from buildings, assemble at a place already earmarked for fire and practiced during mock drill.

After the fire is extinguished, the area will be carefully cordoned for

further investigation.

05.01.04 Post disaster phase (After fire)

Inform the Insurance Department for the claim, if required. Letter to be given to Fire Department regarding outbreak of fire. Inform the senior officer regarding the incident. In case of possible sabotage, call police to assist investigation. On no account, debris will be removed from the place of fire, until the

investigation is completed by the Competent Authority.

05.01.05 Training of security personnel

Security personnel will be trained as per instructions laid in the emergency procedures described in the fire safety plan, before they are given any responsibility for fire safety.

(i) Instruction on the use of the voice communication system; (ii) Procedures for use of elevators and for evacuation of persons who are

in need of assistance; (iii) Action to be taken to initiate any smoke control or any other fire

emergency systems installed in the building in the event of fire, until the Fire Department services are rendered.

(iv) Implementation of established procedure, to facilitate Fire Department,

to access the building/fire location within the premises. Chief Controller of Disaster Management Team and security personnel attends the concluding session after every comprehensive fire drill. The reason for the session is to review the procedures and reactions of all participants. During the briefing, challenging areas will be identified and solutions will be implemented.

05.02 EXPLOSION

05.02.01 Pre-disaster phase

Explosion can occur due to fire or low intensity crude bomb placed by miscreants. It is difficult to pinpoint the location of the bomb or the place of explosion. Therefore, following measures are adopted to prevent such incidents.

a. Proper identifications of all individuals before entering into the ICGA premises.

b. Persons entering into the ICGA premises are enquired and passes issued, so that their identification are kept with the reception.

c. Any suspicious activities, inside the ICGA premises are informed to the

Security Personnel immediately.

05.02.02 Disaster phase

a. Inform the police authority immediately. b. Inform the Incident Commander (Deputy Commissioner) District

Disaster Management team and Chief Controller Disaster Management team, ICGA.

c. Inform nearest hospital and seek for urgent help. d. Send the casualty immediately to hospitals. e. Cordon the incident site with the help of Security Personnel

05.02.03 Post disaster phase

a. Provide all assistance to the victims and first aid to the persons who are

all sustained minor injury. b. The emergency procedures to be followed in case of fire, including

actuating the fire alarm, information to fire department, clearance for firefighting equipment to access the fire location, instruction to the occupants on procedures to be followed when the fire alarm is energised, evacuating the endangered occupants and confining, controlling and extinguishing the fire.

c. Inform the bomb squad team (Kannur Bomb disposal squad team

Contact No. 0497-2763334) and provide all assistance to search for any crude bomb left over.

d. Evacuation of all ICGA’s employee/occupants in a systematic way from ICGA premises.

e. Security will assist police and bomb squad team to perform their duties. f. Inform the insurance department for claim, if any.

05.03 BOMB THREATS (SUSPICIOUS PACKAGE/DEVICE THREATS)

The objective of bombing and bomb threats may be any of these: damage, harassment, creating fear among occupants/employees, death or injury. The effect of the bomb threat will depends upon the type of organization/department, e.g. in a Government Department like ICGA, it may involve the loss of time and hindrance to training program that may have to be concluded on that day. ICGA employees, especially in the dispatch section review the postal material i.e. package/packet/envelope/bundle. Use of gloves and respirators or a glove-box protects the persons while opening the suspicious dak. The following information is shared with employees to assist them in identifying and responding to suspicious envelopes and packages.

 

Some characteristics of suspicious packages/letters include the following:

Excessive, inadequate or missing postage fee Handwritten or poorly typed addresses Incorrect titles or no name Misspelling of common words Oily stains, discoloration or odour No return address Excessive weight Lopsided or uneven envelope Protruding wires or aluminum foil Excessive security material such as masking tape, string, etc. Visual distractions Clock ticking sound Restrictive markings such as “Personal”, “Confidential”, or “To Be

Opened By” without proper employee name. Postmark city/province/state does not match the return address Foreign mail from politically unstable or hostile countries Unprofessional wrapping Threat markings on exterior of package Inappropriate air mail or special delivery stickers

05.03.01 Pre-disaster phase

(a) Do not shake or bump it.

(b) Do not open, smell, examine, touch or taste.

(c) Treat it as suspect.

(d) If it is suspected that the package/device is a bomb: Do not cover it. Open doors and windows to minimize blast effects.

(e) If it is suspected that the package/device is contaminated with a

chemical or biological agent:

Gently place in clear plastic bag, if available or cover with other materials.

Close the door. Minimize physical contact with other people. Wash your hands with soap and water. Remove contaminated clothing and place in a sealed container (e.g.,

plastic bag) to be forwarded to emergency responders. Shower (with soap and warm water) as soon as possible. List all people who may have been in contact or close proximity to the

suspicious package/device and provide this list to appropriate authorities.

If necessary, seek medical assistance as soon as possible.

(f) Clear the nearby area from where the package was discovered. (g) Inform police and bomb squad team and provide the following information:

(m) Strange persons not accompanied by an occupants/employee entering the organization or department should be approached to determine the reason for their presence.

(n) Employees should check their immediate work area on the assumption

of duty to ensure that there is nothing unusual or out of place; (o) All staff members are instructed to report any suspicious objects to

management, and to refrain from touching the same;

(p) Visitor entrance is controlled and supervised in a discreet and courteous fashion. The security personnel or receptionist should check the visitor’s identification, the reason for the visit and the person or department he/she wishes to visit.

Additionally, it is essential that any hand luggage, samples or other objects carried into the organization by a visitor, to be checked properly by security on duty. This will assist in easy recognition of any parcel left behind.

05.03.02 Disaster phase

a) This is the prerogative of ICGA, and should be done only when there is

reason to believe there is imminent danger. This decision is to be taken after careful consideration of the facts e.g. if the employee search has unearthed a suspect package/bomb etc.

b) The evacuation method will be same as fire drill. It is to be ensured that

there is no panic while moving out from the different sections. After the evacuation process the proper search for the bomb should be organized.

c) If suspected material which is assumed to be bomb is found inside the

ICGA premises then the security will inform the police and bomb squad team to diffuse the bomb.

d) Till the time bomb squads do not reach the location it is the duty of the

security personnel to cordon the area and not allow any body to approach the location.

05.03.03 Post disaster phase

(a) Security personnel will search entire area of ICGA premises along with

bomb squad team and the police as a cleaning up activity as well as to locate any left out bomb if planted.

(b) After proper search and diffusion of bomb, the occupants/employee shall be allowed to go to their respective locations.

05.04 TERRORIST ATTACK

Criminals or terrorists may use firearms, knives, arson, vehicles and other “low-tech” devices to cause physical threats. Security measures and physical barriers like tyre killers should be considered as means of preventing or minimizing the impact of these threats and occurrences. Well-planned and prearranged laid-down procedures may be appropriate for application in ICGA premises to protect ICGA employees/occupants.

05.04.01 Pre-disaster phase

Security personnel and receptionists will take following action to prevent terrorist attack inside the ICGA premises:

(a) Only authorised persons are allowed to enter into the ICGA premises. (b) Personnel verification and identification should be carried out at the

reception by seeking the details of the persons whom he or she wanted to meet.

(c) Cross verification with the visitor/employees/occupants to whom they

want to meet, shall be done at the reception before permitting their entry.

(d) Proper checking of their baggage and personal belongings at the

reception by security. (e) Visitor’s vehicles are to be checked before entering the ICGA premises.

05.04.02 Disaster phase

If it is certain that terrorists have entered into the ICGA premises then the following actions are to be taken:

(a) Main gate of ICGA, Kannur will be closed. (b) Information will be given to the nearest (Kannur) Police Station

immediately. (c) Inform the Disaster Management Team and District Disaster

Management Team.

(d) All the gates, inside the premises are to be closed except the place where the terrorists are hiding.

(e) Security personnel should cordon the area of concerned and prevent

any body from entering inside the location. (f) Assist police to nab the terrorist.

05.04.03 Post disaster phase

a) Search for suspected person who might have helped the terrorist

b) Brief the investigation team about the incident, after the terrorist is caught.

05.05 ELEVATOR MALFUNCTIONS

05.05.01 Pre disaster phase

(a) Maintenance Department should ensure that elevators are properly maintained regularly through specialised/certified agency.

(b) Means for Communication (i.e., telephone) should be provided in each

elevator. (c) Appropriate care shall be taken while evacuating occupants stranded in

the elevator by authorised persons (skilled operators) during malfunction of elevator.

(d) Contact the elevator service company. Only qualified personnel should

be permitted to correct elevator malfunctions. (e) Maintain communications with trapped occupants until they are safely

evacuated to: Assure them that they are safe and help is on the way. Keep their morale high and persuade them not to panic. Warn them from opening the elevator door forcefully.

05.05.02 Disaster phase

Disaster can occur due to elevator malfunctioning or accident due to snapping of cables/wires.

(a) In case of elevator malfunction, the person will inform the lift

operator/engineer responsible for operating the lift.

(b) The telephone number of responsible officials is to be displayed inside the lift.

(c) In case of accident, necessary intimation to the police and disaster

management team to be given to handle the situation. (d) The affected people shall be taken to the nearest hospital, if required.

05.05.03 Post disaster phase

(a) Exact reason of elevator malfunctioning will be analyzed and thereafter

corrective measures will be taken.

05.06 MEDICAL EMERGENCIES

05.06.01 Pre disaster phase

(b) Emergency contact phone numbers will be displayed at various locations.

(c) Emergency vehicle (108)/Hospital ambulance will be called to attend

the diseased person.

05.06.02 Disaster phase

The employee who is in need of medical emergency will be shifted to the nearest hospital.

05.06.03 Post disaster phase

Keep the track of the employee having medical problem so that patient can be shifted to the specialised hospital if required.

05.07 ROOF COLLAPSE

Buildings may experience roof collapse resulting from environmental occurrences such as earthquake, high winds and cyclonic storm or due to poor quality of building material/ageing.

05.07.01 Pre disaster phase

(a) In-charge of Civil and his team to inspect buildings at regular intervals.

(b) Based on the damage assessment, repair/remedial measures are to be

executed.

(c) In the event of intolerable conditions or imminent situation, evacuation to be carried out.

05.07.02 Disaster phase

(a) The injured, if any, must be shifted immediately to the nearest hospital.

(b) Security personnel to assist the trapped person come out from the

collapse structure.

(c) Inform police, Disaster Management Team of ICGA, Kannur and Disaster Management Team of district head quarter about the incident.

(d) Employees to assist security personnel in removal of debris (till

professional help arrives)

05.07.03 Post disaster phase

(a) Debris should be removed at the earliest.

(b) Structures should be checked and strengthened, if required. 05.08 ELECTRICAL ACCIDENT

There is great danger of electrocution when occupants/employees are in contact with live wires unknowingly/carelessly or in the event of conductor snapped from the poll. In most of the case, accident occurs due to short circuit, defective wiring, defective electrical appliances and improper use of electrical equipment.

05.08.01 Pre disaster phase

(a) Faulty electrical appliances and equipment must be properly handled

and promptly repaired.

(b) Proper maintenance of electric wiring and fuses are essential. Fuses should not be replaced with ones of higher amperage or with thick wires or tin foils.

(c) Disconnecting electrical gadgets when not in use.

(d) Properly store all electrical appliances in a safe place guarding them

from any unauthorized access.

(e) Electric wires or cords, if faulty, should not be used until repaired.

(f) Electric gadgets should be repaired by only a qualified person. (g) Warning signs and appliance cautions are fixed near to appliances

05.08.02 Disaster phase (a) In case of a fire caused by electricity, switch off in-coming power supply

and only then steps should be taken to extinguish the fire.

(b) The main switch for the electric supply in the affected zone/premises should be switched off immediately.

(c) In case of electrical accident do not stand on metal, wet concrete or wet

ground. It is wise to stand on a rubber-mat or a dry wooden platform.

(d) The evacuation, if needed, must be properly exercised without chaos and confusion. Everyone should be directed to gather at a common point to ensure the safety and evacuation of all.

(e) The electrical rescuer personnel concerned should be immediately intimated about the accident and all operation must be stopped (if can be prevented) to restrict further outbreak.

(f) There should always be an emergency response plan for scheduled electrical maintenance or work.

(g) Examining the victims to determine, if they are in contact with energized conductors.

(h) Metal surfaces, objects near the victim or the earth itself may be energized. Others may become a victim, if they touch an energized victim or conductive surface. De-energize electrical circuits, if at all possible.

05.08.03 Post disaster phase

(e) If the victim is breathing and has a heartbeat, provide first aid for injuries and treat for shock. Then immediately admit the victim at the nearest hospital to get medical care as soon as possible.

(f) Provide medical personnel information about voltage level, shock duration & entry/exit points. The treating/attending physician must know detailed specific information to properly diagnose the condition of the victim and to decide whether he/she should be sent to a “Trauma or Burn Centre” or not.

05.09 MASS FOOD POISONING, DRINKING WATER OR GROUND WATER

CONTAMINATION ETC.

A. Drinking water

05.09.01 Pre disaster phase (a) The incoming water through KWA source as well as underground

source (within ICGA premises) is treated and periodic tests are carried out in the laboratory taking water samples from various sources.

(b) Pipes must be in clean condition, leak proof, sound and well

maintained.

(c) The overhead tanks are accessible only to authorized persons for maintenance purpose.

(d) ICGA shall ensure the supplied water is hygienic and potable. Assurance of drinking water safety is a foundation for the prevention and control of waterborne diseases.

05.09.02 Disaster phase

(a) After knowing the supply of polluted/dirty water in the premises, supply of water to the premises is to be stopped immediately.

(b) A general notice is to be distributed/displayed throughout the premises

about the issue and guidance.

(c) Information is to be shared with the local hospital in case of emergency so that the hospital authority can arrange an ambulance, if necessary.

Information is to be shared with the local hospital so that proper medication can be started. Action for flushing of contaminated water is to be started.

B. Food Poisoning

Food poisoning is an illness caused by eating contaminated food.

05.09.04 Pre disaster phase

(a) Canteen Kitchen to be well cleaned, free from insects and dirt.

(b) Potable clean water to be used for cooking food.

(c) Raw food to be free from dirt and to be segregated from those rotten.

(d) Utensils to be washed properly before use.

(e) Cooked food items are to be stored with appropriate protection in

proper place.

(f) Freshly cooked food to be consumed and stale food to be avoided.

(g) While cooking, use of chemicals to be strictly prohibited.

05.09.05 Disaster phase (a) The symptoms of food poisoning usually begins 1-3 hours after

consuming contaminated food. They include:

Feeling sick Vomiting Diarrhoea Stomach cramps

(b) Some toxins can cause food poisoning within a short period. In these

cases, vomiting is the main symptom.

05.09.06 Post disaster phase

(a) Most people with food poisoning get cured without any special medical treatment.

(b) Affected person should take rest and drink plenty of fluids. It is advised

to avoid food until they feel better.

(c) It is important that one does not get dehydrated because it will make the

patient feel worse and the recovery will take more time.

(d) Drink as much as water as one can, even if one can only sip it.

(e) Oral Rehydration Salts (ORS) are recommended for people vulnerable to the effects of dehydration.

05.10 CIVIL DISTURBANCE/MOB ATTACK

Civil disturbances include riots, mob violence, threatening individuals and groups causing loss to human beings and property.

05.10.01 Pre disaster phase

In case of civil disturbance or demonstration:

(a) Inform the police, if bandh, is declared on working day and if it is apprehended that there might be some disturbance during bandh.

(b) Avoid provoking or obstructing demonstrators.

(c) Secure own area (close the gates)

(d) Report any unauthorized person roaming inside the premises to the

security In-charge.

(e) Continue with normal routines as much as possible.

(f) Stay inside away from doors and windows.

05.10.02 Disaster phase

Security personnel near main gate will inform the nearest police control room by calling on 0497-2763337 and inform nearest Kannur police station (0497-2731187) immediately. If mob attacks on the premises, then security personnel will close all the entry and exit route. Security personnel in ICGA premises will gather near to mob attack and try to prevent miscreants entering into ICGA premises till the time police reaches the spot.

05.10.03 Post disaster phase

Demonstrations or visible actions, designed to advocate a position on a particular issue, they may become problematic, when they interfere with the ICGA activities by organising bandh or to keep bandh for their cause. Till police arrives, adequate protection to be provided to the occupants/employees.

05.11 IT DISASTER RECOVERY PLAN

05.11.01 Purpose and scope

ICGA will develop this disaster recovery plan (DRP) to be used in the event of a significant disruption of IT enabled services. The goal of this plan is to outline the key recovery steps to be performed during and after a disruption to return to normal operations as soon as possible.

An earthquake becomes a disaster only when it strikes the populated areas. Sometimes a moderate earth quakes on Richter scale inflicts great damages by stimulating and augmenting other natural physical processes such as landslides, tsunami, floods and fire. According to the latest seismic zone map of India, about 59 percent of Indian land is vulnerable to moderate or severe seismic hazard and above. 05.13 SEVERE STORM / CYCLONES

It is an intense vortex or a whirl in the atmosphere, characterized by high winds rotating about a calm center of low atmospheric pressure in anti-clockwise direction in the Northern Hemisphere and in clockwise direction in the Southern Hemisphere. This center moves onwards and pressure increases outwards. The force of the pressure in the center and the rate at which it increases outwards gives the intensity of the cyclone and the strength of winds. Cyclones can be hazardous as they are normally associated with strong winds.

06.00 CONCLUSION

Disaster Management Plan provides an institutional mechanism for a quick and co-ordinated response for preventing disasters and also for initiating appropriate response activities, in case of an event of a disaster. The members of the disaster management team are expected to initiate action on their own as per the procedure in the event of a disaster or a threat of a disaster. But they are certainly expected to keep the chief controller, Dy. Commissioner and emergency operation centres informed of the action being taken by them and act promptly as per the directions received from them. In a disaster situation, a quick rescue and relief mission is essential, so that, the ensuing damage can be minimized to a considerable extent, if adequate preparedness levels are achieved. Indeed, it has been noticed in the past, that as and when attention has been paid to adequate preparedness measures, the loss to life and property has been considerably reduced. Thus, ICGA will organize series of awareness campaigns and skill trainings at all levels and will ensure a “Disaster Resilient ICGA”
