ABSTRACT

Primary wood-using industries in Manitoba were surveyed by telephone and personal interviews in 2000-2001. Th is directory gives a summary for each operation. I nformation is provi ded on mill production, products, wood supply, species utilized, employment generated, and markets. Sawmills, wood treating plants, log h ome builders, and the pulp, paper, newsprint, oriented strandboard, fiberboard, and particleboard mills are grouped by industry type and size of operation.

On y trouvera des renseignements sur la production des scieries, l' approvis ionnement en bois, les essences utilise es, les emplois ge ne re s et les marche s. INTRODUCTION

This directory lists an d describes the firms comprisin g the primary wood-using in dustries in Man itoba in 2000-2001. It updates improvemen ts an d chan ges in the in dustry since the previous directory was compiled in 1998. The directory in cludes all provin cial forest in dustries an d mills prin cipally en gaged in man ufacturin g lumber, pulp, paper an d n ewsprin t, particleboard, fiberboard,

. orien ted stran dboard, posts and poles, treated wood products, an d log homes.

The in formation was collected in 2000-2001 through telephon e an d person al in terviews with the man agers or own ers of the various operation s. It relates to a I-year operating period, either fiscal or calen dar, en din g in 2000-2001.

Each operation is briefly described in terms of its location , man agemen t, production , employmen t, wood supply, tree species used, an d markets.

The directory is divided into seven major section s:

Product volumes, siz es, and description s are reported in un its common ly used by each in dustry sector. Production is reported for lumber in foot board measure (fum), roun dwood in cubic metres (m3), pulp, paper, an d n ewsprint in (metric) tonn es, an d orien ted stran dboard, fiberboard an d particleboard in square feet (fl:" ). A summ ary of the n umber of firms , total annual production , an d employmen t estimates by industry category an d size is presen ted in Table 1. Manitoba forest section s are illus trated in Figure 1.

Manitoba's Timber Allocation System

The province of Manitoba has three basic methods for allocating timber to the private sector.

1. Forest Management Licenses (FMLs) are negotiated agreements in force with only the very largest forest industry companies. There are currently three in Manitoba.

2. Timber Sales Agreements are the principal means of allocating timber to the forest industry for periods longer than 1 year. There are four types:

a. Timber Sale Quotas '

b. Timber Sale Auction sales

c. Timber Sale Special allocations

d. Timber Sale Community sales

3. Timber Permits are the principal means of allocating timber to relatively small operators or the public and are in effect for up to 1 year only. There are four types:

a. Timber Permits Quota - commercial

b. Timber Permits Non-quota - commercial

c. Timber Permits Own use

d. Timber Permits Salvage

Other ways of obtaining timber: Purchased private Purchased crown Private

a In 1965, .Manitoba introduced a Timber Quota System Policy whereby established small and medium timber operators would

have access to a timber supply via a Timber Sale Agreement CfSA) or a Timber Permit (TP) until 1980. This quota policy was reviewed and renewed in 1980 and 1990. There are conditions the agreement or permit quota holder must abide by, which include the ability to transfer timber to another party. Through amalgamation and puchase, the original 2,526 quotas granted in 1965 have been reduced to 211 in 2000.
