INTRODUCTION

In the last decade, there has been dramatic growth in Massachusetts in the number of

communities that have formed Local Education Foundations to support education in

their public schools. These LEFs have developed in response to concerns about the

schools and to the desire to play a role in strengthening student learning.

Most LEFs have been initiated in a climate of reduced budgets for schools. To ad-

dress their concerns, they have mobilized parents, citizens, business people, local

organizations, colleges and universities, and interested others to provide human,material, and financial support that benefits teachers, administrators, and students.

LEFs also are serving as catalysts that are involving community members in helping to

shape the educational agenda in school districts. Through participation in system-

wide and school-building planning and decision making teams, and through coordina-

tion of the LEF's priorities with those of the educators, LEFs are involving the com-munity in designing long-term plans for school improvement.

LEF ORGANIZATION AND PROGRAMMATIC ACTIVITY

Formation

Local Education Foundations are generally grass roots organizations that reflect their

local community and that respond to local needs. In urban areas, these LEFs fre-

quently have been initiated by school administrators or the business community. In

rural and suburban communities, they are more often initiated by parents and othercitizens.

Fund Raising

In order to benefit from laws governing tax exempt status, most LEFs form non-profit

organizations and establish the required boards of directors. LEFs use a variety of

approaches to garnering human and physical resources for their schools that include

local fund raising, grant proposals to corporations and foundations, brokering com-munity partnerships for the schools, and securing in-kind contributions of "work,wealth, and where-with-all."

Programming

LEF programmatic activity in many communities is weighted in favor of teachers.

Mini-grant programs, professional development workshops and retreats, and recogni-

tion and appreciation programs have been developed by many LEFs for teachers andadministrators. Programs that are directly targeted toward students, more common in

urban communities, include scholarships, award and recognition events, projects re-

lated to school pride and school climate.

School Improvement

Established and emerging LEFs are recognizing the potential of their organizationsfor being players in school improvement. They are helping to involve their communi-ties in strategic planning that is focusing citizens on educational issues and enablingschool managers to participate in training in organizational development and plan-

ning. They also are helping to ensure that school programming reflects the diversity

in the community and is designed to meet the educational needs of all students.

THIS DIRECTORY

This directory of LEFs in Massachusetts is based on a survey that was disseminatedin the summer of 1991 by the Office of Community Education of the MassachusettsDepartment of Education to school superintendents and LEFs of which we wereaware. It updates the listing of LEFs that is provided in an earlier publication,

Private Support for Public Schools: A Description of Local Education Funds in

Massachusetts (1988), which provides a more detailed description of the organiza-

tion, programming, and goals of LEFs.

We hope that leaders in LEFs will use this publication to network with other LEFsacross the state as they work to involve their communities in meaningful school im-provement.
