The governors will give priority to those with a sibling attending at the time of admission. The governors will give top priority to an application within a category where evidence is provided at the time of application of an exceptional social, medical or pastoral need of the child which can be most appropriately met at this school.

Foundation places will be allocated to children whose families have been frequent worshippers for 18 months at Holy Saviour, St. Faiths, St. Mark’s and St. Mary’s, who are certified to be such worshippers by the clergy of that church.

Where the application of the above criteria results in a situation where there are more children with an equal right to admission to the school than the number of available places, the tie-break will be distance from the school, using the straight line distance measurement provided by Hertfordshire County Council’s GIS system as outlined in the Moving On/Under 11s publications. Where there is a need for a tie-breaker where two different addresses measure the same distance from the school, in the case of a block of flats for example, the lower door number will be deemed to be nearest as logically this will be on the ground floor and therefore closer. If there are two identical addresses of separate applications, the tie break will be random.

The governors cooperate with the fair access policies of the L.A. Every effort will be made to accommodate twins and other ‘multiple birth’ applications provided that this does not breach maximum class size regulations.

These arrangements do not apply to those being admitted for nursery provision at St Andrew’s Nursery. Parents of children admitted to nursery provision must apply for a place at the school if they want their children to apply to the reception class. Attendance at the nursery of St Andrew’s School does not guarantee entry into the main school.

4. If a place becomes available after being refused by an applicant falling within any sub-paragraph of paragraph 6 it shall be offered to the next applicant (according to paragraph 9) falling within that sub-paragraph. For the purpose of this paragraph, a child within paragraph 1 who does not

apply for a place in the Reception Class shall be deemed to have refused such a place.

4. Children who reside in the same family grouping and have a sibling at the school at the time of their proposed admission. (A sibling means the sister, brother, half brother or sister, adopted brother or sister, or child of the parent/carer or partner, and in every case living in the same house from Monday to Friday.)

5. Children of parents and guardians who are practising members of a Christian congregation, which is a member of Churches Together in Great Britain, and live within the following geographical area: East of the A10 Great Cambridge Road, the south side of College Road, the south side of Windmill Lane, west of the Lea Valley railway and north of the M25 motorway. By practising is meant attending church at least six times during the year immediately prior to application and having a letter from Priest/Minister to verify attendance.

6. Any other children who live within that geographical area.

The Governors will give top priority within a category to a Catholic child in category 2 to 5 and a non Catholic child in category 6 to 8 who has a special social, pastoral or medical need which can only be met at Holy Rood Catholic Primary School. The Governing Body will require compelling professional written evidence from the local church or health authorities and this evidence must be provided by the closing date for applications. In addition, priority will be given in criteria (1) to (4) to Catholic siblings where the sibling is in attendance when the child starts school.

In the event of two or more children meeting the same criteria, and provisions described within these supporting notes, priority will be given to the child who lives the shortest straight line distance measurement provided by Hertfordshire County Council. Applicants in this category are required to provide written evidence of attendance and so will need to ask their parish priest or minister to complete the relevant section of SIF Form.


Where the application of the above criteria results in a situation where there are more children with an equal right to admission to the school than the number of available places, the determining criterion will be distance from school. In the unlikely event of the need for a tie-breaker where two different addresses measure the same distance from the school, the lower door number will be deemed to be nearest. If there are two identical addresses of separate applicants, the tie break will be random. Measurement of Distance from School is made using the straight line distance measurement provided by Hertfordshire County Council.

Special consideration will be given to children nominated by the LA for whom there are very exceptional social or medical grounds.
