Directorate of Minorities
Directorate of Minorities, for the development of Minorities
is functioning in Karnataka Since 1999-2000. Implementation of
Several Programmes, beside formulation and implementation of
new programmes for welfare of minorities, their education & socio
economic upliftment and supervision of programmes for effective
implementation for the upliftment of Minority Communities
Comprising of Muslim, Christians, Buddhist, Sikhs, Parsis and
Jains are the main functions of this directorate.
Most of the Minority Welfare programmes are being
implemented by the District Officers Backward Classes and
Minorities and also District Officers for Minorities.
Deputy Commissioner of the District, CEO of Zilla
Panchayat, District Officer for B.C.M and District Officer for
Minority Communities at District level and Taluk Officers are
helping and assisting in the implementation of various Schemes.
As per the Census of 2001 the population of Minority
Communities in Karnataka is as follows.

Schemes for the Development of Minorities,
A Directorate for the Development of Minorities is functioning
since 1999-2000. Implementation of several programmes, besides
formulation and implementation of new programmes for minorities
and supervision of Programmes are the main functions of this
directorate.
1. Teaching and Learning aids to Minority Schools:
In order to improve the quality of learning to the students and the
teaching of teachers in minority schools, Teaching and Learning Aids
up to Rs. 10,000/- will be supplied to each minority school. The
Deputy Commissioner of the District is the Chairman of this selection
committee.
2. Incentive for Minority Students:
In order encourage the minority students to continue their studies
incentives are given to PUC, Degree and PG students based on their
marks scored in the previous year. The Incentive amount of Rs.
3000/- per annum is given for the students who have passed SSLC
and taken admission in PUC, Rs.4000/- per annum for those who
have passed PUC and taken admission in degree, and Rs. 5000/- per
annum for those who have passed degree and got admission to PG
students. Family annual income should be not exced Rs.2.00 lakh.
3. Opening of New Hostels for Minorities
Upto 2006-07 there were only 23 Government Hostels under the Minorities Department to help the educational upliftment of the
Minorities. Government during 2007-08 to 2009-10 has sanctioned 101 new Hostels for the Minorities in several Districts. The District Officer, Backward Classes & Minorities is the NODAL Officer to start these Hostels and to pursue action for admitting the students. The District Officer, Backward Classes & Minorities will issue local advertisements inviting applications from eligible and intending
students. Those students who are desirous of seeking admission in
these hostels may apply or contact the District Officer of the Backward Classes & Minorities & Minorities Department.

4. Morarji Desai Residential Schools :
To promote educational levels by increasing enrolment and retention
and to bring down school drop-out rate with greater focus on quality
education Morarji Desai Residential Schools are opened. These
Residential School function across Karnataka for 6th to 10th std
students. There are 53 Morarji Desai Residential Schools 05 Pre
University residential colleges & 5 Muslim residential schools running
Directorate of Minorities.
The facilities provided in these Morarji Desai Residential Schools
are :-
Boarding facilities for each student at the rate of Rs. 1100/-per month
for 10 months. Free Accommodation, Uniform, Shoes and Socks, Text
books and Stationary, Annual Income should not exceed Rs. 1 lakh
per annam. Medical facilities, cot, Bedding, Trunk, lab materials,
Sports materials, library etc are provided to each inmate.
5. Construction of Residential Schools (MDRS)
Construction of Morarji Desai Residential own Buildings presently
out of 68 MDRS 31 buildings are running in own buildings and
remaining 12 buildings are under constructions.
6. Pre – Examination Training/ Coaching for competitive
examinations ( UPSC/ KPSC) :
Taking into consideration of competitive examinations conducted by
UPSC/KPSC and other recruitment department , the Government has
introduced a scheme of providing pre-coaching to minority candidates
through prestigious training institutes. Students who have passed
12th standard are also provided CET coaching.
Eligibility :
a. The annual income of category – 1 students should not
exceed Rs.4.50 lakh and for other students Rs. 3.50 lakh.
b. The age limit of the student should be a minimum of 21 years
and the maximum as fixed by the concerned department/ agencies.
c. The selected and sponsored students are paid the coaching fees and monthly stipend to the candidates.
d. For those candidates who have been selected and undergoing

Pre-coaching training at Delhi will be paid monthly stipend of
Rs.10,000/- and for the students under going pre-coaching training at
Hyderabad will be paid Rs.8000/- per month and also Rs.4000/- for
District level trainees and Rs.2,000/- for local candidates for a
maximum period of 7 months only.
7. Remedial Coaching for Minority Students (Urdu Medium)
Such of those minority students studying 7th std to 10th std in Urdu
medium are facing hardship to study science maths and English in their higher standards due to sudden change of medium of education
(Urdu to English) In order to bring them on par with other English medium students a special remedial coaching scheme is implemented to impart coaching to such students in subjects like English, science and maths.
8. Construction of hostel buildings:-
In order to provide better accommodation and other basic facilities to
the students, the department has taken up construction of hostel
buildings in a phased manner.
9. National Overseas Scholarship for Minority Students:
Minority students who opt to pursue higher studies abroad in prestigious Foreign Universities after their degree course are provided with National Overseas Scholarship by Government of Karnataka at the rate maximum of Rs. 5.00 lakhs per year for a period of 2 years
only.
Eligibility :
1. The students must have scored 60% and above marks in their
previous final exam.
2. He should be an Indian National and domicile of Karnataka State.
3. The age limit of the student should not exceed 38 years.
4. The annual income of the students family should not exceed 4.50
lakhs P.A.
5. For selected students, only Rs.10.00 lakhs scholarship for a period
of 2 year at maximum Rs.5.00 lakh per annum, will be given.

10. Stipend to Minorities Law Graduates for Minorities.
A training for a period of 4 years on legal professional is being
provided to law graduates. They will be trained by well experienced
lawyers who have put in a minimum of 20 years experiences and 4
years of practice.
Eligibility :-
a. Annual income of the students family should not exceed Rs.3.50 lakh per annum.
b. No income limit for minority candidates coming under category-1. c. Selection of candidates is by the District selection committee. d. A monthly stipend of Rs.1,000/- is paid to each candidate.
e. The upper age limit of the candidate should not exceed 30 years.
11. Hostels for Minority Students :
1. Pre- Matric Hostels :
To facilitate quality education and to achieve compulsory primary
education, 28 Pre – Matric boys hostels & 33 Girls hostels are
functioning under this Directorate with 3050 student beneficiaries/
inmates.
The following facilities are provided in these hostels.
Students studying from 5th to 10th std are eligible to get
admission.
Food charges at the rate of Rs. 1000/-will be provided for
10months.
Free accommodation.
Two pairs of Uniforms.
Text books and Stationary.
Bed and bed sheets once in 3 years.
Medical charges, hair cutting charges.
Supply of Newspapers.
Rs.500/- monthly will be paid to 3 part-time teachers in each
hostel.
The annual income of the students family should not exceed Rs.
44.500/ P.A and up to 1 lakh for category– 1 students.

2. Post – Matric Hostels :
To facilitate higher education 47 boys and 52 girls hostels total 99 are
functioning with 6035 students under this Directorate. These
beneficiaries are provided the following facilities.
Minority students studying in PUC, Degree & Post graduation
courses or equivalent courses or equivalent courses are eligible to get admission.
Food charges at the rate of Rs. 1,100/- per month for ten months.
Free Accommodation. Provision of Medical & library Facilities.
Annual income of the family should not exceed Rs. 44.500/ P.A and
up to 1 lakh for category– 1 students.
12. Stipend to ITI and Diploma Students of Minorities:
Minority students studying in ITI and Diploma Courses after SSLC in
Government/aided and unaided institutions are sanctioned stipend at
the rate of Rs. 150/- per month per student for 10 months in an
academic year.
Eligibility :
The annual income should not exceed Rs.1.00 lakh. The student who
is getting stipend should have 75% of attendance in a month. Criteria
for selection is based on merit.
13. Vocational Training Programme :-
Unemployed minority youths will be given training in various
vocational courses like fashion designing, Garment making, servicing
in electronic equipments, electric wiremen, Air condition and
refrigerators repair, TV and radio repair and Tailoring through
Polytechnic Institutes of Technical Board and the stipend of Rs. 500/-
will be given per month for each student.
Eligibility :-
a. Annual income of the candidate family should not exceed
Rs.1.00 lakh per annum.
b. The age limit of the candidate should be between 18 to 40 years.
c. Candidates should have passed SSLC.
d. Selection of candidates is by the District selection committee.

14. Skill development Programmes ( Koushalya):-
In order to make the unemployed minority youths to get into jobs and
to achieve self-reliance in their lives various training programmes are
conducted from the Government approved institutions. This training
will be for a period of 6 months and during this period the candidates
are paid a stipend of Rs. 500/- per month.
Eligibility :-
a. The annual income limit is Rs. 2.00 lakhs.
b. The age limit is between 18 to 35 years.
c. GNM and B.Sc nursing training:-
For those minority students who are undergoing training in GNM and
B.Sc nursing are paid training fees and training incentive from the
minority department. Each trainee will be paid Rs. 5,000/-as training
expenditure and also a monthly stipend of Rs. 1,000/- per candidate.
The expenditure incurred towards uniform and books will also be paid
by the department. The trainee must have at least 75% of attendance
in training classes.
15. Grant-in aid to hostels run by minority Organizations:- Minority Voluntary organization running hostels for the benefit of
minority students studying from 5th to 10th std are given boarding
grant at the rate of Rs. 600/- per month per boarder for 10 months in
an academic year.
16. Grant-in-aid to minority Orphanages:-
Minority Voluntary organizations running orphanages are given grant
in aid at the rate of Rs. 500/- per month per boarder for 12 months.
In these orphanages orphan/destitute children studying from 1 to 10th
standard are given admissions.
17. Merit cum Means Scholarship for Professional & Technical
Courses:
Eligibility :-
a. Scholarships are provided to the students from the minority communities for pursuing professional and technical courses at
undergraduate level and post–graduate level in institutes recognized by an appropriate authority.
b. Students should have scored not less than 50% of marks in their previous years final examination.

c. Parents/ guardian's annual income should be less than Rs. 2.5 lakhs.
d. 30% of the scholarship is reserved for girl students.
e. Scholarship amount will be transferred to the students Bank
account directly.
Reforms :
a. Online applications and de-centralization
b. Simplification of renewal application, SMS alert
c. Scholarship amount will be transferred to the students Bank
account through NEFT.
d. 10.16 lakh students scholarship status available on website
18. Pre Matric Scholarship :
With an objective of “ Empowerment Through Education”. Government
of India is implementing scholarship schemes of pre matric
scholarship to encourage parents & enable the students to pursure
education. Students studying from 1st to 10th std are eligible. They
are paid an scholarship ranging from 1000/- to 5000/- P.A. depending
upon Government or Private schools.
Eligibility :
a. Annual income of parents/ guardians should be less than Rs. 1 lakh.
b. The students should be studying in Government Schools/ Institutes and private schools / institutes recognized by an
appropriate authority.
c. The sanction of scholarship will be subject to scoring 50%
marks in the previous examination.
d. 30% of the scholarship is reserved for girl student.
e. The scholarship amount will be transferred to the students Bank account directly.
19. Post Matric Scholarship for Minorities:
Post Matric Scholarship is awarded to students from the minority
communities from class XI onwards up to Ph.D level.
Eligibility :
a. Annual income of parents/ guardians should be less than Rs. 2 lakh.

b. The students should be studying in Government Schools/colleges/ Institutes and private schools/ institutes recognized by an appropriate authority including technical and
vocational courses of class 11th and 12th level in industrial
training institutes (ITIs).
c. Industrial training centers ( affiliated to NCVT).
d. 30% of the scholarship is reserved for girl students.
e. Scholarship amount will be transferred to the students Bank account directly.
f. The sanction of scholarship is subject to scoring of minimum 50% of marks in the previous final year exam.
20. Fee reimbursement scheme :-
The Government of Karnataka in its order No. MWD 400 MDS 2014 Dated : 17.10.2014 for students studying in Pre Degree, PG,
Professional courses , Technical, M.Phil and P.hd courses to repay their admission and course fee a scheme of fee reimbursement is introduced.
21. Central Navodya Vidyalaya:-
The Directorate of Minorities is running Morarji Desai Residential
Schools for minority students and giving quality education and
peaceful environment for the students. The Chief Minister of
Karnataka has directed the department to open new residential
schools on the lines of Navodya Vidhayalaya in each district and
provided budget provision under para 218.
22. Constructions of Shaadi Mahals / Community Halls:-
To encourage & promote cultural activities & collective community
benefits financial Assistance for construction of Shaadi Mahals/
Community halls will be sanctioned to Muslim, Christian, Jain, Buddhist, Sikh and Parsees organization at the rate of upto one crore
at District head quarters and upto Rs. 50.00 lakhs in other places to each building.
To get the assistance:-
a. The organization should be a registered body.
b. The organization should have a land documents in its name. c. There should be a license for construction of the building from
the concerned licensing authorities (Grama Panchayate, town
municipality etc.,) d. Original plan and estimate of the building to be submitted. e. There should be a resolution of the concerned organization in
favour to get the Government grant etc.,

f. The name and addresses of the building construction committee to be furnished.
23. Christian Community Development Programmes:-
For the development of Christian community by construction of
community halls, repairs and renovation of crunches, orphanages and
old age homes and also for skill development programmes under
various trainings, minimum loan programme, scholarship to students,
incentives to Christian community students upto a maximum of Rs.
10.00 lakh is provided under this scheme.
a. Funds for repairs and renovation of crunches.
b. Funds for construction of community halls . c. Financial assistance to run the orphanages and old age homes. d. Funds for Skill development programmes. e. Incentives to Christian community students. f. Sponsoring Christian community students for competitive exam
for pre-coaching. g. Scholarship to Christian community students for higher studies
abroad.
24. Multi sectoral development programme :-
In order to construct hostel buildings, labour wards, Anganwadi
buildinds, Toilets, laboratories, additional buildings and Indira Awaz
houses in the Districts of Bidar, Kalburgi, Yadgir, Bagalkot, Raichur,
Koppal, Haveri and Bellary Districts a provision of Rs. 110 cr for the
year 2014-15 is provided. This scheme is being implemented through
the Deputy Commissioners of concerned Districts.
25. Bidaai Scheme:-
The Bidaai scheme is being implemented to role out Rs. 50,000/- to
the poor Muslim, Christian, Buddhist, Sikh, Jain and parees women/
divorcees and widows at the time of marriage for purchasing essential
commodities. This programme is implemented by the District officer of
the Minorities / District officer of Backward classes and minorities of
each District.
Eligibility :-
a. To get this benefit the Annual income of the candidate family should not exceed Rs.1.50 lakh per annum.
b. This benefit will be provided only once in life time.
c. The age limit of the bride should be 18 years and above and for the bridegroom the minimum age limit is 21 years.

d. Beneficiaries will be given Rs. 50,000/- under this scheme.
26. Information Centres:-
In order to bring to the notice of the public regarding the schemes and
programmes under taken by the Directorate of the Minorities and
district level minorities office level a information centre in each district
and Directorate of Minorities is opened.
The Government of Karnataka has ordered to name the information
centres as “ Moulana Azad Minorities Bhavan”.
Facilities :-
a) To provided information and periodicals along with a News Room.
b) To provide information of programmes and schemes implemented by various Government departments for the benefit of minority
communities.
27. Training programme for Minority women under skill
development :-
In order to make minority women to lead an independent life without
depending on others training programmes under skill development is
introduced at taluka level from the year 2014-15.
Facilities : -
1. This facility is available only to the minority women of the State.
2. The age limit of the candidate should be between 18 to 40 years.
3. Annual income of the candidate family should not exceed Rs.3.00
lakh per annum and she should be from minority community only.
4. The candidate should be an unemployed student and should
belong to minority community.
5. Monthly stipend will be paid to the candidate during the period of
training .
