1. Introduction

1.1 Project Description and Scope Perth Airport is strategically located 12 kilometres east of Perth’s Central Business District (CBD) and integrated with other transport infrastructure including the Kewdale rail freight facility, major highway networks and, via these roads, the Port of Fremantle. The Perth Airport estate consists of 2,105 hectares and although the primary use of the estate is for aviation purposes, there is land available for non-aviation developments. As required under the Airports Act 1996, a Major Development Plan (MDP) was prepared by Perth Airport for the purpose of seeking Commonwealth approval for the development of a Direct Factory Outlet (DFO) on the Perth Airport estate. The project was approved by the Hon. Darren Chester MP, Minister for Infrastructure and Transport, on 10 November 2016. The Direct Factory Outlet (DFO) retail concept sees leading Australian and International brands or surplus goods that are out of season, seconds or samples for sale at consistently below normal retail prices. The DFO development at Perth Airport will see the construction of a commercial retail building that will house multiple retail tenancies, including food and beverage tenancies and the development of associated car parking and access ways to service the site. Construction works associated with this project includes clearing of the existing land in preparation for earthworks and construction of the DFO building, car park and access ways. The following activities are involved:

• Clearing of existing bushland and mulching of material, • Earthworks, • Foundation preparation and compaction, • Erection of the DFO building and associated fit outs, • Priming of surfaces and asphalting for access ways, and • Installation of associated drainage and service ducts and systems

1.2 Objective Perth Airport has developed this Construction Environmental Management Plan to ensure that all works undertaken to construct the DFO building, car parks and associated access and servicing infrastructure are compliance with relevant legislation, Australian Standards and Perth Airport policies and procedures. This CEMP provides guidance to the Construction contractor to guide their activities and to ensure that the performance of the works under contract are managed to prevent pollution and minimise any adverse effects on the environment. This will be achieved by identifying and reducing the risks, and promoting the environmental awareness of everyone involved in the project. The plan lists all environmental aspects associated with the works and provides objectives and control methods to minimise any adverse effects on the environment. This EMP also details the expectation of the structure and responsibilities of key positions to ensure the success of this plan.

1.3 Legal and Other Requirements The Construction contractor will develop and maintain a register for the identification, interpretation, tracking and review of legislative, statutory and other requirements pertaining to construction and management activities associated with the DFO project. This information will be available to all personnel. They are also available to senior representatives of subcontract companies to ensure an understanding of the obligations. The register will be regularly reviewed to ensure validity and updated with current information so as to ensure that the management actions are appropriate and relevant. The following legal and other requirements have been considered:

• Airports Act 1996, • Perth Airport Environment Strategy 2009, • Airports (Environmental Protection) Regulations 1997, • The Environment Protection and Biodiversity Conservation Act 1999, • WA Aboriginal Heritage Act 1972, • ISO14001: Environmental Management System, and • AS/NZS 4360:2004.

This list is not exhaustive and may be amended as required. 1.4 Perth Airport Environmental Policy Perth Airport is committed to undertaking all developmental activities in a manner that reduced our impact on the environment. The Environmental policy shown in Figure 1 outlines the vision, responsibilities and commitments to reducing our ecological footprint.

2. Management Framework

2.1 Roles & Responsibilities

The success of the CEMP is dependent on the clear and unambiguous assignment of accountability to key positions with in the organisational structure. The accountabilities are assigned as follows:

2.1.1 Construction Contractor Manager

• Develops, implements and reviews health, safety & environmental systems. • Provides technical advice to management and supervisors. • Conducts inspections and audits of Environmental performance and compliance on the

project. • Monitors the CEMP and oversees all day to day environmental matters. • Conducts inspections and periodic formal audits of the worksite to monitor Environmental

performance and identify and implement improvement strategies. • Reviews and approves all subcontractor safe systems of work and any other OSH

documentation produced by subcontractors. • Ensures subcontractor compliance with approved safe systems of work and the

maintenance of records to demonstrate compliance. • Conducts fortnightly toolbox meetings to discuss Environmental issues with employees and

identify areas for improvement. • Reports all incidents to the Perth Airport Project Manager & Environment Manager.

2.1.2 Project Manager / Contractors Representative

• Directly accountable for the safe operation of the project works and compliance with the CEMP.

• Ensures that a project risk identification, assessment and control process has been undertaken and that all persons working on the project are made aware of the hazards and the risk control requirements.

• Attends scheduled project meetings when required. • Manages all aspects of workers’ compensation and rehabilitation.

2.1.3 Site Supervisor

• Directly accountable for setting up the worksite to ensure that all activities can be conducted in a safe manner both for persons working on the site, visitors and members of the general public.

• Responsible for ensuring that pre-start communications are held daily with all personnel working on the project including subcontractor personnel.

• Ensures that all incidents are reported to the Project Manager / Construction Contractor Manager as soon as possible.

• Conducts visual daily inspections of the work site to ensure that HSE procedures are being followed.

• Documents fortnightly inspections and takes immediate and effective action to correct reported or observed breaches.

• Ensures that all personnel working on the site are competent to carry out the tasks for which they are assigned by checking evidence of competency and observing work practices.

2.1.4 Construction Contractor Employees

• Must work in a safe manner at all times and immediately report all incidents, hazards or

near misses to the site supervisor. • Takes all reasonable steps to seek information on the Environmental working requirements

of the project. • Ensures their own fitness for work. • Co-operates at all times with site management in ensuring compliance with company

health, safety and environment procedures and statutory requirements. • Does not work outside areas of competency. • Where applicable, completes pre-start checks correctly for plant and equipment prior to

operation and reports any damages or repairs immediately to the site supervisor. • Actively participates in safety discussions at pre-start and toolbox meetings. • Actively participates in the completion of JSA’s and Risk Assessments where applicable. • Take part in onsite audits when required.

2.1.5 Subcontractors / Subcontractor employees

• Ensure they abide by the same responsibilities as Construction Contractor employees, as stated above.

• Take all reasonable steps to seek information on the safe working requirements of the project.

• Co-operate at all times with project management in ensuring compliance with company and client safety, health and environment procedures and statutory requirements.

• Subcontractor principals must ensure that persons engaged by them are competent and correctly licensed or ticketed to carry out assigned tasks. Copies of tickets, licences are to be provided to the Construction Contractor on request.

• Subcontractors undertaking work on the project shall have documented safe systems of work in place prior to commencing work.

2.2 Induction, Training, Awareness and Competency

2.2.1 Site Specific Induction All personnel working on the DFO project site shall be formally inducted into the Construction Contractor’s Quality, Safety and Environmental Systems. Furthermore, all personnel working on Perth Airport is required to undertake the Perth Airport Contractor Induction and be in possession of a Contractor Induction Card at all times whilst on site. The site supervisor shall keep a record of all such site inductions. A site induction will also be required. Information that will be discussed at the site induction includes:

• Location of emergency muster points, first aid and firefighting equipment, • Site contacts and location of facilities including nearest hospital and police station, found

on the rear of the Induction Card, • Discussion of major safety and environmental hazards and risks associated with the DFO

project,

• Discussion of controls to be implemented to minimise risk to employees, the public and the environment,

• Review and completion of JHA’s and risk assessments, • Notice to personnel of the required Australian Standard Personal Protective Equipment on

site, • Emergency & Evacuation Procedure noting the emergency operation coordinator, their

number and where it can be found, and • Environmental issues as outlined in this CEMP.

All staff on the project shall be required to a have a current Construction Safety Blue/White Card. Also, competency to operate plant and equipment may be tested by an experienced operator as deemed necessary by the Project Manager. Site refuelling procedures, dust control, fill importation and procedures for handling of any hazardous materials will also be discussed at the site induction.

2.2.2 Toolbox Meetings Toolbox Meetings will be conducted on at least a fortnightly basis or as the need arises due to new or introduced hazards, risks or environmental aspects. Toolbox Meetings shall be run by the Site Supervisor or Construction Contractor Manager and minutes shall be recorded detailing all items discussed along with persons responsible for any actions and a suitable date by which actions shall be completed. Minutes of the previous meeting shall be reviewed at each Toolbox Meeting including the completion of all outstanding action items and the minutes shall be displayed on the site noticeboard within two days of the meeting. Environmental issues and concerns are discussed at all toolbox meetings. 2.3 Emergency Response The Construction contractor will establish a Project Emergency Response Plan (ERP) at the Job Start-up Meeting. The plan shall detail the establishment of muster points and the accounting of personnel and this will be communicated to all site personnel via signage, project notice boards, start-up meetings, toolbox meetings and site inductions. Locations of firefighting equipment, spill response kits and emergency contact details will be formulated and communicated to all personnel attending the Job Start Up Meeting, at Site Specific Inductions and will also be found on the rear of the site induction card. Records of all induction training (company and site specific), attendance at Job Start up Meetings and Toolbox Meetings will be stored in the Job File. 2.4 Communication All employees, subcontractors, client representatives and other interested parties will be included in consultation on safety, health and environment matters through daily pre-start consultation, toolbox meetings, project meetings, incident reporting, incident investigation, job observations, HSE audits and ongoing workplace inspections by supervisors. Information and specific training will be communicated to employees through toolbox meeting, job pre-start meetings, safety alerts, notice boards and inductions. The Construction Contractor Supervisor and Manager will ensure that issues are resolved and feedback given to employees, subcontractors and interested parties through the above channels.

Toolbox meetings will be held fortnightly and all issues related to quality, health, safety and the environment can be raised and discussed. Perth Airport representatives will be invited to attend all Start up and Toolbox Meetings. Minutes will be distributed to Perth Airport representatives as requested.

3. Environmental Risk Assessment

3.1 Environmental Risk Identification The following environmental risks have been identified for the DFO project: 1. Clearing of Conservation Significant Vegetation 2. Hydrocarbon and chemical spill, 3. Noise and Vibration, 4. Air Quality, 5. Aboriginal heritage, 6. Contaminated Soils, 7. Fauna, 8. Acid Sulphate Soils, 9. Dewatering, and 10. Impacts to the underlying groundwater.

3.1.1 Conservation Significant Vegetation The newly listed the Banksia Woodlands of the Swan Coastal Plain (BWSCP) ecological community has been inferred to be present on the DFO project area from vegetation mapping which has been undertaken. This Threatened Ecological Community (TEC) is present within the DFO project footprint and in patches surrounding the boundary. Unauthorised clearing of this TEC is a significant risk to the project.

3.1.2 Hydrocarbon and chemical spill

Construction activities utilise hydrocarbons and chemicals and it is necessary to ensure the appropriate storage, handling and disposal of these to prevent contamination of soils and the shallow underlying groundwater.

3.1.3 Noise and Vibration The DFO project area is located within two hundred metres of residential housing. Noise and vibration generated during construction has the potential to be a nuisance to nearby residents. Therefore, it will be essential that construction only occurs during hours stipulated within noise regulations.

3.1.4 Air Quality The DFO project area is located within two hundred metres of residential housing. Therefore, it is necessary to ensure that the dust generated during construction is minimised.

3.1.5 Aboriginal heritage

The DFO project is located within the boundaries of two Aboriginal sites. As these sites have been classified as Stored Data, Section 18 approvals are not required. However, there remains the potential for subsurface artefacts to be present.

3.1.6 Contaminated Soils One known registered contaminated site exists to the south east of the DFO project area. Therefore, the Construction Contractor is required to ensure that excavation and dewatering activities are conducted appropriately to mitigate against the disturbance and discharge of contaminated materials to the environment.

3.1.7 Fauna There are unlikely to be any Conservation Significant fauna species located within the DFO project boundaries. However, there is the risk of snakes being present on site and this must be noted for the safety of construction personnel. It is necessary to undertake daily inspections for trapped fauna, especially where there are trenches created during construction.

3.1.8 Acid Sulphate Soils The Living Stream project area has a moderate to low risk of containing Acid Sulphate Soils. The MDP requires an Acid Sulphate Soils site investigation to be undertaken prior to any excavation and/or dewatering activities being undertaken in the project area.

3.1.9 Dewatering

Dewatering will be required during construction. Therefore, dewater effluent will need to be infiltrated on site through an infiltration basin, after the water is first contained within a settlement pond. Groundwater and dewater effluent will be sampled regularly.

3.1.10 Hydrogeology The underlying groundwater is shallow and varies between surface expressions to four metres below ground level. Therefore, it is necessary to undertake dewatering during construction. There is also a potential risk of contamination of groundwater resulting from construction works. 3.2 Environmental Risk Assessment Outcomes These risks and any further risks which may be identified at the Job Pre Start Meeting will be investigated using the Risk Ranking Criteria Tables shown in Appendix B. The results of this analysis can be seen in Appendix C – Environmental Risk Register. The risk response / control measures have been determined by considering the hierarchy of risk controls in the following order, from most effective to least effective -

• Elimination: Stop using the equipment or substance, or stop undertaking the procedure causing the risk

• Substitution: Use an alternative substance, equipment or process which poses less risk • Isolation: Separate receivers from the source of the risk • Engineering controls: Reduce exposure to the risk by making physical changes to

equipment, procedures or the work environment • Change work practices: Adopt work procedures which minimise exposure to the risk

Control measures are not mutually exclusive and there may be circumstances where more than one control measure should be used to reduce or eliminate exposure to the hazard.

3.3 Potentially Significant Environmental Risks From the risk analysis performed and as evident from the Environmental Risk Register in Appendix C, the most significant risk for the DFO project is the potential for unauthorised clearing of conservation significant vegetation beyond the boundary of the DFO project footprint. See Section 4 for a detailed discussion on management of this risk.

4. Environmental Management This section outlines the management and mitigation measures that have been developed to address the environmental issues identified as part of the risk assessment process. Objectives and control methods are provided to minimise any adverse effects on the environment and to ensure compliance with legal and other requirements.

4.1 Erosion and Sediment Control

4.1.1 Objective The objective is to protect open drains and natural drainage lines from sedimentation deposits by minimising erosion of lands and transportation of sediments during construction.

4.1.2 Control Measures The following measures should be undertaken to minimise erosion:

1. Land clearance should be kept to a minimum (Site Boundary only). 2. Clearing areas of highly erodible soils and steep slopes that are prone to water and wind

erosion should be avoided wherever possible. 3. Areas that have been cleared shall have a dust suppressing agent applied to them if they

are being periodically worked on to minimise erosion. 4. Keep vehicles to well-marked and graded access roads. 5. Divert clean stormwater by small levees away from those parts of site where the soil is

exposed. 6. Stormwater drainage is to exit the site via a sedimentation control installation such as silt

fencing or sedimentation basins/tanks/ponds. When sediment traps are up to 1/3 full of silt, the silt should be removed.

7. Timber, logs and rubbish should be removed from site so soil removal should not be interfered with.

8. All excavated material should be temporarily stockpiled on the high side of the trench for periods of less than 1 month.

9. Where practicable, all trenches should be backfilled at the end of the working day. 10. Areas should be rehabilitated progressively to reduce the potential for sediments to flow

into creeks. 11. Machine activity to be kept away from drainage lines unless absolutely necessary and then

machine activity is to be kept to an absolute minimum. 12. Construction Plant and machinery is to remain within the construction site for the duration

of the contract thus limiting the transfer of mud from the site and also the transportation of weeds.

13. All drainage channels carrying stormwater runoff are to be stabilised. 14. If identified as being necessary by the Perth Airport Environment Team or the Construction

Contractor’s Site Supervisor, silt shields will be placed along the site fencing to prevent ingress of sand into the Southern Main Drain.

4.1.3 Performance Criteria No sedimentation deposits and erosion of lands and transportation of sediments during construction.

4.2 Air Quality 4.2.1 Objective To minimise / avoid the health risks or loss of amenity due to emission of dust to the environment and the loss of soil from the environment. To ensure there is no health risk or loss of amenity due to dust generation and emission of exhaust gases to the environment. 4.2.2 Control Measures 1. Implement dust suppression measures such as promptly watering exposed areas when

visible dust is observed or applying a dust suppressing agent such as mulch, Dustex or Hydromulch.

2. Vehicles and machinery to be maintained regularly and serviced to the manufacturer’s specifications.

3. All vehicles, plant & machinery to be fitted with appropriate emission control equipment. 4. Use geotextile fabrics to cover stock piles and unvegetated areas. 5. Locate stockpiles where they are protected from wind. 6. Minimise the number of stockpiles, the areas and the time stockpiles are exposed. 7. Smooth surfaces should be deep ripped and left rough and cloddy to reduce wind velocity

at the soil surface. 4.2.3 Performance Criteria No dust complaints and smothering of surrounding vegetation during construction.

4.3 Noise and Vibration

4.3.1 Objective To ensure that noise and vibration does not adversely impact on nearby residents.

4.3.2 Control Measures 1. Limit construction operations to the hours of 8am to 4:30pm Monday to Friday. 2. Advise Perth Airport Project Manager so that local residents can be advised when work

needs to occur out of hours. 3. Limit reversing movement for trucks or use squawkers rather than reversing beepers. 4. Fit and maintain appropriate noise attenuation equipment on earthmoving and other

vehicles on site. 5. Ear protection PPE to be available to all employees. 6. Site Supervisor to monitor site noise levels should wind conditions direct noise emissions

towards residential areas. If unsure as to whether works should proceed, the Perth Airport Environment Team are to be consulted.

4.3.3 Performance Criteria No noise and vibration complaints from nearby residents during construction.

4.4 Construction Waste Management

4.4.1 Objective To minimise generation of solid wastes from construction activities and to dispose of generated solid waste appropriately. 4.4.2 Control Measures 1. All solid wastes should be placed in appropriately designed disposal containers and areas

during construction. 2. As part of Progressive rehabilitation of areas, any solid waste or spoil material should be

removed from site and disposed of appropriately. 3. Work and surrounding areas should be maintained in a tidy condition. 4. There should be no vegetation burning. All waste vegetation should be chipped or mulched

on-site and reused or appropriately disposed to approved landfills. 5. Weeds are to be disposed of offsite in appropriate disposal facilities. 6. Wastes should be collected for recycling and or disposal to approved landfills. 7. Ensure that wastes onsite are covered if possible. 8. Use overburden to construct temporary noise barriers if possible. 9. Collecting lubricating oil from the construction vehicle fleet and sending it to a recycling

facility. 10. All site personnel to be aware of birdstrike risks. Covered bins to be provided to prevent

scavenging by fauna and birds being attracted to the area. 11. Recycled construction materials will be used where practicable. 12. The Clean Fill Form will need to be submitted to the Perth Airport Environment team for

any soil that is to be imported, exported or transferred offsite.

4.4.3 Performance Criteria All construction wastes are managed and disposed appropriately and in compliance with legislative requirements.

4.5 Hydrocarbon and Chemical Management 4.5.1 Objective To ensure that chemicals and hydrocarbon are stored and handled appropriately to prevent contamination to groundwater or soil.

boundary. 4.5.3 Performance Criteria No contamination of groundwater or soil from hydrocarbon or chemical spills within the DFO project area.

4.6 Stockpile Management

4.6.1 Objective To manage soil stockpiles to minimise dust, erosion and sediment impacts.

4.6.2 Control Measures 1. Minimise the number of stockpiles, and the area and the time stockpiles are exposed to the

environment. 2. Locate stockpiles away from drainage lines, at least 10m away from natural waterways and

where they should be less susceptible to wind erosion. 3. Ensure that stockpiles have slopes no greater than 2:1 (horizontal: vertical). 4. Stabilise stockpiles that should remain bare for more than 28 days. 5. Establish sediment controls around unstabilised stockpiles. 6. Suppress dust generation from stockpiles as circumstance demand. Use Dustex or

Hydromulching as required to control dust. 7. Stockpiles should not be located under the drip line of trees.

4.6.3 Performance Criteria Stockpiles do not create dust, erosion and sedimentation impacts off site.

4.7 Vegetation Clearing

4.7.1 Objective

To prevent unauthorised clearing of vegetation and Conservation significant vegetation (BWSCP) beyond the DFO project boundaries.

4.7.2 Control Measures 1 Prior to any clearing works, clearing zones shall be delineated on works plans and surveyed

on-site with pegs and flagging in all areas to prevent unauthorised clearing. Flagging will be strung between pegs where there is a risk pegs alone could be missed by the dozer driver, in particular, at corners or bends in the clearing boundary.

2 Survey data of the peg locations will be provided to the Perth Airport Design Office for checking prior to clearing being undertaken.

3 Clearing must be undertaken under the supervision of the Construction Contractor Site Supervisor. Boundary clearing will also be supervised by appropriate Perth Airport personnel and a spotter used.

4 All site personnel are to be aware of where the project boundaries are. 5 No clearing activities are to be carried out outside the area defined for clearing. 6 Cleared vegetation must not be pushed or dumped on vegetation to be retained outside

the approved clearing footprint area.

7 Overburden will be removed from the clearing area and stored as close as possible to its place of origin. If possible, cleared native vegetation can be chipped for mulch and spread on exposed areas or offsite in other parts of the Perth Airport estate.

8 Zamia Palms and Grasstrees found within the site will be inspected prior to removal by Grasstrees Australia. Selected plants will be isolated from clearing and removed by Grasstrees Australia.

9 Clearing approvals in the form of a Perth Airport Consent and Airport Building Controller (ABC) permit must be obtained prior to any clearing.

4.7.3 Performance Criteria

No unauthorised clearing of vegetation and BWSCP beyond the DFO project boundary.

4.8 Weed and Hygiene Management 4.8.1 Objective To minimise the spread of weeds and dieback. 4.8.2 Control Measures 1 Prior to commencing work on site, all construction equipment and trucks shall be free of

soil and plant material. 2 All machinery and plant will be cleaned of soil and plant material prior to entering and

leaving the site. Cleaning should occur at designated clean down points. Any plant not arriving clean will be sent away.

3 Clean down points are to be located at entry and exit points to the construction works. 4 The hygiene procedure shall include a clean down consisting of brushing, gouging and/or

scraping to remove compacted soil and/or plant material to be followed by jetting with compressed air with the result of all soil and/or plant residue being removed.

5 Any fill brought into the site will be certified weed and dieback free or from a source which has been assessed for dieback risk and considered to have a low risk.

4.8.3 Performance Criteria

No breaches of control measures outlined above.

4.9 Fauna Management

4.9.1 Objective To protect native fauna from being trapped, injured or killed.

4.9.2 Control Measures 1. All open trenches should be inspected prior to commencement of work each day for

trapped vertebrate fauna such as frogs, reptiles, birds or mammals. 2. If trapped fauna are found in open trenches then the Perth Airport Project Manager and

Environment Team should be contacted for removal. 3. Wherever possible ensure that all trenches are backfilled within 24 hours. If unable to do

so, install fauna ramps where trenches are required to be open for more than 48 hours. 4. All shafts should be covered at the end of each working day to prevent vertebrate fauna

from entering and inspected each morning. 5. If any snakes are sighted, the Perth Airport Project Manager and Environment Team should

be contacted for fauna removal.

6. A Fauna trapping program will commence 5 working days prior to the start of clearing and earth moving activities.

7. If injured or dead fauna are found during the works, Perth Airport Environment Team are to be contacted immediately.

4.9.3 Performance Criteria No native fauna injured or killed as a result of construction activities.

4.10 Aboriginal Heritage

4.10.1 Objective To prevent damage or loss to Aboriginal sites and artefacts, and to comply with requirements of the Aboriginal Heritage Act 1972.

4.10.2 Control Measures 1. Notify Perth Airport Project Manager prior to commencement of works. 2. Ensure Aboriginal Monitors are present whilst clearing and ground breaking works are

taking place. 3. If any indigenous items are found, works are to cease immediately and the Perth Airport

Project Manager will be notified immediately. 4. Ensure that all site personnel are aware of the potential for Aboriginal Heritage artefacts to

be found within the DFO project area.

4.10.3 Performance Criteria No damage or loss to Aboriginal sites and artefacts.

4.11 Dewatering

4.11.1 Objective To ensure that dewatering operations do not impact on the underlying groundwater and surface water.

4.11.2 Control Measures

1. A Dewatering Management Plan (DWMP) will be developed by an approved consultant prior to the start of works. This plan will be submitted to the Perth Airport Project Manager and Environment Team prior to the commencement of works for approval.

2. Dewater effluent will be infiltrated on site through an infiltration basin, after the water is first contained within a settlement pond.

3. Groundwater and dewater effluent will be sampled regularly to ensure compliance with legislative requirements prior to disposal.

4.11.3 Performance Criteria No contamination of the underlying groundwater and surface water.

4.12 Acid Sulphate Soils

4.12.1 Objective To ensure that Acid Sulphate Soils are identified and treated to prevent impacts to the environment.

2. An Acid Sulphate Soil Management Plan shall be developed and provided to the Perth Airport Project Manager and Environment Team for approval prior to recommencing works in the affected area if further investigations confirm the presence of Acid Sulphate Soils within the DFO Project Area.

5 Document and Record Management The Construction Contractor Manager is responsible for ensuring that all necessary documentation relating to quality, safety, health and environmental issues is retained or maintained in either electronic or hard copy format. Currency of legislative documents shall be maintained in hard copy and available to all staff on site. Any changes to legislation will be communicated to the site supervisor by the Construction Contractor Manager. The site supervisor shall keep a current copy of this CEMP on site at all times. The site supervisor shall also forward any Pre Start and Toolbox Meeting Minutes to the Contracts Manager for inclusion in the Job File. The Construction Contractor Manager is the custodian of this document and shall maintain and regularly review this CEMP as required to ensure currency. The Construction Contractor Manager or Perth Airport Project Manager may, at their discretion, authorise amendments to the site copy of the CEMP, as may be required during the project to ensure the practicality and relevancy of the instructions contained herein. The Construction Contractor Manager shall be supplied a copy of any authorised revisions. Any amendments prepared for inclusion in this CEMP, shall be duly signed as authorised by the relevant manager and shall comply with all client and statutory requirements. All Contractors shall be supplied a copy of any revisions that may affect their scope of works.

6 Incident and Emergency Management All employees of the Construction Contractor shall immediately report all environmental incidents to their site supervisor who will investigate the incident with the Construction Contractor Manager. It is a Construction Contractor requirement that all incidents are reported and investigated, such as: 1. Any injury to any person, including first-aid, 2. Any illness, 3. Any damage to property or equipment, 4. Any loss of containment of hazardous materials, 5. Any environmental incident, and 6. Any ‘near-miss’, that is, an incident with no injury, damage or loss but which could have resulted in

significant injury, damage or loss. No matter how minor, the employee is to report the incident immediately to the relevant supervisor. In every case the site supervisor is to document the incident using the Construction Contractor’s Incident Management System. All incident reports shall be discussed at toolbox meetings to ensure all site personnel learn from the incident. Incidents that have the potential to cause localised environmental impacts need to be reported to the Perth Airport Project Manager and Perth Airport Environment Team within 24 hours. Incidents that cause or have the potential to cause environmental impacts external to the facility boundary need to be reported to ACC, Perth Airport Environment Team and the Perth Airport Project Manager immediately. Full copies of the report / incident investigation shall be provided to the Perth Airport Project Manager upon completion. The Construction Contractor will establish a Project Emergency Response Plan at the Job Start-up Meeting. The plan shall detail the establishment of muster points and the accounting of personnel and will be communicated to all site personnel via signage, project notice boards, start-up meetings, toolbox meetings and site inductions.

6.1 First Aid / Spill Response Kits The Construction Contractor will ensure that First Aid facilities (First Aid Kits) and spill response kits are available on the project site at all times. First Aid Kits shall be stored in the site office, sea container and/or the site supervisor’s car. First Aid Kits shall also be audited on a regular basis by Construction Contractor and supplies re-ordered as required. The spill response kit shall be stored in the sea container where refuelling activities shall be undertaken as a priority. Re-fuelling should be limited to small equipment and on hardstand areas only where any spills can be cleaned up immediately. Spill trays should be used during refuelling to prevent spillage. The Construction Contractor shall also ensure that a percentage of employees are trained in First Aid principles and spill response or site clean-up procedures, including the site supervisor. An emergency contact list shall also be posted on site, which will display the contact details for the nearest hospital and emergency services. This information shall also be covered in the start-up / site induction.

6.2 Fire Emergency The Construction Contractor will ensure that its work areas and facilities are equipped with firefighting equipment suitable for the work being performed. Employees shall also be made aware of the location of firefighting equipment available on site through signage and at the start-up site induction. The Construction Contractor Manager shall also ensure that the firefighting equipment is checked on a regular basis by competent personnel. The Airport Control Centre (9478 8500) should be contacted to report any fires immediately. If it is a life threatening emergency contact 000 then ACC straight after.

6.3 Wardens / Coordinators The Site Supervisor is nominated as the senior coordinator for emergency procedures for the project. The Site Supervisor or delegate will take charge in the event of an emergency event and ensure that personnel get to the nearest muster point and that all personnel are accounted for.

7. Complaints Management Upon receipt of a complaint, the person receiving the complaint shall complete the Construction Contractor’s Customer Complaints Record form. The site supervisor or contracts manager shall then be notified, as appropriate, in order to formulate an immediate response or corrective action if required. In conjunction with the Customer Complaints Record form, a “Non-Conformance Report” form shall then be completed if warranted or if any corrective action is required. The Non-Conformance Report shall be completed by the Construction Contractor Manager in conjunction with the Site Supervisor, if required, and any corrective and preventative action detailed on the form as appropriate as per the Construction Contractor’s Environmental Management System (EMS). The Perth Airport Project Manager and Environment Team shall be notified immediately if any complaints are received and will be responsible for all contact with the complainant, including notification of any corrective actions if applicable. The Construction Contractor Manager shall then be responsible for reviewing the implemented actions and closing out any Non-Conformances through the Construction Contractor’s EMS.

8. Corrective and Prevention Action All complaints, incidents, audit or inspection findings that may pose a risk to the environment throughout the performance of the contract shall be recorded on the Construction Contractor’s “Non Conformance Report”. The Construction Contractor Manager in conjunction with the Site Supervisor shall be responsible for completing this form for all such items. The Construction Contractor Manager is then responsible for ensuring the non-conformance is logged on the Non-Conformance Log and for following up any implemented actions prior to closing out the non-conformance. The Construction Contractor Manager shall ensure the person or company who initiated the non-conformance is advised of the actions taken by ensuring they are sent a copy of the Non Conformance Report as part of the close out procedure. The non-conformance log is detailed at Management Meetings and non-conformances are discussed at site Toolbox Meetings as appropriate with details of corrective and preventative action discussed and reviewed.

9. Construction Environmental Monitoring Plan Monitoring should be in accordance with the following Environmental Monitoring plan presented in Table 1. All non-conformances noted during the monitoring process shall be documented using the above non-conformance procedure.

10. Environmental Inspection and Audit Further to the above monitoring plan, the suitability of this CEMP and the implementation of this plan throughout the course of the project will be audited for compliance with the Construction Contractor and Perth Airport requirements on a Weekly basis. This is to be performed by the site supervisor and/or Construction Contractor Manager. Furthermore, a site audit of procedures and hazards will be performed by the Construction Contractor Manager every 2 Months. The Construction Contractor Manager will also be responsible for raising any non-conformances for areas requiring improvement or attention. The Construction Contractor Manager is then responsible for ensuring the non-conformance is logged on the Non-Conformance Log and for following up any implemented actions prior to closing out the non-conformance. Results of all site inspections and any non-conformances raised shall be provided to the Perth Airport Project Manager as soon as possible.

11. Environmental Reporting It is the responsibility of the site supervisor to ensure all environmental incidents are reported to the Construction Contractor Manager through the processes described above. The Construction Contractor Manager shall then review all incident reports and ensure the following reporting has been undertaken:

• Incidents that have the potential to cause localised environmental impacts need to be reported to the Perth Airport Project Manager and Environment Team within 24 hours.

• Incidents that cause or have the potential to cause environmental impacts external to the facility boundary need to be reported to ACC, Perth Airport Environment and Project Manager immediately.

• Any changes required to this CEMP, or if any additional environmental risks are identified throughout the course of the project, then the Construction Contractor is responsible for reporting this to the Perth Airport Environment Department and Perth Airport Project Manager.

• The Perth Airport Project Manager will be notified of any discovery of potential Aboriginal artefacts/heritage or any discovery of existing contaminated soils. No further excavation shall be permitted in the suspected area until further direction is provided by the Perth Airport Project Manager.

• All incident reports will be reported and discussed at toolbox meetings and management meetings to ensure all Construction Contractor personnel are fully appreciative of the corrective and preventative action required in order to prevent re-occurrence of the incident. It is also the responsibility of the Construction Contractor manager to ensure all relevant subcontractors receive a copy of the report.

All works areas, open trenches should be inspected prior to commencement of work each day for trapped vertebrate fauna such as frogs, reptiles, birds or mammals. Wherever possible ensure that all trenches are backfilled within 24 hours. All shafts / holes should be covered at the end of each working day to prevent vertebrate fauna from entering. If any snakes are sighted, the Perth Airport Project Manager and Environment Team should be contacted for removal.
