HighOr Education System in the Czech RepublicHigher edq.cation institutions come under the Higher Education Act (No. I I 1/l 998) andits amendments. Their activities are also subject to the internal regulations related to theAct. The Ministry of Education, Youth and Sports maint4ins a register of intemal regu-lations of higher education institutions.

Higher Education lnstitutionsBy law higher education institutions are of two types - university type providing alllevels of study programmes, and non-university type usually offering only Bachelor'sdegree programmes. Due to the historical development all existing higher educationinstitutions established before the Higher Education Act came into fbrce are universitytype institutions. Recently established higher education institutions have been accred-ited as non-university types. This refers to all private institutions.All accredited Bachelor's degree study programmes provide education of ISCED 5Alevel, i.e. education r,vhich enables students to continue in follow-up Master's desreestudy programmes.

Study ProgrammesHigher education institutions organise accredited study programmes and programmes oflifelong education and in addition carry out other activities such as research, develop-ment, artistic work, possibly other creative activities.Bachelor's study programmes are focused on professional training and provide a basisfor studies in Master's study programmes. The study lasts 3-4 years. Bachelor's degreestudy programmes prevail at private institutions.Master's study programmes are aimed at providing theoretical knowledge based on latestscientific findings, research and development, at mastering their applications and on devel-oping creative skills. These study programmes are follow-ups of the Bachelor's ones. Theirstandard length is l-3 years. If the character of the studyprogramme requires so, accreditation can be granted toa Master's degree programme (4 6 year long), which is nota follow-up of a Bachelor's one. The standard study pro-gramme lasts at least three and at most seven years.A Doctoral study programme can follow after thecompletion of a Master's programme. It is aimed at sci-entific work, independent creative activity in the area ofresearch and development or at independent theoreticaland creative skills in art. It is offered solely in the univer-sity type ofstudy. It lasts 3-4 years.The three-cycle structure of the study has been fullyintroduced at most university type higher educationinstitutions.Study programmes have to be accredited. The accreditation isgranted by the Ministry of Education, Youth and Sports basedon a statement issued by the Accreditation Commission. TheCommission was established by the govemment and its mem-bers are prominent professors and scientists. Within the ac-creditation process decisions are also taken on authorisation toaward academic titles. The Accreditation commission alsocarries out evaluation of faculties in ttre individu,al specialisation.

Admission to Higher Education InstitutionThe minimum requirement for admission to higher edu-cation institution is secondary education completed withthe maturitni zkouika examination (previously "fullsecondary" or "full secondary technical" education). Therequirement for admission to a Master's programmefollowing on a Bachelor's programme is successful com-pletion of the Bachelor's programme. The requirementsfor admission to a Doctoral programme is successfulcompletion of a Master's programme.

The frequency and methods of assessing students'achievements differ according to the field of study. In some cases a system of partialexaminations taken after each semester has been introduced, in other cases onecomprehensive examination after each completed part of studies is prescribed, mostly atthe end of a certain module. Performance in examinations and in the defence of the thesis isgraded (normally on a three-point scale), the fourth level representing failure. In someinstitutions students are assessed by means ofcredits.Bachelor's degree studies end with a final state examination and the defence of a thesis.The academic title obtained is bakaldi (Bc.) or bakalai umdni (BcA. - in the field of arts).Master's degree studies end with a state examination and the defence of a thesis. Theacademic title awarded is magistr (Mgr.), magistr umdn[ (MgA. - in the field of arts),inienyr (Ing. - in the field of economics, technical sciences and technologies, agricul-ture, forestry and in military fields ofstudy), inienyr architekt (lng. arch. - in the fieldof architecture). students of medicine and veterinary medicine and hygiene are theexception.
