Digital RMG Factory Mapping in Bangladesh (DRFM-B) Vision for a transparent and accountable industry The 4-year ready-made garment (RMG) industry oriented project titled “Digital RMG Factory Mapping in Bangladesh” (DRFM-B) is aimed at mapping of the all RMG factories in the country. Going along with the nation’s “Digital Bangladesh Vision 2021”, the RMG sector needs to align itself to the mandated digitisation of every sector. DRFM-B is a scale-up of the C&A Foundation-funded pilot project titled “Participatory Factory Mapping Research” (PFMR) focused on two (2) sub-districts in Bangladesh. Project Overview Project Goal The objective of this project is to provide accurate, credible and updated RMG factory information to industry stakeholders in a manner that enables greater accountability for working conditions and enhances confidence in the ability of the sector to contribute to equitable development in Bangladesh. The project aims to collect credible, comprehensive and accurate data about the RMG industry, and disclose the information to the public in the form of an interac- tive online map, and to seek input from the public through crowd-sourcing in order to keep the data up-to-date. Why DRFM-B? Because of the growing need for having credible, industry-wide data on the number of factories, their locations, number of workers, and much more, challenges remain across the Bangladesh RMG industry. This project the first of its kind, providing a detailed industry-wide database of factories on an interactive, digital map (similar to Google Maps). This new platform will be publicly accessible in order to catalyse transparency and bring about meaningful industry improvements. What will the Project Cover? Factory name/address/GPS location Operational status of factory (active/inactive/shut down, etc.) Registration Status [Registered with/member of BGMEA/BKMEA/Export Promotion Bureau (EPB), Accord, Alliance, Department of Inspection for Factories & Establishments (DIFE), etc.] Type of production (production capacity, if applicable) Type of factory building structure (shared, standalone, etc.) Number of workers (with male-female ratio) Zone/countries where products are exported Major buyers/brands working with a particular factory Distance of the nearest hospitals and fire service stations Workers Participatory Committee (WPC), Safety Committee, etc. Certifications [National Action Plan (NAP), Accord, Alliance, ISO, OEKO-TEX, LEED, WRAP, SEDEX, etc.] Factory data/information to be featured on the digital map will include the following: 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. After collection and initial verification, data will be entered into an online map available for the public to use Conduct field survey on RMG factories across the 20 districts Enter data into a digital web-based map which is interactive and publicly accessible (ongoing process vetted by a data updating and verification unit) Formation of a Project Advisory Committee (PAC) including representatives from BGMEA, BKMEA, GoB, civil society groups, Trade Unions, etc. Establish the process and incentives for stakeholders (workers, brands, industry association, government, etc.) to access, verify, notify updates and discrepancies, and use the information Incentivize local and global stakeholders (workers, brands, association, industry, government, etc.) to access, validate, and use the information to improve working conditions Launch the platform with stakeholders and promote continuous improvement through stakeholder feedback.
