  • Upcoming Changes to NOTAM Input (November 2010)All these changes reflect a transition toward compliance with Annex 15 of the International Civil Aviation Organization and FAAs new policies and procedures to meet these goals.Start and End Times must be used in a NOTAM.A 10-digit-date-time group must be used to indicate the effective time and expiration time of the NOTAM.Effective time and expiration time must be separated by hyphen (-). 10 digits = year, month, day, hour and minute.If duration is uncertain, approximate expiration time must be indicated by using date-time group followed by EST.Once used this NOTAM must be cancelled or replaced before the expiration time specified in the NOTAM.WIE, WEF AND UFN is not authorized! Use of TIL is not authorized!

    *Why are we here? Accurate, concise, real-time aeronautical information We are almost to where we are today, this way you have a better picture of why and how we are moving forward and including you, the airport operator in a more primary role in the NOTAM process. *How do we improve the quality of NOTAMsit became clear that after all of this was debated, the NOTAM source was the starting point! Who is thatThe in putter of the data. By the way, the entire NOTAM Standardization Briefing is available on the FAA Airports regulations site where this briefing is referencedTitled NOTAM Briefing: Guidance for NOTAM D Standardization. *This slide from the FAA Modernization Plan is what the future input of the FNS will look like.*The two major developments being worked are the last two, while the others are in place.By eliminating flight service, the potential for errors is reduced thus improving safety considerably as long as the proper tools are in place to facilitate this at the airport input level. The ICAO piece will also be transparent, that is, you the operator will still have the same template for input, but the system or outside source will display either of three versions. Plain text, ICAO format or current NOTAM format. *These are the 12 keywords currently in use and mandated by the FAA NOTAM Order 7930.2. You need to put one of these in the front of your NOTAM prior to issuance to flight service . This is one of the weak areas that the FAA is planning to fix, eliminating the proposed NOTAM from being sent to a flight service station for input into the NOTAM system. We will talk about this later, but this is one major safety factor that needs to be improved upon.*Ten New Keywords effective November 2010 pending any last minute changes by the FAA. These changes except for (O) are not put in by airport personnel.*Keywords still in use, but without WEF, WIE, UFN AND TIL. Need both start and end time. All of this input data is currently being tested, web based, drop down menus, or free text if no scenario supported by the menus.*While this slide doesnt help the airport operator so much, it does show what the FAA wants to do with digital data. It moves the agency into the 21st Century along with the rest of the world.*What we have started today in a formal manner is to not only highlight some areas of concern on the input side of NOTAMs, but to start preparing the airport operator for the next phase of NOTAM issuance. *This is what the pilotweb site looks like if we do not access to the web during this briefing. What does the other numbers represent? ICAO NOTAM crossovers.lets briefly discuss this occurrence. NOTAMs issued for International airports in the U.S. also generate an ICAO crossover NOTAM that is transmitted worldwide to other AIS offices/states to be put on their databases. The next slide will show what our current and future ICAO crossover NOTAM will look like. *Top NOTAM is what the ICAO crossover now looks like going to other states, the bottom NOTAM is what they should and will look like in the near future as the FAA moves to compliance with ICAO guidelines for NOTAMs.*Hopefully, web access can be done at this time, if not, then the following slides can be shown.*While the page has an all in one design, for presentation purposes the next two slides show what is on the cover page when you go to the web site. While it is a test site and you have access to the public site listed, the database is accurate and the same one as you would see when you go to the pilotweb NOTAM web site that has been changed recently with more features.*Hopefully, this can be demonstrated real time with a web access capability during this presentation. *Hopefully, web access during this presentation will not require us to look at this site in this manner, just for reference when you get back to your airport.*As you can see, this is a process that takes time, and after almost 45 years, it may finally happen within a year or so. (ICAO formats for NOTAMs)*In the future, the airport operator, while having NOTAM responsibility now, will be relied on in a more responsible manner. *Depending on your system, you may need to put either http:// or https:// in front of your link to these web sites.*
