Foreword
On behalf of the Centre of Nurse and Midwifery Education (CNME) Mayo/Roscommon team we are
delighted to present the Diary of Learning Events (DOLE) for September 2019 to January 2020. The
CNME supports the delivery of education in counties Mayo and Roscommon and is committed to
providing educational excellence.
This DOLE has been developed in accordance with all stakeholders’ identified learning needs, resources
available to the CNME and is aligned with local, regional and national requirements. This year we are
pleased to provide a number of new programmes. In developing these we have endeavoured to reflect
the ethos of Sláintecare with a focus on community and integrated care across the lifespan. All
programmes/learning events facilitated by the CNME have received Nursing and Midwifery Board of
Ireland (NMBI) Category 1 approval and allocated Continuing Education Units (CEUs). The CNME
supports nurses and midwives in the provision of education to enable quality, safe patient/client care
delivery.
The CNME staff is very fortunate to work with so many dedicated and energetic people across the public
and voluntary sectors, all committed to the development and implementation of innovative education
programmes for nurses and midwives. We would like to take this opportunity to acknowledge and thank
members of the multidisciplinary team, locally, regionally and nationally for their commitment and on-
going support. Particular thanks to the Board of Management and to those clinical experts who support
the delivery of quality educational programmes throughout the year.
The CNME team look forward to continuing to build collaborative partnerships and new ways of working
as we progress local, regional and national education agendas for the professions of nursing and
midwifery.

ANAPHYLAXIS TRAINING FOR HEALTHCARE PROVIDERS
Aim: To provide guidance for Healthcare Providers on the recognition, treatment and
management of anaphylaxis in relation to adults, children and infants. Pre - requisites: Participants must present evidence of having completed a Basic Life
Support (BLS) Programme for health care providers within the past two years.
Learning Outcomes: The programme will provide an opportunity for participants to:
Be able to differentiate between severe allergic reaction and anaphylaxis
Be familiar with different drug doses for infant, children & adults Be proficient in preparing & drawing up the appropriate drugs
Be familiar with current RCPI National Immunisation Guidelines for the management of Anaphylaxis
Be aware of the existence of Pre- Hospital Emergency Care Council (PHECC)
guidelines for the management of Anaphylaxis Demonstrate skills in the management of Baby/Child/Adult Allergic/Anaphylactic
reactions. Target Audience: All registered nurses/midwives in clinical practice in primary care
settings/acute hospital setting who require this training.

AUDIT: A PRACTICAL APPROACH
Aim: To support and enhance awareness of best practice in the process of clinical
audit among health and social care professionals.
Learning Outcomes: The programme will provide an opportunity for participants to:
Appreciate that the audit process offers a method to assess and improve
patient/client care Reflect on the importance of regular audit within the workplace
Promote audit as a quality improvement tool in the workplace Become confident in the use of audit tools and completing audits using the life
cycle of audit
Enhance the communication of audit results to healthcare team
Target Audience: Registered Nurses/Midwives, Health and Social Care professionals, administration staff in all care settings, involved in audit

BASIC LIFE SUPPORT & CARDIAC FIRST RESPONSE(CFR) COMMUNITY
COURSE FOR HEALTHCARE PROVIDERS
Aim: To facilitate registered nurses in community settings to become competent in
Cardiopulmonary Resuscitation and AED use when attending victims of a cardiac
arrest, and to be able to assess for heart attack and stroke and treat accordingly. Learning Outcomes:
The programme will provide an opportunity for participants to: Be able to demonstrate the skills to recognise emergencies such as cardiac
arrest and how to respond to them in a safe and effective way Be able to demonstrate the skills of CPR for victims of all ages – adult, child &
infant
Be able to demonstrate how to use an automated external defibrillator (AED) Be able to demonstrate the skills required to relieve foreign-body airway
obstruction in adult/child/infant. Recognise the signs of a heart attack and give these patients aspirin Carry out a FAST assessment for a patient you suspect is having a stroke.
Target Audience: All registered nurses/midwives in clinical practice working in
primary care settings. NMBI CEUs Awarded: NMBI Category 1 Approved: 5 CEUs
NOTE: The AHA Irish Heart Foundation Basic Life Support (BLS) and Cardiac First
Response (CFR) Community Course, includes the BLS course with an additional Cardiac First Response Community module. Dual certification is valid for two years.

BEHAVIOURS THAT CHALLENGE IN THE OLDER PERSON
Aim: To examine issues surrounding behaviours that challenge in the older person.
Learning Outcomes:
The programme will provide an opportunity for participants to: Understand the causes of behaviours that challenge Understand risk assessment in behaviours that challenge
Have the ability to write agreed reactive strategies within a legal/ethical framework
Know how to develop de-escalation techniques Be confident with avoidance skills & movement difficulties Be familiar with debriefing strategies used following a behavioural event
Be consistent in responding to behaviours that challenge.

Aim: The aim of this day is create a greater understanding of epilepsy among

FIRST AID AT WORK (FAR) 3 DAY COURSE
Aim: The aim of this award is to equip participants with the knowledge, skills and
attitude to provide first aid for a person who becomes suddenly unwell or injured until the arrival of emergency medical services.
Learning Outcomes: The programme will provide an opportunity for participants to:
Recognise and assess the causes and effects of sudden illness or injury, such as cardiac first response, respiratory emergencies, wounds and bleeding,
altered level of consciousness, musculoskeletal injuries, burns, scalds, chemicals, poison, electrical shock
Respond in a safe, effective and appropriate manner to such emergencies
utilising the first aid response skill set Record and report actions and interventions taken whilst responding to and

Aim: To provide healthcare assistants / social care workers with up to date
knowledge, skills and evidence based practices in the promotion of a healthy bladder and bowel and management of continence issues in the adult.
Urinary incontinence affects one in three women and one in nine men. Faecal incontinence prevalence varies from 2.2 per cent to 18.4 per cent of the population.
Incontinence impacts significantly on quality of life, is costly and can be found in clients in all care disciplines. All healthcare workers are required to have a good
knowledge base in relation to continence promotion in order to provide effective care and management of incontinence if required.

STROKE CARE - ACUTE MANAGEMENT PROGRAMME
Aim: To improve the competencies of nursing staff that care for and manage patients
who have had a stroke and are in the acute hospital setting. This stroke education programme aims to promote excellence in the nursing management of stroke and TIA

APPLICATION PROCESS FOR EDUCATION LEARNING EVENTS
Identify a programme you wish to attend and discuss it with your line manager.
Line management approval is required for attendance at all programmes. Line management approval does not guarantee a programme place. Neither study
leave nor travel expenses are granted or paid by the CNME. Discuss with your line manager at local level.
Priority for all education programmes will be given to employees of the Health Service Executive (HSE) and Voluntary Services in counties Mayo and
Roscommon.
Submit a completed application form (2019) to the relevant programme co-
ordinator in the CNME at least 7 days prior to the date of the learning event. Application forms dated pre January 2019 will not be accepted due to GDPR
regulations.
Nursing & Midwifery Board of Ireland (NMBI) PIN & HSE Personnel numbers are
mandatory on all application forms. Incomplete application forms will be returned to the applicant.
It is essential that you provide your mobile phone number on all application
forms as applicants will be notified via text message if they are
successful/unsuccessful in their application.
In the event of unforeseen circumstances, it may be necessary to cancel programmes. All applicants will be notified by text message.
A waiting list is not maintained for CNME programmes.
Please ensure you are available to attend identified programme in its totality. Certificate of Attendance will only be issued on completion of programme.

You may be aware that my office has sought clarification around a number of issues relating to the area of
education/training provision by the HSE/voluntary organisations to healthcare staff employed in the private sector.
In this regard the Director of the State Claims Agency has confirmed that the Clinical Indemnity Scheme will
indemnify the HSE in circumstances where it has provided education to a staff member employed in the private
sector and where there is an allegation, arising in the context of a claim in negligence for personal injuries, that
such educational advice contributed to or caused the occurrence of the personal injury.
On the advice of the State Claims Agency separate legal advice was sought by the ONMSD in relation to
limiting potential liability to the HSE. The attached disclaimer for the provision of education/training by the CNMEs
applies to nurses, midwives and other healthcare staff who are engaged in a clinical environment whether public and
/or private.
The disclaimer should form a fundamental part of the terms and conditions upon which the HSE provides the
education/training. The disclaimer has been drafted so as to make clear that the education/training programmes have
an educational purpose and are designed to supplement (and not replace) the professional responsibilities of every
nurse and midwife.
It is not required to be signed by participants; however it is necessary to ensure that it is communicated
clearly in respect of all education/training programmes. If a person disagrees with the disclaimer being a term and
condition of the education/training programme, then it should be explained to the individual that the disclaimer
is non –negotiable.
It should also be noted that the HSE does not have statutory power to charge its employees, agency nurses, practice
nurses or other individuals in respect of education/training programmes provided to those individuals. Accordingly
a risk exists that any charges applied by the HSE in this regard are beyond its powers and thus, may be liable to
be repaid. Therefore any CNME (HSE) which has imposed charges for education/training provision must now
discontinue this practice.
