DURING THE REVISION VISIT OF THE BOVINE

TUBERCULOSIS ERADICATION PROGRAM FOR NUEVO LEÓN,

CARRIED OUT BY THE USDA FROM DECEMBER 14 TO 17,

2015.

OBSERVACIÓN 1:

Tanto para el ganado local como el que ingresa al

estado. Asegurar la identificación con arete del SINIIGA, con

mayor cobertura y su uso obligatorio

OBSERVATION1:

Se establece la obligatoriedad del uso del arete SINIIGA

para la movilización de ganado con cualquier fin, a partir

del 1° de Abril del 2016. Actualmente todo el ganado se

mueve con identificación oficial

A la fecha 18 ventanillas distribuidas en todo el estado, para la emisión del

documento único de movilización. Se han realizado 8,200 registros electrónicos

(REEMO) amparando 138,553 cabezas de ganado.

El 100% del ganado movilizado para exportación así como para reproducción

fuera del estado se les expide el REEMO junto con la Guía de tránsito. La

expectativa es que para diciembre del 2017 se movilice el 100% del ganado con

el documento único de movilización.

OBSERVACIÓN 2:

Se requiere un plan de trabajo para la implementación del

REEMO y de la guía de transito electrónica, por parte del

Gobierno del Estado.

To date 18 counters are distributed throughout the state, for the issuance of the single

OBSERVACIÓN 3:

Asegurar la integración de todos los datos en la guía de

tránsito para fortalecer la trazabilidad.

EL documento único de la movilización registra obligatoriamente

origen, destino, pruebas de tuberculosis, brucelosis, certificados

zoosanitarios, constancia de hatos libres y hatos libres certificados,

fierro e identificadores SINIIGA.

Se realizan supervisiones mensuales por parte de la coordinación

estatal del REEMO en coordinación con la Unión Ganadera Regional

de Nuevo León (UGRNL)

REEMO ISSUING CENTERS

OBSERVACIÓN 4:

Garantizar el sacrificio de animales en rastro con identificación y

que lleguen con guía de tránsito.

Con el apoyo de la policía rural y personal del Comité Estatal, se ha

reforzado la vigilancia en rastros, con el fin de que el ganado llegue a

sacrificio con la identificación y documentación de tránsito.

El ganado que se sacrifica en plantas TIF, que representa el 95% del

sacrificio total del estado, llega correctamente identificado y con la

documentación establecida, el 5% restante se sacrifica en 7 rastros

municipales, donde se cumple con la normatividad estatal.

Observation 4:

Guarantee the slaughter of animals in a slaughterhouse with identification and

ensure all the animals arrive with a guide.

With the support of the rural police and State Committee personnel, surveillance on

slaughterhouses has been strengthened so that livestock with identification and transit

documentation can be slaughtered

Cattle slaughtered at TIF plants, which represent 95% of the total slaughter of the state,

arrive correctly identified and with the established documentation, the remaining 5% is

slaughtered in 7 municipal trails which comply with state regulations.

OBSERVACIÓN 5:

Optimizar la comunicación entre el laboratorio, los inspectores

de rastro, plantas TIF y el coordinador estatal, con el fin de

mejorar la calidad de las muestras.

De enero 2016 a la fecha se han realizado 2 Cursos, 1 taller practico

y 5 platicas, con la participación de inspectores de rastro TIF y

municipales, personal de laboratorio, delegación SAGARPA y

coordinador estatal de rastro, con el fin de actualizar y mejorar la

calidad de la inspección y de las muestras. Durante este mismo

periodo la calificación promedio por el laboratorio a los granulomas

recibidos es arriba del 85%.

From January 2016 to the present day, 2 courses, 1 practical workshop and 5

lectures were carried out, with the participation of TIF and municipal inspectors,

laboratory personnel, SAGARPA delegation and the state slaughterhouse

coordinator, in order to update and improve the Quality of inspection and samples.

During this same period the average rating by the laboratory to the received

granulomas is above 85%.

Observation 5:

Optimize communication between the laboratory, the slaughterhouse inspectors,

TIF plants and the state coordinator, in order to improve the quality of the samples.

OBSERVACIÓN 6:

Incrementar los recursos para una adecuada supervisión en los

Corrales de Engorda Aprobados y los Centros de Acopio para

Exportación.

Para el ejercicio fiscal 2016 se ejercieron $420,000.00 de origen

estatal destinados a la supervisión de este tipo de instalaciones.

Para el ejercicio fiscal 2017 se han presupuestado $450,000.00.

A partir de enero de 2016, se implemento la “Guía para la

supervisión de centros de acopio para exportación y corrales de

engordas cuarentenados”, bajo la responsabilidad de personal

de gobierno del estado

For the 2016 fiscal year, $420,000.00 of state origin was used for the supervision of

this type of facilities. For fiscal year 2017 have budgeted $450,000.00.

Observation 6:

Increase resources for adequate supervision in Approved Fattening Corrals

and Export Collection Centers.

Beginning in January 2016, the "Guide for the supervision of export

gathering centers and quarantine feedlots" was implemented, under the

responsibility of state government personnel

OBSERVACIÓN 7:

En caso de utilizar el arete de código 50 SINIIGA en las

engordas, este debe ser temporal para evitar abusos.

Esta temporabilidad se estableció dentro de las

reuniones de la Comisión de Origen y Trazabilidad,

actualmente las engordas han dejado de utilizarlo, a

partir del 1° de diciembre de 2016.

Observation 7:

In case of the use of the code 50 SINIIGA ear tag in fattening,

this must be temporary to avoid abuses.

This temporality was established within the meetings of the

Commission of Origin and Traceability, currently the fattening has

stopped using it, as of December 1, 2016.

OBSERVACIÓN 8:

Reforzar el control de la movilización en la zona B a través del

plan para el apoyo de la policía estatal (fuerza civil) que inició el

14 de diciembre de 2015.

El control de la movilización entre los límites de la zona “A” y “B” por

parte de la nueva Policía Rural se ha establecido de forma permanente,

las 24 horas del día.

Adicionalmente se a creado la policía estatal de caminos con 120

elementos que apoyan esta actividad. Se tiene cobertura en todo el

estado con 7 destacamentos de mando ubicados estratégicamente.

Observation 8:

Reinforce the control of the mobilization in zone B through the plan for the

support of the state police (civilian force) that began on December 14, 2015.

The control of the mobilization between the boundaries of zone "A" and "B" by

the new Rural Police has been established permanently, 24 hours a day.

In addition, the state road police has been created with 120 members who

support this activity. It has coverage throughout the state with 7 strategically

located detachments of command.

OBSERVACIÓN 9:

Se requiere mayor personal oficial y del Comité para hacer las

pruebas cervicales comparativas, ya que en más del 90%, son

realizadas por Médicos Veterinarios Responsables autorizados

(MVRA).

Se ha priorizado la realización y supervisión de pruebas

cervicales, en lotes de exportación por parte del personal oficial y

del Comité.

Observation 9:

More official and Committee staff are required to perform comparative

cervical tests, as more than 90% are performed by Authorized Veterinarians

(MVRA).

Priority has been given to conducting and supervising cervical tests, in

export lots by official and the Committee staff.

OBSERVACIÓN 10:

En el laboratorio se observó la falta de aislamientos en relación

a los casos positivos de histopatología; existe una baja

correlación entre dichos resultados.

La correlación histopatología/bacteriología en el año 2016,

se mejoró en un 48% con respecto al año 2015.

Observation 10:

A lack of isolations in relation to the positive cases of histopathology was

observed in the laboratory; There is a low correlation between these results.

The histopathology / bacteriology correlation in 2016 was improved by

48% compared to the year 2015.

Se ha realizado la modificación en el paso de descontaminación del

procedimiento de aislamiento.

Adicionalmente está en proceso de implementación la técnica de

“CULTIVO LÍQUIDO MEDIANTE BACTEC (MGIT 320*) Y DEL PCR EN

TIEMPO REAL”, estando pendiente el proceso de capacitación-

implementación-validación con asesoría de personal de SENASICA y,

en su oportunidad, del USDA .

OBSERVACIÓN 10:

En el laboratorio se observó la falta de aislamientos en relación

a los casos positivos de histopatología; existe una baja

correlación entre dichos resultados.

The modification in the decontamination step of the isolation procedure has been

carried out.

In addition, the technique of "LIQUID CULTIVATION BY BACTEC (MGIT 320 *) AND

training-implementation-validation process with advice from SENASICA personnel

and, in due course, the USDA.
