s a developing country that still struggles with welfare issues, Indonesia pins
its hopes on young entrepreneurs to boost the nation’s economy. In order to
generate entrepreneurs with a nationalistic perspective who are concerned
about the national interests and people’s prosperity, Lemhannas RI held the batch
three of the strengthening program of nationalistic values which was followed by the
members of Indonesian Young Entrepreneurs Association (HIPMI).
“The national prosperity can be achieved if the business climate is conducive
and improved”, said Prof. Dr. Ir. Budi Susilo Soepandji, DEA in his opening speech at the
event held on Monday (17/2) in the Dwi Warna Purwa Building, Lemhannas RI.
The participants of the program, as business people, basically held a strategic
position in the country’s economy to bring prosperity to the people as enshrined in
the national goals. All the efforts to achieve the goals are based on the national values,
norms, conceptions, and insight of the Pancasila and the 1945 Constitution, the unitary
state of the Republic of Indonesia and Unity in Diversity principle.
The one-week program young featured resource persons that, among others,
included the head of Indonesia Investment Coordinating Board (BKPM), Minister of
Trade, Minister of Industry, Coordinating Minister for People’s Welfare, Coordinating
Minister for the Economy, Governor of DKI Jakarta and many others.
Budi Susilo Soepandji hoped for the participants to develop anticipatory, cooperative
and synergistic attitude for the interests of the people and for them to play an active role
and reaffirm their commitment to solving the nation’s problems in a professional and
proportionate manner. They were also expected to develop a comprehensive, integral and
holistic point of view, which was based on nationalistic values, for the sake of sustainable
economic development and improvement of people’s welfare.
The program was intended to strengthen the understanding of the participants
of the four basic national consensus. Apart from educating the players in the economic
sector, for the fiscal year 2014, Lemhannas RI also has other programs intended for
legislative candidates, presidential candidates, doctors, youth and other stakeholders.

Lemhannas RI Conducts Study on the Impacts of Exploitation of Mining Resources
s a nation with abundant natural wealth, Indonesia has
always attracted attention of many foreign companies
aiming to explore its potentially profitable natural resources.
However, there is growing concern about their contributions to the
national economy which are deemed as not yet significant.
In order to optimize the added value of the natural resouces
exploitation to the national economy, there needs to be effective and
efficient strategies in the management of natural resources. In that
regard, Lemhannas RI held an ongoing study with the theme “the
Impacts of Exploitation of Mining Resources on National Value-Added
Economy in the Framework of National Resilience”.
The Focus Group Discussion, which was a preliminary to
the ongoing study, was opened by the Deputy for Strategic Study
Inspector General of Police Boy Salamuddin on Tuesday (18/2) on the
3rd Floor, West Wing of Astagatra Building, Lemhannas RI.
The discussion was moderated by Senior Analyst in Science and
Technology of Lemhannas RI Ir. Kurdinanto Sarah, M.Sc. The resource
persons at the event were Senior Researcher in Environmental
Management from the University of Padjadjaran Dr. Rer. Nat. H.M.
Fani Cahyandito, S.E., M.Sc., Deputy II for Environmental Pollution
Control M.R Karliansyah, Director General of Mineral and Coal from
the Ministry of Energy and Mineral Resources Dr. Ir. R. Sukhyar, and
President Director of PT Freeport Rozik B. Soetjipto.
The panelists at the Forum included Chairman of the Indonesian
Mineral Entrepreneurs Association Poltak O.P. Sitanggang, Professional
Expert in Natural Resource Wealth of Lemhannas RI Rear Admiral
(Ret.) Bambang Daryanto, S.H., S.Pi., Professional Expert in Economic
Affairs of Lemhannas RI Dr. Rosita S. Noor, M.A., Professional Expert
in Geography of Lemhannas RI Dr. Djoharis Lubis, M.Sc., Professional
Expert in Economic Affairs Dr. Panutan Sakti, S. S.E., MT. Akt, and
Director of Economic Study of the Office of the Deputy for Strategic
Studies of Lemhannas RI Brigadier General Heboh Susanto.
In his written speech, Inspector General of Police Boy
Salamuddin hoped that the Focus Group Discussion would come up
with excellent inputs and suggestions from the speakers and experts
which would later, he continued, be used to enrich the study papers
being prepared comprehensively by an ad hoc team.

dynamic environment, both at the regional
and global level. Therefore, Lemhannas
RI periodically conducts a study on the
development of strategic environment.
Such studies are aimed at developing a
common understanding and interpretation
in anticipating the bad influence and threats
of the dynamics of the strategic environment
to the nation.
On Thursday (20/2), a Roundtable
Discussion was held in order to
discuss the theme “Development
of Strategic Environment of the Year 2014”
on the 4th Floor, West Wing of Astagatra
Building, Lemhannas RI.
The event opened by the Governor of
Lemhannas RI Prof. Dr. Budi Susilo Soepandji,
DEA featured key speakers, namely sociologist
from the University of Indonesia Prof. Dr.
Paulus Wirutomo, S.H., M.Sc., observer of
agricultural economy Dr. Enny Sri Hartati,
and Deputy for the Utilization of Science and
Technology from the Ministry of Research and
Technology Dr. Ir. Pariatmono.
The panelists at the event were political
observer from the Indonesian Institute
of Sciences (LIPI) Prof. Dr. Siti Zuhro, M.A.,
Director of Energy Research Center from
the University of Indonesia Prof. Dr. Ir. Iwa

The study on the strategic environment
takes an understanding of the past and
present in order to know the trend of
environment development in the future. The
comprehensive understanding and insight
about the subject were reflected in the
speakers’ presentations during the discussion.
This discussion was expected to provide
the participants with new insights regarding
the development of strategic environment
in 2014 and its trends and impacts on the
national interest.

(Labkurtannas) presented, each year, the results of
its studies in front of faculty members and structural
officials of Lemhannas RI.
The event, themed “Report of the 2013 Results of Studies
of the National Resilience Measurement Laboratory and Its
Implementation in Public Policies Simulation for Participants of
51st and 52nd Regular Educational Course Programs”, was opened
by the Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji,
DEA on Wednesday (5/3) on the 4th Floor, West Wing of Astagatra
Building, Lemhannas RI.
Later on, the Chairman of Labkurtannas Prof. Dr.
Miyasto described the methodology and the results of the
measurements of Indonesia’s national resilience in terms
of various aspects, namely geography, natural resources,
demography, ideology, politics, economy, socio-culture,
defense and security.
Prof. Miyasto explained that in the last four years until 2013,
the index score of national resilience, in general, saw an increase
despite the less tough condition shown in the same spectrum. In
2011, the index of national resilience showed an increase from the
previous score of 2.43 in 2010 to 2.44 in the following year. It went
down in the following year to 2.43, but rose again in 2013 to 2.47.
Furthermore, the Chairman of Labkurtannas, in his
presentation, also publicized data on strategic issues that developed
in Indonesia during the year 2013. These issues included poverty
and unemployment, wealth inequality, economic dependence, and
the issues related to conflicts in border areas.
In his speech, the Governor of Lemhannas RI expected the
faculty members of Lemhannas RI, the deputy offices of Lemhannas
RI and the participants of the educational course programs
of Lemhannas RI to make the best use of those results in their
discussions and policy simulation.

n 2014, Indonesian people, again, elect their leaders and
representatives who will occupy legislative and executive
seats. All the Indonesian people certainly hope to have
leaders who are able to identify the nation’s problems, to find
solutions and solve the problems for the next five years.
In order to help formulate and recommend solutions
for Indonesian leaders, Lemhannas RI invited bureaucrats,
practitioners, academics, and politicians to a forum called
“Dialogue on Nationalistic Insight for National Leaders for the Year
2014” which was held on the 3rd Floor, East Wing of Panca Gatra
Building, Lemhannas RI.
The event was opened by the Governor of Lemhannas
RI Prof. Dr. Budi Susilo Soepandji, DEA on Thursday (6/3). At the
opening ceremony, which was held at the Dwi Warna Purwa
Building of Lemhannas RI, Budi Susilo Soepandji expressed that the
nationalistic foundation, upon which the pluralism as developed
by the founding fathers was based on, was currently drifting away
from the noble values of national identity Pancasila. According to
him, the democratic life that the next generation sought to develop
had unwittingly gone against the spirit of mutual cooperation,
which was the true character of the Indonesian people. It was also
the reason why Lemhannas RI brought together participants who
came from diverse backgrounds at the forum in order to discuss
and analyze various national problems and provide input for the
maintaining of the integrity of the Unitary State of the Republic of
Indonesia.
Budi Susilo Soepandji conveyed that the dialogue was used
as a brainstorming activity aiming to find the right solution for
political, economic, socio-culture, defence and security issues in
order to develop Indonesia to become one of the world’s largest
economies by 2030. “It is deemed necessary for the institution
to share views with stakeholders who play a strategic role in
determining the nation’s future with regard to the strengthening
of nationalistic insight, as a contribution to the development of a
democratic life, which is ethical, civilized and dignified”, he added.
The dialogue was held in three phases, namely, Phase
I (6 March 2014) for brainstorming activity and establishing
the common understanding of the concept of nationalistic

the defense and security session was filled
by Lt. Gen. (Ret.) Kiki Syahnakri and Prof. DR.
Farouk Muhammad Saleh.
The dialogue became more dynamic

emhannas RI held a monthly flag ceremony on Monday
(17/3) at its central courtyard. The flag ceremony, which was
attended by all employees of Lemhannas RI, was led by the
Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, DEA
who acted as the inspector of the ceremony.
In his remarks, Budi Susilo Soepandji recalled the March 1 All-
out Attack by the Indonesian fighters 65 years ago. He conveyed
that the ceremony participants should learn a lesson from the
spirit behind the all-out attack, which were about persistence and
sacrifice for the nation.
In today’s context, Indonesian people, amid fierce competition
among nations, must have and develop persistence, determination
and spirit of sacrifice so that the country can anticipate and deal
with potential threats and problems faced in the future.
As an interpretation of the historical event, Budi Susilo
Soepandji conveyed that such persistence, determination and spirit
of sacrifice must be reflected in the carrying out of the basic duties
and functions in Lemhannas RI.
As an institution which continues to develop nationalistic
values and spirit, Lemhannas RI has a moral obligation to implement
and disseminate nationalistic value and spirit of any historical
events.
Budi Susilo Soepandji also reminded the ceremony
participants of the huge attention of the government and the
people to the institution’s performance. Therefore, he called on all
heads of work units to actively monitor the their budget absorption
and program targets.
He also called on all the members of Lemhannas RI to
provide good service and make a good preparation for successful
implementation of the institution’s programs, such as the 51st
Regular Educational Course Program, the Focus Group Discussion,
the strengthening program of nationalistic insight as well as the
dialogues on nationalistic insight.
With regard to the general election held on 9 April 2014, Budi
Susilo Soepandji concluded his speech by reminding all members
of Lemhannas RI to maintain neutrality and exercise their right to
vote with responsibility in order to develop a healthy democracy
through ethical and dignified general elections.
The flag ceremony was attended by Deputy Gov ernor, Prime
Secretary, Deputies, Structural Officials of Lemhannas RI as well as
Faculty Members of Lemhannas RI.

Job Transfer and Promotion Signify Employees’ Regeneration
ob transfer and promotion are normal and usual cycle in the
life of an institution. The replacement of personnel is aimed
at strengthening and enhancing the institutional capacity. In
that regard, Lemhannas RI needs to foster employee regeneration at
the level of echelons I, II, III and IV officials in order to anticipate the
increasingly dynamic work challenges.
Job Handover and Inauguration of Echelons I, II, III and IV Officials
Taking place at the Nusantara lobby of the Trigatra Building of
Lemhannas RI, the Deputy Governor of Lemhannas RI Air Marshal Dede
Rusamsi, S.E. inaugurated 15 officials, consisting of 4 Echelon II officials,
10 Echelon III officials and 1 Echelon IV official. Meanwhile, farewell was
also held for 2 echelon II officials, 2 Echelon III officials and 1 Echelon IV
official who got new assignments outside of Lemhannas RI.
Three of the inaugurated officials are new in the organizational
structure of Lemhannas RI, namely Colonel Cavalry Sudibyo, S.E. who
serves as the Chief of Cooperation Bureau, Colonel Nav Yoyok Yekti
Setiyono who serves as the Chief of Planning and Finance Bureau,
Lieutenant Colonel Cku Bambang Sudjatmiko, S.E. who serves as Head
of Finance Division of the Planning and Finance Bureau and Naval
Commander (K) dr. Reynold Lukman S., MBA, MARS who serves as Head
of the Employee Health Sub-Division of the General Affairs Bureau.
The Lemhannas RI officials who got new assignments outside
of Lemhannas RI were Air Commander Ir. M. Agus Mustafa, M.Sc. who
would serve as the Head of Information and Data Processing Center,
Commodore Sulistiyanto, M.Sc. who would serve as the Commandant
of the Sea Operations Education Command, Naval Captain (T) Ir.
Supriyadi Slamet, S.M., M.Sc. as Field-grade Military Officer of the
Military Headquarters, Colonel Infantry Karmin Suharna, S.I.P. as the
Field-grade Military Officer at the Headquarters Detachment of the
Army Headquarters and Naval Commander (K) dr. Yowono Dwiatmo as
the Field-grade Military Officer of the Naval Headquarters. Governor of
Lemhannas RI, in his written speech read by Dede Rusamsi, expressed
his appreciation and gratitude for the services of the departing officials
during their tenure in Lemhannas RI.
Job Handover and Inauguration of Echelon I Officials
In the following week, on Monday (17/3), four general-grade
military officers were inaugurated and sworn into office. A farewell
was also held for two general-grade military officers who got new
assignments outside of Lemhannas RI and for three general-grade
military officers who were going into retirement.
The four inaugurated military officers are Brig. Gen. (Mar) Lukman

The two departing high-ranking military officers were Rear Admiral
Sugeng Darmawan, S.E. who would serve as Personnel Assistant of the
Commander of National Armed Forces and Rear Admiral Djoko Teguh
Wahojo who would serve as Personnel Assistant of Navy Chief of Staff.
The Governor of Lemhannas RI Prof. Dr. Budi Susilo Soepandji, DEA
conveyed his remarks to the newly inaugurated officials that being the
faculty members of Lemhannas RI, they held a key role in the successful
implementation of the education and study programs of Lemhannas RI.
On the opportunity, Budi Susilo Soepandji also conveyed his
gratitude and high appreciation to Maj. Gen. (Ret.) Djumadi and Maj.
Gen. (Ret.) Edy Susanto, and Air Vice Marshal (Ret.) L. Tony Susanto,

Moestopo University made a visit to
Lemhannas RI on Thursday (13/3).
The visiting students were received
directly by the Chief of Public Relations
Bureau of Lemhannas RI Commodore E.
Estu Prabowo and Chief of Cooperation
Bureau of Lemhannas RI Colonel Kav
Sudibyo at the Mini Auditorium, 3rd Floor,
Asta Gatra Building.
Before coming to Lemhannas RI, the
students had also paid a visit to the World
Bank and Interpol. All those visits were an
initiative of the students themselves as
they wished to get first-hand experience
from various national and international
institutions which would make them more
well-prepared for life after college.
On the opportunity, Estu Prabowo
explained to the students the general
profile of Lemhannas RI, ranging from the
historical background, vision and missions
to the long-term goals of the institution,
which gave the students a thorough
understanding of the basic duties and
functions as well as the roles of Lemhannas
RI in education, research and strengthening
of nationalistic values.
Furthermore, the Chief of Cooperation
Bureau Sudibyo explained the cooperation
in Lemhannas RI, particularly the one that
it established and maintained with other
countries. In 2014, Lemhannas RI has
established a cooperation with a German
institution and a Malaysian university.
The high enthusiasm of the students
were demonstrated during the question
and answer session. The students even
expressed their big hope for Lemhannas RI
to continue developing and strengthening
national resilience, either in terms of the
education of national-level leaders and
cadres, strategic studies which will result in
policy recommendation for the president,
or in the strengthening of nationalistic
values for all national components.
The visit was ended with the students
group leader presenting a plaque to
Lemhannas RI. Estu Prabowo hoped that
with the increased knowledge of the
students about Lemhannas RI, more young
people would be encouraged to join the
institution and help bring Lemhannas RI to
become a world-class institution in the year
2025.

he Social Security Organizing
Body (BPJS) has now replaced
several social security institutions
in Indonesia, which are state-owned health
insurance firm (PT. ASKES) which was turned
into Social Security Organizing Body (BPJS)
for Health Sector and Workers Insurance
Company (PT. JAMSOSTEK) which was turned
into BPJS for Manpower Sector.
The BPJS for Health Sector is basically
tasked with fulfilling the constitutional right
of every citizen to have a social security
scheme and provide a guarantee of social
protection and welfare for all Indonesian
people in the form of national health
insurance.
The quality of services of the BPJS
for Health Sector, as revealed during
a Roundtable Discussion which was
organized by the Directorate of Social
and Cultural Studies of the Deputy Office
for Strategic Studies of Lemhannas RI,
still needs to be futher improved. The
event held on Wednesday (19/3) raised
the theme “Improving the Quality of
Health Services through BPJS in Order
to Improve Competitiveness of Human
Resources in the Context of National
Resilience”.
Held on the 4th Floor of Astagatra
Building in Lemhannas RI, the event was
opened by Prof. Dr. Budi Susilo Soepandji,
DEA. In his opening remark, the Governor
conveyed that health was one of the
elements of social welfare which ought
to be provided, in line with the ideals
and purposes of Indonesia’s national
development. The state’s commitment in
providing health insurance is set out in the
1945 Constitution, particularly in Article 28a,
Article 34 paragraph 2, and the Law No. 40
of 2004.
However, the BPJS, as a new system,
is still fraught with many obstacles in
its implementation in providing health
insurance scheme to all citizens, including
the lack of comprehensive regulations
to anticipate the technical aspects of
the implementation, the people’s lack of
awareness of the duties and functions of BPJS
and the lack of facilities and infrastructure
needed for such a program.
It is feared that such obstacles will
hinder the achievement of the ultimate goal
of the implementation of the national health
insurance, which is to reduce the mortality
rate. Moreover, there has been an increase
in the number of patients which are not yet
matched with the increase in facilities and
infrastructure of the hospitals.
Seeking a solution to these problems,
Lemhannas RI conducted a study on the
optimalization of the role of BPJS by inviting
experts, bureaucrats, health practitioners
and health observers through a roundtable
discussion. The keynote speakers were
Deputy Minister of Health Dr. Ali Ghufron
Mukti, M.Sc., Ph.D; President Director of
Social Security Provider Dr. dr. Fachmi Idris,
M.Kes, and the Indonesian Consumers
Foundation for Health (YPKKI) dr. Marius
Widjajarta, S.E.
While the panelists at the event
included the General Chairman of Indonesian
Medical Doctors Association dr. Zainal
Abidin, M.H; President Director of Jakarta
Islamic Hospital dr. Prastowo Sidi Pramono,
SpA; Prof. Budi Hidayat, SKM., MPPM., Ph.D
from the Faculty of Public Health of the
University of Indonesia; Senior Analyst in
Economic Affairs of Lemhannas RI Prof. Dr.
Miyasto, SU., and the Head of Cipto Mangun
Kusumo Hospital Dr. dr. Czeresna Heriawan

At the end of the event, the Governor

Seeking Solutions and Preparing Strategy for the
Implementation of BPJS Health

he Ministry of the Empowerment of State Apparatus and
Bureucratic Reforms (PANRB), through the Deputy Minister
Ministry PANRB Eko Prasojo, opened the Forum of the
Government Public Relations Coordinating Body (Bakohumas) on
Tuesday, March 11, 2014.
The seminar held at the Sahid Hotel, Jakarta, was attended by
about 105 public relations officials from ministries and government
institutions, including those from the National Resilience Institute of
the Republic of Indonesia (Lemhannas RI).
On the occasion, Eko Prasojo said that the role of public relations
was very important in accelerating bureaucratic reform. According to
him, many people and stakeholders still did not fully know yet about
bureaucratic reform. Therefore, it was the role of the government
public relations, both in ministries, government institutions, or local
governments, he added, to spread the word about the bureaucratic
reform movement to the stakeholders and community.
Anyone belonging to the Government Public Relations
Coordinating Body (Bakohumas) is expected to have a common
perception of the bureaucratic reform. Right now, there is no any other
choice but to carry out the bureaucratic reform which will determine
the future of the nation, said the Secretary of the Empowerment of
State Apparatus and Bureucratic Reforms (PANRB) Tasdik Kinanto in
his speech at the closing of the Bakohumas seminar with the theme
Bureaucratic Reform Acceleration Movement, in Jakarta.
The movement of bureaucratic reform should be further
accelerated so that Indonesian bureaucracy is not left behind by
other countries. To that end, a huge commitment is needed of all
elements of the nation, including from public relations officials that
should be at the forefront of reform. “If the reform fails, the fate of the
nation will be at stake!” affirmed Tasdik.
Tasdik likened bureaucracy to a train that was required to run
fast so that it would not be left running behind by another train.
“Trains that become damaged need to be repaired immediately, right
from the front carriage to the last”, he said.
Therefore, Lemhannas RI, as one of the government institutions,
has also carried out bureaucratic reform in its organization in order to
create good governance in performing its basic duties and functions,
including the mission to bring it to a world-class institution level.

on the issue. According to him, BPJS had a
strategic significance which might affect the
national resilience with regard to the drug
crisis being faced by hospitals and the open
possibility for private/foreign investors to
invest in Indonesia with capital composition
of up to 70%. “We should not bow to pressure
from the “global godfather” he said, adding
that drugs were a strategic commodity
that could undermine national resilience
if controlled by foreign parties. Doctors,
paramedical officers and government
need to sit together to find solutions to the
problems of health workers shortage.
