DHS Geospatial Data Model

Background

– Post September 11, 2001

• All levels of Government under increased pressure to overcome barriers to information sharing

– Geospatial information sharing no exception

– April 2006 DHS Geospatial Management Office (DHS GMO) launched

DHS Geospatial Data Model (DHS GDM) development

• In Enterprise Architecture terms, a LOGICAL Data Reference Model

• Version 1.1 released for review and comment June 2006

• Version 1.2 released for review and comment May 2007

DHS Goals

– Provide the homeland security community a foundational building block for geospatial interoperability and information sharing

• Non-FOUO

– Provide the GIS vendor community a logical data model from which to implement PHYSICAL data models

– Provide the homeland security partnership community a logical data model from which to implement PHYSICAL data models

• Geospatial information sharing add-ons to existing business systems

DHS Goals

– Significantly enhance the National Information Exchange Model (NIEM) through development of the NIEM Geospatial Insertion Package (DHS GDM)

• NIEM complies with the Homeland Security Presidential Directive-5 (HSPD-5)

– HSPD-5 assigns DHS Secretary role of principal federal official for domestic incident management

– Establish a baseline for implementation by DHS Components and Agencies

• Supports DHS move toward Geospatial Services Oriented Architecture

• Baseline reference for a geospatial metadata registry

• Template for sharing geospatial datasets

• Cost-reduction driver to eliminate duplication

• Standardized acquisitions & outsourcing template

• Template for common operating views & standard briefing presentations

DHS Goals

– Encourage homeland security partners to use the DHS GDM

• Source to understand the data needs and content of interest to homeland security community

– Gain non-mandatory FGDC recognition of the DHS GDM

• Engage FGDC Homeland Security Working Group for public vetting

• Strengthen the model through empirical development

General Approach to Data Model Construction

– At all times, use National standards-based data constructs over proprietary constructs

• Follow Universal Modeling Language (UML) practices in the FGDC Framework Standard

• Follow ISO 19103 (Conceptual Schema Language) guidelines

• Follow FGDC guidance to build logical models with a “package of packages” hierarchical structure

– Generate and share associated documentation

• UML model

• Data dictionary following FGDC guidance and ISO 11179-3

• Model description document
