7, the Purchaser / DDOs may require the contractor to furnish a security deposit which shall be made after issue of the acceptance of the supply order within the period specified by the purchaser / DDOs. Such security deposit shall not ordinarily exceed 3% . The security shall be in form of Demand Drafts issued by any of the Scheduled Commercial Banks. No other form of security is to be accepted. The security deposit amount is to be refunded after successful completion of the supply.

alternators to be used by them for each rating of the items to the concerned D(QA) at the time of inspection, clearly identifying Make, Model and Ratings of the item tested. The type test Report shall be from any govt. laboratory or the type tests witnessed and duly certified by concerned D (QA) The Test report of three phase alternators shall cover unbalanced Load Test as per Clause 24 of IS: 133664/Pt.2/92 as applicable.

2. DG Sets shall meet the requirement of Environmental (Protection) rules 1986 as laid down by Min. of Environments & Forests read with GSR 371 (E) dated 17.05.2002 & GSR 520 (E) dated 01.07.2003 in respect of emission norms for the engine which come into effect from 01.07.2004 & in respect of noise level norms for the DG sets which come into effect on 01.01.2005 RC HOLDERS shall furnish with their offers, copy of type approval certificate form an authorized agency in prescribed format for compliance to emission norms and noise level norms for each model of DG sets offer giving details of model no. of the engine models (s) and alternator model (s) for which such approval is applicable.

3. RC Holders shall quote separately for commissioning of the complete DG set at consignee? end for each

item quoted by them, if any. 4. Installation, testing and commissioning of the complete DG set at consignee ? end shall be completed

within two months from the date of confirmation received form consignee that the ground and foundation work has been completed .

5. RC HOLDERS shall furnish list of authorized service centers throughout the country with complete address, telephone number, fax and email etc.

6. RC HOLDERS shall quote only for a particular make of engines as well as alternators for a particular

rating of DG Set as per clause 10 of General Technical Requirements. They will furnish an authority from the manufacturer of the engines as well as the alternators along with the tender.

2. DG Sets shall meet the requirement of Environmental (Protection) rules 1986 as laid down by Min. of

3. Diesel Engine and Alternator shall be closely coupled or provided with flexible coupling and mounted

on a base plate of robust construction. The acoustic enclosure of DG set shall be made of CRC sheet of thickness 2mm.

4. Alternator : The Alternator shall have rated frequency 50 Hz, rated speed 1500 RPM. And 0.8 pf

lagging. Rated power, rated voltage and class of insulation shall be class F (min). The alternator shall be self regulated, screen protected drip proof and shall conform to IS:13364 (Pt.2)/92 with voltage regulation grade VG2. The Degree of protection shall be IP-21 (min.) as per IS: 4691/85.

5. Diesel Engine: The Diesel Engine shall be water cooled, electric start developing suitable B.H.P output

at 1500 RPM to enable alternator to give required continuous KVA output at 0.8 p.f. lagging at N.T.P. conditions. The Diesel Engine should be capable of providing 10% overload for one hour for every 11 hours continuous running at full load. The Diesel Engine shall conform to IS: 10002:1981 or BS 5514 The Diesel Engine shall be complete with the following accessories :-

i. Fuel tank with capacity for 8 hours continuous running of DG Set at full load or 990 Ltrs whichever is less.

ii. Air Cleaner. iii. Flywheel dynamically balanced. iv. Exhaust silencer

Standard set of tools and spares for periodic maintenance. vii. 12V or 24V starting system complete with Dynamo or charging alternator and Cutout. viii. Lead Acid Batteries of suitable ratings with connecting cables. The batteries shall be supplied in the

uncharged conditions and conforming to the relevant IS Specifications. ix. Engine instrument Panel consisting of starting switch with Key, water temp. gauge, Lube Oil pressure

gauge, R.P.M indicator and hour meter. x. Safety controls for low lube oil pressure, high water temperature and over speed. xi. Radiators for water cooled Engines. 6. Standard for water Panel The control Panel shall be fabricated from steel of 2.0 mm thick minimum duly pretreated using 7 tank

process and powder coated aesthetically finished. The Control Panel shall be dust and vermin proof, floor mounted or wall mounted type with degree of protection IP-41 (min) as per IS: 1397 (part-1)/1993 The Control Panel shall have the following instruments :-

a) Composite meter for digital display of:- i) Voltage ii) Current. iii) Frequency iv) Power Factor. v) Energy in KWH vi) Load in KW b. One MCCB for rating up to 360 KVA and ACB for beyond 360 KVA c. Rectangular aluminum bus bars (one number for each phase, neutral and ear thing terminal ) of adequate

ratings duly colour coded with heat shrinkable PVC sleeves. d. Pilot lamps the three numbers. e. Battery charger complete with voltage regulator, voltmeter and ammeter. f. Instrument & Control HRC Fuses. All the components in the control panel are properly mounted, duly

wired and labeled. Suitable terminals are to be provided for panel incoming and outgoing connections. The instruments/Components shall be of reputed make and shall also conform to the relevant IS Specifications.

7. AMF Control Panel : Automatic mains failure (AMF) Microprocessor based control panel shall be able start up the DG set

and transfer the load to the DG sets on mains failure automatically within specified time interval without requiring any human intervention. Similarly on restoration of mains supply it shall be able to transfer the load to mains supply and switch off the DG set within specified time interval automatically. The AMF control Panel shall be fabricated from steel sheet of 2 mm thick minimum duly pretreated and aesthetically finished. The Control Panel shall be dust and vermin proof, floor mounted or wall mounted type with degree of protection Ip-41 (min) as per IS: 13947 (part-1) : 1993 The AMF Control Panel shall have the following instruments :-

a) Microprocessor based relay with composite meter for digital display of :- i) Voltage. ii) Current

iii) Frequency iv) Power Factor v) Energy in KWH vi) Load in KW



b) Mode selector switch for setting the panel on any one position such as off or auto or manual, or test. c) Engine On/off switch (push button type). d) Rectangular aluminum bus bars (one number for each phase, neutral and ear thing terminal) of adequate

ratings duly colour coded with heat shrinkable PVC sleeves. e) Two numbers of contactors of suitable rating (one for DG set & one for AC mains) up to 360 KVA &

ACB above 360 KVA. f) Pilot lamps three numbers g) Battery charger complete with voltage regulator, float or booster elector switch, on-off switch, voltmeter

and ammeter for charging the battery from Mains. This will be in addition to the battery charging alternator fitted on the engine.

h) Instrument & Control HRC Fuses. i) Five number indicating lamps to indicate mains low, load on mains, set running, load on set and battery

on. j) Audio, load alarm for Low lubricating oil pressure High water temperature, High cylinder head

temperature, Start failure, and DG over Load. Any other witch, instrument, relay or contactor etc essential for. Smooth and trouble free functioning of DG set with AMF panel. (To be specified by the RC HOLDERS in their offer with complete detail of the item).

8. The suppliers shall provide the test facilities for the following tests in their works at the time of initial inspection to DGS&D inspecting officer :-

i) The D.G. set should be checked for alignment before subjecting it to load tests. ii) Lateral deviation in alignment of coupling should not exceed 25 microns at any place.

iii) Voltage regulation test. iv) Full load test for 3 hours at rated p.f. v) 10% overload test for 1 hour after the full load test. vi) High Voltage test at 2 K.V. for one minute after the load tests. If for certain reasons the High

Voltage Test has to be repeated, the same may be done at 80% of the specified value. vii) Insulation Resistance test. The insulation resistance shall be measured with a D.C. Voltage of about

500 volts applied for a sufficient time for the reading of the indicator to become steady. The insulation resistance shall not be less than 10 mega ohm when measured after the application of High Voltage test.

viii) Checking for the trouble free starting and oil leakages ix) The sets should not vibrate badly during the loads running test with the base kept free, the base not

bolted to any structure or foundation x) High Voltage and insulation resistance test should be conducted on Alternator as well as control

panel after the load tests. xi) The Control panel should be checked for functional requirement and completeness as per contract

specification. 9. The supplier shall show the performance of the D.G sets with the full load at the consignees ends

during final inspection at the consignees end to the DGS&D Inspecting officer. However this above test will be dispensed provided after initial inspection the DG set will not be dismantled/disassembled and dispatched in the same condition as it was tested.

10. Approved make of Engine and Alternator shall be registered in DGS&D & NSIC Registration during the submission of bid.

11. The suppliers shall get general arrangement drawings approved from the indenter or consignee before supply of the system. General arrangement drawing shall show all the parts of the DG Set with their fixing and wiring arrangements..

12. The suppliers shall be required to supply two sets of instruction manual to the consignee without any extra cost. Instruction manual shall contain the following details,

(i) Installation instruction, mounting/-fixing details of each part of the system, handling recommendations and safety precautions



(ii) Preventive maintenance instructions . 13. The suppliers shall furnish list of authorized service Centers throughout the country with complete
