2.1. Objectives and focus of the studyO

bjec

tives

To support a fitness check of the EU (Fresh) Water Policy in order to identify “excessive burdens, overlaps, gaps, inconsistencies and/or obsolete measures which may have appeared over time” and could impede upon efficient, effective and consistent water policy implementation, as stated in the Work Programme for 2010.

Examine the extent to which the EU (Fresh) Water Policy instruments have contributed to achieve the EU objectives and the way the instruments work together.

Focu

s

Map and synthesize all objectives and instruments.

Analyse the coherence and robustness of the EU water policy.

Use an integrated evaluation approach focusing on the inter-linkages with other policy areas

Identify drivers of & barriers to implementa-tion.

Focus on specific aspects related to infringement and compliance.
