DEVELOPMENT PROPOSALS A. GOALS, OBJECTIVES AND TARGETS OF THE TOWN PLAN The goals of the five (5) year Socio-Economic and Physical Development Plan of the town are the upliftment/enhancement of the quality of life of all Alaminians through the creation of more livelihood opportunities, the provision of basic services and facilities and the realization of the full potential of man as a resource, management resources enhancement of environment quality through comprehensive development planning of the municipality. I. GOALS The goals per sector are: A. ECONOMIC SECTOR A.1 AGRICULTURE By the year 2004, a new bread of entreprenuoring farmers/fisherfolks of Alaminos shall have emerge from within its profile knowledgeable and industrious, armed with the latest useful form of technologies creating an enviable situation of sustainable food production, lessening poverty and offering more jobs and opening new avenues of opportunities yet remain to be environmental friendly, co-existing with others enjoying the fruits of a highly Agri-industrial community of the City of Alaminos. DEVELOPMENT PROPOSALS A. GOALS, OBJECTIVES AND TARGETS OF THE TOWN PLAN The goals of the five (5) year Socio-Economic and Physical Development Plan of the town are the upliftment/enhancement of the quality of life of all Alaminians through the creation of more livelihood opportunities, the provision of basic services and facilities and the realization of the full potential of man as a resource, management resources enhancement of environment quality through comprehensive development planning of the municipality. I. GOALS

The goals per sector are:

A. ECONOMIC SECTOR

A.1 AGRICULTURE

By the year 2004, a new bread of entreprenuoring farmers/fisherfolks of Alaminos shall have emerge from within its profile knowledgeable and industrious, armed with the latest useful form of technologies creating an enviable situation of sustainable food production, lessening poverty and offering more jobs and opening new avenues of opportunities yet remain to be environmental friendly, co-existing with others enjoying the fruits of a highly Agri-industrial community of the City of Alaminos.

A.1.1 To maximize Agricultural productivity.

A.1.2 To ensure the long term sustainability of the agricultural resource bases.

A.2 INDUSTRY

A.2.1 To promote and enhance industrial growth in the municipality.

B.1.1 To establish a comprehensive functional transportation network in the municipality. B.2 Communication

B.2.1 To coordinate with the different communication/Telecommunication companies doing their business in town to encourage them to provide adequate and efficient communication facilities and services.

B.3 Power

B.3.1 To maintain and provide adequate and efficient power services and facilities to the municipality. B.4 Water

B.4.1 To provide adequate water supply for the whole municipality by the year 2004. B.5 Shelter

B.4.1 To improve the housing condition of Alaminos. B.4.1 To provide housing the majority of the middle and low income population in the municipality.

C. SOCIAL SERVICES SECTOR

C.1 Health

C.1.1 To improve the health status of the community at 2004 by increasing health service coverage. C.2 Education

C.2.1 To provide education for all/every individual in order to attain his potential as a human being enhance the quality of individual and group particularly in the basic function of society and acquire the essential education foundation for his development into a productive citizens.

C.3 Protective Services

C.3.1 To improve the peace and order situation in the municipality. C.4 Social Welfare Services

C.4.1 To provide interventions/opportunities that will uplift the living conditions of the distressed and disadvantage individuals, families, groups and communities and enable them to become self-reliant and actively participate in national development.

C.5 Sports and Recreation

C.5.1 To promote sports and recreation thereby promoting the physical well-being of all residents of Alaminos. C.5.2 Youth empowerment as envisioned in the New Local Government Code of 1991.

D. ENVIRONMENTAL MANAGEMENT SECTOR

D.1 To improve the quality of life and environment in the municipality.

E. COASTAL MANAGEMENT

E.1 To develop, protect, rehabilitate and conserve coastal resources for its efficient use and management. F. POLITICAL AND LOCAL ADMINISTRATION

F.1 To develop an effective and efficient local government machinery to meet the increasing demands for services by the people. F.2 To generate sufficient income to support various development programs by pursuing its mission/vision to make Alaminos a competent city

within the planning period (1999-2004). II. OBJECTIVES

A. ECONOMIC SECTOR A.1 AGRICULTURE

a. To be able to transform this municipality into an Agri-business center emphasizing the role of farmers and fisherfolks in economic development for the next five years.

b. To attain sufficiency in food.

c. To attain surplus production in vegetable, root crops and fruits.

d. To increase livestock and poultry production and construct more farm to market road, irrigation canals, small farm reservoir and

agricultural support facilities.

A.2 INDUSTRY

a. To provide assistance in the field of financial, marketing and technical matters to existing industries in handicraft, shellcraft, salt, hallow blocks making by the year 2000-2004

b. To encourage/motivate the townspeople engage in home based/small scale industries within the planning period. c. To promote/enhance the development of cooperative and avail of the loan assistance from the government as well as from the private

sector.

d. To provide/allocate at least 59.67 has. for industrial development by the year 2004.

A.3 COMMERCE

a. To encourage the expansion of commercial activities in identified growth centers or urban barangays like Palamis, Tanaytay, Pocalpocal. San Vicente, Magsaysay, Lucap, Alos, Telbang, and Amangbangan.

b. To acquire at least one (1) hectare as market expansion to house the wet (fish, meat, salted fish section).

c. To acquire another one (1) hectares for the bagsakan area like the City of Urdaneta.

d. To provide adequate (centralize) parking area for all kinds of vehicles in the business district with an area of at least one (1) hectare.

e. To improve further the market extension.

f. To improve further the slaughterhouse and cattle market.

A.4 TOURISM

a. To encourage the improvement of services being offered by business establishment in the municipality by conducting training and employing local personnel in restaurant and hotel services.

b. To develop and maintain new tourist potential/areas in the municipality. c. To lure local as well foreign tourist to visit these areas.

d. To construct tourism facilities needed such as recreational facilities, restaurant/eateries, hotels, etc.

B. INFRASTRUCTURE SECTOR B.1 TRANSPORTATION

a. To formulate municipal sound policies and national use of main thoroughfares in the municipality by public utility vehicles.

b. To provide efficient and adequate transportation facilities. B.2 COMMUNICATION

a. To encourage Philippine Postal Corporation to employ additional eight (8) Mail Carriers and two (2) Mail Sorters by the end of the planning period 2004.

b. To encourage Philippine Postal Corporation to install additional mail boxes in town and in urban barangays within the next 2-3 years.

c. To encourage/attract more investor or private communication companies to establish branches in Alaminos within the next five years.

d. To encourage the introduction/development of Modern Telephone Service System in town.

B.3 POWER

a. To remove/improve existing lines and install or replace it with new lines to maintain the standard voltage by the year 2004. b. Installation of additional and more durable transformer especially in far flung barangays within the planning period (1999-2004).

c. To encourage the improvement of services extended by the Electric Cooperative to the consumer regardless of type.

d. To provide electric power to all households in the unserved sitios in the municipality within the planning period.

e. To adopt energy/conservation programs to be participated in by all consumers by 2004.

B.4 WATER

a. To tap/develop and maintain all existing/on-going and new water system/sources in the municipality.

B.5 SHELTER a. To provide adequate, affordable housing to families belonging to the low and middle income households in the municipality. C. SOCIAL SERVICES

C.1 HEALTH

a. To decrease the incidence of infectious diseases. b. To decrease the prevalence of PTB from 6.6/100 pop. To 1/1000 pop.

c. To decrease the mortality rate of PTB from 45.6/100,000 population to 10,000 pop.

d. To decrease the mortality rate of CVD from 88.3/100,000 population to 10/10,000.

e. To increase the number of manpower per corresponding increase in population.

f. To uplift the poor environmental sanitation.

g. To maintain low malnutrition incidence.

h. To maintain a satisfactory performance on other DOH program.

C.2 EDUCATION

a. To improve existing school building, construct new ones and provide adequate and comfortable classrooms, facilities and services in control schools, San Vicente, Telbang, Alos and Bued Elementary Schools.

b. To develop skills in numeracy, communication and crafts among the school age population. c. To upgrade the quality of education in the elementary and secondary through continuing staff development and trainings. d. To facilitate the re-entry of school drop-outs into the education system. e. To provide workshops in Telbang Elementary and Popantay Elementary School and other schools where there are none.

C.3 PROTECTIVE SERVICES

a. To elicit maximum citizens participation in the prevention of crimes and delinquencies. b. To increase the number of Policemen/Firemen.

c. To improve existing protective facilities.

d. To acquire fire fighting equipments to meet the needs of the growing population.

e. To increase the awareness of the community residents in the prevention techniques/measure.

C.4 SOCIAL WELFARE SERVICES

a. To care, protect and rehabilitate the socially disabled constituents and the physically and mentally handicapped for effective social functioning.

b. To provide and integrated welfare packages to its constituents on the basis of their needs and coordinate the service facilities required

from such department/agencies, governmental and non-governmental which can best provide them.

c. To arrest the further deterioration of the socially disabling or dehumanizing conditions of the disadvantage segment of the population at the community level; and

d. To advocate for policies and measure addressing social welfare concern.

C.5 SPORTS AND RECREATION

a. Strengthening of the Sangguniang Kabataan in all the 39 barangays as a potent force to change. b. To safeguard and protect the rights and possible venture of the youth that are geared to spurt economic and political growth.

c. Promotion of Social and Cultural activities as a way of encouraging gifted youths to bring out their talents.

d. To revitalize Sports Development Program of the Youth.

e. To hold regular inter-barangay tournaments and other sports activities every year starting 2000-2004.

f. To provide/construct more sports facilities per barangay through self-help project by 2004.

D. ENVIRONMENTAL MANAGEMENT SECTOR

a. To be able to further upgrade the existing conditions in the municipality through proper garbage disposal and sanitation practices thru recycling method.

b. To be able to minimize floods along flood prone areas by constructing flood control system and dredging the mouth of the Alaminos

River and its tributaries.

c. To require all households who have not toilet facilities to construct their own.

d. To conduct educational and information dissemination campaign on proper resource utilization and provide alternative livelihood activities especially in the coastal areas.

E. COASTAL MANAGEMENT

a. To regreen all identified denuded areas within the planning period.

b. To develop more fish sanctuaries in the area.

c. To continue the reforestation of identified but abandoned mangrove areas.

d. To rehabilitate the coastal resources to its original status.

e. To encourage the private sector to develop coastal resources.

f. To establish more demo-farm in the coastal area.

g. To encourage tourism oriented establishment to improve their services.

h. To lure more foreign as well as local tourists to visit these areas.

i. To encourage NGO’s to participate in the management, conservation, development and rehabilitation our coastal resources.

F. POLITICAL AND LOCAL ADMINISTRATION

i. To develop an effective and efficient manpower in the municipal government which can render maximum and high quality of public service.

j. To generate additional income to support the current and future development need of the municipality through strict enforement of

revenue laws. III. TARGETS

A. ECONOMIC SECTOR A.1 AGRICULTURE

1.1 To increase the income of farmers/fisherfolks by 50% with the planning period through adoption of new technology and crop diversification.

1.2 To increase the production level by 25% from 100 cavans to 125 cavans per hectare by the year 2004. 1.3 To increase production in vegetables, root crops, fruits, meat, fish, livestock and poultry products to meet the food requirements by

the year 2004. 1.4 To irrigate all the potential irrigable areas in barangays San Vicente, Pocalpocal, Bued, Lucap, Magsaysay, Amandiego, Pogo, San

Jose, Polo, Inerangan and other potentially irrigable areas. 1.5 Double the number of Agricultural Technicians/Technologist from the present 17 to 34 so that all barangays could be served

properly.

1.6 At least 80% of the total number of farmers/fisherfolks should be provided with credit loan assistance. 1.7 To construct a new Public Market and further improve the cattle/Slaughterhouse as outlet of agricultural products of the town and

other municipalities of the Western Pangasinan.

3.1 Construction of all weather road from Poblacion to the tourism areas within the planning period. 3.2 Construction of tourist facilities such as hotels, cottages, recreational houses, bathrooms within the planning period. 3.3 Electrification of these areas within the planning period. 3.4 To provide efficient water facilities in these areas within the planning period. 3.5 Increase the income of this establishment by P10,000 and lure 50-100 additional tourist personnel.

B.1 TRANSPORTATION

1.1 To improve the accessibility of agricultural by upgrading/asphalting the present rural road (249,249 kms.) within the planning period.

1.2 To further upgrade/concreting all timber bridges in the 12 barangays with total length of 208 linear meters.

B.2 COMMUNICATION

4.1 The local government will coordinate and request assistance with Department of Public Work and Highways and other agencies for the construction of one (1) and artesian well each in every barangay not being served by the Alaminos Water District.

4.2 To coordinate with local water utilities administration/National Water Resources Council for the development expansion program of

the Alaminos Water District. B.5 SHELTER 5.1 To cut down housing backlog by 50% by the end of the planning period. 5.2 To increase the residential land requirement by 289 has. by the year 2004. C. SOCIAL SERVICES

C.2 EDUCATION 2.1 Construction of one (1) high school building each in Barangay Inerangan and Cayucay. 2.2 To repair/renovate/rehabilitate these school buildings mentioned in Tables 3-3C. 2.3 To construct new buildings/rooms to replace those dilapidated ones as in barangay Alos. 2.4 Construction of Home Economics buildings in schools where there are none. C.3 PROTECTIVE SERVICE 3.1 To acquire one (1) Patrol Jeep or Patrol Car. 3.2 To acquire two (2) firetrucks. 3.3 To construct additional Jail space. 3.4 To purchase additional police equipments firearms, communication facilities. 3.5 To establish five (5) Police Substation in Lucap, Telbang, Cabatuan, Inerangan and Alos. 3.6 To conduct regular information dissemination campaign on fire prevention measures annually. 5.1 To construct one (1) basketball court in each of the first fifteen (15) barangays in the municipality within the first two years of the planning period.

5.2 To construct one (1) tennis court in each of the seven (7) Urban barangay except Poblacion. 5.3 To construct one more children’s park in Poblacion witin the first three years of the planning period. 5.4 To construct one (1) gymnasium in town to be the center of all sport/recreational activities with provision for necessary facilities

with the first two years of the planning period. 5.5 To construct with the aid of the barangay residents a neighborhood park at barangay Magsaysay within the last two (2) years of the

planning period. D. ENVIRONMENTAL MANAGEMENT

D.1 To require all households to have water sealed and flush toilets by 2004. D.2 To construct flood control system along flood prone areas and in all barangays traverse by the Alaminos River.

D.3 To dredge the mouth of the Alaminos River and its tributaries. D.4 To improve/concrete all drainage canals especially in the urban areas.

D.5 To improve garbage disposal system in the public market. D.6 To introduce more viable livelihood projects/programs in the coastal areas within the planning period. D.7 To be able to modernize the municipal abattoir by 2004. D.8 To be able to reduce the number of individuals/illegal fishers/farmers whose activities contributes to the fast degradation of the

environmentally critical areas in the municipality by 2000. E. COASTAL MANAGEMENT

E.1 To increase fisherman’s catch for 3.64 to 10 kilos per day within the planning period. E.2 To reduce the number of fisherfolk in the area by providing more alternative livelihood. E.3 To increase fish production (bangus) from 3.5 to 5 m. tons per year at an average of 3 croppings a year. E.4 To reforest 50 has. of mangrove areas within the planning period. E.5 To reduce the number of illegal activity to 20% within the planning period. E.6 To encourage the private sector to develop those identified. E.7 To organize six (6) FARMC into an association to assist LGU, monitor activities in the coastal areas.

F. POLITICAL & LOCAL ADMINISTRATION

F.1 Information-dissemination of New Local Government Code and the Amended Revenue Code of the municipality. F.2 To fill-up all mandatory positions and also some optional positions which is necessary to improve the services of the public. F.3 To send employees to relevant training to make them competent and knowledgeable to their jobs within the planning period.

F.4 Upgrading of position/salaries of employees by 2004.

Enterprise Management. IV. B INTEGRATION OF PLANNING STUDIES

1. FUNCTIONAL ROLE OF ALAMINOS

The municipality of Alaminos is among the growth centers in Region I. In July 1991, based on the Provision of Sec. 9 of Executive Order No. 249 and Section 1 (c) of Finance Department Order No. 24-27, the town was reclassified from 3rd to 1st class municipality, the 3rd

in the province. It is the number one tourist attraction town of the province due to the development of the Hundred Islands.

Alaminos is also the center of trade and commerce in Western Pangasinan. Traders and businessmen from different municipalities come to invest in the municipality which triggered its rapid development. Neighboring towns in Western Pangasinan get their agricultural as well as their commercial goods from Alaminos being more proximate than other growth center in the province like Dagupan City. These increasing commercial activities needed more facilities and services to meet the demand of the fast growing population. Indeed, Alaminos, is a star municipality of Pangasinan.

2. DEVELOPMENT REQUIREMENTS

Basic services and facilities requirement of the present and projected population of Alaminos include: 2.1 Sectoral Requirements: After a throrough study of all sectors, agricultural development and the identification of potential industries followed by other sectoral needs are seen as priority concern in the development proposals.

2.2 Strong Politico-Administrative Machinery: A strong politico-administrative machinery is necessary for the successful implementation of the town plan, hence this must be given priority concern. The strengthening of the Municipal Development Council must be given priority attention. This body can help in planning for the total development of the municipality and a forum for citizen participation. 2.3 Expansion of livelihood opportunities: In order to improve the quality of life and increase family income livelihood opportunities must be expanded. Special attention must be given to this endeavor. Livestock and swine raising, meat and food processing, basket making, furniture, brick and pottery making among others maybe expanded through loan assistance.

3. DEVELOPMENT RESOURCE OPPORTUNITIES 3.1 Location and Topography:

Alaminos is 56 kms. and 45 kms. west of Dagupan City and Lingayen, the capital town of Pangasinan, respectively. It is 240 kms. north of Manila and 200 kms. north of Olongapo City. It is the center of Trade and Commerce in Western Pangasinan. It is strategically located along national highway going to Zambales and Bolinao, Pangasinan. It is the home of one of the famous tourist spot of the world, Hundred Islands. Its public market which is, likewise located along the national highway and at the center of the commercial district serves the towns of Mabini, Burgos, Dasol, Agno, Bani, Bolinao and Anda, Pangasinan. Its accessible to al kinds of land transportation.

Its topography is likewise favorable to development. It is predominantly flat, which can be considered as resource opportunity for urban

expansion simultaneous to the maintenance of agricultural activities. Planning the use of this favorable topography required balance/conservation/preservation of prime agricultural lands and urban area. 3.2 Soil Suitability and Land Capability:

Existing soil types and land capability class A & C are suitable for rice production and class Y and M are suitable for

recreation/reforestation while the latter is good for grazing and forestry if well managed. This resource opportunity however, should consider agricultural productivity goals, requiring land use planning.

3.3 Agro-Industrial Development: Though there are no complete data of raw material resource, certain industries are identified as potential base for agro-industries such as bamboo crafts, mushrooms culture and salt making. 3.4 Financial Resources: Alaminos is a 1st

class municipality with an income of P57,648,901.07. With all its financial resources fully tapped, it can generate additional income to finance its future development projects provided that the resources are allocated wisely and judiciously.

4. DEVELOPMENT CONSTRAINTS:

There are development constraints which limit the attainment of the goals and objectives setforth in the plan. These are the following: 4.1 Flood Prone Areas There are 11 barangays in the municipality which are flood prone areas. These are the barangays traversed by the Alaminos/Tagoong River. Some of this barangay are isolated when flood occurs. The occurrence of floods destroy crops and properties in these barangays. 4.2 High cost of investment in the expansion/construction of irrigation facilities may be a deterrent to the attainment of increase agricultural production. 4.3 High cost in investment in the construction of the public market and improvement of slaughterhouse is a deterrent to the attainment of increase income in these sector.

5. GUIDELINES AND POLICY CONSTRAINTS TO DEVELOPMENT

5.1 Consistency with Regional Level Plan The development proposals consider the need to align the plans and programs for Alaminos with the regional plan for socio-economi and physical development. Specifically, the regional development call for Alaminos as a satellite town to a sub-regional center which is Dagupan City.

However, considering that Dagupan City can hardly accommodate the urban requirements of its influence are, Alaminos is proposed to compliment Dagupan City in its urban center role. 5.2 Laws, Standards, Rule and Regulations Governing Land Use Development: Proposals for the physical development of Alaminos, shall likewise conform with the legal basis of land use development. Specifically, among these land use development legal constraints include: 5.2.1 Implementing Rules and Standards of P.D. 933 and Executive Order 648 These two legal basis provides that standards, rules and regulations on zoning and land use shall be promulgated by the Housing and Land Use Regulatory Board as basis in the formulation of land use plans and zoning ordinances of local government. In the preparation of the development proposals herein, said standards, locational guidelines and rules and regulations were considered. 5.2.2 Implementing Rules of P.D 815 This Presidential Decree aims at regulating the conversion of rice and corn lands covered by operation Land Transfer into urban uses with the rationale of protecting the beneficiaries of the Land Reform Program and of conserving prime agricultural lands. 5.2.3 P.D. No. 1067 otherwise know as the Water Code of the Philippines This code is considered in seeing the protection of waterways and the municipality as it provide among other the following: 1) Art. 51, 2) Rule II Section 27, 3) Section 28. 5.2.4 P.D. No. 856 Sanitation Code of the Philippines This Code is likewise considered in studying the location of development proposals having impact on health and sanitation. 5.2.5 P.D 1151 Philippine Environmental Policy Decree This decree is considered to ensure the consistency of development proposals with environmental policies.

6. PHYSICAL DEVELOPMENT AND STRATEGIES UTILIZED

6.1 Planning Concept on Land 6.1.1 Land as Ubiquitous Resources

This concept recognized the uniqueness of specific parcel of lands due to its own characteristics combination of location, soil, drainage, terrain, vegetation and use. Said uniqueness in attributed to the continuing but varying occurrence of phenomena, whether natural or man-made, to an specific parcel of land as distinguished from other parcels, as such, said ubiquitous is due to the interplay of sunlight, rainfall, wind, changing climate conditions, soil and improvements introduced by man. 6.1.2 Land as Space Land as space and farm is where life takes place and moves, making land a subject of various studies in geography or the study of distribution of variables in land as a space. As a space, land is deemed fixed in area only in exceptional cases does land increase in area such as reclamation. As a space, land is occupied and utilized for various purposes usually in continually increasing requirements. 6.1.3 Land as Location This concept considers the factor of land as a point in space wherein relative distance to other locations of different variables distributed in space are studied. Location is a major factor affecting the value and used of land. 6.1.4 Land as Property This concept considers the ownership rights of individuals and/or group. Within the context of the development proposals, the ownership right to use land as property is subject to the regulations of the state for the purpose of general welfare and the optimum and efficient use of land as resource. 6.2 Concepts and Principles on Land Use Planning 6.2.1 Highest/Best Optimum Use Land is ordinary considered at its highest and optimum use when its use is for that purpose or a combination of both which is has the highest comparative advantage or at least comparative disadvantage relative to other uses.

6.2.2 Compatible use A land use is considered compatible if said use could be in harmony with uses of land adjacent to the subject to the subject land use and as to the dominant land use within the vicinity of the subject lands. 6.2.3 Land as a limited fixed and as such must be manage for the welfare of all in accordance with the community’s operation as reflected in their development plan. 6.2.4 The environment provides man with life-supporting system and such it must be developed and conserved to enhance the quality of life. 6.2.5 Land must be used in most beneficial, rational and most efficient manner as to prevent the mixture of incompatible land uses, environmental hazard, slight depression and artificial scarcity of land resources. 6.2.6 There is a need for regulatory measures to promote the desired pattern of land use as proposed in this town plan. 6.2.7 The concept of Hierarchy of Settlements Settlements such as towns and barangays naturally developed in varying lands and degrees could be categorized into a hierarchial order of functions. Said natural development trend could however be altered by planning efforts and to effect a desired and efficient distribution of the hierarchial order of functions. 6.2.8 Growth Center Strategy This physical development strategy considers the situation of such limited resources not efficiently distributed in land as space. Due to this situation, levels and types of growth centers are identified and located equitably as delivery point for specific types of service facilities and resources opportunities to serve designated influence area in an efficient manner. 6.2.9 Radial Circumferential Pattern of Development This is a type of development strategy wherein the primary growth centers relate to the secondary centers and the secondary centers relate to each other in a circumferential network. The said network is usually connecting the centers as described.

7. STRATEGIC DEVELOPMENT PLANS AND POLICIES

7.1 Expansion of agricultural activities conservation of agricultural lands, construction and expansion of irrigation facilities and intoruction of high yielding varieties.

In line with the national policy, prime agricultural lands will conserved. The construction and expansion of the existing irrigation facilities to

cover potential irrigable areas will double if not triple agricultural produce, particularly rice production, thus necessarily increase the farmers income. The local government shall closely coordinate with the National Irrigation Administration and other concerned agencies on this matter.

The introduction of high yielding varieties, multiple cropping and backyard swine/livestock and poultry raising must be given priority

attention. These agricultural activities which will benefit and raise the income of farmers.

7.1 Development of Fishponds, Oyster, Shrimp/Prawn Culture and Lapu-Lapu Culture Fishpond culture is one of the major occupations of the residents of Polo, Pangapisan, Mona, Lucap, Bued, Sabanga, Pandan and Telbang.

Residents may use to the maximum, the fishponds by also engaging in shrimp/prawn culture. Some enterprising fishermen have gone into the development/construction of fish cages for lapu-lapu and bangus/milkfish culture.

The coastal waters of Mona is suitable for oyster and shrimp culture while that of Baleydaan, Lucap and Sabangan and Pandan are suitable

for lapu-lapu and bangus culture.

7.2 Expansion of Livestock Raising

The existing backyard cattle raising in Dulacac, Sta. Maria, Balayang and Bisocol shall be expanded to include other barangays like Amangbanga, San Roque, Pogo, Pandan, Linmansangan, Maawi and Telbang through the cattle dispersal/program of the government. The expansion of livestock raising in the above-mentioned barangays may increase family income.

7.3 Expansion of Home Industries

One of the components of this strategy is the identification of other potential home based industries and the marketing outlets. The expansion of existing industries like soap making, peanut brittle making, panocha, hollow blocks making will greatly increase family

income. The expansion shall be tied-up with available credit and loan assistance programs.

7.4 Expansion of Commercial Centers

The component of this strategy is to provide support facilities for the future requirements of commerce, like the acquisition of site for expansion of public market and the improvement of the livestock market.

7.5 Construction of Flood Control Structures

The construction of flood structures along the upper portion of the Alaminos River is a necessity and must be given top priority concern in

order to contain floods and further erosion of soils. The flood control dike will be constructed in Cabatuan, Balangobong, Palamis-Tucoc and Pangapisan. The mouth and tributaries of the

Alaminos River/Tagoong River will be dredge and appropriate drainage structures will be constructed.

7.6 Expansion of Water Service

With growing population, adequate and potable water supply should be provided, hence the need to expand the water services to all barangays. Also the need of the commercial and industrial sector is taken into consideration in the expansion of water services.

7.7 Politico Administrative Machinery

The various offices of the municipal government must be fully staffed by the end of 2004 in accordance with the provisions of R.A. 6758 in

implementing the Revised Compensation and Position classification system in the local government. This is vital to effectivity serve the increasing demands for the services of the populace. IV. C CONCEPTUAL FRAMEWORK PLAN FOR DEVELOPMENT A concept plan is a physical development strategy usually illustrated in the form of diagrammatic sketch overlaid in the planning area map and consist of identified types and levels of growth centers strategically distributed within the planning area. Generally, its discussion focuses on the growth center strategy of this plan. As define, growth centers strategy is a physical development strategy which recognizing resource limitation and the possibility of inequitable distribution of resource in a geographical context, identifies types and levels of centers of growth on the vocational and spatial context wherein such centers, specific types and levels of facilities and resource opportunities have to be provided.

After a thorough study of the different land use requirements and resource opportunities and constraints in each barangay, the planning team came up with a conceptual plan and identified five (5) growth centers. The radical circumferential development was found applicable. However, in the identification of growth centers, several constraints were encountered as follows:

1. Configuration of the major road arteries such as the national road seems to divide the town into four (4) sections, thus limit the identification of growth centers into five (5) side said road will necessarily link said centers to the urban area.

2. Most barangays are already self-sufficient. With these factors the planning team was limited to the formulation of only one

alternative concept plan considering also the already existing radial roads. Consequently, a set of criteria was made to serve as guidelines in selecting growth centers are as follows:

2.1 Strategic location of centers so as to serve as catchment area of satellite barangays. 2.2 Adequacy of existing facilities which will benefit nearby barangays such as health centers, schools, etc. 2.3 Capability of residents to implement self help projects for self-reliance. 2.4 The feasibility of improving the radial road network into a circumferential pattern by constructing additional road which will

purposely linked all barangays to adjacent barangays.

With the different set of criteria, seven (7) growth centers were identified as follows:

1. Poblacion

Presently the urban core of the town, Poblacion is the seat of government, the commercial business district, as well as the center of recreational activities/facilities.

These various functional roles are made possible by the presence of different facilities. It is where the municipal building, public market,

public plaza, auditorium, Alaminos Central School, 2 colleges, Alaminos National High School, church of different religious sector, 11banking institutions, 2 vocational schools. It is the residence of about 13.6% of the town’s population.

Poblacion is the most developed of all 39 barangays. It is completely energized plus the fact that the households served by a centralized water work system. It has a complete road network system, being traversed by the national road leading to the major urban centers. As such, it is at the cross-roads of all transporatation routes going to the southwest, Olongapo City, to southeast, Manila and to the east, Dagupan and Baguio City.

As such, Poblacion will remain to be the Central Business District with residential and institutional uses, with barangays Pogo, San Jose,

Magsaysay and Bued as its immediate catchment areas. However, it influence covers the whole municipality. The proposed development strategies are: 1.a Expansion of commercial and residential areas. 1.b Maintenance of the existing road system and institutional facilities. 1.c Provision of facilities supportive to commerce like parking space for vehicles. 1.d Eliminate flooding in the eastern and southern portion of Poblacion.

2. Palamis

Barangay Palamis is 1.05 kms. away south of Poblacion. Its total land area is 139.5 hectares with a population of 3,730 of the total land area

57% is devoted to rice production and 90% of which are irrigated; the farmers in these areas harvest twice or thrice a year. At present, Palamis is the most progressive barangay among the identified growth centers. It is completely energized as 99% of its road

network system is asphalted/cemented. The national road linked this barangay to other barangay and to Alos, and identified sub-growth centers. Barangay Balangobong, Amandiego and Bolaney will serve as catchment areas. As proposed, Palamis will remain in agricultural area, although commercial activities is growing faster each day in this area. The development will be:

2.a Improvement and maintenance of national and barangay roads/linking Palamis to its catchment area. 2.b Construction of farm-to-market road. 2.c Improvement/expansion of irrigation facilities to other potential irrigable areas.

3. Tanaytay Barangay Tanaytay is 2.10 kms. away east of Poblacion. It is traverse by the national highway going to Dagupan City. It occupies a total

land area of 77 hectares. It has an elementary school, multi-purpose pavement and a chapel. The office of the First Engineering District, Department of Public Works and Highways is located in said barangays. Hollow block factories, metal works and several motorwork shop and the sales office and bodega of the Pepsi-Cola are found here. Tanaytay has a total population of 1,123 as of 1995. Tanaytay is an agricultural area.

The development strategies will be: 3.a Cementing/asphalting of barangay road linking to Tanaytay to San Vicente, Pocalpocal and Poblacion. 3.b Expansion of commercial and industrial activity to Tanaytay. 3.c Expansion and improvement of institutional areas. 3.d Conduct feasibility study on other industries that may be located in Tanaytay. 3.e Application for additional loans to finance small scale industries.

4. Pocalpocal

Pocalpocal is situated on the eastern part of Poblacion and has a total population of 1,152 as of 1995. Its total land area is 240 hectares, 80%

of which is devoted to agriculture. It is 3.70 kilometers away from Poblacion. It has a barangay chapel, Elementary School and a Health and multi-purpose pavement which serves as the barangay auditorium, basketball court and rice drier. It has also a barangay hall where barangay officials meets regularly. Pocalpocal will remain as agricultural with emphasis on rice production and other agricultural crops. It is completely energized like barangay Poblacion.

The development strategies will be: 4.a Improvement of barangay roads linking Pocalpocal to San Vicente, Tanaytay, Poblacion and to Bued. 4.b Improvement of existing farm-to-market road. 4.c Construction of irrigation facilities to increase crop production. 4.d Construction/installation of more deep wells.

5. San Vicente This barangay is situated on the eastern part of the Poblacion and is 3.25 kms. away from the latter. It is traversed by the national road going to Dagupan City. Its total land area of 823.8 hectares supports the estimated population of 3,248. It is the house of the biggest cockpit arena and biggest ice plant of western Pangasinan. It has two (2) barangay chapels, elementary school, one barangay high school, two barangay auditoriums and several multi-purpose pavements. About 60% of its total land area is devoted to rice production other agricultural crops. Substantial portion of the agricultural area is irrigated especially those that are located at the boundary of Cabatuan. It has a complete barangay road network system. It is linked to other barangay by a well paved barangay roads and national road. Its catchment areas are barangays Cabatuan and Balangobong. San Vicente will likewise remain an agricultural area with emphasis on rice production and other agricultural crops. The development strategies are: 5.a Improvement of road network system. 5.b Promotion of road network system. 5.c Improvement of institutional facilities.

5.d Expansion of irrigation facilities to all irrigable areas in said barangay. 6. Magsaysay Magsaysay is situated on the northern part of Poblacion and is 3.15 kms. away from the municipal building. It is partly traversed by national and barangay roads going to barangays Lucap and Cayucay respectively. It has a total land area of 249.7 hectares and has an estimated population of 2,375. It is just a walking distance north of the Alaminos National High School and the Western Pangasinan District Hospital. It is the home of one of the biggest night spot in town known as “Boracay Sa Magsaysay” and where the Rotary Club of Western Pangasinan meets every Friday afternoon. It has two chapels is a bake shop and on the west is the Magsaysay Elementary School. Housed within the compound of the Magsaysay Elementary School is the health center and barangay hall of said barangay. The barangay auditorium is likewise located within the compound of the elementary school and on the north-western part of said school is the barangay basketball court. Farming is the principal livelihood of the residents. It has a complete road network which linked the same to other barangay. 80% of its land area is devoted to farming and other agricultural activity. Within its boundary on the north is an identified subdivision proposed for socialized housing. However, Magsaysay will remain an agricultural area with emphasis on rice production and other agricultural crops.

The development strategies are: 6.a Improvement and maintenance of road network system. 6.b Promotion of agri-based industrial activities. 6.c Improvement of institutional facilities. 6.d Construction of irrigation facilities/dams tapping sarapsap as the source of water supply for irrigation.

7. Lucap Like Magsaysay, barangay Lucap is located northern part of the municipality. It is five (5) kms. away from the municipal building. It is bounded on the north by Tambac Bay and the famous Hundred Islands, on the east by barangays Sabangan and Bued, on the south by Magsaysay and on the west by barangays Magsaysay and Baleydaan. It has a land area of 859.6 hectares and has an estimated population of 3,523. Lucap is a tourist haven and has the following amenities; such as: administrative building of the Philippine Tourism Authority, Municipal Fishing Port, Elementary School, barangay chapel, barangay health center and a day care center, several cottages, hotels, inns, restaurants and eateries for foreign and local tour ist, mini park, lighthouse, oceanographic building which housed the office of field personnel of the Bureau of Fisheries and Aquatic Resources, coast guard detachment, demonstration farm of BFAR, identified area of socialized housing and several giftshops and shellcrafts stores. Barangay Lucap has been targeted as the site of an international airport and a 10 hectares Hilton hotel. Like any other barangay it has a complete road network which linked it to other barangays. Its catchment areas are barangays Bued, Sabangan, Baleydaan and Cayucay. It is a fishing community hence majority of the residents live along the coastal areas. The development strategies are: 7.a Improvement and maintenance of road network system. 7.b Promotion of tourist oriented activities. 7.c Improvement of tourist facilities. 7.d Improvement of water, light, communication and transportation facilities, and 7.e Improvement of commercial facilities especially within the tourist belt.

Sub-Growth Centers Due to the rapid development occurring in the CBD different kind of business activities expanded rapidly up to the sub-growth centers like: 1. Alos Barangay Alos is 7.85 kilometers away south of Poblacion. It has a land area of 886.5 hectares with a population of 1,905 (1995 census). It is estimated that 50% of its land area is devoted to commercial, industrial, residential and other economic endeavors and the rest are use for agricultural activities, like rice production vegetables and the likes. Alos in completely energized, 20,507 square meters of its land area (between Alos and Taguidin, Mabini) has been declare as special Economic Zone under Presidential Proclamation No. 1226 pursuant to Republic Act No. 7116. The whole area is completely occupied by PROTON CAR ASSEMBLY plant and other Industrial Corporation. Residents of Alos aside from agriculture are also engage in home industries like balot making, soap making, peanut brittle, smoked fish making and others. It has its own public market (talipapa), set of the Regional Health Office RHU-II, church, elementary and high schools, water system and Post Office (postal service). 99% of its road network system is asphalted/concreted. It is accessible to all kinds of land transportation. It is linked to the urban core and to its catchment barangays like Maawi, Tangcarang, Quibuar, Linmansangan and Macatiw by the National and barangay roads respectively. Power and communication facilities are also adequate. The development proposals are: 1.a Asphalting/concreting of barangay roads linking Alos to the catchment areas. 1.b Maintenance of national road linking the same to Poblacion (urban core). 1.c Construction irrigation facilities in potential irrigable areas. 1.d Further improvement of the existing market (talipapa). 1.e Enhance the growth and further development of industries in the area. 1.f Conduct feasibility study on other industries that maybe put upon Alos.

2. Telbang Barangay Telbang is an agricultural and a fishing community. It has a total population of 2,383 proportionately distributed to its different sitios which composed the whole barangay with a total land area of 869.8 hectares excluding the coastal zone. Its white beaches is being visited by Local as well as Foreign Tourists year round and as such has been consistently proposed as a tourism area. Concreting of road leading to this area is on going. It has its own cemetery, chapel, elementary and high school and Police Sub-station. Its 90% energized by PANELCO. Its about three (3) kilometers northwest of NAPOCOR and about 11 kilometers northwest of Poblacion. Its source of water is from the Telbang spring/water system maintained by the barangay government but majority draw their water supply for deepwells shallow tube wells. Its coastal area has been proposed by the DENR and BFAR as a marine reserve. Seaweed, bangus culture (fishcage and fishpond) and saltmaking are some of the fishery activities in this coastal barangay. Its satellite/catchment barangays are Victoria, Pandan and Sabangan. It is accessible by land as well as water transportation. It’s about 30 minutes ride to the Hundred Islands. Power and communication facilities are moderately good considering that PANELCO has extended its power lines in almost all its sitios. The barangay government has also hired its own letter carrier. The development proposals/needs are: 2.a All roads connecting Telbang to its catchment areas like Pandan, Victoria and Sabangan will be asphalted/concreted. 2.b Likewise the bridges (wooden) connecting Telbang to Pandan will be concretized. 2.c All barangay roads (in Telbang) be further improved/asphalted. 2.d Enhance the growth of tourism in the area by encouraging lot owners fronting the white beaches to construct tourist facilities like picnic shades, bathrooms, eateries, restaurant and hotels/inns. 2.e Improve the water facilities in the area. 2.f There is a need for Digitel to extend its communication facilities to this area. 2.g There is a need to expand the service of irrigation system now existing between Pandan and Telbang. 2.h There is also a need to construct a cold storage facilities at the Telbang fishpond/fishlanding.

2.i There is a need to encourage more seaweeds formers in the area. 3. Cayucay Barangay Cayucay is 6.10 kilometers northwest of Poblacion with a land area of 658.9 and a population of 1,206 proportionately distributed to its four sitios (district) including centro. These figures would have been bigger if its former sitios like barangays Mona, Baleyadaan and Magsaysay were not separated. It is predominantly an agricultural barangay although it is one of the coastal barangays of the municipality. So the principal source of income of the residents is farming and the rest is fishing and various kind of economic activities. It has its own barangay high school, elementary and a chapel. It is located along barangay road going to barangays Mona and Pangapisan from barangay Magsaysay (one of the urban barangay). It is accessible to all kinds of land transportation. Its catchment barangays are Mona (northwest), Pangapisan (northwest) and Baleyadaan (southwest). Its 100% energized by PANELCO. Resident draw their water supply from th Alaminos Water District and others from deep/shallow tube wells. DIGITEL has also extended its services along this barangay and hopefully all its sitios will be served by the former within the planning. The development proposals are: 3.a Asphalting/concreting of Magsaysay-Cayucay-Mona-Pangapisan roadline. 3.b Repair of the barangay high school and improvement of other educational facilities. 3.c Alaminos Water District to extend its services to all its sitios. 3.d DIGITEL will likewise expand its services to all its sitios. 4. Amangbangan Barangay Amangbangan is an agricultural community and is one of the vegetable bowl of the municipality. It is 8.50 kilometers away west of the Poblacion with a land area of 521.2 hectares and a population of 1,038. It is situated along the Landoc-Tawintawin-Amangbangan-Sta. Maria roadline. Its immediate neighbors in the west are barangays Tawintawin, San Vicente (Bani) and Sta. Maria (Alaminos) and on the east by barangay Landoc.

Amangbangan has the following amenities: elementary school, covered court auditorium and at the same time a basketball court, a chapel, barangay health center, day care center and BLISS/housing (Bagong Lipunan Site Services) project, a joint undertaking of the Provincial Government of Pangapisan and the municipal government of Alaminos. Farming is the principal livelihood of the residents. Almost 80% of the total land area is devoted to farmng and other agricultural activities and the rest are for residential and other uses. Some residents are also engage in bamboo craft industry, like basket making, siopao making, hammoc and bamboo seat making. It is accessible to all kinds of land transportation. Residents of the area draw their water partly from a pumping station operated by Alaminos Water Works and the rest for deepwells/shallow tube wells (Jetmatic pumps). It is 100% energized by PANELCO I. The development proposals are: 4.a Concreting/asphalting of roadline from Landoc to Amangbangan. 4.b Construction/improvement of all roads linking Amangbangan to other barangays (cathcment area). 4.c Alaminos Water District to extend its services to all households in the barangays. 4.d To promote agro-industrial business in the barangay. 4.e Improvement of institutional facilities. 4.f Construction of more small farm reservoir. 4.g Maintenance of its existing irrigation dams. 4.h Conduct feasibility study on other industries that may be established in Amangbangan. IV. D PROJECTED LAND USE PLAN, 1999-2004 The proposed land use plan of Alaminos is a physical translation of the prescribed pattern of development such as the radial circumferential development and growth center strategy considering the urbanizing trend in the locality. Alaminos is proposed to be a city reflected in the identification of 7 growth and four (4) sub-growth centers and re-use of land. Moreover, it will guide the trend of the physical, social and economic development of the town.

1. URBAN LAND USE PLAN This covers the Poblacion as the urban core and expanded to include the barangays of Palamis, Tanaytay, Poblacion and San Vicente. Being the urban core it shall provide flexibility in allowable uses and design to allow greater and more efficient interaction between the productive and consuming sectors of the municipality. Its land uses are the following: 1.a Residential Use This shall be characterized by mixed types and customary and incidental facilities of the area that will promote its self-containment such as stores, shops, home industries and the like. The residential area occupy a total area of 44.255 hectares or 1.67% of the urban core. Roads in these areas should be improved and properly maintained and drainage shall likewise be improved/maintained in order to avoid flush flooding. Roads proposed to be constructed in these areas should not as much as possible cut through already existing structures. However, areas to be traversed by these roads should be acquired by the Local Government through the most expenditious manner. 1.b Commercial Use This use shall be referred to as the Central Business District (CBD) this district shall be the commercial shopping center of the town where commercial activities are being undertaken. It is the area where amusement center, shopping mall, offices, service and professional shops, market, stores, hardware, warehouses, cottages industries and the likes are found. Notable in its character is allowing for mixed use development such as structure intended for both as residential and commercial as typified by accessoria type of structures. The main core of this area complimented by shops as well as recreational and transportation facilities. These areas does not only serve the towns people of Alaminos but also those from Anda, Bolinao, Agno, Bani, Mabini and other western towns and other municipalities of eastern and central Pangasinan who buy and sell their products in town. The estimated area of this use is 16.448 hectares or 0.06% of the urban core/area. 1.c Industrial The present industrial zone shall be maintained and expanded if there are no conflict in uses in order to absorb industrial activities. A light industrial zone preferably non-pollutive, non-hazardous types as warehouses and storage facilities, lumber yards, repair shops and the likes shall be absorb in this zone. This area occupy a total land area of 1.500 hectares or 0.05% of the urban core.

1.d Institutional Use Considering the urbanizing trend in town, this area should be expanded to absorb expected growth and all existing institutional area shall be maintained. The existing area of the municipal should be expanded to accommodate the proposed construction of a legislative building where other government office could be housed. This zone occupies an area of 44.397 hectares or 1.67% of the urban core. 1.e Agricultural Use The present agricultural area maybe decrease to accommodate the needs of prospected/expected growth for commercial, institutional, residential and other uses within the next 5 years. These involve agricultural lands devoted to agricultural crops but which contain according to the area are not productive. Records at the assessor’s office shows that this zone occupies a total land area of 2,433.995 hectares or 92% of the total area of the municipality. The preservation of prime agricultural land as a policy should be maintained. 1.f Special Uses

The special uses to be maintained in the urban core and in identified growth centers like, the cemetery, slaughter, cockpit, the AWAD pumping station at Bued and Quibuar should be maintained and additional pumping station should be located. However, the Roman Catholic Cemetery and the Municipal Cemetery should be expanded to meet the projected need by the year 2004. Access road to slaughterhouse and dumpsite should be maintained properly. Likewise, the open spaces should be improved and maintained to meet the needs of the growing number of users.

1.g Parks and Playgrounds

Aside from improving and maintaining the existing parks and playground it was proposed that the center Island between the roads going to the Roman Catholic Cemetery, Municipal Cemetery and the Alaminos Memorial Park should be improved/converted into playground/park. 1.h Road Network The proposed road network in the urban core which has a total length of 14.798 km. Is expected to meet the need of the projected urban population of 9,010 by the year 2004, but existing roads should be improved. 1.i Creeks/Rivers The existing creeks shall be protected if they are vital to the drainage system in town.

2. GENERAL LAND USE

This covers the entire municipality. A closer look at the land use map, you will notice that major expansion and changes are proposed for

the build up areas, commercial, industrial area and road network system. Its land uses are the following:

2.a Built-up areas The built-up area of clustered dwelling units customary neighborhood commercial facilities, institutional facilities, home industries and other supportive uses. This zone shall be expanded to accommodate the projected space for dwelling units and community facilities. Said expansion of the build-up area shall be adjacent to the already existing ones. 2.b Commercial Use A projected expansion of 31.672 hectares is proposed in order to meet the increasing dependence of neighboring western town of their commercial needs. 30% of said area will be acquired by the municipal government to accommodate the proposed expansion of the public market. This zone occupies a total land area of 16.448 hectares or .09% of the total land area of the town. 2.c Institutional Use This use consist of schools, churches/chapels, barangay health stations, clinics, government buildings and the like. This area is proposed to be expanded by 1.988 hectares by the year 2004 to accommodate the proposed site of a new Municipal Hall, school site, barangay health centers and barangay hall. However, what is most needed now is the construction of a legislative/two storey building to accommodate offices of all government agencies stationed in the municipality especially the devolved ones. All existing institutional uses shall be maintained. 2.d Agricultural Use

Alaminos is primarily an agricultural community, with rice production in the prime livelihood of the people. There will be a slight change in the area considering that the projected population by 2004 will reach the vicinity of 77,188. In the process agricultural areas will decreased but prime agricultural land should be conserved as a national policy, hence all irrigated and potentially irrigable areas shall be maintained and irrigated respectively. 2.e Industrial Uses The industrial area on the urban center shall be limited to the existing one, hence there is no expansion.

2.f Special Uses The special uses which shall have expansion are the slaughterhouse and the cemetery. Said expansion shall be evaluated and subject to the requirement of locational clearances as well as other permits. 2.g Others

1. Parks and Playgrounds – There is no proposed expansion for playground because almost all schools have playground, but the present park needs to be expanded to meet the needs of the growing population. The island between the two roads going to the cemetery shall be developed into a park.

2. Roads – Additional roads shall be constructed to link the identified growth roads to other barangays. Likewise, more farm-to-market

roads shall be constructed to enhance economic development in the rural areas.

3. Rivers/Creeks/Water Basement – Existing rivers and creeks shall be protected as source of water supply in the municipality. Water casement on the other hand shall be maintained as a buffer zone.
