Development of Transmission System Master Plan of Oman (2014-2030)
Dr. Adil Ghalib Al-Busaidi, PhD, MSc, BEng, CM, MIEEEAsset Management and Planning Manager
Oman Electricity Transmission Company
Outline Introduction
Methodology of the Master Plan development
Preliminary studies
Transmission Master Plan results
Findings, recommendations & way forward
2
Introduction
Why we need Master planning?• To avoid costly reworks and upgrades• Control time and effort• Coordination across the sector• Have insight into the future challenges • Knowing the potential growth areas• Know the future challenges and get prepared
for it (new types of equipment…)
3
Introduction- continued
• How we are going to use it?
• Decide voltage levels
• Medium term plan shall be compatible with the long term needs
• Securing overhead lines routes & grid stations locations
• Coordination of efforts with main stakeholders
• Plan for the required contracting strategies, financial resources and human resources

Methodology of the Master Plan development
• Preliminary studies
• Transmission Master Plan2030 Target Transmission
StructureList of investmentsPhasing of investments
• Cost estimation and recommendations
5
Preliminary studies-security criteriaData gathering from stakeholders:
o Planning studies o Strategic documents for energy sector o Technical standards (generation, transmission,…)o Socio-economic data (population changes, GDP growth,…)
Definition of planning criteria & standards
based on:o Grid Codeo Transmission Security Standardso International standards
6
Preliminary studies-load demand forecast Two complementary methods
used:1) Global [National level]: based on
macroeconomic indicators (population changes, GDP,…)
2) Area-based [Local level]: based on forecasted development of each area
7
Preliminary studies-generation expansion plan
8
Capacity Adequacy Analysis:Objective = advise additional capacity required by 2030
Generation Scenarios:Objective = determine adequate location for additional capacity

Transmission Master Plan results-2030 transmission structure
10
• Coastal Backbone• Evacuation of new
coastal power plants (Sohar, Shinas, Suwayq,…)
• Interconnection with UAE (GCCIA) and possibly Iran in future
• Inner-Land Backbone• Evacuation of Ibri
power plant• Southern Ring
• Evacuation of Sur 1&2 power plant

Transmission Master Plan results-key changes
12
2014• 400kV : not existing• 220kV : transmission network• 132kV : sub-transmission
network– Well meshed in Muscat area
• No SVCs
220kV = transmission of power132kV = supply of load
2030• 400kV : transmission network• 220kV : sub-transmission network• 132kV : “distribution” network
– Split in Muscat area
• SVCs in Muscat
400kV = transmission of power220&132kV = supply of load
Transmission Master Plan results-phasing of investments

2018development of the Inner-Land backbone + connection SFZ–Mhadah (UAE)
2018-2020development of 400kV to supply Muscat area
2021-2025development of the Coastal backbone interconnection MIS-Duqm-Dhofar 2026-2030closing of the Southern Ring
Findings, recommendations & way forward
14
Findings:• Development of the EHV (400kV) network to serve as the main
transmission back bone• Reinforcement of HV (220&132kV networks) to serve as sub-
transmission system and provide enough injection points for the load demand
Recommendation:• Interconnection of Duqm and Dhofar networks with the MISWay forward:• Discussions with DISCOs on new grid stations locations• Issue tenders for routes surveys of the new lines• Coordinate with concerned authorities for securing the lands and
corridors• Long term financial planning and contracting strategies• Build technical capabilities to meet the future needs
