One major office project, six major residential projects and several medical and educational projects were completed in 2004. In total, 331,178 square feet of office space, 33,603 square feet of retail space, 478,347 square feet of educational and health care facilities space, and 755 residential units were completed in Arlington in 2004.     Development Highlights 2004 summarizes residential and commercial development activity in Arlington, Virginia in 2004. The objective of this report is to provide comprehensive information on development in Arlington County to the County Board, County staff, citizens, businesses and other decision-makers.     Summary of 2004 Development Activity

    • The Arlington County Board approved 16 residential projects which include a total over 2,746 residential units, 125,389 square feet of retail space and 78,527 square feet of community space. No office or hotel projects were approved in 2004.

    • Eleven major residential, commercial and educational projects started construction in 2004. As of December 31, 2004, approximately 2.5 million square feet of office space, 300,000 square feet of retail space, 2,500 residential units and 336 hotel rooms were under construction.

    A NOTE ON OUR METHODOLOGY

    The Planning Research and Analysis Team (PRAT) tracks development using data on building, certificate of occupancy and demolitions permits, as well as information from County Board minutes and County staff reports. In general, a development project is recorded as being under construction when an above grade building permit has been approved. Projects are considered complete when certificate of occupancy permits have been issued for at least 50 percent of the project’s total density. PRAT staff consult with Arlington Economic Development staff and conduct field checks to verify the accuracy of this development activity data.

    This report contains information on new construction only and does not include data on alterations, renovations or changes of use. In addition, data on approved projects include only new density. The approved figures do not include density of renovated buildings that are part of new projects. In some cases, large projects are split into different phases and tracked separately.

    Development activity data are mapped using GIS and a map of the year-end data is included in the report. In addition, a “Development Tracking Mapping Browser” is available on the County’s web site. This application allows the user to view patterns of development activity, as well as to click on individual projects and view detailed information.     APPROVED PROJECTS

    Some development projects in the County are built under the site’s current zoning requirements. These are called by-right projects. In certain districts within the County’s Zoning Ordinance, developers may apply for a “special exception” that allows for more flexibility in development form, use and density than that permitted by-right. These special exceptions must go through public review and be approved by the County Board. The primary special exception process for large residential

    and commercial projects is the site plan process. Other special exceptions are granted through use permits, including unified residential, unified commercial mixed-use, and form based code development projects. This year, two projects were also approved by the County Board through proffers.

    In 2004, the Arlington County Board approved a total of 16 residential and commercial projects totaling 2,746 residential units, 125,389 square feet of retail space, and 3,655 parking spaces. These approvals include nine site plan projects, one major site plan amendment, two proffers, one form-based code (FBC) project, two unified residential developments (URD), and one unified commercial mixed-use development (UCMUD).1

    In 2002 there was rough parity in the amount of office and residential density approved by the County Board; however, in 2003 and 2004 there has been a shift back to more residential

    project approvals. In fact, in 2004 no office or hotel projects were approved by the Board.

    Over the past ten years, there has been a significant increase in the amount of new development the Arlington County Board has approved through the special exception process. The Board approved office projects totaling 2.1 million square feet during the period 1995 through 1999. Total office density approved in 2000 through 2004 was almost 3.7 million square feet. The County Board approved residential projects with a total of about 3,500 units in the late 1990s. Between 2000 and 2004, over 10,000 residential units had been approved for development.

    In 2004, over three-quarters of the new residential units approved by the Board are planned for the County’s Metro Corridors; about one-quarter of units are planned for areas outside of the Metro Corridors (i.e. East Falls Church, Columbia Pike, Nauck). The share of residential units approved for outside the corridors has increased since 2002. (The higher percentages in 2000 and 2001 reflect single major residential projects. In 2000 it was the Avalon at Arlington Square/Arna Valley View project and in 2001 it was a residential project in Shirlington.) In 2004, six out of 16 approved residential projects were outside the Corridors.

    About one-fifth of the 2,746 residential units approved in 2004 were in Rosslyn. One of the Rosslyn projects was a new

    residential development (Rosslyn Ridge II with 238 units) while the other was a major site plan amendment that significantly increased the project’s unit count (Eighteen 81 was originally approved in 2001 and its unit count was increased from 176 to 337 in 2004). Other major approvals include One Metropolitan Park – Phase I (399 units) in Pentagon City, The Palatine (347 units) in Court House, Lofts at Columbia Station (257 units) on Columbia Pike and Alexan at South Glebe Road (251 units). Smaller, multi-family projects were approved for Clarendon, Virginia Square and East Falls Church. Single-family house developments (URDs) were approved for other areas of the County.

    PROJECTS UNDER CONSTRUCTION

    Eleven major projects started construction in 2004. Major office projects that started construction in 2004 include One Potomac Yard in Crystal City and 4401

    Wilson Boulevard in Ballston. Several major residential projects also started construction, including Quincy Plaza apartments in Virginia Square, The Odyssey condominium in Court House, and 1800 Wilson Boulevard condominium in Rosslyn. Several smaller residential projects also started construction in 2004—The Joule condominium in Virginia Square, The Residences at Lyon Hill and Bromptons at Cherrydale on Lee Highway, and 18 West townhouses in East Falls Church. In addition, 139 single-family houses started construction in Arlington in 2004.

    of 2004. In addition, there was office space associated with residential and retail projects and additions under construction as of the end of the year. In total, approximately 2.5 million square feet of office space was under construction in the County as of December 31, 2004. There was almost 300,000 square feet of retail space under construction, including an expansion of the Crystal City Retail development. There were 18 multi-family residential and townhouse projects under construction that totaled 2,400 units. Seven of these residential projects were highrises (4+ stories), six were garden-style multi-family buildings (less than 4 stories), and five were townhouse projects. Half of the residential projects under construction (1,396 units) are scheduled to be sold as condominiums while the remaining multi-family and townhouse projects are currently planned for rental or are fee-simple townhouses. One hotel with 336 rooms was under construction in 2004 in Ballston.About one-third of the commercial construction in Arlington is taking place in Ballston, with the development of three office projects—4401 Wilson Boulevard, Arlington Gateway, and Liberty Center Office – Phase 1. Crystal City also contains about one-third of the commercial construction in the County as a result of the development of One Potomac Yard. The GMU Foundation building and FDIC Phase 2 building are additional significant office projects in the Virginia Square Metro Station Area.

    Over one-third of the residential construction activity in the County is taking place in the Clarendon Metro Station Area. As of December 2004, there were three major residential projects under construction in Clarendon—1021 Condominium, Station Square at Clarendon, and the highrise portion of The Clarendon apartment building. Another one-quarter of the County’s residential construction is taking place in the Virginia Square Metro Station Area, where Quincy Plaza and The Joule are under construction.

    The Metro Corridors have typically been the location of the vast majority of new residential construction in the

    County. In 2004, there was some major residential development in other parts of the County, including Columbia Pike, Lee Highway and East Falls Church. The Sierra Condominium renovation and expansion is under construction along Columbia Pike. Three projects—Bromptons at Cherrydale, Hunters Park and Residences at Lyon Hill—are under construction along Lee Highway. Two townhouse projects—18 West and The Promenade at East Falls Church—are under construction near the East Falls Church metro station.

    Over the past four decades, the number of new residential construction starts has fluctuated significantly. The most recent peak was in 2000 when over 2,200 residential units were authorized by building permit. The number declined between 2000 and 2003 before increasing

    in 2004. Multi-family construction continues to dominate the County’s residential development activity, but the development of new single-family houses—both infill and teardown development—has been strong in the early 2000s. In recent years, new townhouse construction has been a smaller portion of the residential construction activity.

    COMPLETED PROJECTS

    One major office building, Ballston Point, was completed in 2004. Six multi-family residential and townhouses projects, with a total of over 600 units, were also completed in 2004. Two of the completed residential projects are condominiums, two are rental apartment buildings and two were fee-simple townhouse developments. The Virginia Hospital Center completed its major addition in 2004, adding over 390,000 square feet of medical and office space. Several schools and a church were also completed in 2004.

    When single-family houses and smaller commercial and other projects are counted, total development completed in the County in 2004 includes approximately 332,000 square feet of

    office space, 34,000 square feet of retail space, 755 residential units, and 478,000 square feet of other space (including medical, educational, and cultural uses).

    In the late 1990s and early 2000s, the amount of development completed annually generally trended upward, with a spike in completed residential and retail projects in 2001 and office and hotel projects in 2002. More recently, the County has experienced somewhat of a slowdown in newly completed development, however, significant development remains under construction and in the development pipeline.

    The multi-family residential and townhouse projects that were completed in 2004 were under construction for an average of 526 days, or just under a year and a half. The Clarendon – Midrise had the longest construction time of 714 days or over two and a half years. Ballston Point, the only office project completed in 2004, was under construction for over four and a half years.

    DEMOLITIONS

    Each year, residential units and commercial space are demolished to make way for new development. In 2004, three office buildings totaling over 250,000 square feet were demolished in preparation for the development of an office building (The Regent in Ballston) and a mixed-use project

    (The Waterview in Rosslyn). Over 20,000 square feet of retail and 167 residential units were also demolished in 2004. Of the residential demolitions, 61 were in small garden-style apartment buildings in Rosslyn and Virginia Square and were demolished in preparation for the development of larger residential projects. The remaining 106 residential unit demolitions were single-family houses.
