Dear Member, The year 2012 witnessed several reform measures, including the passing of FDI, Pension and Insurance Bills, besides deregulation of oil prices, all of which sent out positive signals to the world that India is committed to growth. This was evident from the fact that India held centre-stage in the global arena by attracting many world leaders visiting India to its premise of strengthening bilateral trade with the respective countries. The Southern Region, too, played host to several dignitaries and landmark events such as the Global

Investor Summit in Bangalore and the Emerging Kerala Investors Meet in Kochi. These positioned the region as an attractive global investment destination. With continuous focus on reforms supported by a stable Government, India is well positioned to achieve higher growth, compared to many of the developed economies world over. We in CII Southern Region continued with our theme, “South India 2020 - Accelerate Inclusive Growth & Sustainable Development” this year, keeping in view its relevance to the current economic scenario. While we focused on improving the overall competitiveness of industry in the Southern Region, we believed that continuous engagement with policymakers was key in keeping up with the pace of industrial development in the region. 2012 was a landmark year in terms of CII State Government Partnerships in the areas of policy work and business promotion. We have had several meetings with the Chief Ministers of the Southern States besides meetings with Members of Parliament from Tamil Nadu and Andhra Pradesh in New Delhi. CII has been represented in several State-level committees / task forces constituted by the southern State Governments. These forums provided us a permanent platform to engage in dialogue directly with policymakers on various issues faced by our members. CII has partnered with State Governments in organising investor meets to attract investment to the region. Availability of power, skilled manpower and adequate infrastructure facilities were few of the major challenges faced by our members during the year. I am happy that our State Councils have taken up these issues with their respective State Governments and addressed some of the key concerns faced by industry.

In Andhra Pradesh, a Special Task Force on Power has been formed jointly with the Government of Andhra Pradesh to provide inputs to the Government to address the power crisis. In Karnataka, CII has been working closely with the Government on labour reform. Recommendations have been submitted for amendments in the Labour Laws, Factories Act and Contract Labour Laws keeping in view the changing economic scenario. In Tamil Nadu, the State Council is working very closely with the Government to enhance the availability of skilled manpower. CII has submitted to the Government the Human Resource Assessment Report for Tamil Nadu, which identified skilled manpower requirement in select industry sectors in the State and also recommended to the State Government the setting up of a vocational university. In Kerala, the State Government has accepted our recommendation to set up a single window clearance authority to fast-track implementation of investment projects. The Policy Dashboard attached with this Annual Report outlines various initiatives taken by the CII State Councils with the respective State Governments for the benefit of members. I am also happy to note that the Finance Minister has announced in the Union Budget a proposal for the development of the Chennai-Bangalore and Bangalore-Mumbai industrial corridors. CII has contributed immensely to the development of the concept of these industrial corridors in the Southern Region. I am confident that these initiatives will attract more investments into the region and address some of the major challenges being faced by our members.

This year, CII Southern Region has launched several new initiatives, such as the Festival of South India (FoSI) to enrich one's understanding of India's culture and heritage through arts and crafts; the Indian

Women Network (IWN), which will bring together women from all walks of life to discuss, debate and share success stories so that more women are encouraged to participate in business and society; the Education Excellence Forum (EEF) to focus on the quality of education, research and skill development; and the CII-SR partnership with UNICEF to set up a Knowledge Management Hub for Corporate Social Responsibility (CSR) for strengthening private sector participation in social development.

Over the past year, we have witnessed some violent confrontations on the labour front and CII-SR has been active in addressing IR-related issues based on which we have initiated an Employee Relations Assessment Initiative with the objective of identifying policies, procedures and measures that need to be practised to create an enabling environment for growth and to foster better relations in the organisation. We have also launched a Task Force on Governance in the Southern Region to support nationally CII's initiative on good governance and transparency in doing business. More details on various new initiatives in CII-SR are discussed in detail in this report. While our focus has been on enhancing productivity and adding value to agriculture products, we have taken up a crop-specific initiative this year. Towards this effort, we organised in association with the Government of Tamil Nadu the Tamil Nadu Banana Festival 2012, an exhibition-cum-conference focused on the banana. Agri conclaves, farmer-industry meets, sessions on food safety and standards, food retail, warehousing, etc were organised across the region for the benefit of members. Advisory services, training programmes, learning sessions and sector-specific major events were organised across the region to provide our members a platform for sharing knowledge and networking with industry experts on the latest developments in industry. With an aim to provide our members a platform for networking and expanding their business prospects with large PSUs, we organised Buyer-Seller Meets in Hyderabad, Chennai and Puducherry. The CII SR Trade Fairs – Auto Serve 2012 and Logistics 2013 – helped members from the respective sectors to showcase their products and services. Workshops / Training Programmes were organised on key enablers for competitiveness in association with CII Centres of Excellences (CoEs) across the region. Study missions to large units, online master classes and conferences on world-class manufacturing were held during the year. Development of MSMEs is one of the key priorities of our work plan this year. We have focused on competitiveness, advisory services, business promotion and procedural issues as key interventions for the development of the MSME sector. We also organised a Regional MSME Summit and focused seminars on Financing and ICT for the benefit of MSME members. We continued our interventions for MSME development through Business Mentoring Services (BMS) and Senior Expert Advisory Services (SEAS), which were launched in 2011-12. In the Southern Region, we focused on the opportunities for public-private partnership in

Infrastructure Development in each of the southern States. More focus was placed on identifying key i n f ra s t r u c t u re p ro j e c t s a n d fa s t - t ra c k i n g implementation. Towards this endeavour, CII organised Suminfra 2012, the annual summit on Sustainable PPPs in Infrastructure. In the Power Sector, CII has been working closely with State Governments on capacity addition, especially through renewable sources. We organised Regional and State Specific Power Conferences that provided a platform for closer interaction between industry, regulatory authorities and policy makers to evolve a roadmap for making available reliable and affordable power for all, with special focus on renewable energy.

To facilitate International Business Linkages with member companies, CII Southern Region received over 70 trade missions across the region and sent business delegations to Sri Lanka, Vietnam, Philippines and Australia. We believe strongly that growth must cover all sections of society in order to ensure sustainable and inclusive growth. Underprivileged youth were supported under various affirmative action initiatives during the current year. Employability-related training and job opportunities, besides scholarships for SC / ST students, were provided with the support of CII members.

States are the growth engines of the economy and contribute more than 20% of India's GDP. To further enhance Southern Region's leadership in various socio-economic indicators, we strengthened our engagement with State Governments in bringing new policies as well as creating an enabling environment for industries to compete globally.

In Andhra Pradesh, we continued our focus on the development of Coastal Corridors and of backward districts such as Khammam and Visakhapatnam. With an inherent strength in research and development, besides leadership in hi-tech manufacturing in Karnataka, CII has recommended for an Aerospace Policy and I am happy to learn that the Government of Karnataka has announced the new Aerospace Policy at Aero India 2013 in Bangalore. In association with the Ministry of Micro Small & Medium Enterprise, Government of India, CII established an Intellectual Property Rights Facilitation Centre (IPFC) in Mysore. In Kerala, CII has proposed the setting up of a dedicated Centre of Excellence (CoE), focusing on Innovation, Entrepreneurship & Competitiveness. I am glad to note that the Chief Minister of Kerala, Mr Oommen Chandy, has announced the Government's decision to support CII's proposed Centre of Excellence in Kerala. In Puducherry, we submitted a proposal to the Government for setting up a state-of-the-art MSME testing facility. Skill Development was a priority area in our work plan in Tamil Nadu in 2012. We partnered with the State Government as a state-level consultant for the Tamil Nadu Skill Development Mission and launched the Tamil Nadu HR Assessment Report. Under the Tamil Nadu Skill Development Mission, we organised several job melas over the past eight months; more than 4400 people benefited. We have taken special efforts on membership engagement. Our focus has been on offering value-added services to members and also to increase membership strength with quality members. We have had a 5% growth in membership since 1st January 2012.

With the deliberations and discussion held in many large forums of CII, it was understood that professional women require a strongly structured mode of expanding their professional network, wherein they can discuss under the circle of trust, their experience and overcome challenges at work and home.

During the IWN Launch on 23rd January 2013 in Chennai, G. V. Sanjay Reddy, Chairman CII Southern Region & Vice Chairman GVK Power & Infrastructure Ltd invited Suchitra Ella, Chairperson CII AP State Council & JMD, Bharath Biotech International Ltd. to be the Chairwoman of IWN for the year 2013-14.

Sankranti Makar means ‘crocodile’. Sankranti means 'to cross into or change.' The 'Makara' or crocodile represents the materialistic world and 'Sankranti' gives an opportunity to get away from the clutches of the materialistic world.

Envisaged as a first of its kind, the Festival of South India (FoSI) is aimed at promoting and showing to the world at large, the immense artistic, cultural and tourism potential that exists within this region by bringing in people from varied backgrounds and talent such as artists, performers, dancers and many others, all under the same roof. This is an event that would invariably attract lakhs of people from far and wide which among others would include local and foreign tourists. The festival is designed to reach every segment of the population and promises to be a huge draw for each and everyone concerned given the enormity and the scale of the event proposed.

“The Festival of South India (FoSI), a grand cultural initiative proposed by CII SR aspires to be a melting pot of cultures and a fusion between the hearts and minds of people across the southern spectrum. By focusing on the various aspects of the South Indian Culture, curated by some of the most eminent personalities from the region, it guarantees a fantastic opportunity for the people to experience first-hand the magnificence and splendour of South India, in a manner not seen or experienced before.”

The ultimate objective is to make FoSI into a global brand and to mark it as a permanent fixture in the national/ international tourism calendar. FoSI will focus on the following aspects of the South Indian Culture: Arts (Traditional & Contemporary), Crafts, Dance, Music, Theatre, Food and Fashion.

The launch will take place at the Annual Southern Regional Meeting on 23 March 2013 at Hyderabad.

Confirming their show of support for a mega event like FoSI, the Government of Andhra Pradesh has come forward to host the inaugural edition of FoSI at Hyderabad during the month of November 2013. The State Governments from the remaining South Indian States have also pledged their complete support towards the event.
