    Developing Solutions

    Kent Connects initiated the Developing Solutions project to demonstrate a newapproach to development - working with digital entrepreneurs to work up ideas andprototypes for ICT solutions to local needs.

    The objectives of this project were to provide Kent Connects with:

    1. Ideas and prototypes that could be used as applied research to informdevelopment of projects and services

    2. Methods of engagement & access to digital entrepreneurs to exploreopportunities for future collaboration & joint development of solutions

    How did we develop the project?

    To open up the development of ideas and solutions to entrepreneurs,universities & colleges and Kent Connects Partners staff who have specialist

    expertise on whats feasible, we:

    o appliedopen innovation techniquesfeatured by theTransition Institute -

    from blank canvas via skills dating - to stimulate people to come up with ideas

    o focused ideas on community outcomes through breaking up stages of

    development into what skills people want to learn and share, how peoplewant to improve their neighbourhood & how people want to help each other

    o tested new ways of producing community insight,prototyping waysto turn

    ideas into research through semantic analysisandpersonas.

    To understand how public services can adapt to the changing trends in howpeople use technology and what tools they utilisewe designed approaches thatensured we can provide insights to partners on

    o how people can move to digital by defaultby focusing onwhat would

    make it easier for them to use technology

    o what new uses of technologies could be used to change behaviours:

    from incentive tools, gaming techniques, real time information and linked data

    o how to stimulate the re-use of our enterprise assets from open data and

    open mapping tools provided by Ordnance Survey to developmentenvironments for interfacing with customer relationships systems by Lagan

    How did we make sure the benefits were be realised?

    To ensure that the digital entrepreneurs produced ideas and prototypes that beused as applied research to inform development of your projects and

    services, we have designed an approach that

    o issued challenges1 that were relevant to partners priorities and accessible

    enough for the public to relate to

    o engaged target audiences to develop ideas partnering with colleges and

    community groups in Kent and via national networks to get almost 80 ideas

    o stimulated developers to produce prototypes in under a day from wire

    frames, apps to mashupsto outline specifications (PDF attached)

    o involved representatives of our services, suppliers & partners to review

    the ideas and prototypes basing the criteria on financial and social impact

    To ensure we test out effective methods of engagement and access to digitalentrepreneurs to explore opportunities for future collaboration & jointdevelopment of solutions, we

    o worked with existing networks to identify and invite over 6000 of their

    members to take part while getting media coverage in UKAuthoriITyand theGuardianand High Impact Status from the Global Entrepreneurship Week

    o provided a competitive element by securing sponsors2to provide awards to

    the best ideas and prototypes developed totalling over 3000

    o designed an approach focused on impact and sustainability by getting

    entrepreneurs to build on community ideas and secured partners to getresidents to user test prototypes and experts to support the winners todevelop business models for the applications

    o secured an online competition platform by Government Digital Service

    with over14,000 views for the project in three months for the first ever localgovernment competition challenge

    o obtained venues & organisation of events by Mid Kent & Thanet Colleges,

    Turner Contemporary & Gravesham DC with 200 people over four workshops

    o secured over 10 officers from Kent Connects partners to provide advice

    on web and interaction design, user experience, development, open data andbusiness development

    o persuaded Big Lottery Fund to film video interviews and report the event on

    new models of councils supporting civil society using existing resources
