The sleep deprivation was likely caused byJackson's use of the anesthetic propofol, which Czeislersaid would put the singer in a drug-induced coma and notmeet his body's need for actual sleep. Studies showed thatsimilar levels of sleep deprivation resulted in the deaths oflaboratory animals and would likely cause the death of ahuman, he said. The extreme nature of Jackson's sleepdeprivation would have shortened the singer's life unlesshe received appropriate treatment, Czeisler said. Withproper treatment, Jackson could have continued totour and perform for many years, he testified. Czeislerrelied heavily on summaries of testimony provided bya plaintiff's lawyer and emails from choreographersand others working on Jackson's "This Is It" tour toform his opinion. The testimony detailed Jackson'smissed rehearsals and reports that he was picking updance moves slowly, as well as that he requested ateleprompter to display lyrics to his songs. "Themeticulous detailing of his deterioration here wasboth profound and sad," Czeisler said. A sessions court, on Friday, rejected the bail application ofSuraj Pancholi who has been arrested for abetment of actressJiah Khan’s suicide. The court rejected Pancholi’s bail plea

contending that the investigation into the case was at a crucialstage where the prosecution was inclined to invoke some morecharges depending on the report of handwriting experts. Theprosecution said they were expecting the report at the earliest andon the basis of it would proceed to investigate further. They hadalso contended that the police had collected call data records ofcalls and messages exchanged between the two, which also goagainst Pancholi. Pancholi was arrested on June 10 after being bookedunder IPC section 306 for allegedly abetting Khan’s suicide, a weekafter she ended her life at her Juhu home.The police arrested him on the basis of the six-page letter allegedlywritten by the actress accusing him of abuse and also alleging thatshe had to abort their child. Pancholi had, in his bail plea, allegedthat he has been falsely implicated. The application stated that a six-page letter could not have been written before Khan committedsuicide.Advocate for Pancholi, CK Talekar, contested the claim on the noteand argued, "It is highly suspicious that the letter was found by thesister of the deceased four days later while the police had initiallysaid they did not find any suicide note". On Friday, Jia’s motherRabia Khan also filed an intervention application and contested thebail application filed by Suraj.

This week, City Council discussed Mississauga's transitpriorities in response to the Metrolinx Investment Strategyadopted by the Metrolinx Board of Directors and sent to theprovince for comment. "Metrolinx indicated furtherdiscussion will take place with municipalities as well as withthe public on the recommendations for funding, policy andoperations," said Mayor Hazel McCallion. "We will be atthat table and are ready to move ahead with Mississauga'sprojects. Transit is for everybody - it is a regional issue. Weneed it for the environment, economy and well-being of allour residents and businesses. The ball is now in theprovince's court. I look forward to hearing more on theprovince's public consultation process so we can all moveahead on this critical issue." In the WW1 the telegram sent by the German foreignminister, popularly called the Zimmerman telegram was one of the mainreason for the US entry into the war. On personnel level almost everyone hasan experience of receiving or sending telegrams. Printed messages like "youhave been selected for so and so position please come for the interview onthe followingdate"was common and often brought a smile on the face. It isunfortunate that the telegram got a negative image as it wascommonly usedto convey sad news of disease and death. Considering the urgent nature ofthe message a man who delivers the message was taken seriously. In the agewhen computers, emails and satellite did not exist and the service providedby the Graham Bell's telephone was still in its infancy the wire was the besttool available to fulfill the need for fast and efficient communication. It waseconomical so was easily affordable by the populace and was fast. Ascompared to the traditional letter which would take weeks to reach thedestination. During these days a couple of annas could send an urgentmessage to anyone around the globe. It is said that in the mid 80'sthere were close to 45,000 offices spread all over India. These officessent nearly 60 million messages a day. At that time the industryemployed 12,500 people. Today the number has declined to about 75offices and 998 workers. Mostly it is the government who still sends thesedispatches. The main reason for the loss of offices is due to decline in peopleusing this serviceleading to decrease in business. Thus the BSNL is losingmillion in continuing to run this venture. The irony of the decision by theBSNL and the government of India is that people in far flung areaswill be hithard by this. Many of these citizens have no cell phone or access to email ofcomputers. They will be cut off from the rest of the world. The other importantthing is that India is taking lead in shutting the system for ever. Severalcountries around the world including Russia, China, Canada, Germany,Switzerland, and Mexico still provide full telegraph services.

Overthe next three years, Brampton's bus rapid transitcorridor will further expand by connecting businesses,workers, students, GO train riders, families, andresidents, from every corner of the city. Brampton's also moving forwardwith Metrolinx, about laying the foundation for the proposedHurontario-Main Light Rail Transit (LRT) system, with Mississauga.It's an opportunity for people from as far south as Port Credit inMississauga, to head north into Brampton and take in a renownedperformance at the Rose Theatre; dine out with friends; skate withfamily at Gage Park; Zumover to the Bramalea City Centre to shop;and get to work on time.Transit routes like this can lead to exciting new economicdevelopments and employment opportunities. Athome, in 2011, we launched the Kanishka Project, a five-year nationalresearch undertaking to develop the information we need to frustrate ter-rorist conspiracies and keep Canadians safe. As well, Canada's Counter-terrorism Strategy - Building Resilience Against Terrorism - adopted lastyear, sets out Canada's approach to tackling this global and domesticthreat. Most recently, we passed the Combating Terrorism Act (Bill S-7)which will help disrupt plans and preparations for terrorist attacks and toinvestigate past acts of terrorism. Just last week, our government passedBill S-9, which will allow Canada to take measures, as part of its commit-ments under international agreements, to prevent nuclear terrorism."The elimination of terrorism continues to be at the forefront of ourgovernment's priorities. The numerous memorials built in Canada andaround the world to honour the innocent lives lost through such acts serveas a reminder of the need for continued vigilance. We stand together withour friends and allies in our determination to rid the world of this scourge."On June 23 June 2010 PM Harper spoke at the Commemoration Ceremonyfor Air India Flight 182"Ladies and gentlemen, distinguished guests, friends and families, thankyou for being here this evening.A quarter century has gone by since the terrible event for which we aregathered today, namely the destruction of Air India Flight 182, which killed329 people, most of them Canadians.The destruction of Air India Flight 182 on June 23, 1985 was, and remains,the single worst act of terrorism in Canadian history. It cost the lives of 329men, women and children. They perished that day, when a bomb plantedin the hold of their aircraft exploded. Meanwhile, a similar bomb intendedfor another Air India flight, detonated at Tokyo's Narita airport, killing twobaggage handlers.Around the world, it was a dreadful day.Let us picture it once more. Most of those on Flight 182 were our fellowcitizens, Canadians going to India for business or pleasure or family re-unions. Eighty-two of those aboard were children, no doubt to be receivedand shown off with happy pride. Activities familiar to all of us, then, ajourney begun with excitement and hopeful expectations.But, that day the innocence, the pleasure, the anticipation, all of it wassnuffed out by an act of grotesque violence and malevolence. And you whoare left, you were handed this heartbreaking loss, the burden of which it isall but impossible to calculate, severed bonds that still ache with theburning sadness of love remembered in empty silence.This was evil, perpetrated by cowards, despicable, senseless and vi-cious. I will make no attempt to make any sense of it. Nor will I speak ofroads to healing. Some wounds are too deep to be healed even by theremedy of time. What I can tell you is this.Your pain is our pain. As you grieve, so we grieve. And, as the years have

deepened your grief, so has the understanding of our country grown. Canadi-ans who sadly did not at first accept that this outrage was made in Canada,accept it now. Let me just speak directly to this perception. For, it is wrong,and it must be laid to rest. This was not an act of foreign violence.Canadians now understand that this atrocity was conceived in Canada, ex-ecuted in Canada, by Canadian citizens, and its victims were themselvesmostly citizens of Canada. We wish this realization had gained commonacceptance earlier.However, it is this understanding which guides the actions of our Govern-ment today. So, we have encouraged the building of more memorials such asthe original one in Ireland that I had the honour of visiting in 2005, and this onehere in Toronto.It is why the Government of Canada made June 23rd the National Day ofRemembrance for Victims of Terrorism. And it is why four years ago, in oneof the very first acts of our new government, we appointed retired JusticeJohn Major to scrutinize without limit the investigation of the bombing of AirIndia Flight 182.I come now to a difficult place. Commissioner Major reported on the firstphase of his inquiry, in December 2007. In it, he recorded many personalstories, some that I have heard first-hand from families of victims. I foundtheir words deeply moving.Six days ago, Commissioner Major issued his second report. It is, finally, athorough examination of events, and deeply disturbing. For although Com-missioner Major's report runs to 3,000 pages, although it summarizes thetestimony of hundreds of witnesses, although it shines a light on institutionalprocesses that Commissioner Major referred to in some cases as a 'dys-functional focus on self justification,' and in others as 'slow, intermittent, andacrimonious,' it can still be reduced to a few words: this should not havehappened.This should not have happened. And 329 people should not have perished inthe sky that day in June, south of Ireland.It is not enough to say that the system failed. It did of course. But, this is tosanitize with words a succession of woeful inadequacies that CommissionerMajor calls "a cascading series of errors."No. that is not enough.Commissioner Major delivered a damning indictment of many things thatoccurred before and after the fact. Things, ladies and gentlemen, that thisGovernment of Canada cannot defend, has no wish to defend.And, Commissioner Major finds that, to make matters worse, the families ofthe victims were for years after treated with scant respect or considerationby agencies of the Government of Canada.These are things for which honour and duty require that the Government of

Canada, the government that called this inquiry, now apologize.I stand before you therefore, to offer on behalf of the Government ofCanada, and all Canadians, an apology for the institutional failings of 25years ago and the treatment of the victims` families thereafter.The protection of its citizens is the first obligation of government.The mere fact of the destruction of Air India Flight 182, is the primaryevidence that something went very, very wrong. For that, we are sorry.For that, and also for the years during which your legitimate need foranswers and indeed, for empathy, were treated with administrative dis-dain.Ladies and gentlemen, Commissioner Major has made many importantrecommendations. We are in the course of reviewing them and havealready begun the vital work of improving safety and security at ourairports. It is a matter of the utmost importance to our government thatsuch a thing never happens again.Sadly, we have no way of knowing when, if, or how, we may once morebe attacked, or by whom. We know only that terrorism is an enemy witha thousand faces, and a hatred that festers in the darkest spots of thehuman mind. And we fear that when we invite from around the world,those who share our aspirations for a better life, others also come, thosewho see in our Canada, not new bridges to a hopeful future but onlyanother chance to travel the old roads to the blood-feuds of the past.And let me address, as the families have asked me to do, my fellowpolitical leaders of every stripe: it is incumbent upon us all, not toreach out to, but rather to marginalize, to carefully and systematicallymarginalize, those extremists who seek to import the battles of India'spast here and then to export them back to that great and forward-looking nation. We must have none of it. Just as we must continue thestruggle against destroyers and murderers of all kinds. And it will,with energy and urgency. Whatever the threat, we must anticipate it.Wherever it comes from, we must be ready for it. Whoever would liftup a perverse ideology by casting down the innocent, we must learnhow to thwart them.The greatest legacy we can leave to your loved ones is to make the skiessafe for travel.Let me say that again: the finest memorial we can build to your lovedones is to prevent another Flight 182. Citizenship, Immigration and Multiculturalism Minister JasonKenney welcomed the final passage and Royal Assent of TheFaster Removal of Foreign Criminals Act, which speeds upthe removal of dangerous foreign criminals from Canada."This new law will keep Canadians safer by ending endlessappeals and loopholes that were being used by dangerousforeign criminals to delay their depor tation, during which timemany committed more crimes," said Minister Kenney. "Cana-dians can now feel more confident in the integrity of our immi-gration system because violent criminals and fraudsters willbe kept out while genuine visitors are welcome."The Faster Removal of Foreign Criminals Act, strengthens theintegrity of Canada's immigration system by amending theImmigration and Refugee Protection Act to:" Make it easier for the Government to remove dan-gerous foreign criminals from Canada;" Make it harder for those who may pose a risk toCanada to enter our country in the first place; and" Remove unnecessary barriers for genuine visitorswho want to come to Canada.The Faster Removal of Foreign Criminals Act has receivedwidespread acclaim, including suppor t from the CanadianAssociation of Police Chiefs, the Canadian Police Associa-tion, Victims of Violence and Immigrants for Canada, amongmany others.The Government is delivering on its commitment to depor tdangerous foreign criminals faster by limiting their access tothe Immigration and Refugee Board's Immigration Appeal Di-vision (IAD). This will reduce the amount of time cer tain crimi-nals may remain in Canada by up to 18 months, preventingthem from committing more crimes against innocent, law-abiding Canadians.Another change in the legislation ensures that foreign nation-als who are inadmissible on the most serious grounds - secu-rity, human or international rights violations, or organized crimi-nality - are no longer able to delay their removal by applyingfor a program that is meant for cases deserving of humanitar-ian and compassionate consideration. This change is consis-tent with the government's no safe haven policy.Other changes to protect the safety and security of Canadiansinclude a new Ministerial authority to refuse temporary entryin exceptional cases, and increased penalties for those whotry to cheat the system.The legislation also facilitates the temporary entry of low-riskindividuals who would have previously been refused entrybecause one of their family members was deemed inadmis-sible for non-security reasons, such as health."Canadians are generous and welcoming people, but they haveno tolerance for criminals and fraudsters abusing our gener-osity," said Minister Kenney. "We want an immigration sys-tem that is open to genuine visitors, while at the same timeprevents the entry of foreign criminals and denies them theability to endlessly abuse our generosity."

Calgary faces flood after-mathAbout 65,000 Calgarians werepermitted to head back home onMonday after disastrousflooding hit the regionand wereasked to do a re-assessment oftheir homes.

"We ask that residents ofsingle family homes self-assessthe condition of their propertyand follow the safetyprecautions provided," said thecity in a release.

"Residents of multi-familydwellings are to connect withtheir property manager prior toreturning home. We willcontinue to update thoseaffected by the evacuation orderthroughout the day."

Re-entry informationRe-entry information

centres have been establishedfor residents who have beenapproved to safely return home.

Residents are asked to visitone of the re-entry informationcentres PRIOR to accessing theirresidence for importantinformation that will supportthem in self-assessing their homeand provide guidance on nextsteps.

Once check-in and re-entryinformation has been receivedfrom one of the centres, residentsmay proceed to their residence.

If the road and sidewalk tohome is dry, residents mayproceed to enter their home.

If there is no flood watervisible upon entry, residents areasked to inspect their basementfor water.

If there is water in thebasement above electricaloutlets, leave your homeimmediately and advise yourcommunity re-entry informationcentre. If there is no water in thebasement or if water is belowelectrical outlets, residents mayproceed with their self-assessment as directed by re-entry information centres.

Self-assessment will includeidentification of critical servicesstill required. If a need isidentified, residents should postan 8.5" x 11" notice in theirwindow with bold writingidentifying the need. One pieceof paper should be used per item.Writing should be large and boldenough so that it can be clearlyseen from the street.

Our government fullyrecognizes that," said Redford."That's why, to date, we havebrought together all provincialresources to respond to thisdisaster through the AlbertaEmergency ManagementAgency. And today, we begin torebuild."

Robin Campbell, minister ofAboriginal Relations, willcontinue to oversee FirstNations recovery, and Don Scott,from Fort McMurray, willcontinue to oversee the recoveryin that community from floodingearlier in June.

"My fellow ministers andMLAs from Calgary will continueto lead recovery efforts in theCity of Calgary, working inlockstep with city officials," saidRedford. In addition, thegovernment is holding anemergency Treasury Boardmeeting on June 23 andestablishing a detailed plan forhow to deploy short- and long-term resources. This will involveimmediate action in three areas:

Financial assistance forAlberta families and

communities with uninsurabledamage.

Support for short-term andlong-term infrastructure needs inaffected communities.

Prosecution of businessesor individuals who illegally pricegouge or commit other types ofconsumer fraud to takeadvantage of flood victims.

"My message today is thatyour government is mobilizingand will do what's necessary toget the job done. As I've visitedcommunities in the last few days,I've never been more convincedof the strength and resiliency ofAlbertans. We are up to task. Wewill rebuild together. And ourcommunities will be strongerthan ever before," said Redford.

PM visits flood affectedregions of Alberta

Prime Minister StephenHarper traveled to Calgary to seefirst-hand the impact of thefloods that are affectingcommunities across Southernand Central Alberta. He wasaccompanied by Alison Redford,Premier of Alberta, andNaheedNenshi, Mayor ofCalgary. "The people of Centraland Southern Alberta areshowing tremendous strength,courage and resolve in theirreaction to the devastatingfloods in the Alberta regions,"said Prime Minister Harper. "Thefederal government is takingswift action to help municipaland provincial authorities meet

the needs of those affected.Members of the RCMP and theCanadian Armed Forces arealready on the ground helpingwith search and rescue,evacuation and other logisticsand our Government standsready to provide all the supportrequired."

The Prime Minister alsosaluted the amazingcooperation, teamwork andhumanity being displayedduring these very difficultcircumstances.

The Canadian ArmedForces (CAF) are supportingthe flood operations withapproximately 1,300 troops,eight helicopters, a militaryairplane, trucks and othervehicles to assist withevacuation, search and rescueand logistical efforts. LocalRCMP detachments have alsobeen providing support tothose affected by the flooding.

The Prime Minister alsoannounced that the DisasterFinancial AssistanceArrangements (DFAA) isavailable to provide financialsupport to the Province of Albertafor eligible costs. The DFAA is afinancial mechanism throughwhich the Government of Canadahelps provincial and territorialgovernments respond and recoverfrom natural disasters.

"Laureen and I would also liketo offer our deepest condolencesto the families of the victims whohave lost their lives in these floods,and also our hope for a quickrecovery for anyone who isinjured. Our thoughts andprayers are with you during thisdifficult time," said the PrimeMinister.

"With planning and discipline, young Canadianscan lay the foundation for a solid financial future by diligentlytracking their cash flow and creating a plan for saving andspending."As a general rule, individuals should aim to set aside three tosix months' wor th of essential expenses in an emergency fund.While this is not easily done for young people star ting outtoday, the most impor tant thing is to star t a savings habitearly, regardless of how much can be set aside at the begin-ning. The attack took place late in the afternoon when an unspecifiednumber of militants ambushed the last vehicle of a RashtriyaRifles convoy that was on way from nor th Kashmir. Several

soldiers were injured in the firing and grenade attack, and as theambush attracted attention from the rest of the convoy and nearbypolice personnel, the militants fled through a narrow lane into anot-so-congested uptown Srinagar where they fired at CRPF andpolice personnel manning a check-post, injuring two, one of them,a CFPF sub inspector, critically."One CRPF personnel has been injured in the militant firing nearour Rambagh camp," inspector general of CRPF Y S Yadav wasquoted by the Press Trust of India as saying. The militants, be-lieved to be two in number and riding a motorcycle, then escapedin a waiting black Santro car, police said.At the site of the ambush, the road was drenched in blood, withbelongings of the soldiers, notably water bottles and rucksacks,strewn around the ambushed truck. Staffers of a business con-cern who provided water to the injured said most of the soldierswere profusely bleeding.A person, who identified himself as Baliguddin and claimed to bea spokesperson of the Hizbul Mujahideen, called up a local newsagency and said his group had formed several squads to carryout similar attacks in the future.Although militant attacks during VVIP visits are not rare, Monday'sambush was the first major militant action after Parliament at-tack convict Afzal Guru was hanged last February. 26/11 accused Headleyrefuses to cooperatewith India's demandsNEW DELHI: India's plans to get "limited custody" of Lashkeroperative David Coleman Headley have received a setback withthe 26/11 accused conveying his reluctance to either traveltemporarily to India or even record a statement in the US beforean Indian magistrate. The latest inputs regarding Headley'srefusal to cooperate with India's request for his "temporary"custody were shared by the US with the authorities here duringthe Indo-US strategic dialogue on Monday. However, the moveto get Headley aide and co-accused in the 26/11 case, TahawwurHussain Rana, seem to be on course with the US indicatingthat it would facilitate his testimony in the NIA case regardingthe larger 26/11 conspiracy. During his recent visit to the USfor the Indo-US homeland security dialogue, Union homeminister Sushilkumar Shinde had requested the Americans tofacilitate India's bid for "temporary and limited" custody ofHeadley. This, he had underlined, would enable him to testifyin the Indian courts and help bring the NIA's 26/11 case to itslogical conclusion. The US response was somewhat mixed,but a ray of hope emerged after its law officers promised tofavourably address the request. Though NIA was in 2010allowed to interview Headley in custody in Chicago, hisobjection to an Indian magistrate's presence during therecording of his statement ensured that it was not admissiblein the Indian courts. Subsequently, Headley entered into a pleabargain with the US authorities. The plea bargain deal restrainsthe US from being extradited to a foreign nation. Headley wasfinally sentenced by the US courts in January 2013, to 35 yearsin prison. He was convicted on several counts, including theone relating to 26/11 conspiracy. Headley had earlier confessedthat he scouted targets for the 26/11 attacks, including theiconic Taj Hotel, as well as for other LeT terror missions againstIndia.

They said a bomb disposalsquad was called in to check the bag, which was later found tobe containing clothes. 14 Americans airliftedfrom Himachal valley

SHIMLA: Airlifting of stranded tourists and locals from highaltitude areas of rain-ravaged Kinnaur district in Himachal Pradeshbegan Monday after some delay owing to bad weather in themorning, officials said. Fourteen Americans were evacuated inthe first sortie. Fourteen US nationals, who were stranded in thepicturesque Sangla Valley that has been cut off from the rest ofthe state since June 16, were airlifted, some 120 km from statecapital, RK Bhardwaj, who is assisting the rescue operations inSangla, told IANS. He said Sangla still has 44 tourists and theywould be evacuated by Monday evening. Sangla is some 275km from here. Officials said around 40-50 tourists are stranded inPooh and sorties are continuing to airlift them as early aspossible. "Except at Sangla and Pooh, there is no stranded touristanywhere in the district," an official said. The Indian Air Force(IAF) has deployed two choppers, while the state deployed onefor rescuing both locals and tourists. Around 150 tourists andlocals were evacuated from variosus places, including Pooh andNako Sunday.

Advancing his argumentagainst invoking the gravecharge of 'culpable homicide notamounting to murder' (section304 part II IPC), Ashok Mundargihad pleaded that the magistrate'sorder was "erroneous, bad in lawand contrary to evidence onrecord." The magistrate, he

contended, had failed toappreciate that the actor hadneither the intention (to killpeople) nor the knowledge thathis rash and negligent drivingwould kill a person and causeinjury to four others.

The offence under thissection attracts a ten-year jailterm and is triable by a sessionscourt.

Salman was earlier tried bya magistrate under lesser chargeof causing death by negligence(Section 304A of IPC), thatprovides for a maximumpunishment of two years in jail.

However, in a twist to thecase, the metropolitanmagistrate, after examining 17witnesses, had brought forth themore serious charge of culpablehomicide against the 47-year-oldsuperstar and transferred it to asessions court for re-trial.

Police detained scores of separatistactivists, frisked residents and searched cars as par t of secu-rity measures.On Saturday, militants shot and killed two policemen inSrinagar.

One cannot disagree with the issues or dimensions oraspects which are of concern to us. I must say with grati-tude that the Secretary of State himself earmarked that andsaid that as they proceed, they will ensure that none of theconcerns of India are overlooked or undermined."That is a good way of working closely together. It is verycear what the objective is and how far that objective ispossible, only time will tell. Thousands of workers belonging to different unions marchedin Rome on Saturday to protest the lack of steps taken by theItalian government against unemployment numbers that havetouched record highs. The demonstrators, who were made upof three different workers unions, took to the streets to protestEnrico Letta's two-month-old government. Letta had, in hiselection manifesto, vowed to initiate schemes to promoteemployment but has failed to pass any resolution so far. Theprimarily left-leaning unions have been complaining thataccording to surveys two in five persons under the age of 24is now unemployed in the country, while one in 10 of the totalpopulation is without a job. Letta has been elected with thehelp of a coalition that is made up of former PM SilvioBerlusconi's right leaning party and former PM Mario Monti'scentrists. Political observers however believe that the 46-year-old has been unable hamstrung by the various parties pullingin different directions to keep any new law in line with theirpersonal agenda. The lack of action caused by the politicaldeadlock has frustrated the protestors. "We can't accept thesecontinuous promises that aren't translated into decisions thatgive a change of direction," said Susanna Camusso, leader ofthe country's largest union CGIL, to the press.Luigi Angeletti, president of another union UIL, demandedurgent measures. "In a country where the main concern isbetting on how long the government will last, the message isthat there is no more time for promises and announcements,"he told The Observer. Letta is working on legislation that willoffer tax breaks and other financial packages to companiesthat will hire Italian nationals under the age of 30. But this willfurther put strain on an economy that is struggling to get ahandle on the debt that is 127% of the national GDP.

India isamong the six nations that will have to pay £3,000as fee from November 2013 to enter Britain,according to plans finalised by the British homeoffice in a fresh crackdown on immigration abuse.The scheme will be applicable to visitors fromIndia, Pakistan, Bangladesh, Sri Lanka, Nigeriaand Ghana. The fee of Rs 2.7 lakhs (at the presentexchange rate of Rs 90 for a pound) will be overand above all visa costs. The UK's Immigration &Asylum Act gives the government the right toforce such a financial security from temporary migrants, which would be forfeited if they fail to leaveafter the expiry of their visa. Home secretary Theresa May says this is the next step in making sure"our immigration system is more selective, bringing down net migration from the hundreds ofthousands to the tens of thousands, while still welcoming the brightest and the best to Britain."She also confirmed that in the long run, the UK will formally introduce a system of bonds thatdeter overstaying and "recover costs if a foreign national has used public services." MP KeithVaz had earlier shot down the planned scheme warning that such bonds will 'antagonisesettled communities in Britain and enrage our allies such as India'. The number of Indiansreceiving visas to travel to the UK, either to work or study fell by nearly 20% between 2011and 2012. Asian nationals accounted for 273,927 (54%) of the 507,701 visas issued in 2012,with India and China each accounting for 15% of the total. Responding to the sex-determination test allegationlevelled by an NGO against him,actor Shah Rukh Khan, in anemail, informed the civic bodythat he had not given anystatement on surrogacy. VarshaDeshpande, from NGO Lek LadkiAbhiyaan, had asked the civicauthorities to book Khan, hiswife Gauri, Dr Firuza Parikh andthe trustees of Jaslok Hospital,where the surrogacy procedurehad allegedly taken place.

"The complaint was filed onthe basis of news reports whichclaimed that the couple hadcommissioned a surrogatemother and the unborn child is aboy. Now that he has deniedgiving any such statement in themedia, we are looking for thedoctor who may have leaked outthe information," said a seniorhealth official. Meanwhile, thehospital authorities have served alegal notice to the activist. Actingon the complaint, health officialsfrom the civic body had visited thehospital at Peddar Road to check

if the administration or the doctorshad any role to play in theincident. "We have served alegal notice to Deshpande formaligning the image of thehospital and of Dr FiruzaParikh, director of the IVFCentre, by making falsestatements regarding surrogacyand the sex-determination test

Theactor, who was in the city for the promotion of 'Ghanchakkar', spoke at length with TOI whilesavouring a bowl of fresh fruits and sipping cold coffee. Excerpts from the interview:

Considering you came toAhmedabad four times lastyear, do you think the city isyour second home?It feels good being inAhmedabad. I just realised thatI'm here every two months —which also proves that I havetoo many releases in a year. Asmuch as I want to eat here, allthe time I have come here, Ihave been on a diet. I want tospend some quality time hereand gorge on local cuisine. Ihave sampled the famousGujarati thali at a friend's placein Mumbai. I simple love the 'gudwali sweet dal'.You recently mentioned you have reached a saturation point with your dark and intense roles. So,are you now in a mood to experiment?My intense characters have been successful, and now I want to make the audience laugh.Ghanchakkar is a funny situational comedy — a combination of all the characters will make youjump on the seats in the theatre.Comedy is the flavour of the season, are you trying it just because it is an easy success formula?I am not doing comedy because the genre is successful. If that was the case, I would have done arun of the mill comedy film. I set my own trends. I like to give something new and different to myaudiences. I want to do the kind of comedy that has been missing till now.During your initial career days, you always mentioned that your films are successful because ofyour kissing scenes, is it true?(Laughs) I have kissed in almost all the films, except in Once Upon A Time In Mumbaai. I'm not sureif my kissing on screen has anything to do with the success of a film, but producers make sure toput a kissing scene or two. They feel my kissing scenes are my lucky streak.You are one of the top stars in the industry with a particular image, don't you feel you are takinga risky decision by trying comedy at this point of your career?I don't know the definition of a star, I am just an actor. I prefer doing hard work as I feel luck can't domuch in absence of hard work. I am a lazy person —when I entered into this industry, I thought itwas a cakewalk, but I have realised it needs a lot of patience and hard work.Are you looking at reinventing yourself as an actor?With every film you need to reinvent yourself. Sometimes you have to change according to the filmand sometimes films/characters change according to you and sometimes you just go with the flow.You constantly reinvent as a person. However, trade analysts don't want me to change. Everyonewants to be safe in this industry and whatever works the best, they want to keep or use it as it is. IfI didn't want to change, I don't think I would have done films like Shanghai or The Dirty Picture.Like most biggies of Bollywood, do have plans to eventually start your own production house?I will get into production gradually. I want to complete my commitments as an actor. Having a namein the credit list of a film as a producer is no big deal, but setting up a production house is a big task.You require lot of money and time to invest, and I am not ready for it.You have immense female fan following, how does it feel?It is fun to see girls going mad about me or dancing around to get one glimpse of me. These aremajor perks of being an actor. But you need to be cautious and respectful. It took me a lot of time tobe where I am today. I love the female adulation and I am here to enjoy everything.

We haven't yet drawn up aformal contract but it would benice to have one more personto bounce off ideas with.Would you want to make atypical masala Bollywood film?I don't know if I am capable ofmaking a masala film. Or maybeI am, but it doesn't excite me. Ihave no problems watching afilm with romance, song anddance. But I don't think I wouldlike to make a film like that.Everyone's definitions arebroad. One can easily make amore mainstream film that isn'tjust rubbish. But there arecertain subjects that interest meand I am drawn to them. By andlarge I have been drawn toserious and practical subjects.Would you ever adapt a book?In fact, I have been readingsomething which I might endup optioning. This particularbook will make for a moodyatmospheric film. It is writtenby a contemporary Indianauthor. There is so much goingon in the character's headthat sometimes it getsdifficult to match that incinema, unless you gocompletely surreal.

They should never be allowed to do soagain.The official explanation is that there were only 17 days to stagethe tournament, that there was "no wriggle room" and that bilat-eral tours take precedence. Are fans really expected to takesuch an explanation seriously?You can praise the players for contesting a fluctuating final indifficult conditions. You can listen to people intellectualisingabout the amount of cricket played and how difficult it is tocram spare days into the schedule.You can retreat into comfor ting jokes about the essential awful-ness of the English summer and even speculate that globalwarming could make it more unbearable than ever. You canlisten to thousands of explanations about logistics, about whatis possible and what is not.None of that matters. Do not accept any explanation that youhear. The administrators need to understand that to stage thefinal of a major one-day tournament without a reserve day is aspurblind as it gets.If you do something you have to do it properly. If you tell spec-tators that a tournament is impor tant, and sell TV rights andtickets on that basis, there are basic standards you have tomeet to try to bring it to a satisfactory conclusion.We can all argue incessantly about the details: about how manysides should take par t, how the groups should be drawn up,whether to pre-determine semi-final venues for the countriesthat qualify, how to choose between sides that finish on equalpoints. We can argue about one white ball or two, about num-bers in circles, whether to allow runners, whether balls can bebounced in to the stumps, how many bouncers in an over.We can philosophise about whether the Champions Trophy re-ally matters and whether essentially we would be better with-out it. But not to have a reserve day in a final is nonsense.A final is what everyone has built up to for weeks. It justifieseverything that has gone before. It justifies the effor ts of theplayers and the dreams of the fans. Not to deliver this climaxturns the entire tournament into a failure.Shakespeare did not stop writing Hamlet after four Acts be-cause he had run out of time and he had to get on with TheMerry Wives of Windsor. The football World Cup in Brazil willnot end at the semi-final stage if the final is suspended becauseof a sudden cloudburst.

The World T20 tournamentcould be moved fromBangladesh due to con-cerns at the country's lackof adequate faci l i t ies.ESPNcricinfo understandsthat Sri Lanka and SouthAfrica are potential alter-nat ive venues al thoughdiscussions have yet toreach the official stage.An ICC official inspectedthe stadiums recently andis understood to have beenunderwhelmed by the results. The situation is now scheduledto be discussed at the ICC's annual conference in London laterthis week with insiders suggesting that concerns are such thata decision to move the tournament is one of the options to bediscussed.The men's and women's World T20 is scheduled to be played infour venues in Bangladesh between March 16 and April 6 nextyear. The stadiums in Mirpur and Chittagong are deemed per-fectly acceptable for international cricket, but work on the fa-cilities at the stadium in Sylhet, which was built last year -remains incomplete, and construction at the new stadium inCox's Bazar, home of the world's longest natural sandy beach,is still underway.BCB president Nazmul Hassan has this week vented his frus-tration about the slowness of work on the two unfinishedgrounds. The latest phase of work in the Sylhet Stadium beganon June 7, and the BCB estimates that the four-storied pavilionwill be completed by the time the ICC inspection team returnsin September. There is a plan to host a couple of ODIs whenNew Zealand are touring in October.But the National Spor ts Council, the spor ts regulator inBangladesh and also the custodian of all spor ting venues, havesaid that it would only be ready by November and that outfielddrainage work will be delayed until after the World Twenty20s.As for the Cox's Bazar stadium, it is being built from scratch ona patch of land that was once a golf course.While Sri Lanka cricket chief executive Ashley de Silva indi-cated that there had been no contact as yet between his boardand the ICC, he did suggest that the country would be ready tohost the tournament if required, even though it would mean thatSri Lanka could end up hosting World Twenty20 twice in 18months. The most recent edition of the World Twenty20, whichended last October, was also held in Sri Lanka. "There hasbeen no communication between SLC and ICC on that topic," deSilva told ESPNcricinfo. "We have the facilities to host it, but Idon't know if it will crop up at the meeting this week."

Batsman Ramnaresh Sarwan has been dropped from the WestIndies squad for the first half of the tri-series involving Indiaand Sri Lanka, which begins on June 28. On the wrong side of thetoss, with two rain breaks in thefirst half of their innings, theycouldn't really have planned theirinnings, and soon found them-selves struggling when it cameto the run-rate. That broughtpanic, and Bopara was the ben-ef ic iary with the wickets ofDhawan, Suresh Raina and Dhoni- for his first duck in ODIs sinceOctober 2010. In the last sevenovers, though, Virat Kohli andJadeja brought India back with apunchy par tnership of 47 off 33.Kohli couldn't see India to the end,but Jadeja did, his knock includ-ing an inside-out six off JamesAnderson. For some reason, theEngland batsmen panicked in thechase too. Trott was fluent, butspin brought the turnaround.Jadeja began with a tight fifth over,and Ashwin got Trott stumped inthe next with a dipping offbreakoutside leg. Kohli, at backwardshor t leg, had begun to moveeven before Trott had had an op-por tunity to strike the ball, but theumpire either didn't notice it ordidn't consider the movementsignificant enough to call it a deadball. Had Trott connected and hadKohli caught it, scenes wouldhave been less savoury.
