CHAPTER- I

CONCEPT NOTE ON SGSY TRAINING

Government of India, Ministry of Rural Development has sanctioned a

“Special Project” for Skill Development under “SGSY” for Himachal Pradesh.

This Project envisage to impart three months skill training to 1700 youth

belonging to BPL families in Himachal Pradesh within a period of two years

as per the need and requirement of the existing industries in the state of

Himachal Pradesh. After the training the trained youth will be offered

employment opportunities in the industries.

This project will be implemented by Himachal Consultancy Organisation Ltd.

(HIMCON) under the guidance of Department of Rural Development and

Panchayat Raj, Himachal Pradesh.

Department of Rural Development and Panchayat Raj, Himachal Pradesh

and HIMCON have identified a few sectors of industries like Pharmaceutical,

Textile, Computer and Other Allied Industries etc. having concentration in

Himachal Pradesh for training and employment opportunities for the youth

of the target group.

As most of the BPL youth aspiring to be covered under the Project are

qualified up-to Matriculation, they have to be placed as unskilled workers at

minimum wages after the two and half month training. Subsequently looking

to their aptitude, ability to learn and attain certain level of technical skills

and experience they can be promoted as semi-skilled workers.

The Three Months training has been split into Two Phases:-

PHASE-I

During the first phase of training basic orientation, motivation and aptitude

development for success in private sector jobs will be provided. This phase

will have training of two weeks. The venue of this phase of training will be

within five kilometers of the house of the trainers.

PHASE-II

Looking at the education, aptitude and mobility of the youth on the job skill

training will be given in the identified sectors of industries in Himachal

Pradesh for two and a half months. During this period the youth will be

exposed to the machines, processes, raw material and jobs in that sector of

industry and also their skills will be developed during on the job training.

CHAPTER -II

Financial Assistance for the Project:-

The Special Project under SGSY for Skill Development of Rural Youth in all

the Districts of Himachal Pradesh was placed before the Project Approval

Committee (PAC) on dated September 14, 2009. The Project Approval

Committee (PAC) for Special Projects under SGSY considered the proposal in

its meeting held on September 14, 2009 and approved the project subjected

to certain conditions. (Copy of letter enclosed for ready reference).

The project will be implemented by Himachal Consultancy Organisation Ltd.

(HIMCON) and coordinated by DRDA, Hamirpur, Himachal Pradesh. The

Total cost of project was Rs. 117.00 lakh to be funded as follows:-

a. Central Share 87.75

b. State Share 29.25

TOTAL 117.00

The 1700 rural BPL beneficiaries will be covered under the project for

training and to placement/wage employment.

The split up of the sanction is as under:

Training (residential programme) : 900 persons Rs.81.00 Lakhs

Training (Non residential) : 800 persons Rs.36.00 Lakhs

CHAPTER -III

Execution of the Project:

Co-ordination with Industries:-

The successful implementation of the SGSY-Special Project, tie-up was done

with the industries. Baddi Barotiwala and Nalagarh Industries Association

(Regd.) and other industries their consent to provide training and to absorb

the beneficiaries after completion of training, under the SGSY Special Project

in various industries in Himachal Pradesh. (Copy of consent letter enclosed

for your ready reference)

HIMCON has tied up with various established groups for job training. Some

of the companies are as under:-

1. Wipro Ltd.

2. Timex Watches Ltd.

3. SGS Computers

4. Valco Industries Ltd.

5. Vardhman Textiles

6. Kanha Pharma

7. Cipla

Stay Arrangements:-

After receiving the consent letter from the industries HIMCON has arranged

staying accommodation for all the beneficiaries. Mountview Group Housing

Co. were initially selected for the accommodations to the beneficiaries stay

at Baddi.

Food Arrangements:-

Food facility had also been arranged for the beneficiaries during the training

period of three months.

Publicity of the Project:-

HIMCON with its vigorous efforts tried to contact and motivate unemployed

youth of the state and to join on the job skill development training under

this prestigious project and wide publicity was given to this project by

HIMCON and also through BDO’s, Pradhans of Panchayats and other local

functionaries.

CHAPTER -III

Inauguration of the SGSY - Special Project:-

After doing the basic spade work, tie-up with the industries the project was

launched by Shri Jai Ram Thakur, Honorable Minister for Rural Development

& Panchayati Raj of Himachal Pradesh on dated May 05, 2010.

Orientation camps of 15 days duration were held for 120 beneficiaries but

with initial constraints first batch of 15 beneficiaries were placed for on the

job training on July 2010 and subsequently batches of 15 - 20 beneficiaries

were enrolled and placed. Till September 2010 a total of 147 beneficiaries

were enrolled and placed for on the job training in different industries in

Baddi, District Solan in Himachal Pradesh.

With the efforts put in by HIMCON team the results are encouraging and the

pace of joining by BPL youth under the project was having upward trend

since beginning of September 2010.

HIMCON has slowed down the activities in this project as the second

installment has not been received and over Rs. 17.50 lakhs have

already been spent from HIMCON’s own resources.
