| Introduction

The General Authority for Statistics (GASTAT) is pleased to present the Detailed National Accounts Publication 2018, which was based

on the detailed results of the various statistical research conducted by GASTAT, especially the annual economic research and social

research.

The Publication includes the current accounts according to their sequence in the system in addition to the capital account. these accounts

include: Production Account, Income Generation Account, Income Primary Allocation Account, Income Secondary Distribution Account,

In-kind Income Redistribution Account, Income Use Account, Capital Account, these accounts have been composed for all institutional

sectors recommended by the system at the macroeconomic level including the rest of the world.

GASTAT would like to thank all partners from concerned entities for their cooperation in providing the required data to complete this

Publication. Meanwhile, everyone is welcome to send his/her suggestion and proposals to ([email protected]). Such suggestions will

Methodology of National Accounts

| Data Sources

The detailed national accounts statistics are based on data from the administrative registers of governmental entities and the related

establishments providing data for GASTAT annually in order to calculate the indicators and release them in the detailed national accounts

statistics.

| Objectives

• Composition of integrated economic accounts and consolidated matrices.

• Provision of statistics by the sequence of current and capital account by institutional sector in accordance with SNA 2008.

• Provision of statistics by the sequence of current and capital account by economic activity in accordance with SNA 2008.

| Terminologies and Definitions

• Gross Output

The value of goods and services generated through a production activity by institutional units that use input during the accounting

period. It includes finished products, unfinished products, and the products produced for own use. The value of output is usually

estimated at producer’s price, which represents the market value at factory gate.

• Gross Domestic Product (GDP) (By Production Approach)

The total value added by the resident producers at producer’s price, to which customs fees are added. Alternatively, it is the total

output minus total intermediate consumption plus net taxes on products (taxes - subsidies) which are not included in the value of

outputs.

• Gross Domestic Product (GDP) (By Expenditure Approach)

The total of final expenditures at purchaser’s price including exports at free on board (FOB) prices, from which imports are

deducted.

• Gross Domestic Product (GDP) (By Income Approach)

The sum of compensation of employees, net taxes, operating surplus, and depreciation of fixed capital.

• National Income

It is the GDP minus the primary incomes payable to the non-resident units, plus the primary incomes receivable from the non-

resident units. It is equivalent to the total primary income of all sectors in the primary distribution of income account.

• Intermediate Consumption

It is the value of goods and services that are used as inputs for the production process excluding fixed assets as their consumption

is considered as a consumption of the fixed capital. The used goods and services might be totally transformed or consumed in the

production process. Some inputs may emerge again after being transformed or merged with the outputs. There are some inputs

that can totally disappear such as electricity and other similar services.

• Disposable Income

It is the national income at market price, plus net current transfers from abroad. It represents the sum balances of all sectors in the

secondary distribution of income account.

• Adjusted Disposable Income

Disposable income plus or minus social transfers in-kind provided by the government and non-profit institutions to the household

sector, which represents the sum balances of all sectors in the redistribution of income in-kind account.

• Compensation of Employees

Compensations are the total amounts payable, in cash or in kind, by enterprises to employees in return for their work before

deducting premiums such as social insurance, taxes, etc.

• Operating Surplus

It is the value added minus compensation of employees, net indirect taxes, and the depreciation of fixed capital.

• Taxes on Products and Imports

The taxes imposed on producers for producing, selling, buying, or using goods and services. These taxes are usually added to

production costs, and include customs fees.

• Subsidies on Products

They include grants payable by the government to the current account of private and public sectors, and grants offered by public

authorities to government projects to compensate the loss resulting from a governmental policy aiming to keep price at a certain

level. They may be measured as the difference between the target price and the actual market price paid by the purchaser if the

government covers this difference.

• Net Taxes on Products and Imports

They are taxes on products and imports minus subsidies on products.

• Depreciation of Fixed Capital

It represents the decrease in the value of fixed assets used in production during the accounting period as a result of a slump,

obsolescence, or any deterioration factor. This depreciation could be deducted from the gross fixed capital formation to get the

net fixed capital formation.

• Financial Intermediation Services Indirectly Measured

The value of loans multiplied by the difference between the interest rate on loans and the reference rate plus the value of deposits

multiplied by the difference between the reference rate and the deposit rate.

• Market Goods and Services

The term refers to the value of goods and services which are sold in the market, or which are primarily manufactured to be sold in

the market at a price intended to cover production cost and achieve profits. They include all goods and services domestically

produced or imported from abroad, except the direct purchases from abroad by the government and the households.

• Non-market Goods and Services

The term refers to the value of other goods and services which are offered at a price that does not usually cover production cost

(for free or at prices that are not economically significant). Most of them are produced by government service providers and non-

profit institutions serving households.

• Trade Margin

A trade margin is the difference between the actual or imputed price realized on a good purchased for resale (either wholesale or

retail) and the price that would have to be paid by the distributor to replace the good at the time it is sold or used. The output of

wholesale and retail trade is measured by the total value of trade margins realized on the goods purchased for resale.

• Imports of Goods and Services

It is the value of goods whose ownership has been transferred from non-residents to residents, as well as services provided by non-

resident producers to residents. They include goods that cross borders for inward processing, goods that are purchased in foreign

ports by local carriers, non-monetary gold, and services provided to residents including transportation, tourism,

telecommunications, insurance, construction, financial services, royalties, license fees, personal and cultural services, and

government services not classified elsewhere.

• Exports of Goods and Services

It is the value of goods whose ownership has been transferred from residents to non-residents, as well as services provided by

resident producers to non-residents. The exports of goods include goods that cross borders for outward processing, goods

purchased in local ports by non-resident carriers, and non-monetary gold. The exports of services include all services provided to

non-residents such as transportation, tourism, telecommunications, insurance, construction, financial services, royalties, license

fees, personal and cultural services, and government services not classified elsewhere.

• Government Final Consumption Expenditure

The value of the total goods and services consumed by the government in the process of producing the government services. It is

equal to the value of the total government production minus the value of the market and non-market sales. The government

production value is the intermediate consumption of goods and services in addition to the value of the compensation of employees,

depreciation of fixed capital, and net indirect taxes.

• Households Final Consumption Expenditure

The value of resident households’ final consumption expenditures on goods (durable and non-durable) and services minus their

sales of used goods.

• Final Consumption Expenditure of NPISHs

The value of final consumption expenditures of the NPISHs on goods and services that are provided for households without charge

or at prices that are not economically significant. This is equal to the value of production minus market and non-market sales.

• Private Final Consumption Expenditure

The total value of final consumption expenditures of the resident households and the NPISHs.

• Gross Fixed Capital Formation

The value of a producer’s acquisitions, less disposals, of fixed assets during the accounting period, which are used in production

for more than one year. Among these assets are dwellings, other buildings and structures, machinery and equipment, intellectual

property products, and plants and animals yielding repeat products. Gross Fixed Capital Formation also includes expenditures on

services that adds to the value of non-produced assets such as land improvement, forest development, implantations and groves,

etc. Costs incurred on acquisition and disposal of assets (the costs of ownership transfer) are treated as gross fixed capital formation

as well.

• Change in Inventories

The market value of the change in inventories that occurs during the accounting period, including raw materials, work-in-progress,

finished products, animals for slaughtering, and purchased goods for resale. This represents the difference in the inventory value

at the start and end of the accounting period.

• Gross Capital Formation It is the sum of gross fixed capital formation and change in inventories.

• Fixed Assets

They are productive assets repeatedly or continuously used in production operations for a period of time exceeding one year. Fixed

assets include not only machinery and equipment, but also various assets such as trees and animals that are used repeatedly or

continuously for the production of other products, such as fruits and dairy products. Also, they include intangible assets such as

computer software and artwork used in the production.

• Property Income

It is the income receivable by an owner of financial assets or natural resources in return for providing funds (investment income)

or putting the non-produced tangible asset at the disposal of another institutional unit for use in production (rent). The financial

instrument usually determines the terms and conditions of property income payment. Property incomes include interest,

distributed income of corporations, reinvested earnings on foreign direct investment, and other investment income disbursements

like income attributable to policyholders of investment insurance.

• Dividend

The term refers to the value of income payable to shareholders in return for putting their money at the disposal of companies. It

is a type of property income.

• Rent

Rent is the income receivable by the owner of a natural resource for putting the natural resource at the disposal of another

institutional unit for use of the natural resource in production. It may be paid in cash or in kind. It is one of the forms of property

income.

• Interest

It is a form of property income that is receivable by the owners of specific types of financial assets, such as deposits, securities other

than shares, loans, and other accounts receivable for putting the financial asset at the disposal of another institutional unit. Interest

is defined as the sum that the debtor is liable to pay to the creditor over a given period of time by virtue of terms and conditions

of the financial instrument agreed upon by the debtor and the creditor, without decreasing the value of the original debt.

• Current Transfers

A current transfer is a transaction in which one institutional unit provides a good or service or cash to another unit without

receiving from the latter any good or service directly in return as counterpart and does not oblige one or both parties to acquire,

or dispose of, an asset. These transfers are made from the current income of the payer and added to the collector's current income.

They directly affect the level of disposable income as well as the consumption of goods and services.

• Saving

Saving represents that part of disposable income that is not spent on final consumption of goods and services. It is the balancing

item for the use of disposable income account. It is calculated as disposable income less final consumption expenditure.

| Used Statistical Classifications

The following are the most important classifications on which the detailed national accounts statistics are based on:

1. National Classification of Economic Activities (ISIC 4)

2. Central Product Classification (CPC2)

3. Classification of Individual Consumption by Purpose (COICOP)

4. Classification of the Functions of Government (COFOG).

5. Balance of Payments Manual- 6th edition.

| Obtaining Data

The General Authority for Statistics, in coordination with government entities and establishments concerned with the national accounts,

obtains the data for the detailed national accounts from administrative records. Data are kept in the databases in GASTAT and are audited

and reviewed in accordance with a scientific statistical method, following the recognized quality standards in coordination with the issuer

of data.

1. Production Approach A. Non-Financial Corporations Sector

Non-financial corporations are corporations whose principal activity is the production of market goods or non-financial

services. They cover all the economic activities according to ISIC (Rev.4) except for banking, insurance, and auxiliary

financial services.

The production method is used to calculate the value added (output – intermediate consumption = value added) of all the

activities that compose this sector. Furthermore, the current accounts and capital account are constructed for all sub-

activities.

Following are the most important activities of this sector:

1- Agriculture, forestry, and fishing

This includes plant production, animal production, fishing, forestry, logging, etc. The agricultural censuses and surveys

and the annual economic surveys conducted by GASTAT and the agricultural researches conducted by the Ministry of

Environment, Water and Agriculture and are the main sources of data for this activity. These sources provide data on

production, intermediate consumption, value added, paid wages, operating surplus, and capital formation.

A sample taken from the farms and large agricultural companies provides the data for the indicators used to compose

the rest of the accounts.

2- Mining and quarrying

(A) Crude oil and natural gas

This includes the activity of extracting crude oil and natural gas. The Ministry of Energy is the main source of crude

oil data, which it obtains on a monthly or annual basis from oil companies that operate in Saudi Arabia. This includes

data on the quantity and value of annual production of crude oil, the amounts exported or transferred for refining,

and the expenditures related to production associated with the extraction activity only within the Kingdom of Saudi

Arabia. Hence, the production method is applied to estimate the value added of the oil extraction activity. Moreover,

annual reports of oil companies are used to estimate the value of capital formations by type of capital asset, in

addition to some information associated with wages, taxes, property incomes, current transfers, and capital transfers

in order to compose the current accounts and the capital account.

(B) Quarrying

This includes the mining activities of coal, lignite, and metal ores, in addition to the other activities and services of

mining and quarrying. The data is obtained from the results of the economic survey that GASTAT conducts annually

through questionnaires designed for this purpose. These questionnaires provide data on production, inputs, wages,

taxes, subsidies, current and capital transfers, and property incomes. The production method is followed to estimate

the value added and compose the current accounts and the capital account.

3- Manufacturing

Manufacturing covers a number of economic activities including :

• Manufacture of food products, soft drinks, and tobacco products

• Manufacture of textiles and clothes.

• Manufacture of leather and its related products

• Manufacture of wood, wood products, and foam excluding furniture

• Manufacture of paper, paper products

• Manufacture of coke and refined oil products

• Manufacture of chemicals and chemical products

• Manufacture of main pharmaceutical products

• Manufacture of rubber and plastic products

• Manufacture of non-metals and base metals

• Manufacture of computers, electronic and visual products

• Manufacture of furniture

• Other manufacturing

The economic survey that GASTAT conducts annually is the main source of data on all manufacturing activities. The data

are obtained through questionnaires that are designed for this purpose and that cover all large-sized enterprises through

enumeration and all small and medium-sized enterprises through sampling by administrative region and economic

activity. These questionnaires provide the necessary data for composing the accounts, starting from production account

until the capital account; hence, the production method is used to calculate the value added.

4- Electricity, gas, and water

This Includes electricity, gas, steam and air conditioning supply and delivery activities, water collection, treatment,

transmission and sanitation, and activities for waste collection, treatment and disposal, etc. The annual economic survey

conducted by GASTAT and the final accounts of the Saudi Electricity Company are considered as the main source for

electricity data. The National Gas and Industrialization Company is the main source for gas data, while the National

Water Company is the main source for water production and distribution data.

Through these data, the value added is estimated according to the production method. Then, the other current accounts

and the capital account are composed.

5- Construction

This includes the activities of construction of residential and non-residential buildings, and the activities of civil

engineering (such as roads pavement, construction of bridges, tunnels, and railways, sewerage, water and wastewater

projects, electricity and telephone projects, well drilling and land reform, installation of air conditioning devices,

operation of connecting buildings to sewerage, water connection, sanitary instruments and elevators installation, etc.)

in addition to the specialized construction activities (such as demolition of buildings, preparation of locations and

electrical installations, plumbing, heating, and air conditioning operations, etc.).

There is a great difficulty in identifying and determining the unit’s operating in this activity, major and minor contracts,

work done outside the establishments, and own-account constructions.

The results of the annual economic survey provide data and indicators that are used to estimate the necessary variables

of the national accounts. Other sources such as the consumption of construction materials are also used to complete the

accounts of this activity.

6- Wholesale and retail trade

This includes the activities of wholesale and retail trade, and the repair of vehicles and motorcycles. Estimates and

accounts of this activity depend on the data of the annual economic survey conducted by GASTAT in the field of trade

statistics. The survey is built on a complete enumeration of large-sized enterprises and a sampling of small and medium-

sized enterprises. The annual survey provides data on the purchases, sales, wages, inputs, newly purchased fixed assets,

all types of expenditures and other revenues necessary for the composition of the accounts.

7- Hotels and restaurants

This includes all activities of accommodation and food and beverages services. The estimates and the compositions of

the accounts for this activity rely on the results of the economic survey that GASTAT conducts. The questionnaires provide

value data on the revenues and expenses of the units operating within this activity.

8- Transportation, storage, information, and communication

This includes the activities of land, pipe, air, and sea transport, the activities of storage, post, cargo, transport logistic

services, and the activities of telecommunication either pertaining to the public, private, or mixed sector. It also includes

the activities of publishing, computer programming and consultancy, information services, programming and

broadcasting…etc. It relies on data from the annual economic survey and data on telecommunication activities and the

companies operating there. The production method is used to estimate the value added in order to compose the

accounts as usual.

9- Real-estate and business services

This includes the real-estate activities which are represented in residential rentals, in addition to the activities of business

services such as legal and accounting, research and development, advertising and market research, etc. The residential

rentals are estimated based on the data available from the Household Expenditure and Income Survey, taking into

consideration the population growth rates. As for the business services, they rely on the results of the annual economic

survey.

10- Collective, social, and personal services

The collective, social, and personal services are divided into:

• Education: includes all education services activities.

• Health and social care: includes human health activities, residential care activities, and social work activities without

accommodation.

• Other social and personal services: includes creative, arts and entertainment activities, sports and leisure activities,

activities of membership organizations, repair of computers and personal and household goods, etc. The annual

economic survey is considered as the main source of data, as it provides the necessary data to compose the accounts

according to the production method.

B. Financial Corporations

This sector includes all activities of financial services, insurance, reinsurance, pension funds, and other supportive activities.

This sector also covers the financial intermediation activities. The main sources of data on financial corporations are the final

accounts of the units that operate in banking and insurance and the annual economic survey that GASTAT conducts. In

addition to the actual services of financial intermediation, the method of estimating the financial intermediation services in

an indirect way, which is recommended in the system of national accounts 2008, is applied. So, the current accounts and the

capital account can be composed based on these data.

C. General Government

The general government sector provides goods and services for free or at prices that are not economically significant.

Therefore, there is no market value for the production of governmental services, and production is estimated through

expenditures. In other words, total production is equal to total production requirements, plus the compensation of

employees and depreciation. Subtracting the production requirements from the value of production (production method)

yields the total value added, which is equivalent to the compensation of employees plus depreciation. Therefore, there is

no net surplus for the government sector. Data provided within the budget of Saudi Arabia are used to compose the current

accounts and the capital accounts.

D. Households (Including Unincorporated Enterprises)

From a production perspective, the household sector’s productive aspect is estimated through the Household Expenditure

and Income Survey by use of the wages paid to domestic workers. It also includes the production estimates for employment

outside the establishments and for the units that operate within various non-institutional economic activities, which employ

less than five workers. As these units are excluded from the annual economic survey, the current accounts and the capital

account for these units are compiled and added to the Household sector.

E. Non-Profit Institutions Serving Households

The non-profit institutions provide goods and services for free or at prices that are not economically significant. Therefore,

there is no market value for their products, so their production is estimated through expenditure just as the government

sector:

Production = Intermediate Consumption + Compensations of Employees + Depreciation

Subtracting the production requirements from the value of production (production method) yields the total value added,

which is equivalent to the compensation of employees plus depreciation. The annual economic survey is considered as the

main data source for this sector, as it provides all the necessary data for composing the current accounts and the capital

account, in addition to the final consumption expenditures by subtracting the sales of market and non-market goods.

F. Rest of the World

The balance of payments and some other reports issued by the Saudi Arabian Monetary Authority (SAMA) are the main

source for composing the accounts of the rest of the world sector:

• The external account of goods and services.

• The external account of primary incomes and current transfers.

• Capital operation account (capital account).

2. Expenditure Approach (A) Household Expenditure (Household Final Consumption Expenditure)

The Household Expenditure & Income Survey is the main source of data needed to estimate the Household Final

Consumption Expenditure taking into account the population growth and price change rates.

(B) General Government Final Consumption Expenditure

The General Government Final Consumption Expenditure is the gross value of government expenditure (intermediate

consumption + compensation of employees + depreciation) less the market and non-market sales. The final accounts

prepared by the government agencies are the main source of data.

(C) Gross Fixed Capital Formation

The GASTAT surveys, which cover all economic activities, provide data on the gross fixed capital formation by type of capital

asset. The final accounts of the general government also provide data on expenditures on the gross fixed capital formation.

The surveys conducted by GASTAT also provide details on the depreciation (depreciation of fixed assets) except for the

government sector, where depreciation is estimated in an indirect way.

(D) Exports of Goods and Services

Exports of goods are estimated according to the data provided by the Foreign Trade Statistics Department of GASTAT while

the export of services are estimated according to the balance of payments prepared by SAMA.

(E) Imports of Goods and Services

The Foreign Trade Statistics Department of GASTAT provides the necessary data on the imported goods while the data on

imports of services is estimated from the balance of payments prepared by SAMA.

(F) Change in Inventories

Data on change in inventories can be derived from GASTAT's surveys, which provide detailed information on inventory

changes at sector level as well as economic activity level. Change in Inventories does not include any data on inventory in

the general government sector.

3. Income Approach (Production Factors’ Income)

Data on wages and salaries (compensation of employees) and the gross and net operating surplus could be obtained by

compiling the production and the generation of income accounts, using the various sources mentioned above. Then, the

gross and net income of the production factors can be calculated by summing up the generation of income accounts of all

sectors including the Rest of the World Sector.

| Preparation and Review of Results:

After reviewing and processing the accumulated data from the administrative records, the results are calculated, extracted, uploaded,

and stored in the database. The specialists in the National Accounts Department execute the final reviewing processes by using modern

technologies and software designed for the purposes of reviewing and auditing.

| Data Publishing:

First: Preparation of Results Designed for Publishing:

At this stage, GASTAT coordinates, organizes, and reviews the data from the administrative records contained in the Publication. Tables

and charts on the data and indicators are then prepared and processed. Finally, the metadata and the methodology are added as seen in

this Publication, which are prepared in Arabic and English.

Second: Preparing Media Material and Announcing the Publication’s Release Date :

Following the announcement on the dates of releases on GASTAT’s official website at the beginning of the calendar year, the related

media materials are prepared to announce the Publication’s release through all media channels as well as GASTAT’s accounts on various

social media platforms. The announcement is made on the date set for the publication. The Publication is published on the official website

in various formats as well as data in spreadsheet format to guarantee its distribution to and accessibility by all clients and parties interested

in the results of the detailed national accounts statistics. The Publication is made available in the “Statistics Library” on the website.

Third: Communicating with Clients and Providing Them with the Publication:

GASTAT pays great importance to communicating with clients who use its data. Therefore, it contacts clients upon the release and provides

them with the Detailed National Accounts Statistics according to the System of National Accounts 2008. GASTAT also receives questions

1- Review of the data from administrative records, verification of their comprehensiveness, and communication with data providers

if clarifications are needed on concerned data.

2- Verification of the rationality of the outputs by comparing them with historical figures as well as their conformity with the actuality

of the National Accounts.

3- Commitment to publish the results according to the predetermined publication dates.

| Beneficiaries and Benefits:

The National Accounts Publication benefits decision makers, planners, researchers, and all beneficiaries from government agencies, bodies,

and institutions (mainly the Ministry of Economy and Planning, the Ministry of Finance, and the Saudi Arabian Monetary Authority), as

well as the private sector, regional and international organizations and bodies (mainly the GCC Statistical Center, Arab Monetary Fund,
