More recent: focus on social accountability
Social accountability• from state to stakeholders to citizens
• initial focus on service delivery
• increasingly technology heavy
• Examples:– feedback: citizen report cards, citizen surveys, complaints
mechanisms– monitoring: social audits, PETS, community monitoring,
transparency initiatives
– participation: participatory budgeting, participatory policy development, citizen committees
and very recently: some timely soul-searching
• What has been tried where?
• What works, what does not – why?
• How can we learn more from each other, work together and try things out more systematically?
Main messages on impact• some evidence of impact, yet limited and uneven• transparency alone is not sufficient…
… and does not stimulate collective action single-handedly
• highly contingent: identified success factors:– Civil society side: capabilities, linkages to broader
mobilisation, cover full policy cycle– State: space for engagement, political will, enabling
frameworks (media etc.)
Some pretty big challenges
– difficulty to encourage engagement and sustain it
– free-riding and over-kill?
– circumvention and backlash
– citizen capture?
