PM2.5 and Lead Analyses for Barack Rec Center Monitoring Site Discontinuation Probability Analysis for Barack Rec Center PM2.5 and Lead Monitors to be Discontinued The following sites and monitors are affected in this discontinuation: 1. Barack Rec Center – 39-049-0039 – PM2.5 FRM 2. Barack Rec Center – 39-049-0039 – Lead The relevant NAAQS for the pollutants involved in this analysis according to 40 CFR Part 50 are: PM2.5: 12.0 ug/m3 for an annual mean averaged over 3 years PM2.5: 35 ug/m3, 98 th percentile averaged over 3 years Lead: 0.15 ug/m3, highest 3-month rolling average across 3 years Table 1 shows the design values for the 5-year calendar period of 2013-2018 based on data from the U.S. EPA Air Quality System (AQS) for the previously mentioned sites and pollutants. The relevant NAAQS for the pollutants involved in this analysis according to 40 CFR Part 50 are:

• PM2.5: 12.0 ug/m3 for an annual mean averaged over 3 years • PM2.5: 35 ug/m3, 98th percentile averaged over 3 years • Lead: 0.15 ug/m3, highest 3-month rolling average across 3 years

Based on these results shown in Table 2, the Barack Rec Center PM2.5 and Lead monitors satisfies the condition that the probability of exceeding 80% of the NAAQS over the next three years is less than 10%. This analysis is based on available data from monitor start-up on October 1, 2014 through all available 2019 data, constituting six design values; however, annual values for 2014 did not meet completeness criteria, nor do 2019 yet, therefore the 2014, 2015, 2016 and 2019 design values did not have three complete years of data. Although U.S. EPA’s Ambient Air Monitoring Network Assessment Guidance indicates that at least five design values are required for this demonstration, it also provides that the Regional Administrator may also approve other approaches to determine that the probability is less than 10% that the monitor will exceed 80% of the NAAQS over the next three years. Ohio believes the use of data dating back to the inception of this monitor in satisfying this condition qualifies as such an approvable alternate approach. PM2.5 Comparison to Other Sites in the MSA Since the Barack Rec Center monitor began operation, other monitors in the area have had design values which are comparable to, or in most cases higher than, that of Barack Rec Center. Table 3 shows the annual and 24-hour design values for all operating PM2.5 monitor sites in the Columbus, OH MSA from 2014 to 2019. The highest value for each year for is highlighted. As the table shows, only the 2017 annual design value at Barack Rec Center is higher than the other monitors in the MSA operating at the time, and was only higher than the next highest by .23 ug/m3 or 2.5%. The 24-hour design value at this monitor has not been the highest in the Columbus, OH MSA for any year of its operation.

The monitoring organization has revised data from this monitor since the

most recent certification letter received from the state.

The certifying agency has submitted the certification letter and required

summary reports, but the certifying agency and/or EPA has determined

that issues regarding the quality of the ambient concentration data cannot

be resolved due to data completeness, the lack of performed quality

assurance checks or the results of uncertainty statistics shown in the

AMP255 report or the certification and quality assurance report.
