GENERAL SERVICES AGENCY

The General Services Agency aligns its mission with Alameda County’s Strategic Vision to enrich the lives of Alameda County resi-

dents through visionary policies and accessible, responsive and effective services. The General Services Agency (GSA) is an Internal

Services Agency, but nevertheless enjoys many opportunities for its work to directly serve and benefit both County citizens and

the County’s 9,000+ employees. County-wide and GSA programs are consistently recognized through national award programs in

Sustainability, Energy, and Design and Construction.

Alameda County is a national leader among Counties, fostering and promoting sustainability through educa-

tion and outreach. Representative projects in GSA include developing transportation initiatives to reduce

driving, including using shuttles, bikes, and shared vehicles. The County Green Building Ordinance has

mandated a minimum of LEED™ Silver rating for new structures since 2004, and the adoption of a Cli-

mate Action Plan for the County’s operations in 2010 provides context for more innovative design and

construction practices, including Net-Zero energy design. Recent representative Capital projects include

the LEED-Gold rated Castro Valley Library, and the $680M replacement of the Acute facilities at Highland

Hospital, the largest capital project in the County’s history.

The General Services Agency employs approximately 400 employees in a variety of professional, technical, clerical and mainte-

nance/skilled trade classifications. The agency’s operating budget for 2013-2014 is over $131 million and it manages a capital

budget in excess of $1 Billion. The following support services are provided: Building Maintenance and Technical Services including

maintenance of over 130 facilities; Architectural/Engineering Services; Construction Management; Sustainability; Energy and Envi-

ronmental Management; Child Care; Real Property; Property and Salvage; Recycling; Portfolio Management; and Transportation.

Mandated services include Purchasing; maintenance of County Veterans’ Memorial Buildings; Environmental Protection/

Sustainability; Waste Reduction and Recycling; implementation of the Green Building Ordinance; the County Climate Action Plan;

and Hazardous Materials Abatement.

ALAMEDA COUNTY

Alameda County, located on the east side of San Francisco Bay, is California’s seventh-largest county. The County employs 9,000+

full-time employees and operates on an annual budget of $2.39 billion. Oakland, the County seat, is California’s eighth largest city.

THE POSITION Under general direction, to plan, coordinate, direct and manage the activities

of the Design and Construction Division of the General Services Agency.

This single position classification is located in the General Services Agency and

reports to the Deputy Director, General Services Agency - Technical Services

Department (TSD). The position is responsible for managing and directing staff

in the Design and Construction Division of TSD; coordinating and directing their

work in the programming, planning, design and construction of building pro-

jects or modifications of County buildings and facilities; and performing related

work as required. Strategic planning and leadership skills are essential ele-

ments of this job. The position is distinguished from the classification of Archi-

tect, Senior Project Manager, GSA or Project Manager, GSA based on its group

supervisory/leadership responsibility.

THE IDEAL CANDIDATE

The ideal candidate for the position of Design and Construction Manager will have significant relevant technical experience and demonstrated ability to lead through vision and values. Critical Attributes: Strong ability to think strategically, determine long-term

goals and then identify the best approach to achieve those goals.

Understanding of public sector process and procedures Outstanding organizational skills, including the ability to

independently prioritize tasks and work on multiple projects simultaneously and be able to provide status updates on projects at a moment’s notice.

Demonstrated expertise in successful team-building and

staff leadership by developing direction and structure for subordinates to facilitate accomplishment of identified goals.

Solid experience in managing work groups by instructing

and advising subordinates, assigning and delegating work-load, and tracking and evaluating performance.

Proven record of delivering construction/ building modifi-

cation projects on time and within budget. Commitment to sustainable practices in design and

construction. Exceptional communication skills, both oral and written,

and the ability to communicate effectively with technical and non-technical staff.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's degree in architecture or an engineering discipline closely related to the design and construction of capital projects, including but not limited to civil, structural, mechanical or electrical engineering, from a four, or five-year, accredited college or university degree program. AND the equivalent of seven years of increasing-ly responsible full-time professional experience in the field of building design and/or construction management, in-cluding five years of supervisory or project management experience and staff management/team leadership experi-ence on major high-cost building projects. Public agency experience is preferred.

OR

Possession of a Bachelor’s degree in architecture or archi-tectural engineering or an engineering discipline closely related to the design and construction of capital projects, including but not limited to civil, structural, mechanical or electrical engineering from a four or five-year accredited college or university degree program.

AND

The equivalent of five years experience as an Architect, Senior Project Manager, GSA, Project Manager, GSA or comparable position in the Alameda County service, includ-ing experience in program administration, staff/team lead-ership and supervision, budget and cost control.

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying ex-perience.

Certification/Professional License:

Possession of a valid license as an architect issued by the State of California Architects Board or as an engineer (including but not limited to civil, structural, mechanical or electrical engineering) issued by the State of California Board for Professional Engineers and Land Surveyors is desirable.

License:

Possession of a valid California State Motor Vehicle Opera-tor’s License.

3. Describe your experience in managing people. List and summarize any formal management training you may have.

How many direct reports have you managed and for how long? What were your responsibilities and what was the goal/purpose of the group(s) you led? Did you achieve the goal(s)? How did you balance between direction and moti-vation of your staff?

4. Summarize your building design and construction practice experience including implementation of sustainability prac-

tices. Use a complex design and construction project that you have managed and that is representative of your overall experience. Highlight appropriate experience with alternative project delivery methods such as Design/Build and/or GC/CM-at- risk, use and management of electronic media, including AutoCAD or Revit™. How have you managed budgets and schedules?

COMPENSATION

The salary range for the Design and Construction Manager is from $93,974.40 to $131,788.80 annually.
