DISCUSSION The three copiers allotted to the Ba~a1ion were in poor condition and had not been maintained properly Visite by a conshytractor technical representative were not available and the machines were equired to be sent off island for even minor repairs The Battalion did not have the trained personnel required to effect needed maintenance and repairs

ACTIONRECOMMENDATION A contract was established to provide the services of a contractor representative on the island at regular intervals The Battalion should plan factory tragtning for personnel in maintenance and repair of copiers to make emergency repairs as required

f PROBLEMITEM Communication between the Battalion Legal Officer and the Legal Services Office in Subic Bay was difficult

DISCUSSION Legal questions were difficult to answer as the comshymunications betiiieen parties were limited to AUTOVOH or messages and were difficult and unreliable Setting up of courts-martial was a long time consuming process

ACTIONRECOMMENDATION A Legal Services Office staffed by at least one officer of the Judge Advocate General Corps be established at the Navy Support facility Diego Garcia

G PROBLEMITEM The physical layout of the fire and security patrol area were too extensive to provide adequate surveillance

~SCQSSJO~bull The Battalion began the deployment with four (~) roving p~roCs to provide routine fire and security surveillance of Camp Cummins It was soon apparent that coverage of the KLO yard armory and vehicle parking area adjacent to the Navy Support Facility were inshyadequate

ACTIONRECOMMENDATION It is recommended that the fire and serushyrity watch organization for Camp Cummins include at least five (S) roving patrols A dedicated patrol for the HLO yard armory vehicle parking area and Bravo Company Shop area is recommended Specific instructions to patrols for the seahut and porta-camp areas are recommended to insure adeshyquate coverage of the beach areas

A PERSONNEL At the early stage of the deployment the Personnel Office was staffed by a LTJG PHC PNl and three PNSNs who midway through the deployment were advanced to PN3 This resulted in an all-rated Personnel Office staff Additionally one of the details provided a PN2 to augment services provided to all details on Diego Garcia In spite of the lack of nonrated personnel the office did not experience any organizational difficulty nor did efficiency suffer The staff displayed a great deal of flexibility and cohesiviness aa a result of an effective cross-training proshygram that was implemented throughout the depleyment period This training afforded the less experienced personnelmen one-to-one on- the-job instructshyion and experienoe in the more intricate end more complex phases of the personnelman rating Midway through the deployment the office underwent preparation for the Operational Readiness Inspection (ORI) conducted by the COMCBPAC Staff A detailed page-by-page entry- tor-entry verification of each servioe record was conducted for the Battalion and details The record of Emergency Data for each member was again updated Each service record such as SS~ EAOS extensions to enlistments when applicable PRDs SDCDs reporting on board dates and mcbull were cross-checked against the coMland EDVR to ensure each data matched with the master files by the Naval Htlitary Personnel Command and the Navy Finance Center This extensive verification resulted in the discovery of a few discrepancies all of which were immedishyately corrected Numerous NEC changes and recommendations were submitted for personnel with newly acquired skills through formal courses of instruc-
