Planning in com- munal areas is guided by Land Use and Management Policies like TGLP, NPAD, Tourism Policy, CBNRM, National Conservation Strategy, etc. In settlements Town & Country Planning Act con- trols land use planning. The act gives the minister powers to declare Planning Areas. There are three Planning Areas in the Central District namely Palapye, Mahalapye and Serowe. In planning areas all the subdivisions, extensions or consolidation of plots are approved by the Planning Board through the District Council. All the land is allocated after proper planning and surveying. Subsequently plan- ning permission is sought through the District Coun- cil before any structure can be built. Below is Palapye Planning Area. LAND SURVEYING & MAPPING The department exist to provide the Land Board with advice in all maters relating to cadastral and topographic surveys, Land information Systems. Initially the Director of Surveys and Map- ping provided this service until 1991 when the government decentralized surveys services to the Land Boards. To date Ngwato Land Board has decentralized land surveying & map- ping services to five (4) Subordinate Land Boards namely; Ma- halapye, Palapye, Tonota, and Tutume and is in the process of establishing two new surveying stations in Letlhakane and Bobonong. Full surveying services are available in these sub land boards. MAPS PRODUCED BY NLB. Cadastral Plans (General Plans) -Boundaries for Legal pur- poses (title registration, taxation, LIS, cadastre) Topographic Maps (Base maps) - contains natural, man made features and contours to reflect terrain. Land Use Maps (Thematic) - Shows large zones of ranches, national parks and communal areas Survey Diagrams for title registration Sketch Plans for Lease preparations. EQUIPMENT USED BY SURVEYORS Global Position Systems (GPS) Total Stations MicroStation ArcGIS Informate INTELLIGIS SERVICES PROVIDED BY NLB The main service rendered by NLB surveyors in all surveying stations include production of sketch plans, relocation of bea- cons, cadastral surveys and surveying parcels of land for a title registration. COST RECOVERY Please note that with effect from 1st September 2010 the charges for relocation of beacons and framing of dia- gram will increase from P300, 00 to P500, 00 ( effec- tively the professional charge will increase by from P300.00 to P500,00) Survey of residential plots will attract both the basic araea charge and P50, 00 examination fee.

• Commercial & Industrial Plots Full tariff including Basic area charge, return mileage (P1. 75)

from the nearest survey station, subsistence allowance for 4 per-

sonnel (surveyor, 2 FA, Driver) at government rate and Exami-

nation fee of P50 – 00

• The following basic area charge will be charged according to

the size of the plot;

Take note that Ngwato Land Board does not provide ser-

vices for surveying Farms

Procedures for registering Tribal Lease ( Acquiring Title Deed)

• The Land Board and the lessee must sign the lease docu-

ment.

• Engage a registered Land Surveyor to survey your plot and

get the diagrams approved by the Director of Surveys and Mapping.

• Take the approved diagrams together with your lease to the

Department of Lands who will give you two copies of your lease. They will guide you on how to type and present the Title & annexure ‘A’. The title should read like this :-

• The title should then be cut and pasted at the bottom centre of the folder.

Provide two A4 folders, two diagrams, two annexure A’s and two copies of lease (DoL Stamp & LIR No) with sketch plan , affidavit signed by commissioner of oaths, certified copies of identity and take the above to the Deeds Registry who will register the deed for you at that instant free of cost. You will be issued with one copy and the other one is filed with the Deed Registrar. (note that all the leases north of Dibete are registered in Fran-cistown but you still collect the lease copies at De-partment of Lands in Gaborone and leases south of Dibete are registered in Gaborone)
