MacCrillis-Rousseau Post 8835, 175 Veteran Dr, Winslow, ME. Tickets are $25.00 per person. Please send

your check to “Alice Cote, 686 Broadway St., Apt 12, Bangor, ME 04401” and make your check payable to

“Department of Maine, VFW”. Deadline for ticket purchase is 31 December 2012. NOTE: There will be

No tickets will be sold at the door, tickets will not be held without payment and there will be no refunds on

the banquet tickets). Banquet ticket order form is attached to these General Orders.

3. Post Commanders: The National Council of Administration at the August 26, 2012 meeting voted and approved to amend Section 208, Change of Name, in the Manual of Procedure by replacing the second paragraph with the following: “A Post shall not change its name to the name of a living person, other than a living Medal of Honor recipient, only after written consent from the recipient has been received, nor adopt a name already adopted by another Post in good standing in the Department.” 4. Annual Members: Are reminded that their membership in the Veterans of Foreign Wars of the United States expires December 31, 2012, unless their 2013 dues are paid and reported to Department and National Headquarters. Every effort should be made to renew the membership of continuous members and also sign up new and reinstated members prior to January 1, 2013. In addition, any officer or committee member whose membership is not in good standing by reason of failure to pay current years dues shall forfeit his eligibility to hold any office for the remainder of the administrative year. 5. Attention of Post Commanders: Is directed to the Commander-in-Chief’s decision in response to questions raised concerning alcoholic beverages in the Post meeting room during the Post meeting as set forth below: It is held to be objectionable and contrary to accepted rules of order and proper decorum implicit in the ritual of the Veterans of Foreign Wars to permit alcoholic beverages in the Post meeting room during the Post meeting. Accordingly, the presence, dispensation, and/or consumption of alcoholic beverages in VFW meeting rooms during VFW meetings is unacceptable and is prohibited. Any such practice known to exist shall be terminated. It is the intent of the Commander-in-Chief’s decision, regarding this response, to include Post, County Council, District and Department meetings, whereas it is held to be objectionable. Please refer to Section 1001 (24.) of the National Manual of Procedure. 6. CoA and Cmtee Members: District Commanders are reminded that in case you are unable to attend the CoA meeting that a representative is sent in your place. All CoA and Cmtee members are advised that you must notify both the State Commander and the State Adjutant if you are unable to attend a Council of Administration (CoA) meeting for the year 2012-13. Also, a copy of your report MUST be forwarded to the State Adjutant prior to the CoA meeting for presentation at the meeting. CoA members are also reminded not to purchase the 2012-13 By-Laws/Manual of Procedures book as they will be purchased by the Department. 7. VFW National Awards for Public Servants: Post Commanders are reminded to submit their submission

for Public Servants (Law Enforcement, Firefighter, Emergency Services) to the State Adjutant’s office NLT

January 1, 2013. Documentation required for all candidates should include the following:

*Nomination letter containing the candidate’s name, title, address, telephone and identifying the award for

which the individual should be considered,

*One page resume of the candidate’s overall background,

*One page resume of the candidate’s background in their respective field,

*One page listing of the candidate’s accomplishment and awards in their field;

*Photograph (preferably a head shot) of the candidate.

8. Post Commanders: Section 218(a)(1)k states: Post Commander will assure that he or his representative attend all properly called District Conventions or meetings (if applicable). Note: For those Posts not able to attend the District, they are asked to forward a report of their Post activities to the District Commanders prior to the District meeting to keep the District Commander informed of your activities and also assist him in preparation for upcoming Council of Administration meetings. 9. Solicitation of Funds: IAW Section 214, Posts may solicit funds or contributions or otherwise engage in

fund-raising activities or projects only after a prior vote of the Post agreeing to such solicitations, activities

or projects. Posts shall assure that such solicitations, activities or projects do not violate any applicable

governmental law, ordinance or regulation nor bring or tend to bring dishonor or embarrassment upon the

Post, its members or the Veterans of Foreign Wars of the United States. The name, seals, badges and

emblems of the Veterans of Foreign Wars of the United States shall not be used in connection with any

solicitations, activities or projects not in compliance with the foregoing. A Post shall not solicit funds or

donations or otherwise engage in fund-raising activities or projects outside the immediate geographical area

or community of the Post.

10. The National By-Laws provide for only one type of membership, active membership: There are no provisions in the National By-Laws, nor is there any authority or justification for issuance of Club Membership cards, Associate Member cards, Honorary Membership cards, Courtesy Membership cards or any other special type of cards. Any Post issuing such unauthorized cards, or conducting club operations open to the general public, endangers its standing with the Internal Revenue Service as a non-profit organization. Officers signing outlaw cards admitting non-members to VFW premises are subject to disciplinary action. National and Department officers cannot defend practices that conflict with VFW By-Laws or procedures. 11. 2013 National By-Laws: All officers should obtain current 2013 copies of the podium edition of the National By-Laws, Manual of Procedure and Ritual. Copies of the revised edition of the Congressional Charter, By-Laws, Manual of Procedure and Ritual are available thru the VFW Store at National Headquarters. The 2013 revised edition reflects the amendments adopted by the 113th National Convention, which became effective on August 24, 2012. 12. Dues Reserve Fund: The attention of Post Commanders and Quartermasters is directed to section 218 of the Manual of Procedure, Duties of Quartermaster, which provides for the Dues Reserve Fund. The Post Quartermaster is required to maintain a dues reserve fund to which shall be credited not less than fifty percent of the Post’s part of the current year’s dues paid by each member prior to July 1, including life membership dues payouts received from the National Organization as set forth in section 717 of the Manual of Procedure. 13. Formation/Jurisdiction of Ladies Auxiliary: The attention of all units is called to section 1101 of the National By-Laws and the Manual of Procedure, which provides for the formation and jurisdiction of the Ladies Auxiliary. This section provides that each unit of the Auxiliary shall be under the jurisdiction of the corresponding unit of the Veterans of Foreign Wars, but shall be permitted to function in accordance with the National Ritual, By-Laws and Rules and Regulations of the Ladies Auxiliary. In addition to provisions of Auxiliary By-Laws, solicitation of funds or donations by Auxiliary units, including contracts with fund-raising organizations for greeting cards, calendars and/or label programs shall be subject to approval and ratification by the governing body of the corresponding unit of the Veterans of Foreign Wars. 14. Automated Clearing House (ACH) Program: Effective June 30, 2013; all Posts in the VFW will no longer send checks via paper checks, they will be go directly with the Direct Deposit to your account. The following Posts are still not incorporated with VFW National Headquarters under the ACH Program: Posts

109, 558, 1438, 4154, 4169, 5723, 6548, 7529, 7866, 7997, 8395, 9328, 9437, 9526 and 9935. Application form is enclosed in these General Orders for those Posts to complete the form and forward it to VFW National Headquarters, attn: Quartermaster General @ 406W. 34th St, Kansas City, MO 64111. 15. Mailing of General Orders: As has been previously noted, this office is still receiving returned GOs for either incorrect address. Note that the address of individuals receiving the GOs was received from the Post election received by this office. It costs the Department $ .0.156 to mail the GOs but cost us $ .50 for returned ones. It was announced at the recent CoA meeting that any GOs returned from the same individuals twice will be put on a non-receipt list. These officers will have to contact the State Adjutant office to put back on the list. Any Officers wishing to receive the GOs via e-mail are asked to contact the State Adjutant office. 16. Veterans Day Observance, 11 November: Posts are urged to start planning suitable programs now for the observance of Veterans Day (see section 223 of the Manual of Procedure). 17. Pearl Harbor Day Observance, 7 December 2012: Posts are urged to make plans now for the observance of Pearl Harbor Day. 18. District Adjutants: Article VII, Section 7 of the Dept of Maine By-Laws states: Each District Adjutant in the Department of Maine shall submit a true copy of each District meeting minutes to the Department Adjutant not later than seven (7) days following each District meeting. Comrades: October was a busy month for me. I attended the ESC in Germany. We had a C o A meeting in Bangor along with the Presidents Testimonial. I attended the Homeless Stand Down at Togus and also District 9 meeting in Lisbon. S o, I've logged a lot of miles for the month of October. At the Meetings in Germany, there was much talk about the raise in Dues out of National, but by Sunday at the C of A meeting, they had decided to send it back to committee for now. Also, was invited and attended POW Ceremony in Jay. Great Job to Jay Post, Palmer Hebert and his wife. I'd like to thank everyone who is out there recruiting and working on membership. The members are coming in at a steady pace and I'd like to see it continue. Also, Congratulations to the four 100 % Posts to date. They are Winthrop at 121 % - Gardiner at 101% - Fairfield at 100% and Yarmouth at 100 %. Again, Thank you to all the members of those Posts for their Outstanding Job. Make sure you get out and Vote on Nov. 6th and if you can go out and pick up a few Veterans and bring them along with you. While on this subject of voting, I’d like to thank Peter Miesburger for all the work he does with the Legislative in Maine and in Washington. Great job Peter and also a Thank You to Arnold Leavitt who is the Assistant. If you do not like how things are being done, here is your chance to vote and make a difference. If you choose not to, then do not get upset with the people who are elected. Please do not forget to sign up for MOLD School; it’s a good chance to learn how to fill out all sorts of reports from Community Activities to Trustee Audits. Even if you have been before, it never hurts to freshen up your memory. And finally; do not forget Thanksgiving on Nov.22 and if you have room or extra food, invite a fellow member along for Dinner as not all Veterans have a place to go for a nice hot meal on that important Day. David C. Olson SVC: Greetings Comrades! The testimonial for President Cindy went very well and those that didn’t make it missed out on a great time. President Cindy received many nice gifts and a few roasts along the way – Uncle Joe stole the show. Comrades – all programs should be well underway and if you need assistance in any area, call the chairman for that program or any Department Officers and we will help you. Remember, there are guidelines, so please follow them and you will be reported. Commanders Special Project: As of 10/17/12, 30 Posts and 2 Men’s Auxiliary have donated a total of $2,144.70 – THANK YOU!!! Those Posts wishing to support this project are encouraged to send their donation to me: David C. Olson, Dept of ME SVC, 1124 Brighton Ave., Ste 28, Portland, ME 04102. Make sure that the checks are made out to the “Department of Maine, VFW” and on the memo line put “Commanders Special Project/Veterans Assistance.” Last month, one Post made their check out to me and although I can always use the $, I endorsed it over to the Department and sent it to QM Al – so be careful. Veterans Memorial Cemetery Association – Central: The Battlefield Cross info sheet was passed out at the CoA. Comrades – This is a VERY IMPORTANT project which needs your support. The total cost is in the area of $30,000.00 and every donation to help offset this cost will be greatly appreciated. Greetings Comrades: As I returned from the JVC Conference in Kansas City, I bring you greetings from the National Staff. There were many concerns that National wanted us to bring back home, but these three are the most important. First; the importance of completing proper Election reports with correct information and timely submission. Next is supporting our own VFW programs such as MAP, Unmet Needs, Operation Uplink & National Military Services. Other non-profits like Wounded Warriors are great, but not VFW programs. Finally; the question of raising the Dues: After much discussion and sometimes heated discussion, the proposal was sent back to committee for review with inputs from all Department representatives. Overall, it was a very informational and very good conference. Just a reminder that the 1st of November is coming up fast. Ensure you have your schools VOD/PP/ToY entries into the Posts by that date. They are due to the District Chairman NLT 15 November. Have a great “Thanksgiving” season. Be Safe!! In Comradeship!!

QUARTERMASTER VAVS * BUDDY POPPY * CHRISTMAS CARDS & LABELS INSURANCE & BOND * MEN’S AUXILIARY DIRECTOR

Alfred E. Michaud Sr. Trustee Reports: Are the responsibility of the Post Trustees and Post Commander, be sure to stay on top of this throughout the year. Reports are mailed to the State Quartermaster, not the State Inspector. Missing June reports: 489, 558, 1438, 3381, 4154, 4527, 5723, 7642, 7997, 9429, 9437, 9459, 9328, 9605, 11299, 11362. Bonding: All Post and Auxiliary’s are required to be bonded. New request form and price have been mailed to Post Commanders and District Commanders via State Adjutant. Remember; order the new bond between 1 August and 31 December 2012. New bonding issue is if you are a Quartermaster and handle any money from Gaming, Sealed Tickets, Bingo, Canteen, Canteen Manager, Canteen Employee and Gaming machines, then you must also be bonded for that type of bond also besides the Quartermaster Bond if you go through the Department. The Quartermaster is no longer covered by all under one Bond. VAVS: Donation need to be made out to VAVS and mailed to me at 82 Dunham Road, Vassalboro, ME 04989-3023 for credit. Men’s Auxiliary: Treasurers keep up the great work your doing submitting your Trustee reports and dues to Department. Be sure when issuing membership cards, the number on the card for any individual always stays the same. The only time a member’s number change is if they transfer, then that number they had in your post remains unused and a new number is issued by the new post. Be sure your Treasurer bond is up to date. Cards and Labels: All purchased cards and labels from National, give’s a stipence to the Department and those funds are used to support our VSO. QM Poppies: When ordering your poppies, National now states there is a 12 week waiting period. So, when filling out your form, take that into consideration on when you are holding your Poppy drive. Also; you cannot ask for delivery on the same day you are submitting the application, please put a proper request date. Poppy Chairman: Poppies are a good way to help support our fellow Hospitalized Veterans who need a helping hand. There are Buddy Poppies, POW/MIA Poppies; Bicentennial Poppies just to name a few. Any time is Poppy time. As for the Poppy Contest for National 2013, we are hoping we have some type of participation this year. The sooner you order them through the State Quartermaster, the sooner you can work on your project.

The following activities you will not be credited in the GO’s until the Chairman of that activity reports to me that you have completed that activity: Blood, Safety, VOD, PP, NMS, Buddy Poppy, Commander’s Special Project, Togus Aid and Recruiter’s Booth. Comrades; the reporting period for activities starts May 1 to April 30th and is required to be submitted monthly by the 18th to be entered in the GO’s for credit. I am starting to receive more reports monthly and we are above last year’s hours, miles, and funds.

Steven J. SanPedro, Chairman Surgeon: Comrades: As I stated last month, it is time to get your Flu shot. If you don’t want to or can’t travel to a VA facility, try your local Pharmacy. Rite Aid and other Pharmacies will file all of your paperwork with your insurance company right there as you wait. They accept most insurances and it is really easy to do. So make sure you take care of yourself and get you Flu Shot. Once again, I ask that all Blood and Safety reports are sent to me as the Chairman so I can track them and give you credit. While there, the Commander-in-Chief informed us that very soon they will announce the two new National Spokespersons for the Veterans of Foreign Wars. This is something the National Iraq/Afghanistan Veterans Committee has requested and worked on for a long time. With National Spokespersons that the Current Conflict Veterans can identify with will only help membership and this organization. All of you have worked hard to get these Veterans into your Post now it is up to you to work on retaining them. Don’t let them get away!

Although it may only be a card, I personally write a warming message in each one and I know people appreciate it because I get cards back thanking the Department for thinking of them. Hope everyone has a wonderful fall and festive season as once again, it is fast approaching. Special Note: As we go about our daily lives stop once in awhile and think about all the joy and happiness you have had, look back at your families and remember the times you may have had fishing, or camping, or hunting or maybe just doing special projects around the house. At the last Council of Administration there were discussions about the proposed $10.00 continues membership dues increase. As I explained to the Council of Administration National had informed me they were reconsidering the dues increase. Today I was notified that the dues increase is still on the table with

only the distribution of the funds that has changed. Homeless Veterans: The Stand-Down is over but the since this repost is being written the day before the event you will have to wait until December to see the results. We can continue supporting our Homeless Veterans by donating Housewarming Baskets. If you do not have the lists, let me know and I will send it to you. We now need to prepare for the Point in Time Survey of Homeless in America. This will take place on the last Wednesday in January. The Maine Military and Community Network (MMCN) in conjunction with Maine Veterans Services and Maine State Housing Authority are in need of volunteers to assist with this survey. The Bangor MMCN met on October 18th and is preparing its course of action. We need Down East and the County covered. The more Homeless individuals we find, the more Homeless Veterans we find. With the increase in documented numbers, we will receive more financial support from HUD and the VA to end this unthinkable problem. This works. Last year, we found 51 individuals in York County with 18 of whom were Veterans. Now, Preble Street Resource Center has increased grant funding for outreach in York County. We need your help to find your neighbors in need. We can do it. It is a local function and all Posts in the State should be involved. Veterans’ Cemetery South: Checkout this website: http://www.heritagememorialsme.com/veterans-benefit-ride.html. It is self-explanatory. We are so grateful for Forrest’s support. This was his idea and he has put it together all out of his own pocket. As the site explains, his fundraiser will cover the cost of the front gate project. We had an internment last month where there was no funeral director involved. We found some items were not provided, the podium, a table to display the urn and perform our ritual. We have talked to the local vocational school about making these items and want them coordinated with the display cabinets that will be installed in the administration building. We have 250 Veterans and dependents interred in the cemetery with an average of 16 more each month. The grounds have recovered from the construction and should make a beautiful recovery in the spring when the show melts. Stop in and take a look. We meet on the second Thursday at 10:00 am at the Southern Maine Veterans Cemetery. We would like your input. My Fellow Comrades: 6 November 2012 will be an important date nationwide. It’s the date of the General Election and hope that all of you, family members and fellow Comrades get out and “VOTE”, you earned the “Right To Vote” don’t abuse it. Don’t wait until the election results are posted, 7 November 2012 and make the statement that I should have voted yesterday, enough said. Once the General Election is over, we would have voted for the President of the United States, one United States Senator, two members of Congress and the entire State of Maine 126th Legislature which will convene on the last part of 2012 while the newly elected member of the 112 Congress will convene on 5 January 2013. Between now and the date of the General Election, when you meet any of the candidates seeking office, take a few minutes and ask them to explain to you their views of Veterans Rights and Entitlements, hold them to the task, “Don’t Back Down”, you earned the right to question all of the candidates.

Scarborough took top honors! Congratulations to both Homes. Scarborough and Caribou will receive National Quality Bronze Awards at the American Health Care Association Annual Conference in Tampa, Florida. Maureen Carland and Melissa Graham will be there to accept the awards for their facilities. All six MVH facilities have now earned this recognition! Scarborough also held a bone marrow drive recently. The census continues to be about 95% and everything is proceeding well.

To date I still have not received the listings for VFW sponsored units. I have only had one response to my GO request for contact information on those posts sponsoring BSA units. The re-chartering of BSA units is nearing completion and I will be following up with both councils on Veterans of Foreign War sponsored units. I have prepared a packet of information about the Scout of the Year process to send out to all post and district commanders; it will be sent out in November.

Veterans Advisory to VA Maine healthcare System: There has not been a meeting last month at Togus, however there is my remarks in the COA minutes held in Bangor. Service Office: The DSO committee met prior to the COA in Bangor to review and update the policies-benefits. The office is being maintained by our Service Officers in a professional manner. The committee approved all recommendations after subjective changes were made. As it has been stated before, the Department will be required to seek means to support this office in the future. National has notified that they will be reducing our grant monies. National has also brought forward a plan to increase the members due by $10.00 with $3.00 would go to the Veterans Service Fund. This plan has been approved by the entire National Council (including ours) Representatives to send this plan forward.
