2014 Regional Transportation Plan (RTP) Modeling Assumptions Dick Walker and Deena Platman of Metro presented information on the 2014 Regional Transportation Plan (RTP) and the role of the regional travel model in planning, recent travel model enhancements, and 2014 RTP performance findings. They noted the travel model helps identify choke points, and allows for a comparison of investment scenarios. Some of the model refinements include updating trends in travel behavior, and growth forecasts. They highlighted that, as a result of the changes in observed travel behavior and growth, we see smaller households in the future, reduced share of auto trips, shorter trip distances, and overall less congestion compared to previous modeling results. They provided some preliminary findings on how the future system performs based on the three different RTP investment levels:

1) “No build” (existing and committed projects); 2) Implementation of the $15.6 billion federal financially constrained project list; and 3) Implementation of the more aspirational $23.2 billion “state” project list.

Metro’s modeling results suggest that by implementing the financially constrained and/or state lists compared to the “no build” option the region may experience minor reductions in average weekday vehicle miles traveled, significant reductions in congestion, and increases in biking and transit. However, they noted, that compared to today there is significantly more mid-day and PM peak hour congestion region-wide regardless of investment scenario. Climate Smart Scenarios: Shaping the Preferred Approach Councilor Kathryn Harrington and Councilor Craig Dirksen of Metro shared discussion and straw poll results from April 11’s joint MPAC/JPACT meeting and sought input from WCCC regarding the Climate Smart Scenarios for the next joint MPAC/JPACT meeting on May 30. There were three approaches that were evaluated in 2013: Scenario A – Recent Trends, Scenario B - Adopted Plans and Scenario C – New Plans and Policies. It was noted that Scenario B (Adopted Plans) achieves the state targets. However there are questions regarding implementing the adopted plans as they rely on increased revenues. Councilor Harrington said the reason of going before the coordinating committees is to gather comments and questions and that the May 30th meeting will entail narrowing choices to get a draft preferred scenario to test. Results of the draft preferred approach will be presented in September. This will allow City Councils to review results, provide more time for comments and questions before final adoption of a preferred scenario by the end of the year. Washington County Transportation System Plan (TSP) Karen Savage of Washington County provided an update on the Transportation System Plan (TSP). The current TSP was adopted in 2002 and has been amended 20 times. Ms. Savage said a significant amount of coordination occurred over the two year process to ensure the county’s TSP is consistent with local city and regional partners. Ms. Savage noted that there appears to be no major outstanding issues. The plan includes new changes to maps and modal elements, bicycle/pedestrian elements and resolution of conflicts in roadway classifications. Upcoming key dates are:

    The 2014 urban growth report, which assesses the capacity of the region's urban area to accommodate the next 20 years of growth in population and jobs, is scheduled to be released in draft form in July.  Once finalized and formally accepted by the Metro Council, the urban growth report will become the basis for the Metro Council’s growth management decision in 2015.   MPAC has a formal role in advising the Metro Council on the urban growth report and the growth management decision. At the WCCC meeting, Metro staff will describe the overall context of the growth management decision, its timeline, and the engagement process used to develop elements of the draft report, including the forecast, buildable land inventory, and the residential preference study.  The presentation will help WCCC members understand the context and process when the draft report is available in July and to prepare for discussions at MPAC.

Expert Advisory Panel Charge

2015-2035 Regional Population and Employment Forecast

Background

Metro is required by statute to periodically produce a coordinated regional population and employment forecast that can be used for purposes such as evaluating the adequacy of the growth capacity of the urban growth boundary, developing a Regional Transportation Plan, and as a basis for local jurisdictions’ updates of their comprehensive plans. To meet these purposes, Metro is developing a regional range forecast that will be considered for adoption by the Metro Council in December 2014. Metro wishes to convene an expert advisory panel to provide independent review of Metro’s range forecast assumptions and results. Composition of the advisory panel Advisory board members have professional backgrounds in economics, demographics or a closely related field. The panel will be chaired by Dr. Tom Potiowsky. Anticipated members include: Dr. Tom Potiowsky, Chair (Director, Northwest Economic Research Center, PSU) Dr. Jennifer Allen (Director, Institute for Sustainable Solutions, PSU) Jerry Johnson, (Principal, Johnson Economics) Dr. Jason Jurjevich (Assistant Director of the Population Research Center, PSU) Dave Lenar (Business Operations Analyst, NW Natural) Dr. Randall Pozdena (Managing Director, Senior Economist, ECONorthwest) Steve Storm (Program Manager of Economic Research and Financial Analysis, NW Natural) Dennis Yee (Chief Economist, Metro) Meeting logistics The advisory panel will meet twice between November 2013 and February 2014. Each meeting will last approximately three hours. Generally, the first advisory board meeting will focus on forecast model inputs and the second meeting will focus on forecast results. Topics to be discussed by advisory panel Board members will be asked to provide their expertise in reviewing the regional forecast and advising Metro on key input assumptions in preparing the growth scenarios. The advisory panel will not be asked to directly weigh in on policy matters, such as growth management policy or transportation investment policy. Likely scenario topics include:

A. The baseline population forecast input assumptions

B. The full range of possible values and likelihood of occurrence for each possible population component variables

C. The resulting regional population growth scenarios / range D. The forecast assumptions for the trend U.S. macro-economic inputs E. Mega-trends, potential economic game changers, and emerging forecast risks and how best to

characterize this information in the range forecast. Examples include: a. Domestic fuel production b. Climate change c. The region’s historic strength in manufacturing and its export initiative goals d. Polarization of incomes e. Whether the Great Recession will prove to be a “pothole” or a “cliff” in the long run (is

there a new normal? F. The reasonableness of the resulting regional economic/employment growth scenarios and range

forecast Metro staff is responsible for preparing a forecast range (population and employment) and the Metro Council will have final say to “pick a point” within that range. The committee will be expected to review and recommend a baseline growth scenario, help to identify a reasonable high and low range around that baseline, and assist in providing context for alternative growth scenarios. The panel will provide its perspective on the growth scenarios and background information that the Metro Council will need in selecting point projections. The committee may consider these likely topics (and more) to explain why unfolding events may not lead to the results in the baseline growth scenario. Decision making The panel is intended to be advisory. Though the panel will not engage in formal voting, the Chair of the group will seek to establish reasonable consensus around the topics discussed. The Chair will provide Metro with a written summary of the panel’s recommendations to Metro. The final forecast determinations will remain within Metro’s discretion, however.

EXECUTIVE SUMMARY

IntroductionAloha and Reedville were already established farming communities when Oregon joined the union in 1859. Fast-forward 155 years and today’s Aloha-Reedville is a vibrant community of 50,000 people in just over nine square miles located between the cities of Beaverton and Hillsboro. The area has never incorporated as a city, but it would be the fifth most-populous city in the Portland metropolitan region if it did.

This mostly residential area has experienced significant growth in the past 25 years, becoming denser and more diverse. Aloha-Reedville remains a desirable place to live. Most residents take pride in their commu-nity and express a strong sense of community identity. This sense of community is evident in the many residents working to make Aloha-Reedville an even better place for themselves and their neighbors.

There is significant positive momentum in Aloha-Reedville—these are just a few examples:

•The community-initiated Aloha Library has been so successful since opening in 2011 that it is already moving to a larger location.

•The Aloha Business Association restarted after a long dormancy. It meets regularly and is looking to expand its role in working to improve the community.

The Aloha-Reedville Study and Livable Community Plan is a three-year

effort to engage the entire Aloha-Reedville community to improve the

quality of life and address the impact of future growth.

•TriMet is considering bus service enhancements to improve connec-tions between the study area’s residential and commercial areas and the Westside MAX light rail, which links the area to downtown Portland, the airport, and points beyond.

•New parks and projects to improve bicycle and pedestrian connections and safety are in the early phases of planning and implementation.

Opportunities and ChallengesAlong with many opportunities, the community also faces a number of chal-lenges. At the start of this study, thirty percent of Aloha-Reedville households had incomes below 50% of the Portland area Median Family Income (MFI). There was a higher percentage of adults and children living below the federal poverty line in the study area than in the county as a whole. And while it remains one of the most affordable areas in Washington County, 42% of Aloha-Reedville households were cost burdened (by housing plus transporta-tion costs) compared to the countywide average of 36%. Choices for housing are also somewhat limited. Vacancy rates at the start of the study were under 2%, revealing a very tight rental market.

Much of the study area lacks common urban infrastructure such as complete sidewalks and street lighting—on busy streets and in neigh-borhoods. Parts of the study area have inadequate access to transit service. Some commercial and residential areas seem suitable for redevelopment but new development has yet to occur.

Governance of this area is another issue. Aloha-Reedville’s status as an unin-corporated area has benefits - relatively low taxes, for instance - but it can also make it challenging for the community to have a strong voice in some decision making processes. This is a complicated issue and governance discussions will likely continue beyond the study’s completion.

Given these opportunities and challenges, the timing was right for an updated and thoughtful consideration of Aloha-Reedville—with extensive community outreach to engage new community voices as a fundamental component of the effort and where the benefits of recommended actions are spread equita-bly across the study area.

Study Objectives:Key objectives of the Aloha-Reedville study were to promote a healthier and more livable community by:

•Engaging a broad spectrum of residents to understand community issues, needs, opportunities and challenges;

•Undertaking extensive outreach to encourage meaning-ful participation from low-income, minority, and special-needs residents;

•Obtaining and conveying existing conditions information to the community;

•Developing strategies to improve housing conditions, re-development opportunities, and transportation facilities—including safe and accessible walking and bicycling options and improved transportation connections;

•Developing strategies that result in more affordable housing options across a range of incomes (especially in areas with good transit service); and

•Providing redevelopment strategies for private and public investment that could lead to new businesses, employ-ment opportunities, and services.

These objectives reflect the multi-disciplinary approach of the federal Office of Sustainable Housing and Communities (OSHC), the primary grantor for this three-year project1. Recommendations from this study recognize the interrelatedness of the challenges, opportunities and benefits that can accrue to jobs, housing and transportation. Study recommendations also seek to spread benefits equitably across the study area.

The Summary Report for this project provides a brief project history and background. Its primary purpose is to highlight the study’s recommended action items, which are intended to direct future government, agency and community efforts and invest-ments to help make Aloha-Reedville an even better place to live, work, visit and play.

Study Funding:The Aloha-Reedville study was funded primarily through three grant programs:

•a federal Community Challenge grant—this program looks to remove barriers to affordable, economically vital and sustainable communities2;

•a federal TIGER grant—this program funds and invests in road, rail, transit and port projects that promise to achieve critical national and local objectives3; and

•a Metro Construction Excise Tax (CET) grant—this program funds projects that help achieve vibrant and sustainable communities, safe and walkable neighbor-hoods, and good jobs.

Recommendations and Action Plans:From the start, community-identified goals, values, challenges and opportunities have informed the recommendations and strategies that will prioritize future coordination and invest-ment. Over 100 specific recommendations to enhance study area living conditions are found in 31 Action Issue Papers

and five Action Plan reports included in the addendum to the Summary Report. Two public involvement reports are also in-cluded in the addendum: the “Benchmark Report” from Riley Research Associates, which contains results of two random sample statistical surveys conducted for the project; and the Center for Intercultural Organizing’s “Community Feedback Report” that includes recommendations derived from out-reach within historically under-represented populations.

The action issue papers contain background information on each subject and recommendations addressing the most common citizen comments about needed improvements. Examples include safer pedestrian and bicycle connec-tions between neighborhoods, schools, transit, and parks; improvements for all transportation users on specific arterials and collector streets; development strategies to encour-age investment and redevelopment in commercial areas; improved access to local and regional trails; and removal of potential development barriers in the county’s Community Development Code.

These plans were developed as a result of the study’s federal grant requirements and/or evolved out of community discussion and input. They are detailed documents that elaborate and expand on op-portunities for public and private coordination, investment and partnerships to make Aloha-Reedville a great community.

Although primarily a transportation (including transit

access, biking and walking improvements), land use, affordable

housing, and economic analysis, the study may

serve as a catalyst for future planning efforts and

discussion among study area service providers.

The following near-term actions for the study area are completed or are already moving forward. Land use:

•More flexibility allowed under a home occupation permit;

•More flexibility for locating farmers markets;

•Revisions and improvements to the Community Development Code.

Housing:

•Updated and coordinated public information for housing issues;

•Reduction in cost and increase in allowable size for accessory dwelling units in low-density residential areas.

Transportation:

•Safety improvements and improved lighting at SW 185th Avenue and TV Highway;

• Identification and design of no less than three enhanced pedestrian crossings of major streets within the study area;

• Identification of at least one sidewalk improvement project around nine study area schools;

•Design work for reconstruction of SW 198th Avenue to include two vehicle travel lanes, bike lanes, sidewalks, street lighting, planter strips and trees.

The Actions Matrix included on pages 7-16 provides a comprehensive list of recommended actions, projected costs, time frames for improvements and potential implementation partners.

Next StepsTo date, the Aloha-Reedville Study and Livable Community Plan has helped leverage more than $32,000,000 in commitments for community improve-ments, including new parks, major street improvements, and street lighting on a portion of TV Highway. County staff will continue to work with other agencies and organizations to seek out available federal, state and regional funding that can help implement these action plans. Staff will also continue to work with county partners to maximize opportunities for related improvements.

For 2014, six potential county land use ordinances are under consideration that could lead to improved living conditions in the study area. These are:

• Increasing the locations where farmers markets can locate;

•A new pedestrian overlay for segments of SW Alexander Street, to enhance transportation conditions for all users;

•Compliance with Fair Housing Council standards, including consideration of shared parking and group homes in transit-served areas;

•Reducing barriers to mixed-use residential development in the Commercial Business District;

• Improvements to pedestrian and accessway standards; and

• Improvements to bicycle parking requirements.

County staff will continue providing organizational support for members of the study’s Citizen Advisory Committee and other community members who have expressed a willingness to continue the work of ensuring the study’s recommen-dations move forward. Community groups, including the Center for Intercultural Organizing, the Aloha Business Association and CPO 6 members have committed to remaining active in moving forward to help create an even better community where residents and visitors alike want to live, work, shop, play and linger. May 28, 2014 Dear ACT member: We find ourselves at a fiscal crossroads that demands we take into realistic account the funding challenges in the next round of critical multi-modal transportation infrastructure projects. This is especially true for Area Commissions on Transportation (ACT) members when you undertake the contentious task of winnowing down project lists. You have seen the ominous “mountain chart,” which tracks spending on various ODOT capital programs. By 2016 the total dollar volume of ODOT’s construction program will fall below where it was in 2001, when lawmakers passed the first Oregon Transportation Investment Act (OTIA). Here's why:

• Debt service: The three OTIA packages were frontloaded using bonding. Bonding was also used

to accelerate projects funded under the 2009 Jobs and Transportation Act (JTA). For the next 25-30 years, ODOT will be paying more than $200 million in annual debt service from the State Highway Fund, about 35 percent of ODOT’s share of that fund. As a result of this “frontloading” – to finance critical bridge upgrades and soften the impact of the recession – resources available for new projects will be seriously constrained for years to come.

• The State Highway Fund is taking in less than expected: People are driving more fuel efficient vehicles, and they are also driving less. The result has been a significant drop in expected State Highway Fund revenues. In 2013 revenue from the JTA tax increase came in 11 percent lower than originally forecast.

As a result of declining revenue projections and growing debt service, ODOT’s State Highway Fund resources are essentially fully committed to debt service, highway maintenance activities, and personal service costs. This means federal funding will be the predominant funding source for Statewide Transportation Improvement Program (STIP) construction projects that improve the transportation system. Unfortunately, future federal funding is highly uncertain. Because the federal gas tax has not been raised since 1993, revenue has not kept pace with investment need, and the federal Highway Trust Fund now faces an annual deficit of about $15 billion. Congress must find new revenue or significantly cut funding for highway and transit projects. If Congress does not act by the end of this summer—when the Highway Trust Fund’s balances will be exhausted—federal transportation funding will have to be cut by about 30 percent for the long term, costing Oregon about $150 million a year. In that event, ODOT will have to cancel or delay many projects that have already been programmed in the STIP.

With the 2015-2018 STIP nearing conclusion, ODOT normally would be starting preliminary work on development of the next STIP. But because of the uncertainty about state and federal transportation funding, the Oregon Transportation Commission has decided to hold off starting the next STIP update: It makes little sense to select projects six years into the future when we don’t know how much money we will have in six months. If work on the next STIP update were to begin now, with essential funding questions unanswerable, ODOT would have to assume conservative funding levels. The Enhance program, which pays for projects across all modes that improve or expand the transportation system, might well have to be suspended entirely, leaving funding only for system preservation projects such as bridge repairs and paving. Postponing the start of project selection for the next STIP would allow time for a clearer picture to develop at both the federal and state levels. Conceivably, Congress could shore up the Highway Trust Fund’s long term finances, and the Oregon Legislature could decide to provide additional resources for investment in transportation. Conversely, if Congress and the Legislature do not provide additional funding, the need to focus on making do with the current transportation system will be evident. Holding off on the next STIP update means that instead of starting work on a STIP covering 2017-2020, the next STIP will cover 2018-2021. Since funds are already programmed out to 2018, building a 2018-2021 STIP also provides the opportunity to allocate three years of new funding rather than two years under a 2017-2020 STIP. Providing a realistic amount of funding to be allocated in the project selection process will be beneficial to applicants and make it easier for advisory committees to arrive at recommendations. Later this year, the Oregon Transportation Commission (OTC) will meet again with the ACT chairs as a group to discuss criteria to be used for the 2018-2021 STIP, the decision-making calendar, and mutual expectations. The OTC and ODOT staff will do their best to keep you informed about the process and make sure you’re aware of the overall context in which funding decisions will be made.
