The Vision of Department of Information Technology - better governance through
the use of Information Communication Tools, income and employment generation
through private sector participation and empowerment of the rural communities.
The various projects and activities undertaken by the Department of Information
Technology are reflected below:
MAJOR PROJECTS
1. Sikkim State Data Centre (SSDC):
The Sikkim State Data Center became functional from April 2011 and has
hosted critical applications of the Commercial Tax Department under Finance
Department and also the Geographical Information System (GIS) application i.e
Integrated Land Management and Administrative Planning (ILMAP).

Mr. Chewang Namgyal Phenchungpa, Joint Director IV of the Department of
Information Technology, Government of Sikkim has been nominated as the Chief
Information Security Officer (CISO) of the Sikkim State Data Centre.
A service Level Agreement has been signed with all the line departments who have
their application hosted in the Sikkim State Data Centre. The signing of this
document is mandatory as per the guidelines of the ISO certification agency.
The Sikkim State Data Centre has been audited and reviewed by the Auditor of the
ISO certification agency. The Data Centre will be ISO certified in the year 2014.
Also the process for developing a Disaster Recovery (DR) Site for the Data Centre
has been initiated.
2. State Service Delivery Gateway/State Portal (SSDG/SP):
The State Portal project has been formulated under the National e-
Governance Plan (NeGP) to fulfill the vision of providing easy and convenient
services to the Citizens through remote access primarily through Common Service
Centers (CSCs) and enabling the State Portal (by implementing the key
components State Portal viz. SSDG, electronic Form (“e-Forms”), Application and
Computing Infrastructure. With this in view the State Portal has been designed,

developed and hosted by Department of Information Technology, Government of
Sikkim. The objective behind the Portal is to provide a single window access to the
information and services being provided by the Government with comprehensive,
accurate, reliable and one stop source of information ranging from health,
education, housing and employment, law & order and finances. A variety of citizen
services being provided by the Government across sectors and states/UTs will also
be accessible from the Portal. Around 40 Desktops, Scanners, UPS & Printers has
been deployed in all 4 Districts across different locations for 9 Departments.
The Sikkim State Service Delivery Gateway (SSDG)/State Portal was used by the
Human Resource Development Department, Government of Sikkim for receiving
applications for the Common Entrance Test (Sikkim). A total of around 4000
applications were received and processed by the department.
The total transaction till May 2014 done in the SSDG/State Portal is 8500.
3. Geographical Information System (GIS)
The Department of Information Technology procured high resolution satellite
imagery such as Quickbird from the National Remote Sensing Center (NRSC) with
an estimated area of 500 sq kms.
The Departmental personnel along with the technical consultants from Zymax
Technologies, Calcutta carried out Differential Global Positioning System (DGPS)
survey in the West District of Sikkim from 12th November 2013 to 20th November
2013. This survey which is done for collection of Ground Control Points (GCPs)
was carried out in 27 different locations across West District of Sikkim.
The image processing of the satellite imagery has been completed which includes
the following:
1. Mosaicking of the images
2. Pan Sharpening of the images
3. Image Enhancement
4. Colour Balancing
5. Haze Removal
6. Geo-Referencing
The final product after image processing has been delivered for commencement of
collection of points of interest in West District of Sikkim.

4. Computerization of Finance, Revenue & Expenditure Department (SIFMS)
The Computerization of Finance, Rev. & Exp. Department has been completed.
The software package “Sikkim Integrated Financial Management System” (SIFMS)
for the State has been tested and already implemented at all the Pay & Accounts of
Sikkim and Budget Division of FRED. This web based application software enables
the Department heads to view their budgetary position in all districts. The
software is also used by Sikkim Legislative Assembly, Raj Bhawan and Sikkim
Nationalized Transport. Currently the Connectivity required for the software
functioning is running in 34 Mbps leased line SWAN network in all the districts.
5. State Wide Area Network (SWAN):
The project was implemented by National Informatics Centre, Department of
Information Technology, Government of India. Under the State Wide Area Network
(SWAN) project 43 Point of Presence (POP) have been commissioned. The POPs are
being used for NREGA data entry work. All the Block Administrative Centers
(BACs) have been allotted one room each for the establishment of SWAN Centre.
At present the Department of Information Technology, Government of Sikkim does
not receive funds from the Government of India. Consequently, the SWAN PoP’s in
all the four district of Sikkim is not functional.
6. Common Service Centre (CSC)
Forty (40) Community Information Centers were set up in Sikkim in 2001 and an
additional 5 Nos. of CICs in the year 2005 totaling to 45 Nos. of CICs currently
operational in Sikkim with the objective of providing citizen centric services. In
the year 2006 the CICs were converted to Common Service Centers (CSCs) as per
the Government of India directives and State Governments. With the approval of
the State government the project was later handed over to the M/s Comat
Technologies in the year 2008 which was later handed over to M/s IL&FS (ETS) in
the year 2009. In the MSA, it has been agreed that the State Government’s
revenue support for the CSC would be discontinued after the end of the 4th year
which is September 2012.
As a result M/s IL & FS Pvt. Ltd made a request for exit from the CSC operations
in Sikkim which was approved by the Government of Sikkim.
At present CSC project is managed by CRTI (Centre for research in Training &
Informatics) Department of Information Technology, Government of Sikkim

without any SCA and revenue support from DEITY, Government of India. There
are a total of 38 CSC Operators and 28 Chowkidars attached to the CSCs at
present. The Department of Information Technology has processed a file for
approval of the Government for either regularizing the CSC Operators and
Chowkidars or by giving them a monthly consolidated wage.
At present all the common service center operators and chowkidars have been
posted at the Gram Vikas Kendra and Sub divisional Office respectively. The CSC
operators and chowkidars is providing technical support to all the Gram Vikas
Adhikaris and Sub Divisional Magistrate.
The Department of Information technology is paying the salaries of the operators
and chowkidars through state budget and is facing lot of problems in dispensing
the monthly salary of the CSC personnel’s in time.

7. e-Tendering/Procurement:
E-Tendering/Procurement System is a process of procuring the items
electronically using internet. The tenderers can see all the tenders hosted on this
Portal and download the Tender Schedules free of cost. It also gives the facility to
view the Tenders which are closing today or closing within next 7 days or closing
within next 14 days. The site also provides facility to search for tenders on various
parameters such as Tenders based on value, department, product category, etc.

8. IT Park/NIELIT Centre:
The Department of Information Technology, Government of India has st up
National Institute of Electronics & Information Technology (NIELIT) in the North
Eastern region of the country to carry out Human resource development and
related activities in the areas of Electronics, Communication and Information
Technology. The Department of Information Technology, Government of India has
also proposed to upgrade NIELIT centers in each Northeastern States which

includes Sikkim. The NIELIT will have full fledged campus covering enhanced
academic block, administrative block, hostel facilities for students along with
residential facility for faculty and staffs, library, workshop, guest house,
auditorium etc. A sum of Rs 41.9 Crore has been approved by the Government of
India for setting up of NIELIT center in Sikkim.
For the above purpose, the Department of Information Technology, Government of
Sikkim has identified 8.54 acres of land at Bengthang, Pacheykhani block under
Pakyong Sub-Division. The cost of the above said land has been estimated to Rs
2,05,43,047/- by the Land Revenue & Disaster Management Department, in this
regard the Department of IT has parked Rs 63.50 lakhs in the LR&DM
Department. It has been detailed to us by the LR&DM Department that the
mutation of land in favour of Department of IT can only been done after the
payment of the balance remaining amount of Rs 1,41,93,047/- for which the
Department has requested the DPER&NECA Department for provision of Rs 1.5
crores for this financial year to meet up this expenditure.
9. e-District:
E-District is a Mission Mode Project of the National e-Governance Plan under the
state category. The project aims at delivering high volume of citizen centric
services of the District and Sub District level like issues of certificates (income,
employment, domicile etc.), ration card services, revenue court services etc.
electronically which would be web enabled and will be made accessible to the
citizens at doorsteps thereby resulting in substantial cost savings and reduction of
time required to access these services. The e-District will leverage the core e-
infrastructure of State Wide area Network, State Data Center and State Service
Delivery Gateway.
One special feature is the creation of District e-Governance society (DeGS) at every
district headed by the collector/District Magistrate. Under the scheme each DeGS
will be given a seed cap of Rs. 10.00 lakhs.
DPR for e-District project has been prepared by M/s Price water house coopers
Pvt. Ltd (PWC). Currently the company is working with the District Collectors of all
the four districts and identifying the services to incorporate them with the project.
Under the e-District project the Department of Information technology has decided
to construct “e-Kakshya” in all the Gram Vikas Kendra’s. The main objective of

these e-Kakshya is to formulate a center where all the services of the Gram Vikas
Kendra will be made online and accessible to the Public. The Kakshya will be
equipped with Desktop PCs, Printer, Scanners and Photocopy machine. The
working model is being constructed at the Ranka Gram Vikas Kendra.
10. Installation of Video Surveillance Unit at the check post of Sikkim
under Border Management and Security System:
Border Security remains a key homeland security challenge as new risks & threats
emerge, Governments all over the world are calling for higher level of safety and
security. Two key missions for border security at the Check posts is to maintain
secure state borders for the facilitation of legal commerce, while stopping the
traffic of illegal weapons, people, drugs and property. This can be achieved by
including images captured by License Plate Reader (LPR) and Driver Imaging
System (DIS) surveillance cameras strategically placed in Rangpo checkpoint
border. These integrated images will be supplied to the concerned department with
the purpose of enhancing the agency’s investigative tools used for interdiction
missions.
The Project is implemented at the Rangpo Check Post. The control is given to
Sikkim Police and is currently in use at the check post. Installation of the camera
at Melli check post is under process. The project will also come under the purview
of Cyber Village.
The Department of Information Technology, Government of Sikkim will also be
installing the Video Surveillance Units at the Reshi and Raman Check Post.
11. Cyber Village:
The project aims at providing support to the basic administrative unit i.e. “Village
Administration” to enable content development of G2C services, GPU as the
primary front-ends for service delivery to deliver services to the citizens at their
doorstep. Cyber Village project involves integrated and seamless delivery of citizen
services by GPU administration through automation of workflow, back end
digitization, integration and process redesigning across participating
sections/departments for providing services in an efficient manner to the citizens.
A core list of services has been identified at the GPU level and would be
implemented as part of this POC. SMS based technologies would be widely
adopted in this project.

Melli Dara GPU has been selected for implementation of Cyber Village Project. The
Tender process for selection of implementing agency was carried out at the
Department of Information Technology and accordingly through bid process M/S
Vendeep TechnoIdentity of Hyderabad was selected.
The project has been successfully implemented at the Melli Dara Gram Panchayat
Unit making it the first Cyber Village in India.
12. Establishment of Call Centre in Gangtok:
The State Government has approved the space at the roof top of old children park
shopping complex, opposite Sadar Police Station for construction of a Call Centre.
Accordingly, an area measuring 4000 sq. ft. was allotted to the IT Department.
An amount of Rs. 66.50 lakhs was transferred to the Building & Housing
Department to begin the construction work. The construction work of the
proposed Call Centre is under way. Building and Housing Department would only
be constructing the RCC roof and the pillars. The interior would have to be done
separately.
It is planned to invite Expression of Interest (EOI) from firms which have a
minimum 200 seater capacity BPO. We expect some companies to respond to this
EOI and would prepare the Tender Document based on consultations and
comments that we receive from the prospective bidders.
13. Sikkim Open Data Acquisition & Accessibility Policy (SODAPP):
In his budget speech delivered on April 25,2013, the Hon’ble Chief Minister of
Sikkim, expressing his vision of a state-of-the-art data management system, made
the following statement:
“Sikkim is at the threshold of entering into a new category of states that are
seen as good models to be emulated due to high growth rate and good governance.
However, on many occasions, our arguments and success stories lost most of their
sheen due to lack of corresponding data. In order to be able to spur further growth in
all areas of human development, the case for holistic acquisition of data, research
and dissemination is being felt.”

Open Data presents opportunities for public service transformations by giving
users more power to self-serve. It creates a platform for more informed public
debate. This in turn means the public is better equipped to hold their government
accountable and also to be more informed about public services in their area. The
policy will be a driver for economic growth in the building of a knowledge society
as envisaged by the Chief Minister. A new market for public service information
will thrive if data is freely available in a standardized format for use and re-use.
Open Data across government and public services would allow a market in
comparative analytics, information presentation and service improvement to
flourish. This new market will attract talented entrepreneurs and skilled
employees, creating high value-added services for citizens, communities, non-
profit organizations and public service providers, delivering auxiliary jobs and
driving demand for skills.
The Sikkim Open Data Acquisition and Accessibility Policy (SODAAP) is designed
so as to apply to all sharable non-sensitive data available either in digital(machine
readable) or analog(human readable) forms but generated using public funds by
various Ministries/Departments/Subordinate offices/organizations/agencies of
Government of Sikkim. The SODAAP policy is designed both to provide authentic
data to buttress the achievements of the Government of Sikkim and to gather data
on key metrics to be able to spur growth in all the areas of human development.
The following three Departments have been identified as pilot departments to
implement the open data bank initiative:
a. Human Resource Development Department
b. Rural Management and Development Department
c. Healthcare services and Family welfare Department
The Department has nominated three Nodal officers in the level of Joint
Director for the respective departments.
A demo model has been developed for the data bank using dkan platform. The
platform is an open source portal and many countries including England has
developed their data portal using dkan. Various meetings were held for
implementation of the data bank project.
14. Inner Line Permit System/Online Bus Ticketing System:
“Inner Line Permit System” is for Sikkim Tourism Development Corporation,
Government of Sikkim. The key objective of this project is to provide G2G and G2C
Services. This project aims at providing an appropriate and a time efficient
centralized system of tracking permits issued to tourists who visit the State. This

system will provide quality of service which includes web enabled services, mobile
enabled services, time efficient services etc.
The salient features of the project are:
Bringing the services of the Government closer to the door steps of the
citizens through the motto of “Anywhere Anytime Services”
Simplification and streamlining of the processes of the Department.
To preserve electronic documents.
Centralized Storage of Data leveraging the State Data Center.
All the permits can be issued on a single window preferably online.
Allowing issuing of Electronic permits and online Bus ticket booking
thereby improving the efficiency and providing Quality of Service to the
citizens.
Computerization for the entire permit issuing authorities and offices across
India.
The pilot phase would comprise of the establishment of Permit Cell in the
four districts of Sikkim.
The permits that are proposed to be issued online are Nathula Permit, Inner
Line Permit, wildlife Sanctuary Permit etc.
An Online “ILP (Inner Line Permit) application system” is being developed for
Tourism Department.
In order to automate the process of issuing different permits by digitizing all the
data and making the process more secure by the use of modern information and
communication technology integrated with mobile technology, the Department of
Information Technology, Government of Sikkim is developing an online ILP (Inner
Line Permit) System Application for the Department of Tourism, government of
Sikkim.
The Department of Information technology, Government of Sikkim has developed
an online bus ticketing system for the Sikkim Nationalized Transport (SNT) buses.
The software was officially launched by the Secretary, Transport Department. The
software is live at www.sntonline.in. At present the software is being used by many
tourist visiting Sikkim. A total of 75 tickets has been booked till May 2014.
15. m-Tourism
Mobile technology is no longer something we are simply anticipating. While
traditional information desks, leaflets and directories will always be important

marketing tools, holidaymakers are increasingly looking to take advantage of their
smartphone’s internet capabilities to help them gather holiday information, find
reviews and even book tickets while travelling. The total number of mobile internet
users is expected to reach 134 million by 2013. Travelers combine smartphone
technology with social media and send photos, share reviews, take and upload
videos and update their favorite sites as they travel. This aspect of smartphone
technology has great relevance. An active and well compiled social media presence
such as Twitter and Facebook may increase your chances of being seen by
travelers using smartphones.
The main objective of the project is to promote Sikkim tourism through the use of
easily accessible mobile platform showcasing rich media tourist information.
At present the fund has been released by the Government of India. The
Department of Information technology is in the process of inviting bids for the
implementation of m-Tourism project.
16. RFID File Tracking System:
“File Tracking System”, the main objective of which is efficient tracking of file
movements in & out of the Department making use of the RFID Technology.
RFID stands for Radio Frequency Identification device. File traceability is an
important subject for departments in handling/generating/moving files or
documents. Some files contain highly confidential data and of important nature,
so losing any information on account of not being able to trace the file is totally
unacceptable.
The following are the highlights of the project:
1. Smart RFID enabled files will be issued every time a new file creation is put up. These RFID will have a unique identification that will help the file dispatching authority identify the file.
2. These files are scanned and their subsequent details are entered into a software system. 3. For dispatch of file a physical check out from the system using RFID reading system installed at the station. 4. For file receiving, the file will be placed atop of the check in station 1 by 1 and system would be updated on the go. 5. File storage is done by scanning the barcode of the location and reads the file tag to complete the put away activity.
Currently the installation of RFID readers and antenna is on the process. The
implementation will be done by June 2014. This is a pilot project.

DEMONSTRATION OF THE UNMANNED AERIAL VEHICLE (UAV) AT PALJOR
STADIUM, GANGTOK, SIKKIM.
A demonstration of the unmanned aerial vehicle(UAV) was organized by the
Department of Information Technology, Government of Sikkim on 12/09/2013 at
Paljor Stadium, Gangtok. The demonstration of the UAV was attended by various
Government officials and Police Personnel’s along with the media personnel’s. The
Demonstration was a huge success.
NETRA, a collaborative development between ideaForge and DRDO, is a
completely autonomous hovering Unmanned Aerial Vehicle ideal for short range
missions and requires very short training time. Its intuitive point and click
graphical user interface requires minimal user assistance allowing the user to
concentrate on the mission objective rather than the flying of the vehicle. Its quick
deployment time and vertical take-off and landing (VTOL) ability expand its usage
to confined areas of operation. It finds application in Anti-terrorist operations,
Counter-insurgency in forested areas, Hostage situations, Border infiltration
monitoring, Local law enforcement operations, Search and Rescue operations,
Disaster management, Aerial Photography and more.
It is an accepted fact that conventional policing is becoming ineffective in
monitoring mass movement of people and vehicles in metropolises. Despite
taking recourse to technology - by employing a wide array of sensors, catering
for real time requirements becomes somewhat mandatory as delayed
information is of little use. Real time information has become a must for any
successful operation. Thus real time sensors from 'close to stand off distances' -
static sensors on the ground and mobile ones in the air have become necessary
- all of them networked and working in synergy. The solution for stealth and
surprise lies here in using an UAV! Many modern law enforcement agencies in the
west are already employing similar concepts in more ways than one.

The State Service Delivery Gateway/State Portal was officially launched on the
18/03/2013 at Denzong Regency by the Department of Information Technology
in collaboration with M/s Accenture Pvt. Ltd, the implementing agency of the
project. The meeting was attended by various departmental Secretaries, officers,
officials of M/S Accenture Services Pvt. Ltd, SeMT officials and officers from the
Department of Information Technology.

October 2013
India’s first cyber village, conceptualized by Hon’ble Chief Minister Shri
Pawan Chamling, has been set up at Melli Dara Paiyong in South Sikkim.
His Excellency Governor, Shriniwas Patil on October 2, 2013 launched the
cyber village project implemented by Information Technology Department,
Government of Sikkim. His Excellency the Governor congratulated Shri
Chamling and his team for establishing the first cyber village in the
country. The Hon’ble Chief Minister had during his 42-days ‘Sikkim
Bhraman’ in 2011 had announced that the concept of cyber village would
be introduced in Sikkim. The cyber village software at Melli Dara Paiyong
Gram Panchayat Unit (GPU) is web-based and allows gathering of
information from grassroots level using handheld devices and integrating it
with the departmental database on a real time basis.
December 2013 & January 2014:
A workshop was organized by the Department on e-Waste management at
the conference hall of the Gangtok Municipal Corporation, Gangtok. The
meeting was chaired by the Hon’ble Mayor of Gangtok.
The Department on the occasion of the Republic Day 2014 released an
Information Technology Mission from the hands of His Excellency the
Governor of Sikkim and the Hon’ble Chief Minister. A copy of the mission
was distributed to all the Heads of the Department, Government of Sikkim
by the Joint Directors of the Department.
February 2014:
The Online Ticketing system was launched on 17/02/2014. It is developed
and implemented jointly by State Transport and Information Technology (IT)
departments under a government of India project. The Transport Secretary
along with Principal Director cum Secretary/DIT launched the online
ticketing system at the SNT, Terminus.
SODAAP policy was also released by the Hon’ble Chief Minister at Chintan
Bhawan during the release of Sikkim Human Development Department
Report 2014.

Monthly Co-Ordination Meeting:
The Department of Information Technology organizes monthly co-ordination
meeting under the chairmanship of the Secretary to discuss, review and monitor
various ongoing projects & other work of the department.
March 2013:
A co-ordination meeting was held on 4th March 2013 under the
chairmanship of the Chief Secretary, Government of Sikkim. Secretary/DIT
and Principal Director/DIT attended the meeting. The Principal
Director/DIT informed that all departments should host their website on
the Sikkim State Data Centre. He also apprised that the department has
installed Optical Mark Reader (OMR) technology at Sikkim Public Service
Commission for conducting examinations.
Meeting was organized on 15/03/2013 at the Conference room, Department
of Information Technology to review and discuss on the issues pertaining to
e-District project. The meeting was attended by Secretary/DIT, Principal
Director/DIT, District Collectors of East and North District alongwith
Additional DC (East), SDM (East), Joint Director/DIT, State Informatics
Officer/NIC and representative from Gangtok Municipal Corporation.

operators and Chowkidars. The meeting was conducted to check the

Circular was issued to all the concerned BDO’s requesting them to check

A meeting of the Laptop Procurement Committee was organized at the
conference room of the Department by Principal Director/DIT to discuss on
the various issues concerning the procurement of Laptops.
1st meeting with the stakeholder departments chaired by Hon’ble
Minister/IT, Shri. N.K Pradhan and co-chaired by Hon’ble Member of
Parliament, Shri. P.D Rai was organized by the Department of Information
Technology at the Conference Room of New Secretariat on 24/06/2013.
During the meeting it was decided to hold another meeting to discuss on
the implementation of the project. In the second meeting Hon’ble Member of

through video conference from New Delhi to Sikkim Chief Secretary R.

was the first meeting of Sikkim SIC attended by heads of Planning, Human

November 2013:
A Meeting was convened with the Lead auditor for ISO certification by Joint
Directors with the Project Manager Sikkim State Data Centre to review on

Department by regularization of an employee presently working with the
SJE&W Department on Muster Roll Basis duly relaxing the provisions

The Department of Information technology conducted a written/practical
examination for the two posts of computer operator in the Social Justice,
empowerment & welfare Department on 28/10/2013 at NIELIT Centre, Indira
Bye Pass Road. A total of 118 candidates appeared for the examination.
November 2013:
A VIVA VOCE examination was conducted on 18th November for the two post of
Computer Operator in the Social Justice Empowerment and Welfare Department.
The written/practical examination was conducted on 28/10/2013.
December 2013 & January 2014:
Recruitment of a computer operator to HC, HS & FW Department.
February 2014:
The Departmental Promotion Committee (DPC) meeting to fill up 1(one) post of
Computer Operator in the IPR Department by regularization from amongst the
temporary employees presently working with the IPR Department was held in the
office of the Department of Information Technology. The DPC Meeting was
attended by Principal Director cum Secretary/DIT, Joint Director, IPR, Under
Secretary, FRED,Under Secretary, DOPART.

June 2013:
Three (3) Deputy Directors of the Sikkim State Information Technology
Service Cadre were promoted to the post of Joint Directors.
30 Computer Operators belonging to the Sikkim State Subordinate
Information Technology Service Cadre were promoted to the post of
Assistant Programmers.
October 2013:
Principal Director/DIT Shri. Rajesh Verma took charge of the Department of
Information Technology as Principal Director cum Secretary of the
Department vide order no: 2337/GEN/DOP dated 30/09/2013.
January 2014:
Transfer order of three Assistant Directors of the SITS service was issued.
Accordingly Mr. Bikash Diyali was transferred to IT Department, Mrs.
Tenzing Bhutia was transferred to FCS & CA Department and Mr. Zangpo
Gyaltsen was transferred to Social Welfare Department.

see this as the right time to invest in such an application and be ready for the next

Deliver m2C service to the consumers of the Energy & Power Department with

POLICY MATTERS AND COMMITTEES
1. Guidelines for procurement of computer:
With increase in use of Information Technology (IT) in Government
functioning, it is very important that Government Departments follow certain
standards in desktop computers procurement such that the application software
deployment on these hardware become compatible and make different applications
talk to each other which will harness the potential of IT in providing improved
services to citizen. IT hardware constitutes a major cost of any IT project,
adherence to best practices can help in procuring suitable configured hardware
according to the requirement which will bring down cost of procurement
substantially and reduce risk of IT hardware become obsolete before its useful life
period.
Also with the increase in use of websites in Government functioning for
sharing information with citizens, it is imperative that Government Departments
follow certain standards in websites and citizens get the required information from
the websites in a convenient and consistent manner.
Therefore, to address the above issues, a set of guidelines are formulated for
adoption by all the Departments and agencies of the Government of Sikkim, a copy
of which can also be downloaded from www.sikkim.gov.in.
2. e- Waste Policy:
Under the aegis of Department of IT, Government of Sikkim, the Department is
presently formulating a policy on “E-Waste Policy for the State”. This policy would
be designed with the aim of spreading awareness on the hazards of E-waste in
the country, discussing E-waste management & disposal options and inviting
inputs for framing an E-Waste policy for the State. It may be noted that the
electronic waste containing substances like lead, cadmium, mercury, polyvinyl
chloride (PVC) has immense potential to cause enormous harm to human health
and environment, if not disposed properly since the extant prescriptions for its
disposal and safeguard were inadequate. It was consensually agreed that such a
policy must appropriately reflect the concerns of various stakeholders besides
views of practitioners in the field, both in the organized and the unorganized
sector. The Department has requested UD & HD to facilitate construction of a
dumping ground/premises of 7000 sq. ft. of building at a proposed location in the
outskirts of Gangtok city. Government of Sikkim may acquire 45000 sq. ft. of land
near the outskirts for a state –of art recycling hub.

The proposed modus operandi for this would be as follows:-
All ICT equipment’s procured from various OEMs/other vendors should
have a buyback policy.
Asst. director IT and Asst Director UD&HD Department would ensure that
all the e-waste items (like batteries, cartridges, monitors, keyboards), are collected
once in a month from the various Govt. offices of Sikkim. Additionally they should
also monitor safe transportation to a 3rd party (authorized recycler) factory
premises within the high security. The authorized 3rd party recycler may be short
listed and selected from the list of authorized recyclers of Ministry of Environment
and Forest.
One e-waste bin/container to be put in a designated place in each and
every Government Department for safe disposal of all the IT wastes on a daily
basis.
UD&HD Department should Build/Construct a well-structured facility near
Marchak village.
Regular Inspection of e-waste material by the one authorized officer from
the IT/UD&HD Department and further rechecking again by the 3rd party’s
vendor’s personnel.
Segregation of the waste into various categories like PCBs, Ferrous and
Non-Ferrous Metals, Plastic etc. by the 3rd party vendor at the designated
dumping ground allocated by the UD&HD Department.
Weight Ascertainment and Destruction of Waste into Non-Recoverable
pieces (5-10mm bits) by our custom– built Crushers at the designated dumping
ground allocated by the UD&HD Department.
Packaging the segregate material for recycling/export to neighboring
counties by the 3rd party agency.
4. Guidelines for Development of Departmental Websites of Sikkim.
With increase in use of Websites in Government functioning and sharing
information with Citizens, it is imperative that Government departments follow
certain standards in Website Development such that there is some consistency in
Websites and citizens get the required information from the Websites in a
convenient and consistent manner.
Keeping above objectives in mind the Guidelines for building Websites for
Government Department has been formulated and circulated, a copy of which can
also be downloaded from www.sikkim.gov.in.

GOVERNMENT PROCESS RE-ENGINEERING
1. Migration of departmental websites into State Data Centre:
The Department of Information Technology, Government of Sikkim has issued a
Circular to the various Departments of the Government of Sikkim for hosting their
departmental websites in the State data Center for security reasons and as per the
Government of India Guidelines. Accordingly a meeting was convened by the
department with the other departments for appointment of a Nodal Officer to look
after their respective Departmental websites.

4. RFID File Tracking System:
“File Tracking System”, the main objective of which is efficient tracking of file
movements in & out of the Department making use of the RFID Technology.
RFID stands for Radio Frequency Identification device. File traceability is an
important subject for departments in handling/generating/moving files or
documents. Some files contain highly confidential data and of important nature,
so losing any information on account of not being able to trace the file is totally
unacceptable.
The following are the highlights of the project:
1. Smart RFID enabled files will be issued every time a new file creation is
put up. These RFID will have a unique identification that will help the file
dispatching authority identify the file.
2. These files are scanned and their subsequent details are entered into a
software system.
3. For dispatch of file a physical check out from the system using RFID
reading system installed at the station.
4. For file receiving, the file will be placed atop of the check in station 1 by 1
and system would be updated on the go.
5. File storage is done by scanning the barcode of the location and reads the
file tag to complete the put away activity.

Miscellaneous Activity of the Department
1. Waste Paper Disposal of the Annexe 1 Secretariat Complex:
The Department of Information initiated the proper management of Waste
paper Disposal in and around the complex of the Annexe 1 Secretariat. The
Department in collaboration with the Directorate of Handicrafts &
Handlooms started collecting waste papers from the departments located in
the vicinity and the same was then sent to the Directorate of Handicrafts &
Handlooms for recycling purpose.
Achievements/Recognition received by the Departments Personnel:
1. Mr. Zangpo Gyaltsen, Assistant Director/DIT was represented the
Department in the e-North East Wards 2013. The Red-RH application
developed by the Department won the category of best software
implementation in the e-North East Award.
