SUBJECT : 2013 NATIONAL FESTIVAL OF TALENTS GUIDELINES FOR TLE AND TVE TECHNOLYMPJCS
1. Attached is a copy of Regional Memorandum No. 79, s.2013, dated February 5, 2013 entitled "2013 NATIONAL FESTIVAL OF TALENTS GUIDELINES FOR TLE AND TVE TECHNOLYMPICS," for the information and guidance of all concerned.

2013 NATIONAL FESTIVAL OF TALENTS GUIDELINES
FOR TLE AND TVE TECHNOLYMPICS
TO: Schools Division / City Superintendents Officers-in-Charge of Regular and Interim Divisions All Others Concerned
1. The Department of Education (DepEd), through the Bureau of Secondary Education (BSE), shall conduct the 2013 National Festival of Talents consisting of skills exhibition in the different fields, back to back with the National Schools Press Conference (NSPC) on April 6-11, 2013. The Festival shall be hosted by Region VIII and will be held at a venue to be announced later.
2. The National Technolympics will showcase marketable products and performances in the different skills acquired by students in the various specializations of TLE and TVE. It is open to all 2nd, 3 and 4 year students enrolled in both public and private high schools. A participant may join only one (1) event; and each region shall field participants in the 8 individuals and 4 team events.
3. Each region shall identify the participants per event as specified in the event packages. The group events are Educational Toy Making, T-Shirt Design and Printing, Children's Wear Construction, Landscaping.
4. All regions are required to display their best products and performances before the opening program. The region will choose only one (1) entry for each product and service to participate in the search for the Most Enterprising Award. Two (2) students must be assigned to manage the bazaar and market their products and performances. All items in the bazaar must be offered for sale. (See Enclosure to DepEd Memorandum No. 205, s. 2012).
5. A summary of the guidelines for each of the exhibition areas are contained in the enclosure. More details of the guidelines may be downloaded from the BSE website (tit•i_w.bse h).
6. The board and lodging of all official participants, supplies and materials during the Festival; transportation and honorarium of the board of judges, quiz master, others involved in preliminary activities such as test item/event package developers, and BSE management shall be charged against to BSE funds, while transportation to and from venue and per diem during travel time of official participants shall be charged against local funds subject to the usual accounting and auditing rules and regulations. Other officials and persons who are not included in the list shall make their own arrangements for board and lodging during the event.

2013 NATIONAL FESTIVAL OF TALENTS GUIDELINES
To: Regional Directors Schools Division/City Superintendents Heads, Public and Private Secondary Schools All Others Concerned
I. The Department of Education (DepEd), through the Bureau of Secondary Education (BSE), shall conduct the 2013 National Festival of Talents consisting of skills exhibition in the different fields, back to back with the National Schools Press Conference fNSPC) in April 2013. The Festival shall be hosted by Region VIII and will be held at a venue to be announced later.
2. The Festival aims to:
a. provide opportunities for students to showcase their talents in the following subject areas: language, arts, social studies and technology and livelihood education through exhibits and exhibition of their products and performances as evidences of their learning; and
b. extend parallel learning sessions for teachers and students to enhance their knowledge and skills in their respective field of interest.

6. Regional coordinators in the different skills exhibition shall submit the official list of their respective delegations to DepEd-BSE (Attn.: Ms. Rosalie B. Masilang, Over-all Focal Person) two weeks before the 2013 National Festival of Talents.
