1 SCOPE

11 Purpose This standard establishes procedures forthe development and maintenance of Unified Facilities Criteria(UFC) and Unified Facilities Guide Specifications (UFGS) andprescribes their use by the Army Navy Marine Corps Air ForceDOD Defense agencies and DOD Field Activities All DoDcomponents are adopting the concept and practice of SustainableDesign and Development and the use of project rating and scoringsystems such as Leadership in Environmental and Energy Design(LEED) and Sustainable Project Rating Tool (SPiRiT) These andother concepts should encourage innovation and alternatives tothe traditional planning design construction and maintenanceprocess The UFCUFGS criteria program will implement theconcepts of Sustainable Design and Development and continuousinnovation into the facilities acquisition and maintenanceprocesses

12 Applicability UFC and UFGS provide facilityplanning design construction operations and maintenancecriteria for DoD components and participating organizations UFCand UFGS apply to all construction repair and maintenanceprojects

121 Authority This standard establishes a unifieddesign guidance program in accordance with House ConferenceReport 105-247 dated 9 September 1997 and the Tri-ServiceUnified Design Guidance Report to the Congressional DefenseCommittees dated March 1998 UFC and UFGS are developed jointlyby the Army Navy Marine Corps and Air Force

23 Approach The Engineering Senior Executive Panel(ESEP) was established by the Installations Policy Board in 1999to implement the UFC and UFGS system for DOD The ESEP consistsof a representative from the office of the Deputy Under Secretaryof Defense for Installations and Environment and the threeService Chiefs of Engineering ESEP responsibilities includeestablishing policy acting as a resource proponent resolvingissues that may impede the unification process and oversight ofa Service Coordinating Panel (CP) that works directly withdiscipline working groups established to facilitate unificationThe discipline working groups are composed of technical personnelwho develop unified criteria and guide specifications

241 Program List Every fiscal year each DWG shallidentify those UFC and UFGS that need to be developed or are inneed of major revisions UFGS requirements including anestimated cost of each item shall be prioritized with the UFCrequirements and submitted as a composite list to the CP for usein preparing an annual unified criteria program Where two ormore organizations identify and provide funding for updating ordeveloping a UFC or UFGS a Preparing Activity shall be assignedin accordance with paragraph 413 ldquoPreparing Activity (PA)Assignmentsrdquo

24 Programming and Scheduling Need and funding are thedetermining factors in establishing which existing and new UFCand UFGS will be revised or developed Funding of UFC and UFGSwork is subject to the procedures and priorities within eachparticipating organization

241 Program List Every fiscal year each DWG shallidentify those UFC and UFGS that need to be developed or are inneed of major revisions UFGS requirements including anestimated cost of each item shall be prioritized with the UFCrequirements and submitted as a composite list to the CP for usein preparing an annual unified criteria program Where two ormore organizations identify and provide funding for updating ordeveloping a UFC or UFGS a Preparing Activity shall be assignedin accordance with paragraph 413 ldquoPreparing Activity (PA)Assignmentsrdquo

242 Program Coordination The CP is responsible forcoordination and consolidation of DWG requirements and shall makefinal determination of which UFC and UFGS are included in theannual unified criteria program Selection will be based on DWGrecommendations the priorities of each participatingorganization and available resources

31 Purpose UFC are developed by individual disciplineworking groups and are approved by the CP UFC may containtechnical guidance introduce new and innovative technology orprovide mandatory requirements to implement laws regulationsexecutive orders and policies prescribed by higher authoritydocuments UFC also define performance and quality requirementsfor facilities to support their mission throughout their lifecycle

32 Issuance UFC are issued under the authority of theESEP and are effective upon issuance UFC will be periodicallyreviewed updated and made available as part of the Departmentsrsquoresponsibility to provide criteria for military facilities

33 Approval Once criteria are developed andcoordinated with appropriate industry and Service organizationsthe preparing activity will forward the UFC to the CP forapproval A ldquoUnified Facilities Criteria (UFC) Quality AssuranceChecklistrdquo will be signed by each Service Approving Authority(the DWG representative) and the CP Chairperson Upon approvalthe preparing activity will forward an electronic file to theappropriate criteria manager for distribution of the UFC asindicated in paragraph 26 Matters of disagreement will bereferred to the CP and if necessary to the ESEP forresolution

34 Records Maintenance Each DOD Component isresponsible for maintaining records of current and supersededUFC including revisions for each UFC they prepare

411 Designation of UFGS on the Same SubjectsSpecifications on similar subjects that are not yet combined havean alpha designation after the UFGS section file name as followsldquoNrdquo for Navy ldquoArdquo for Army and ldquoFrdquo for Air Force (eg 05500A)These alpha designators facilitate management of specificationswithin the participating organizations and provide identificationwithin the CCB the Internet and the SpecsIntact systems Thealpha designator does not mean the documents are not UFGS

412 Designation of Other UFGS Where only oneparticipating organization has a guide specification on aparticular subject or where specifications have been combinedinto a single document those specifications are identified by

413 Preparing Activity (PA) Assignments Each UFGS shallbe assigned a PA in accordance with agreements within the DWG andas approved by the CP Each PA shall maintain the UFGS for whichit is assigned in accordance with the policies of itsorganization and these management procedures The PA shall beidentified in the banner of each UFGS

414 UFGS Master Databases Each participatingorganization shall maintain a separate master database of theUFGS sections for which it is responsible Database Managersfrom each participating organization shall provide updated andnew UFGS to the System Database Manager for monthly updates tothe Internet index Formal release of updated and new UFGS onCCB by CD-ROM and DVD will occur on a semi-annual basis

415 UFGS System Master A single UFGS System Mastershall be maintained by the System Database Manager The UFGSSystem Master shall be derived from the separate UFGS Databasesof each participating organization The System Database Managershall incorporate changes provided by the participatingorganization Database Managers perform all release processingprepare all CCB and Internet indexes and perform other functionsassociated with maintenance of the UFGS System Master

416 UFGS Master Index A UFGS Master Index shall bemaintained on CCB and on the Internet with links to the actualdocuments The Database Manager develops the Internet index andlinks it to the compressed SEC files and to the PDF filesresiding in the UFGS Master server

42 UFGS General Maintenance Fund Each participatingorganization must budget and obligate funds for generalmaintenance of the UFGS for which they are responsible Thesefunds cover changes of a minor and unplanned nature in responseto suggestions and comments Each participating organizationshall develop a procedure for distribution of funds to theTechnical Representatives

43 Document Approvals and Publication When a UFGS iscreated or changed it shall be coordinated electronically amongthe participating organizations identified in Section 25ldquoCriteria Developmentrdquo It is the responsibility of the PA andthe DWG to produce UFGS within the funds provided meetestablished schedules obtain agreement of the participants andproduce technically adequate documents In the event ofdisagreements that cannot be resolved within the DWG the mattershall be submitted to the CP

431 Draft UFGS Review After drafting a new or revisedUFGS the TR of the Preparing Activity shall email a copy of thedraft UFGS to the TP of the Preparing Activity and to the TP andTR for the other participating organizations for review andcomment A complete list of all UFGS with the associatedTechnical Proponents is available on the UFGS Home Page

432 Draft UFGS Comment Period The TR and TP from eachof the other participating organizations shall coordinate theirreview and provide a single set of comments by email to thePreparing Activity TR within two weeks of receipt of the draftUFGS

433 Final UFGS Submittal The Preparing Activity TRshall incorporate all comments into the UFGS Any questions ordisagreements shall be discussed directly with the TP whoforwarded the comment and resolved Upon completion of the finalUFGS the TR shall forward the document to the Database Managerof the Preparing Activity for final processing At the sametime a courtesy copy of the UFGS shall be forwarded to each ofthe commentators No additional comments are desired at thistime Upon satisfaction that comments have been incorporatedthe TP of the other participating organizations shall email theirconcurrence to the Preparing Activity TP The Preparing ActivityTP shall retain verification of this concurrence

434 Approval Controls Any specification not approvedthrough this process shall not be placed in the UFGS SystemMaster or in the Preparing Activity Databases

44 Reporting The UFGS System Database Manager shallpost a quarterly report of new or changed specifications on theUFGS Home Page

45 Changes Changes to a UFGS shall be coordinated withall participating organizations in accordance with paragraph 43ldquoDocument Approvals and Publicationrdquo with the followingexceptions If the only changes are updated referencepublications SpecsIntact format changes or non-technical textchanges the changes may be made without coordination of thedocument All other changes shall be coordinated withcounterparts in the other participating organizations The TPshave the right to request adjustments to any UFGS

46 Automated Updating of Reference Publications Asystem has been established to automatically update referencepublications cited in UFGS through the use of the SpecsIntactsoftware Under the process all reference publications cited inthe UFGS database will have uniform designators and the latestissue of all publications referenced in UFGS will be maintainedin a Unified Master Reference List (UMRL) The updated UMRL willbe used by the SpecsIntact software to perform reference updating
