breaking the cycle of whatever has gone on in their family?”
SUCCESS in meeting this and ALL FS 39 requirements implies
more attention is needed to Child Well-Being factors.

Permanency decision making.

Danielle, a former foster youth, said “My case manager asked me
about school. No one else ever cared enough to ask. I began to think
school might matter to her, and maybe it should matter to me.”
