1. Entry must be a key lime pie made from “scratch”. Pre made mixes are not acceptable ingredients.

2. The entire pie entry must be submitted for judging on cardboard or other food safe disposable settings. (All pans, plates and dishes are considered disposable and will not be returned.)

3. Recipes must be submitted with the entry, printed on one side of 8 1/2” x 11” paper. 4. Recipe must list all ingredients, quantities and the preparation instructions. Entrant’s name,

address and phone number must be printed on the back side of all pages. (All recipes and pies will become property of the Elk County Fair and will not be returned.)

3 - 2019 PSACF Homemade Chocolate Cake Contest

Rules:

1. Participant must be an individual amateur baker who is a Pennsylvania resident. One entry per person.

2. Entrants may NOT have won 1st place in this Homemade Chocolate Cake contest at any other fair in 2019.

3. Entry must be a layered chocolate cake made from "scratch". Pre-made mixes are not acceptable ingredients.

4. Entry must be frosted and frosting must be made from “scratch”. 5. Cake recipe must feature chocolate or cocoa as a main ingredient. 6. The entire cake entry must be submitted for judging on cardboard or other food safe disposable

setting. (All pans, plates and dishes are considered to be disposable and will not be returned.) 7. Recipes must be submitted with the entry, printed on one side of 8-1/2” x 11” paper. Recipe

must list all ingredients, quantities, and the preparation instructions. Entrant’s name, address and phone number must be printed on the back side of all the pages.(All recipes and cakes will become the property of the Fair or PA Farm Show and will not be returned.)

Premiums: $20-$15-$10 Rules:

1. Participant must be an individual amateur baker (ages 8 through 18) who is a Pennsylvania

resident. One entry per person.

2. Entrants may NOT have won 1st place in this PA Preferred™Junior Baking contest at any other

fair in 2019.

3. Entry must be a plate of six (6) individual sized portions of the baked entry item.

4. Entries must be made from scratch. Premade mixes are not acceptable ingredients.

5. At least two (2) PA Preferred™ ingredients must be used in the recipe. Some examples of

qualifying ingredients are PA Preferred™ grains (such as oats or flour), butter, milk, eggs, fruits

and/or vegetables.

6. Entry must be submitted for judging on a food safe disposable setting. (All pans, plates and

dishes are considered to be disposable and will not be returned.)

7. Recipe(s) must be submitted with the entry, printed on one side of 8-1/2” x 11” paper. Recipe

must list all ingredients, quantities, and the preparation instructions. The PA Preferred™

ingredients must be listed clearly in the ingredient list, specifying the ingredient and the

company that made/grew them (ex: PA Preferred Milk –Galliker’s brand). Entrant’s name, age,

address and phone number must be printed on the back side of all the pages.

(All recipes and cookies-brownies-bars will become the property of the Fair or PA Farm Show

and will not be returned.)

8. A PA Preferred™ logo is not required because not all PA Preferred™ products carry the label. The

name of the ingredient and the source is sufficient. For a list of acceptable products visit

papreferred.com. Additionally, PA Preferred™ staff will assist in locating PA Preferred™

ingredients, as needed.

9. Refrigeration is not available at the fair or PA Farm Show. Entries that require refrigeration after

1. Open to any individual who is a Pennsylvania resident; only one entry per person. 2. Entrants may NOT have won 1st place in this Blue Ribbon Apple Pie contest at any other fair in

2019. 3. Entry to be a pie that must include at least 60% apples in the filling. It does not need to be a

“traditional” two crusted apple pie and it can have a variety of fillings. 4. The entire pie must be submitted for judging in a disposable pie pan. (All pans, plates and dishes

are considered to be disposable and will not be returned.) 5. The recipe for the pie and pie crust must be submitted with the entry. It should be submitted on

one side of 8 ½” by 11” paper. The recipe must list all the ingredients, quantities and the preparation instructions. Entrant’s name, address and phone number must be printed on the back side of all the pages.(All recipes and pies will become the property of the Fair or PA Farm Show and will not be returned.)

58 - Pallet Upcycling

Date: Wednesday August 7, 2019 Registration Time: 5:00-6:00

1. Take a used pallet and repurpose it to make something new i.e. an article made for gardening, outdoor use or indoor use. If the project is too large to bring to the fairgrounds, please provide a display or poster (including pictures) of the pallet use.

2. This contest is open to residents inside and outside of Elk County. 3. There will be no charge for entry into this contest. 4. No pre-registration is required. 5. Only one entry per person. 6. The item must be the sole and original work of the exhibitor. 7. Only entries that have not been previously entered into the contest will be permitted.

Previously entered entries may be brought to the contest for DISPLAY ONLY. 8. Decisions of the judge are final. 9. Items should be made with a good clean wholesome nature-no vulgar or suggestive decorations

will be allowed. 10. Bring your entries to the Elk County Fair during the dates and times stated above. Winners will

be announced at 7:00. The top 3 winners must remain on display during fair week and can be picked up on Sunday August 11, 2019 between 10:00 and 2:00. All other entries may remain on display during fair week as room allows.

100 - Beautiful Baby Contest

Entry Fee: $3 Premium: $75-$50-$25

Contest will run from Tuesday to Saturday. The Baby Parade will take place on Saturday at 5:00 in Exhibit

Hall #2. The Beautiful Baby Contest Winner will be announced Saturday at 6:00 on the George A.

Swanson Memorial Stage. Winner MUST be present on Saturday.

to the fairgrounds for this event. Registrants must reside in Elk County to enter the contest.

1. Photograph may be no larger than 3x5 inches. 2. Please include the pets name, owners name, address and phone number on the back of the

photograph. 3. Entries can be mailed to:

102 - Decorated Bicycle Contest and Parade

Date: Saturday August 10, 2019 Registration: 2:00-2:30 with judging and parade immediately following.

All children are welcome to participate in the parade. Age Groups: 0-3 years old 4-6 years old

7-10 years old 11-13 years old

Premiums: $10-$8-$5

1. Bring your bicycle or tricycle to the fairgrounds already decorated or arrive early to finish your decorating. Judging will occur at 2:30 and all children are invited to participate in a short parade throughout the fairgrounds to show off your creations.

2. Awards will be given for most creative decorations and most colorful decorations.

Section 5 - Open Horse Show

Date: Saturday August 10, 2019 at 9:00 at the 4H Horse Ring.

Entry Fee: $25 Show all day per Horse/Rider Combo or $4 per class Ponies: 14.2 Hands and Under

The Rider ONLY will get into the fairgrounds for FREE. All others will be required to pay the Gate

Admission.

Rules:

1. All contestants under 18 years of age MUST wear a helmet. 4H rules will be followed. 2. Junior Rider: Ages 8-17 3. Senior Rider: Over 18 years old 4. Walk/Trot Junior-Over 8 years old-may only enter the following classes: 1,2,4,11,12,18,25,28 5. The show committee reserves the right to combine, split or cancel any classes. 6. Negative coggins, proof of rabies vaccination and CVI results within 12 months of the show date

must be presented. 7. The Elk County Fair Association will not be responsible for any accident or injuries to any animal

or person. 8. All exhibitors and spectators are required to pay general admission fees upon entering the

fairgrounds. 9. Only truck/horse trailer combos will be permitted to park near the show ring. ALL OTHER

VEHICLES (spectators) are required to park in the fair parking lot. Premiums: Classes with 5 or more entries: $10-$5-$3 Classes with less than 5 entries: $5-$3-$2

** A 3 to 5 minute speech on “Why you should come to the Elk County Fair” ** A 300 word or fewer essays on “Why the fair is good for our community”

Queen Contest Judging Date: Thursday August 1, 2019 Winners will be announced on Tuesday August 6, 2019 at opening ceremony on the George Swanson Memorial Stage. There will be a mandatory meeting at the fairgrounds on July 19, 2019 at 6:00PM for anyone interested in participating in the Queen Contest. Premiums: Queen $300 First Runner up $25 Junior Queen $25 Princess $25 Queen Rules:

1. Be a female who is a U.S. citizen and a resident of Pennsylvania. 2. Be at least age 16, but no older than 20, years of age as of June 1 of the year entering the local

contest. 3. Be certified as the winner by the local fair where she was crowned. 4. Have not been former local Fair Queen winners, nor a former PA Fair Queen contestant. 5. Not hold any other State title for any other commodity group or pageant during her reign. 6. Have her parent(s)' or guardian(s)' consent to enter the competition. 7. Be single, have never been married, have not been pregnant nor given birth to a child. 8. Act in accordance with the PA Fair Queen “Behavior Policy” – see attached 9. Meet all time commitments, Queen obligations and “Dress Code” as set forth by the PA Fair

Queen Program 10. There will be a 5-10 minute interview with a panel of judges. 11. A 3-5 minute speech on “Why you should come to the Elk County Fair”. 12. In 300 words or less, please provide an essay on Why the Fair is good for our Community.

Junior Queen Rules:

1. Each contestant must be at least 11 years old and not over 15 years old by June 1. Girls may wear any style of dress.

2. Contestants have a 5 minute interview with judges and give a 2-3 minute speech on “My Favorite Thing about the Fair”.

Princess Rules:

1. Each contestant must be at least 7 years old and not over 10 years old by June 1. 2. Contestants will have a 5 minute interview with the judges.

Queen Court Behavior Rules: The following will be considered violations of the Policy and will be grounds for immediate disqualification, dismissal and/or being banned from future Queen Competitions:

1. Any infractions of any Queen Contest rules. 2. Smoking, drinking alcoholic beverages, chewing gum, foul language and/or public displays of

affection to dates/boyfriends while wearing crown and/or sash and representing the Queen Program.

3. Engagement in any illegal, unpartisan, unethical, indecent and/or morally questionable behavior, including but not limited to online representations on the Internet such as social networking sites (Facebook and Myspace).

4. Use of any illegal controlled dangerous substances or abusing the use of alcohol or other dangerous substances.

5. Any defamation of the Queen Contest, its winners and contestants, and the Fair or the PA Fair Queen Program and their Directors and Committee members, whether it be oral or written. This includes postings on the Internet.

6. Any uncooperative or unsportsmanlike conduct before, during or after the competition. 7. Appearing in crown and banner at any event without an official invitation from an authorized

event coordinator or event board member. Queen Court Dress Code: Wearing of the Fair Queen crown and/or sash is to be considered an honor and privilege. The bearer is now an ambassador representing herself, her family, her community and Fair. While fashion styles may change, good taste does not! Therefore responsible, appropriate and professional appearance is expected while the Queen is wearing her crown and sash:

1. Attire that is conducive to the specific appearance or event (i.e. business casual, formal, etc.) 2. No jeans, sneakers, flip flops or boots. Alterations may be made to this jean-footwear rule only if

a) severe weather or unsafe conditions exist and b) the Fair Queen's official coordinator or Board Member has approved an alteration consistent with the professional appearance expectation.

of the dress/skirt hem to the top of the knee cap. 7. No clothing that advertises, promotes, or glorifies the use of alcohol, tobacco, drugs, or anything

inconsistent with the dignity of the Queen Program.

2019 Elk County Fair Track Rules All track events must follow the track rules. Rules are subject to change-Decisions of the judges are final. Rules:

1. All persons must sign the release sheet and receive a pit pass to be permitted in the pit area or on the track.

2. No drinking of alcoholic beverages on track or in the pit. Cars and trucks may be searched before entering pit area. Any driver or pit person under the influence of alcohol or drugs will be immediately disqualified and removed from the grounds.

3. Any driver or crew member disobeying the rules will cause his or her car to be disqualified. 4. Unsportsmanlike conduct will not be tolerated and will be grounds for disqualification. 5. Drivers are responsible for the actions of their crew members. 6. For all events, drivers must wear approved helmet, face shield or safety glasses and a seat belt. 7. Absolutely NO tag teaming. 8. Absolutely NO headsets or radios.

Section 9 - Mud Bog

PIT Fee: $20 per person Date: Friday August 9, 2019 Registration Time: 4:00-6:00 Event Time: 6:00 Where: Al Dietz Memorial Track Driver is admitted to the fairgrounds for Free. Anyone else will be required to pay the Gate Admission. Rules:

1. Mud Bog will be determined based on farthest distance traveled. In the event that more than one entry in a class makes it all the way through, the winner will be determined on fastest time.

2. No dual wheels allowed. 3. Modifications are acceptable in any class. Open cabs must have roll bars. 4. No loose objects in truck or anywhere else in the vehicle. No weight added to vehicle. 5. Trucks must have a secure pullback hitch. No Clevis provided. 6. No riders allowed in vehicle during competition. 7. No one allowed in the competition area except officials. 8. The course will be marked. Crossing boundaries will result in disqualification. 9. Stop immediately if you make it through pit. 10. You will be stopped if official feels the vehicle can no longer move forward under its

own power in the pit. 11. You will be permitted to run in one class. No tire or driver change. 12. No reckless driving or speeding anywhere in pit area. 13. No paddle tire. No Nitrous Oxide or combustion accelerators. 14. Truck will be classed by wheel size only. NOT wheelbase or engine size.

15. When lined up to run, driver must stay in vehicle; if not in your vehicle when it's your turn you will not get to run.

Section 11 - Side by Side Race

Side by Side Races Date: Wednesday August 7, 2019 Registration Time: 5:00-6:30 Event Time: 7:00 Where: Al Dietz Memorial Track Driver is admitted to the fairgrounds for Free. Anyone else will be required to pay the Gate Admission.

Rules:

1. All persons entering the pit area must sign a waiver of liability form and pay the pit fee of $20.00 prior to entering. No exceptions.

2. No alcoholic beverages allowed in pits or anywhere on the Elk County Fairgrounds. Pit crew members are to be under the direction of their drivers. No weapons allowed on fairgrounds.

3. No nitrous oxide. 4. No passengers allowed in vehicles during competition. 5. The running gear of each vehicle will be inspected to verify the safety of brakes,

steering, tire and body construction prior to the race. 6. Fighting, foul language, and unsportsman like behavior will not be tolerated and may

result in disqualification and forfeiture of prizes. 7. Additional weight is not permitted to be added to any vehicle. 8. Drivers must maintain their vehicles within the boundary lines of the track. Anyone

crossing the line will be disqualified. 9. There will be a drivers meeting held 30 minutes prior to start time. 10. The decision of the track officials is final. 11. No personal vehicles in pits. 12. If you don’t make your call for lineup you forfeit your run and entry fee.

13. All contestants must have helmet and eye protection. 14. Drivers must wear long pants and have long sleeves 15. In all classes, machine must have a location to affix a number on the front of the

machine. 16. There will be no horseplay or racing on the grounds or in the pit. 17. All Side by Sides must be trailered into the fairgrounds. Anyone riding their side by

side into the fairground will be disqualified from the race. 18. Drivers must be at least 16 years of age to enter.

Premiums: 800 and under $100-$50 801-999 $100-$50 1000 and up Open Class $100-$50

Section 12 - Power Wheels
