1. The following information is provided for the subject report in accord­ance with reference (a).

2. Employment Status

a. In accordance with reference (b), NMCB 10 deployed to Camp Kinser, Okinawa on 22 August 1967 as the Pacific Fleet Alert Mobile Construction Battalion, and Operational Control changed at that time to COMNAVFORJAPAN. The mission was to attain the highest possible state of combat readiness in order to provide construction support to U. S. Naval or other forces in a contingency situation, develop and maintain a combat self-defense

capability, and to accompli sh such disaster recovery and control tasks as may have been assigned.

b. On 26 Sep t ember 1967, the Commanding Officer departed for the Republic of Vietnam in accordance with reference (c) and arrived at Gia Le Forward Combat Base. At that time Operational Control was changed to Commander, THIRTY-SECOND Naval Construction Regiment. NMCB lO's primary mission was construction in support of U. S. Military Forces, South Vietnam. A r ear party (later designated as Detail ZULU) remained at Camp Kinser, Okinawa in accordance with eference (c) to accomplish work neces­sary to close out or complete work as assigned by r eference (b).

c. On 14 November 1967, NMCB lO's base camp changed once again f or the final time to Quang Tri Airfield Forward Combat Base, Republic of Vietnam. The mission r emained the same as at Gia Le .

3. Unit Movements

a. On 28 July 19~, NMCB 10 Detachment TANGO Advance Party departed for U-Tapao, Thailand.

b. On 30 July 1967, the first of four flights containing NMCB 10 Advance Party personnel departed for Camp Kinser, Okinawa by C-118s with the last of these flights arriving on 3 August.

c. On 21 August 1967, the first Main Body flight departed CONUS for Camp Kinser, Okinawa with the last flight arriving on 26 August. Opera­tional Control was changed to COMNAVFORJAPAN on arrival of the Commanding Officer, NMCB 10 at Camp Kinser on 22 August.

d. On 13 September 1967, Seabee Team 1009 departed Saigon and arrived on board Camp Kinser, Okinawa. The team then left for CONUS on 15 September for debriefing and leave at Port Hueneme, California.

e. On 19 September, the Executive Officer, LCDR J. W. WEIR, Jr., CEC, USN, the Assistant Operations Officer, LT D. L. WOODFORD, CEC, USN, and 143 men departed for Site "X", north of Quang Tri, Republic of Vietnam to provide horizontal construction support.

f. On 21 September 1967, 28 men of the Main !ody of NMCB 10 Detachment TANGO departed for U-Tapao, Thailand to join the 21 men of the Detachment's Advance Party.

g. On 26 September 1967, the CoI1DI1anding Officer, NMCB 10 departed Camp Kinser, Okinawa via C-130 aircraft and arrived at Gia Le, Forward Combat Base, Republic of Vietnam, where an interim base camp was established. At that time Operational Control was chopped to COM 32ND NCR as directed by refe1ence (c).

b . Immediately following the arrival of the Cormnanding Officer on 26 September 1967, personnel to be deployed to forward construction sites be­gan arriving in Gia Le for further transfer as Details.

(1) On 27 September 1967, Detail ECHO departed Gia Le by air for Site "X" to provide vertical construc t ion support for the airfield con­struction effort.

(2) On 28 September 1967, Detail INDIA departed Gia Le for Phu Bai, RVN to construct cantonment projects for Marine Air Group 16.

(3) On 29 September 1967, Detail GOLF departed Gia Le by air to Dong Ha and by truck convoy to Camp J. J. Carroll to begin construction of cantonment projects for U. S. Marine Corps units.

(4) On 30 September 1967, Detail HOTEL departed Gia Le for Cua Viet to construct projects for 1st AMTRACK Battalion, THIRD Marines.

(5) On 11 October 1967, Detail JULIETT departed Gia Le by air for Khe Sanh to provide construction support for Special Forces, FOB #3.

(6) Detail KILO was formed and departed the Main Body on 9 November 1967 to begin work on a high priority project at Base Area C-3.

i . On 14 NoVember 1967, the Conunanding Officer, NMCB 10 moved from Gia Le Forward Combat Base to Quang Tri Forward Combat Base (previously Site "X'') and established Batta lion Headquarters there.

j. Seabee Team 1012 departed the Republic of Vietnam on 7 December 1967 by C-130 aircraft for training and leave at Port Hueneme, California.

k. Detail KI LO returned to NMCB 10 Base Camp on 18 December 1967, job completed.

1. Detachment TANGO departed U-Tapao, Thailand on 5 January 1968. Personnel from Detachment TANGO reported aboard NMCB 10 on 9 January.

m. Seabee Team 1010 personnel reported aboard NMCB 10 Base Camp on 20 January 1968 from leave and debriefing at COM 31ST NCR.

n. NMCB 10 Detai l ZULU depar t ed Camp Kinser, Okinawa on 2 February 1968, and reported aboard NM.CB 10 Battalion Headquarters on the same day.

o. Twelve men of NMCB 10 Detail GOLF returned to Battalion Headquarters from Camp J. J. Carroll, RVN on l February 1968.

w. Seabee Team 1012, thirteen men, departed Port Hueneme, California on 29 April 1968 for the Republic of Thailand.

x. NMCB 10 was relieved by NMCB 11 at Quang Tri, Republic of Vietnam and commenced movement on 7 May 1968. The Main Body was transported to CONUS by using C-130 aircraft to shuttle personnel from Quang Tri to Clark Air Force Base Philippines. At that point, C-141 aircraft were available for the Philippines-to-CONUS lift With the last C-141 flight arriving at Point Mugu, California on 14 May 1968.

3 AUG 67 - The SS SEATRAIN PUERTO RICO departed CONUS on 17 July and arrived at Okinawa with the Part I Allowance and construc­tion equipment.

10 AUG 67 - RADM W, M, HEAMAN 1 CEC, USN, COMCBPAC, arrived aboard Camp Kinser for an inspection visit and departed the same day

22 AUG 67 - CO, NMCB 10 arrived and assumed command of Camp Kinser. Operational Control was chopped to COMNAVFORJAPAN.

25 AUG 67 - Initial work on the permanent barracks at Camp Kinser, Okinawa was begun.

16 SEP 67 - CAPT C. G. MILLER, CEC, USN, CSO, COMCBPAC, and party arrived on board Camp Kinser for a management inspection visit.

17 SEP 67 - A cocktail party and reception was held at the Camp Kinser Commissioned Officer's Mess to welcome the COMCBPAC CSO~ CAPT C. G. MILLER, CEC, USN, and party to Camp Kinser and to acquai n t the Commanding Offi cers of the various Isl and commands with the Officers of NMCB 10. In attendance were RADM D. W. COOPER, USN, Commander, Patrol Forces, 7th Fleet, CAPT C. A. PENDLETON, USN, COMFLTACTS Ryukyus, COL F. E. MAREK, USAF, Base Commander, Kadena AF Base, and COL LAING, USMC, Commanding Off icer, MCAF Futema, as well as other officers from nearby commands.

21 SEP 67 - RADM F. L. JOHNSON, USN, COMNAVFPRJAPAN, CAPT C. A. PENDLETON, Jr . , USN, COMFLEACTS Ryukyus, and CAPT D. A. MERRILL of COMNAVFORJAPAN arrived on board for a management inspection visit.

26 SEP 67 - The Command moved from Camp Kinser, Okinawa t o Gia Le Forward Comba t Base, Republic of Vietnam, and provided con­struction De t ai l s t o five different locat ions throughout tbe I Corps area. At that time, OPCON was changed to COM 32ND NCR.

12 OCT 67 - The USS SEDGWICK COUNTY (LST 1123) departed Naba, Okinawa f or Danang with the f irs t of NMCB lO' s seal ift cargo to RVN.

13 OCT 67 - The airfield a t Site "X" received approximately 30 incomi ng mortar rounds. Two men from NMCB 10, CN Robert J, BUTZ, and CES3 Edward BRUNO, Jr., were wounded by shrapnel.

18 OCT 67 - The USS SEDGWICK COUNTY (LST 1123) arrived in Danang, RVN and unloaded the f i rst of NMCB lO 's sealift equi pment.

1 NOV 67 - NMCB 10 took ove r OPCON of all work at Site "X" (Quang Tri Forward Combat Base), and the "Ghost Battalion" was dises­tablished.

The USS WINDHAM COUNTY (LST 1170) departed Naha, Okinawa for RVN with NMCB 10 cargo.

2 NOV 67 - The USS MEEKER COUNTY (LST 980) departed Naha, Okinawa with the last of NMCB lO ' s sealift cargo.

11 NOV 67 - The USS MEEKER COUNTY (LST 980) arrived at Cua Viet, RVN and unloaded the las of NMCB lO's sealift cargo.

14 NOV 67 - The Commanding Of ficer, NMGB 10 moved f rom Gia Le Forward Combat Base and established Battalion Headquarters at Quang Tri Forward Combat Base.

19 NOV 67 - All men of NMCB 10 present at Quang Tri Forward Combat Base moved into t en t s , buil t fortifications, and established the first Seabee camp at this loca tion.

20 NOV 67 - RADM J, V. BARTLETT, CEC, USN, COM 3RD NCB, CAPT J. M. RILL, CEC, USN, COM 32ND NCR and t heir respective staff s conduct­ed an arrival conference in the conference tent at Quang Tri for all NMCB 10 Officer s and Chief Petty Officers.

26 NOV 67 - Three culver t s wer e blown on Route #1 a t t he following grid coordinates: YD433446, YD433453 , and YD433443. All wer e r epaired on 27 November.

29 NOV 67 - Seabee Team 1012 was offi cially f ormed by NMCB 10 message date-time-group 290514Z November 1967.

3 DEC 67 - A Supply Management inspection team headed by LCDR L. E. VANN, SC, USN, of COM 31ST NCR and party arri ved for t he Annual Supply inspection and departed on 4 December.

5 DEC 67 - CAPT C. G. MILLER, CEC, USN, CSO, COMCBPAC and CDR B. J. HACKENSON, SC, USN , of COMCBPAC, arrived on board for a management inspection visit and departed on 6 December.

6 DEC 67 - Detail GOLF at Camp J. J. Carroll, RVN, received three in­coming mortar rounds . There were no personnel or equipme t casualties.

11 DEC 67 - One culver t was blown on Route #1 at grid coordinates YD425464. The culvert was repaired on 13 December.

1>etail HOTEL at Cua Viet, received six 82nnn mortar rounds. No personnel casualties; damage to one water trailer and one motor grader was sustained.

15 DEC 67 - Quang Tri Airfield received 30 to 40 rounds of 82mm mortar. No impact received in the NMCB 10 area.

16 DEC 67 - Detail HOTEL at Cua Viet, received 81 rounds of rocket fire at 0959 hours and 49 rounds at 1109 hours. Five NMC~ 10 personnel were wounded, one seriously, and major damage to five newly constructed facilit i es was sustained. Per­sonnel injured were: SWF3 J. E. GOGAN, USN, B60 94 24, BUHCN D. E. DENTON, USN, B80 59 50, BUHCN M. E. DEAN, USNi B80 95 17, BUL2 J. LYNN, USN, 589 13 20 and SWE2 R. E. REAGAN, USN, 530 38 25.

20 JAN 68 - Detail GOLF sustained a rocket attack. No personnel cas­ualties; two strongbacks received moderate damage.

21 JAN 68 - RADM J. V. BARTLETT, CEC, USN, COM 3RD NCB; Honorable Elford A. Cederberg, Representative Tenth District of Michigan and Honorable Burt L. Talcott, Representative Twelfth District of California and party aTrived and toured the Quang Tri area and departed the same day.

22 JAN 68 - An NMCB 10 MRS-110 hit a land mine on Route #1 at grid coordinates YD393454. No personnel injuries; damage to the vehicle was limited to destruction of the right-front tire and wheel.

24 JAN 68 - Detail GOLF received 15 rounds of rocket fire. No per­sonnel casualties; one shower building was damaged.

25 JAN 68 -

Quang Tri Airfield came under rocket and mortar attack at 0205 hours. The Airfield received from SO to 60 rounds. Five rounds impacted in the NMCB 10 area. No personnel casualties; one 5,000 gallon water trailer was hit, one 300 gpm pump was destroyed and a Dewalt saw received repairable damage.

Quang Tri Airfield came under mortar and light ground attack from 2025, 24 January t o 0500 hours 25 January. No casual­ties or damage to equipment.

Bridge B-44 (g.c. YD297566) was blown. Repairs began on 25 January .

Bridge B-48 (g. c . YD263587) was blown. Repairs began on 26 January.

CDR W. L. WILSON, CEC, USN; CDR C. H. SWIFT, CHC, USN, and LT J. L. HENLEY, CEC, USN, of COMCBPAC Staff, arrived on board for NMCB 10' s Annual Administrative Inspection and departed the following day.

27 JAN 68 - Quang Tri Airfield came under rocket and small arms fire from 0005 to 0055 hours. The airstrip and helo pad took numerous hits, with the airfield temporarily closed to operations. NMCB 10 suffered one personnel casualty, UTP3 William R. WILEY, USN, B32 11 68, who was returned to duty after first aid. There was minor damage to the camp area. Rocket damage to the runway was repaired and the runway operational by 1130 the same day

31 JAN 68 - Approximately thir ty-fi ve 82nnn mortar rounds were received in the NMCB 10 area at 0545 hours. Nine personnel casual­ties were sus tained and minor damage to the camp and f our vehicles. The start of the work day was delayed for only two and one-half hours. Personnel casualties were: BUC Willard A. HULING, USN, 629 24 50; BUC Roger W. NELSON, USN, 719 92 04; SWl Edward V. GRADY, USN, Bll 29 42; EON2 David MARLETT, USN, 518 57 76; BM3 Gary A. MUDGE, USN, 598 79 77; RM3 John R. STANFIELD, USN, 796 64 00; SN David W. RIUTTA, ~SN, B58 28 54; SN Edwar d B. HARRIS, USN , 918 58 33; and HN Dennis A. GUTOWSKI, USN, BSO 66 90 , Four of these were serious enough t o require MEDEVAC.

4 FEB 68 - Detail HOTEL at Cua Viet received 30 to 40 rounds of mortar and rocket fire. No personnel casualties or damage to equipment was sustained .

6 FEB 68 - An NMCB 10 mobile crane struck a land mine at grid coordi­nates YD460415, sustaining major damage . EON2 W. W. WOLF, USN, B42 32 33, was MEDEVACED with minor injuries.

7 FEB 68 - An NMCB 10 motor grader struck a land mine on Route #1 at grid coordinates YD381472, sustaining major damage. EON2 H. W. SCHROEDERMI ER, USN, B60 18 39, was MEDEVACED with multiple fragment wounds and possible concussion.

16 FEB 68 - CDR R. A. BOWERS , CEC, USN, CO, NMCB 5 3 visited the NMCB 10 camp and departed the same day.

LCDR F. M. NEWCOMB, CEC, USN, and LCDR G. R. MATTHEWS, CEC, USN of COMCBPAC Staff and MAJ C. J. TYSON, USMC, of COM 31ST NCR Staff arrived for a management inspection visit and departed the following day.

17 FEB 68 - An NMCB 10 five ton truck tractor struck a land mine at grid coordinates YD429460, sustaining major damage. HM.l B. A. BECKER, USN, 792 92 17, and EOH3 L. D. BRUMBY, USN, B41 88 89, sustained minor injuries and were returned to duty after first aid.

An NMCB 10 two and one-half ton truck struck a land mine at grid coordinates YD461420 and was totally destroyed. BUH3 V. J. LLOYD, USN, 999 33 90, CES3 M. R. MASON, USN, 789 36 25, and EONCN N. S. DAVTDSON, USN, 789 67 00, were MEDEVACED with burns and shrapnel wounds.

19 FEB 68 - Small arms fire was received in the NMCB 10 camp . No per­sonnel casualties or equipment damage wae sustained.

tAR 68 - NMCB 10 commemorated the 26th Anniversary of the Seabees with a Battalion ceremony and a large birthday cake.

MAR 68 - The NMCB 10 Detail MIKE area at Camp Evans received enemy rocket fire. One MRS sustained major damage. No personnel casualties.

14 MAR 68 - RADM J. V. BARTLETT, CEC, USN, COM 3RD NCB, and CAPT J. M, HILL, CEC, USN, COM 32ND NCR came aboard for a project inspection visit and departed the same day.

15 MAR 68 - At approximately 0055, Quang Tri Airfield came under rocket attack. The helo pad area sustained minor damage which was repaired the following morning. No rounds impacted in the NMCB 10 camp.

16 MAR 68 - Notification was received of the selection of EQCM James W. ENRIGHT, USN, a s co-winner of the Admiral Claude V. Ricketts Award for Inspirational Leadership .

18 MAR 68 - l.T MILLER, SC, USN, Supply Officer, NMCB 11 and EOC H. N. KNOWLES, USN, ALFA Company Maintenance Supervisor, members of NMCB ll ' s predeployment party arrived at the NMCB 10 camp.

14 MAY 68 - The Mayor of Oxnard and Port Hueneme presented the Comm.anding Officer with official resolutions which cited the accomplishments of and welcomed NMCB 10 home.

that was maintained in the camp. Unusual numbers of connnon diseases and ail ments were not present. No evidence of epidemics was encountered. Venereal disease infections numbered thirty-nine , fifteen of which were contracted while the Battalion was deployed in Okinawa. Such a low rate is felt to be due to informative c l asses on venereal disease given to each individual who was infected.

Dental Counnents: The Battalion did not receive a dental trailer which was supposed to have arrived shortly after the start of the Quang Tri deploy­ment. Tbis presented no problem as adequate equipment was possessed by the Dental Department. The trai l er woul d have increased our operating efficiency and lessened our sterilization problem. Rowever, the equipmen t avai l abl e was adequa te, and only minor di f ficulties were experienced in providing routine dental services t o the Battal i on. Men who needed dental X-rays were t aken t o the 3rd Medical Battalion' s Del ta Company Medical fac il ity at Dong Ha Forward Comba t Base .

In addition to the NMCB TEN chapel services, the Chaplain participated in a number of ceremonies for the 1st Marine Air Wing, the THIRD Marine Division, and Mobile Construction Battalion FIVE. These activities include 5 Memorial Services ~ 2 Change of Command Ceremonies, and 7 Protestent Divine Services. The Chaplain's office was also engaged in the NMCB TEN Civic Action program and provided both material and monetary assistance to the Protestance Christian Church (12,000 piaste:xs, $105), Buddhist Pagoda (6,000 piasters, $52.50 , and orphanages in the Quang Tri City area.
