FALL CAR CARE | TECHNOLOGY
You already understand that a check engine light should be immediately addressed, but you may have been tempted to receive a free scan to see what the problem may be. Remember that these tools can only give you an idea of a persistent problem while sometimes leaving the real issue to become worse.

HISTORY OF ON-BOARD DIAGNOSTICS II
According to the International Council on Clean Transportation, the Air Resources Board adopted an OBD II Regulation in 1989. It replaced the previous OBD I system which required adapt-ers to fit different vehicles
and was limited to what it would reveal.
OBD II was standard begin-ning in 1994, but not fully implemented until 1996 for passenger cars and light-duty trucks. The software identifies issues through codes given from a vehicle’s computer which is tuned in to nearly every emission-related com-ponent.
WHAT IT REVEALSWhen a check engine light
is illuminated, it could be sig-nifying an issue as simple as a loose gas cap or a serious problem being transmitted from an important sensor. Of course, this warning light should always be addressed but it can provide clues to its urgency.
For instance, during emer-gencies, the light will typically flash or beam red rather than amber. If this occurs, don’t hesitate to park the vehicle and have it towed for a thor-
ough inspection at your pre-ferred repair facility. When the light is constant, the issue is less urgent but should still be addressed at your earliest convenience.
HOW CONSUMERS BENEFIT
The innovative system has changed the way technicians are able to diagnose and resolve complex problems. While software won’t pinpoint a problem and explain in
detail the repair, it provides knowledgeable mechanics a great perspective on where the issue lies, then, their expertise can take over.

Alliant Health Plans has notifiedcertain members that someprotected health information (PHI)may have been affected by asecurity incident at Magellan MRxManagement, a vendorcontracted by the health plan tomanage pharmacy benefits.
On July 5, 2019, Magellandiscovered that the email accountof one of its employees had beensending out large volumes ofspam email.
An immediate investigationrevealed that severalunauthorized mailboxauthentications and connectionsoriginating from outside theUnited States had been occurringon this employee's email accountsince May 28, 2019. It is believedthat the unknown individuals wereable to obtain the employee'semail log-in credentials through aphishing attack or otherfraudulent means.
Alliant was alerted to the issue onSeptember 30, 2019.
Magellan believes that theintruder was attempting to accessthe account solely to send outspam emails and had nointentions to retrieve or view
member data.
However, Alliant is treating thisincident as a breach because itcould not be definitivelydetermined any emails wereaccessed, viewed, ordownloaded.
Magellan has informed Alliant thatit has taken steps to furthersecure all employee emailaccounts and has implementedenhanced protective measuresrelated to email account log-onsand authentications beyond thesystems which were already inplace. Magellan also determinedthat none of its other systemsexperienced any unauthorizedaccess aside from the impactedemail accounts.
Magellan provided a list ofimpacted members on November4, 2019 and sent letters to notifythem of the potential breach onNovember 22, 2019. The datathat may have been exposedcould have included themember's name, patient/memberID, type of service, authorizationID, and diagnosis.
