Density is the number of housing or dwelling units in an area of land. The more dwelling units per hectare/acre of land, the higher the density. In North Cowichan and Duncan, the highest density areas are properties with apartment buildings because there are many dwelling units on a small area of land, while acreages and farmland have the lowest densities. Higher densities are typically found closest to the urban core (e.g. downtown areas). Land use refers to the types of buildings and activities that are occurring on a particular
property. For example, land could be used for commercial businesses like grocery
stores or offices, or for residences where people live. Industrial, parks, institutional and
agricultural are other general types of land uses.
The ability of a local government like the Municipality of North Cowichan to regulate or
control land use comes from provincial law - the Local Government Act - and is
administered through a Zoning Bylaw.
Most of the properties in the area we are looking at today (the Polygon) are zoned
Residential Rural (R1), which permits the following land uses:

The property that used to contain the Quamichan Inn has a different zoning -
Commercial Rural Hospitality (C7) - which permit a different set of land uses:

Single-Family Dwelling
Tea Room
Coach houses and garden suites are another type of land use that is being considered in
North Cowichan, including in the recent rezoning application in the Polygon area. The
difference between these uses and duplexes is that the second dwelling/housing unit is
in a separate building.

North Cowichan’s Official Community Plan (OCP) establishes the following 5 goals:
Preserve our rural setting
Guard our environment
Adjust to climate change
Encourage economic opportunities
Build strong communities
The OCP includes a strong growth management framework through the establishment
of an urban containment boundary, which is intended to prevent urban sprawl. By
directing new growth to the Growth Centres, North Cowichan’s rural areas can be
preserved in the long term.
The diagram below demonstrates the trade-off of developing residential subdivisions
under different zoning. While larger lots may be appealing because they have more
open space / yard area on each lot, land is used less efficiently which contributes to
sprawl.
One of the questions for today’s meeting is whether all or part of the Polygon area
should be removed from the UCB / Growth Centre designation.
